LORD, THANK YOU FOR ALLOWING US TO GATHER HERE TODAY, AND AS ALWAYS, WE INVITE YOU TO JOIN US AND MAKE YOUR PRESENCE KNOWN.
USE US AS A TOOL TO ACCOMPLISH THE GOALS, AND ESPECIALLY I WANT TO REMEMBER OUR MEN AND WOMEN THAT ARE OVERSEAS FIGHTING THIS WAR, AND ASK THAT YOUR HAND OF PROTECTION GO UPON THESE SOLDIERS, AND YOUR HANDS OF COMFORT COME TO THOSE THAT ARE GRIEVING.

THEY'RE HAVING A CEREMONY THAT'S BEEN GOING ON FOR A LITTLE BIT NOW ON MARCH 29TH TO HONOR OUR VIETNAM WAR VETERANS DAY.
AND I GOT SOME FLYERS THAT INVITE YOU GUYS ALL OUT TO THIS.
AND THIS WAS STARTED ABOUT SIX YEARS AGO BY CHRIS LAMBERTON.
I INVITE HIM TO COME UP TO THE PODIUM.
AND THE GUY WHO USED TO HOLD THE SEAT, CRAIG, ABOUT SIX YEARS AGO, TO START THIS SOLEMN CEREMONY OF LAYING THESE WREATHS AT THE MONUMENT ON THE SQUARE.
AND I WILL READ THE PROCLAMATION.
WHEREAS BY AN ACT OF CONGRESS IN 2017, NATIONAL VIETNAM WAR VETERANS DAY IS OBSERVED ON MARCH 29TH TO THANK AND HONOR OUR NATION'S VIETNAM VETERANS AND THEIR FAMILIES FOR THEIR SERVICE AND SACRIFICE.
AND WHEREAS MARCH 29TH, 1973 WAS THE DAY THE UNITED STATES MILITARY ASSISTANCE COMMAND VIETNAM WAS ESTABLISHED, THE LAST U.S.
COMBAT TROOPS DEPARTED VIETNAM AND EFFORTS WERE FULLY UNDERWAY TO RELEASE THE LAST OF THE ACKNOWLEDGED UNITED STATES SOLDIERS HELD AS PRISONERS OF WAR BY NORTH VIETNAM.
AND WHEREAS DUE TO THE TURBULENT CULTURE CLIMATE OF THE ERA AND THE UNPOPULARITY OF THE VIETNAM CONFLICT, MANY OF THE RETURNING VIETNAM VETERANS DID NOT RECEIVE THE RESPECT AND GRATITUDE THEY RICHLY DESERVED FOR SERVING THEIR NATION SO ABLY AND HONORABLY.
THE ESTABLISHMENT OF THE NATIONAL VIETNAM WAR VETERANS DAY IS AN APPROPRIATE WAY TO HONOR AND RESPECT THOSE MEMBERS OF THE UNITED STATES ARMED FORCES AND THANK THEM FOR THEIR SELFISH ACTS OF SERVICE TO OUR STATE AND OUR COUNTRY.
IN THE SPIRIT OF PRIDE AND GRATITUDE.
IT'S TIME TO HONOR THE HEROIC ACCOMPLISHMENTS OF ALL WHO SERVED THEIR COUNTRY IN VIETNAM AND ESPECIALLY THE 58,000 SERVICEMEN AND WOMEN MEMORIALIZED ON THE VIETNAM MEMORIAL WALL FOR THEIR ULTIMATE SACRIFICE TO THIS COUNTRY.
NOW THEREFORE, IN ACKNOWLEDGEMENT OF 2026 AS THE 250TH BIRTHDAY OF THE UNITED STATES, BE IT RESOLVED THAT THE YAVAPAI COUNTY BOARD OF SUPERVISORS DO HEREBY ACKNOWLEDGE MARCH 29, 2026 AS NATIONAL VIETNAM WAR VETERANS DAY AND URGE ALL CITIZENS OF YAVAPAI COUNTY TO REFLECT ON AND RECOGNIZE THE COURAGE AND SACRIFICE OF OUR VIETNAM WAR VETERANS BY DISPLAYING THE FLAG OF THE UNITED STATES OF AMERICA.

