LISA IS UNIQUE IN THAT THEY WORK DIRECTLY WITH SCHOOL ADMINISTRATORS, TEACHERS, AND PARENTS TO IDENTIFY NEEDS OF STUDENTS.

ONCE APPROVED, THE REQUEST IS FUNDED.
LISA ASSISTS WITH SCHOOL RELATED EXPENSES SUCH AS ATHLETIC FEES, MUSICAL INSTRUMENT RENTALS, BOOKS, SCHOOL SUPPLIES, CAFETERIA FEES, CLASS TUITION, VISION CARE, HEARING CARE, SCHOOL CLOTHES, HYGIENE ITEMS, TUITION AND BOOKS AT YAVAPAI COLLEGE, AND SO MUCH MORE.
PARENTS TO MAKE SURE ALL STUDENTS HAVE THE SAME OPPORTUNITIES AS THEIR PEERS.
IN ADDITION, LISA ASSISTS TEACHERS WITH THINGS SUCH AS CLASSROOM SUPPLIES, INCENTIVE PROGRAMS, SCHOOL EVENTS AND CELEBRATIONS, AND FUNDING FOR CLASSROOM FIELD TRIPS.

STUDENT ENROLLMENT IS DIVIDED PRETTY EVENLY AMONG THE BOARD OF SUPERVISOR DISTRICTS.
TODAY, LISA PARTNERS WITH TEN YAVAPAI COUNTY SCHOOLS.
NEXT SCHOOL YEAR, WE PLAN TO EXPAND OUR SERVICES IN AT LEAST SIX OTHER SCHOOLS IN DISTRICTS ONE, FOUR, AND FIVE. AT AZLISA.ORG OUR DASHBOARDS OPENLY SHARE REAL TIME KEY OPERATIONAL DATA.

WE HAD A YOUNG STUDENT GET SELECTED TO GO TO THE BARRETT HONORS COLLEGE DOWN AT ASU FOR A SUMMER PROGRAM FROM EIGHTH GRADE TO FRESHMAN YEAR. $775 TO ATTEND. THE PARENT REACHED OUT FOR $375 AND VERY ELOQUENTLY STATED THAT THEY WERE GOING TO GET A THIRD OR A FOURTH JOB WASHING DISHES, PICKING TRASH UP WHATEVER IT WAS SO THEIR STUDENT COULD ATTEND.
HERE'S THE AMAZING PART. THE BOARD SAID, NO, WE'LL PAY ALL 775.
AT THAT TIME, I WAS THE TREASURER. I CUT A CHECK, SEALED IT IN AN ENVELOPE BECAUSE WE TREAT PEOPLE WITH DIGNITY AND RESPECT AND DROPPED IT OFF AT THE SCHOOL. I NEVER MEET THESE PEOPLE.

Approval of this budget adjustment would allow for an additional payment to be made in Fiscal Year 2026 as a pay down against the unfunded actuarial liability that remains within the County's PSPRS and CORP plans.]

SO THIS BOARD AND THIS COUNTY HAS MADE ADDITIONAL PAYMENTS TO PUBLIC SAFETY, YOUR PUBLIC SAFETY RETIREMENT SYSTEM, FOR MANY YEARS. SINCE 2019, APPROXIMATELY.
IT'S A PAYROLL CONTRIBUTION. SO THIS IS NOT TO PAY FOR WHAT IS CURRENTLY BEING FUNDED AS AN ANNUAL REQUIRED CONTRIBUTION TO THOSE PLANS FOR ALL THE INDIVIDUALS THAT WORK AT YAVAPAI COUNTY RIGHT NOW, FOR INSTANCE, IN THE SHERIFF'S DEPARTMENT OR IN