OUR POST COORDINATED A MEMORIAL DAY WREATH LAYING AT THE COUNTY WAR MEMORIAL ON COURTHOUSE PLAZA.
AND EARLY NEXT YEAR, WE WERE ASKED TO COORDINATE A SIMILAR WREATH LAYING FOR NATIONAL VIETNAM WAR VETERANS DAY, WHICH HAD BEEN ENACTED IN 2012 AND IS ALWAYS HELD ON MARCH 29TH TO COMMEMORATE THE END OF THE VIETNAM WAR.
WE FEEL NOT AN OBLIGATION BUT AN HONOR TO RECOGNIZE THOSE VETERANS WHO SERVED.
COURAGE AND SACRIFICE IS A PART OF WHAT MADE VIETNAM UNIQUE.
WE HONOR THEM, AND WE THANK THEM, AND WE WELCOME THEM HOME.
FOR MANY, THIS IS THE ONLY WELCOME THEY WILL HAVE EVER RECEIVED.
INCREDULOUS AS IT MAY SEEM, THERE ARE VETERANS WHO COME TO THIS CEREMONY EACH YEAR, AND AMONG THEM ARE PEOPLE WHO HAVE...
ENDURED THE UNENDURABLE FOR ALL THE TIME SINCE THEY CAME HOME AND PEOPLE WHO HAVE NEVER BEEN WELCOMED HOME.
WE ALSO REMEMBER THOSE WHO DID NOT RETURN.
WE REMEMBER THEM AND WE HONOR THEM.
OUR CEREMONY WILL TAKE PLACE AT 12 NOON, SUNDAY, MARCH 29TH.
AT THE YAVAPAI COUNTY WAR MEMORIAL AND WILL INCLUDE PARTICIPANTS FROM THE AMERICAN LEGION, THE VETERANS OF FOREIGN WARS, THE MARINE CORPS LEAGUE, DISABLED AMERICAN VETS, U.S.
VETS IN PRESCOTT, AND THE GRANITE MOUNTAIN GORGE SOCIETY, AS WELL AS THE SCOTTISH AMERICAN MILITARY SOCIETY.
WE STARTED DOING THIS WITH ALL THESE ORGANIZATIONS LAST YEAR, AND THEY RESPONDED WHOLEHEARTEDLY IN RECOGNIZING WHAT THE PURPOSE OF THIS EVENT WAS.
AND IT WOULD NOT BE POSSIBLE TO DO THIS WITHOUT THE SUPPORT OF THE BOARD OF SUPERVISORS, AND AS I SAID, SPECIFICALLY SUPERVISOR KUKNYO, WE THANK YOU AND ALL THE SUPERVISORS.

THERE WE GO.ALRIGHTY, SO WE'RE TALKING ABOUT TRANSIT AS AN ECONOMIC ENGINE IN YAVAPAI COUNTY.
I GOT INTO MY WORK BECAUSE I BELIEVE THAT HOW WE MOVE PEOPLE IN OUR COMMUNITY IS ONE OF THE MOST ESSENTIAL PIECES OF OUR COMMUNITIES.
AND NOT JUST ROADS, NOT JUST INFRASTRUCTURE, BUT THE CONSCIOUS, DELIBERATE CHOICE TO MAKE SURE THAT EVERY PERSON IN THIS COUNTY, REGARDLESS OF WHERE THEY LIVE OR WHETHER THEY OWN A CAR, IS ABLE TO REACH OPPORTUNITY.
SO THAT'S KIND OF WHAT I WANT TO FOCUS ON BECAUSE I BELIEVE TRANSIT DOES THAT.
AND WE'RE SEEING THAT BEING DONE THROUGH OUR YAVALINE REGIONAL TRANSIT SERVICE.
WE WERE INTENDING THAT NACOG COVER THE FIRST PART, AND THAT'S WHY THAT SAYS NACOG HAS COVERED THE VERDE VALLEY.
OKAY, SO I'M HERE REPRESENTING YAVALINE REGIONAL TRANSIT.
LAST YEAR, JULY 2025, WE TOOK OVER OPERATIONS FROM THE TOWN OF FRESCA VALLEY.
YAVALINE REGIONAL TRANSIT WAS STARTED BY THE TOWN OF FRESCA VALLEY IN SEPTEMBER OF 2022 AS A MICROTRANSIT OPERATION WITH THE CARES ACT FUNDING.
WE WENT THROUGH THE PROCESS OF YAVAPAI PLAN TAKING OVER IT AS IT BECAME MORE OF A REGIONAL APPROACH TO TRANSIT.
AND WE ARE CURRENTLY LEVERAGING SOME FEDERAL DOLLARS TO BE ABLE TO HAVE THE SERVICE.
IT'S CALLED FTA 5307, WHICH ALLOWS US TO HAVE $1.9 MILLION FROM THE FEDERAL GOVERNMENT TO BRING INTO OUR COMMUNITY FOR PUBLIC TRANSIT SPECIFICALLY AND FOR ANY OTHER PLANS THAT HAVE INCORPORATIONS OF PUBLIC TRANSIT.
I THINK ONE OF THE IMPORTANT THINGS IS IF WE DON'T USE THESE TAX DOLLARS THAT WE ARE PAYING INTO FOR PUBLIC TRANSIT, THEY GO TO DIFFERENT COMMUNITIES.
OVER THE LAST 20 YEARS, THE PRESCOTT-PRESCOTT VALLEY URBANIZED AREA HAS NOT HAD PUBLIC TRANSIT, AND THEREFORE THAT $20-PLUS MILLION THAT WERE ACCUMULATED HAS GONE TO OTHER COMMUNITIES SUCH AS FLAGSTAFF FOR THEIR TRANSIT NEEDS.
WE WANT TO BRING BACK OUR TAX DOLLARS HERE AND MAKE SURE THAT IT'S BENEFITING OUR COMMUNITY.
SO ONE OF THE BIG THINGS THAT I WANT TO TOUCH ON IS IN THE IMPACT THAT YAVALINE HAS HAD OVER THE LAST THREE AND A HALF YEARS.
SO OVER THE LAST THREE YEARS, YAVALINE HAS BEEN ABLE TO PROVIDE OVER 120,000 RIDES TO PRESCOTT AND PRESCOTT VALLEY RESIDENTS.
WITH A FLEET OF ONLY EIGHT SIX- AND NINE-PASSENGER VEHICLES WITHIN THOSE TWO ZONES.
AND I THINK IT'S REALLY IMPORTANT THAT WE KIND OF ACKNOWLEDGE THAT BECAUSE WE'RE LEVERAGING TECHNOLOGY TO MAXIMIZE OUR RESOURCES TO MAKE SURE THAT WE GIVE OUR RESIDENTS THE OPPORTUNITY TO GET TO OPPORTUNITY.
AND WE JUST HEARD ABOUT THE EFFORTS TO SUPPORT OUR VETERANS.
THIS IS ONE OF THE BIG FOCUSES THAT WE'RE DOING.
WE'RE, LET ME SEE, WE'RE SUPPORTING OUR VETERANS.
AT OUR LAST BOARD MEETING, I HAD BRIAN CAMPBELL FROM U.S.
VETS COME AND PRESENT TO OUR BOARD TO TALK THROUGH HOW PUBLIC TRANSIT AND YAVALINE SPECIFICALLY HAS BEEN A LIFELINE FOR THESE VETS THAT NEED TO GET TO OPPORTUNITY, THAT NEED TO GET TO THE VA.
UNDERSTANDING THE NEEDS OF OUR COMMUNITY AND LEVERAGING PUBLIC TRANSIT TO WORK FOR THEM RATHER THAN JUST HAVING A PUBLIC TRANSIT SYSTEM THAT WORKS AT THE COUNTY IT'S VERY TAILORED TO OUR AREA BECAUSE I WE BELIEVE THAT THAT'S HOW WE BECOME SUCCESSFUL ANOTHER PIECE THAT I WANT TO HIGHLIGHT IS THE PREVIOUS QUOTE THAT WAS HERE CAME OUT OF YOUR COMMUNITY SURVEY THAT WAS COMPLETED IN SEPTEMBER OF 2025 THAT PUBLIC TRANSPORTATION AND HOUSING REMAIN LOWEST RATED COMMUNITY CHARACTERISTICS IS WHAT THIS SURVEY STATED.
AND ONE OF THE PIECES THAT WE'RE REALLY EXCITED IS ACTUALLY ADDRESSING SOME OF THE WORKFORCE HOUSING SHORTAGES THROUGH PUBLIC TRANSIT.
SO WE'RE WORKING WITH A GROUP OF DEVELOPERS THAT IS TRYING TO ACHIEVE A TAX CREDIT FOR NORTH PRESCOTT TO BE ABLE TO BRING IN ABOUT 82 WORKFORCE HOUSING UNITS TO THE AREA.
TO MAKE SURE THAT WE CONTINUE ADDRESSING THE ATTAINABLE HOUSING AND WORKFORCE SHORTAGE IN THE AREA.
THE REASON I BRING THIS UP IS BECAUSE ONE OF THE QUALIFYING FACTORS FOR THIS IS HAVING PUBLIC TRANSIT AVAILABLE.
WITHIN FOUR MILES OF THAT SPECIFIC DEVELOPMENT.
SO IF IT WASN'T FOR PUBLIC TRANSIT, THIS DEVELOPER COULD NOT APPLY FOR THESE TAX CREDITS AND WOULD NOT BE MAKING THE EFFORT TO BRING IN THAT UNIT TO NORTH PRESCOTT.
THE OTHER PIECE IS ADDRESSING TOURISM.
ONE OF THE CONCERNS OF YOUR BOARD WAS, HOW DO WE

LEVERAGE PUBLIC TRANSIT TO BRING IN TOURISM OR HELP WITH TOURISM AND ECONOMIC DEVELOPMENT? WE'RE PARTNERING WITH THE PRESCOTT RODEO TO MAKE SURE THAT WE'RE ADDRESSING THAT AS WE SPEAK.WE'RE HOPING THAT WE CAN LEVERAGE OUR PUBLIC TRANSIT SYSTEM TO ENSURE THAT WHEN THE RODEO COMES TO THE PRESCOTT AREA, IT DOESN'T GET CONGESTED AND THAT WE MAKE SURE THAT WE ARE ADDRESSING THAT AND HELPING WITH ECONOMIC DEVELOPMENT OVERALL.
AND I THINK WE'VE REALLY ROOTED OUR EFFORTS IN THE COUNTY.
AND WHAT THE COUNTY WAS HEARING THROUGH THAT COMMUNITY SURVEY.
SO I THINK THAT ONE OF THE BIGGEST CONCERNS, I KNOW THAT SUPERVISOR KUKNYO HAS TALKED TO US ABOUT, WHAT ABOUT THE UNINCORPORATED AREAS? YOU'RE TALKING A LOT ABOUT PRESCOTT AND PRESCOTT VALLEY.
WHAT ABOUT THE UNINCORPORATED AREAS? AND I THINK THAT'S A FAIR POINT, AND MY ANSWER TO THAT IS, AS WE ARE FOCUSING ON WHERE THE DEMAND IS RIGHT NOW, WE'RE LOOKING AT IT AS A LAUNCH PAD TO MAKE SURE THAT WE ARE GOING OUT TO RURAL AREAS AND LEVERAGING OUR ABILITY TO GET TO THOSE AREAS THAT DON'T NECESSARILY HAVE A LOT OF RESIDENTS, BUT THERE IS DEFINITELY A LOT OF DEMAND.
SO WE'RE WORKING THROUGH THAT.
WE HAVE A FEW PLANS IN PLACE THAT ARE GOING TO HELP US UNDERSTAND THAT NEED AND REALLY ADDRESS THAT.
AND WE'RE REALLY EXCITED TO WORK WITH SUPERVISOR KUKNYO AND THE REST OF YOU GUYS TO MAKE SURE THAT WE'RE REALLY LISTENING TO WHAT THE RESIDENTS ARE TELLING YOU GUYS AND TAILORING THIS APPROACH TO THAT SPECIFICALLY.
AND ONE THING THAT I REALLY WANT TO POINT OUT, I THINK, IS ACCORDING TO THE AMERICAN PUBLIC TRANSPORTATION ASSOCIATION, EVERY $1 INVESTED IN PUBLIC TRANSIT IS $5 BACK INTO YOUR COMMUNITY, AND THAT'S IN MANY DIFFERENT FACTORS.
IT COULD BE IN PEOPLE USING PUBLIC TRANSIT TO GET TO GROCERIES OR WORKING OR THESE DIFFERENT AREAS.
AND WITH OUR YAVALINE TECHNOLOGY, WE'RE ABLE TO ACTUALLY DETERMINE HOW PEOPLE ARE USING PUBLIC TRANSIT.
I MENTIONED 120,000 PEOPLE HAVE RECEIVED RIGHTS FROM THIS.
30% OF THOSE PEOPLE ARE GOING TO THEIR EMPLOYER OR THEY'RE USING IT FOR EMPLOYMENT PURPOSES.
21% IS USING IT TO GO SHOPPING.
SO KIND OF STIMULATING THAT ECONOMY AND CONTINUING TO HAVE THAT SNOWFALL EFFECT OF PUBLIC TRANSIT IS WHAT WE'RE HOPING TO...

HOW DO WE LEARN FROM THEM AND MAKE SURE THAT WE HAVE LESSONS LEARNED AND BE ABLE TO APPLY THAT TO WHAT WE'RE DOING TO MAKE SURE THAT WE DON'T, THAT WE MAXIMIZE OUR RESOURCES AS MUCH AS POSSIBLE.

SO WE HAVE ED ROSE, THE AIRPORT MANAGER HERE, TO SPEAK ABOUT A PROPOSED FIRE SUPPRESSION PROJECT.

I'M THE AIRPORT MANAGER FOR THE SEDONA AIRPORT, THE 2025 ARIZONA AIRPORT OF THE YEAR.
THE COUNTY INITIATED AN AIRPORT MASTER PLAN IN 2017 TO IDENTIFY AERONAUTICAL DEVELOPMENT.
PART OF MY JOB IS TO IMPLEMENT THAT MASTER PLAN.
NO WATER EQUALS NO VERTICAL DEVELOPMENT, NO BUILD, AND THIS IS PER THE SEDONA FIRE DEPARTMENT.
IN 2020, THE AUTHORITY AUTHORIZED A FIRE SUPPRESSION WATER MASTER PLAN.
THIS IDENTIFIES A PHASED APPROACH TO PROVIDING FIRE SUPPRESSION WATER ON THE MESA.
RECOMMENDATION NUMBER ONE WAS THE DESIGN, CONSTRUCTION, AND INSPECTION.
OF A STANDBY GENERATOR FOR THE FIRE SUPPRESSION WATER PUMP,

THERE WAS NONE PRIOR TO THIS INSTALLATION, WHICH MEANT IF THE ONE LINE THAT SERVICED THE AIRPORT MESA WAS COMPROMISED, THERE WAS NO FIRE SUPPRESSION CAPABILITIES ON THE MESA.RECOMMENDATION TWO WAS TO INSTALL A 250,000-GALLON FIRE SUPPRESSION WATER STORAGE TANK AND DISTRIBUTION PLUMBING.
340,000 GALLONS OF WATER STORAGE WAS DESIGNED.
WE HAVE CONSTRUCTION DOLLARS AVAILABLE TO US, AND WE'RE NEGOTIATING AN INSPECTION AGREEMENT PRESENTLY.
IN 2025, THE AUTHORITY WAS SUCCESSFUL IN WINNING A $1.665 MILLION LONG-TERM LOW-COST LOAN FROM THE WATER INFRASTRUCTURE FINANCE AUTHORITY.
CONSTRUCTION BIDS ON THIS PROJECT CAME IN AT $1.261 MILLION, QUITE FAVORABLE, AN $821,000 DIFFERENCE FROM THE NEXT BIDDER.
WHAT DOES THIS MEAN? THE INFRASTRUCTURE, THIS AIRPORT IS A COUNTY-OWNED PROPERTY.
WHAT ARE THE ECONOMIC IMPACTS OF THIS INFRASTRUCTURE IMPROVEMENT? FIRST OF ALL, THERE WILL BE MATERIAL SUPPLIERS.
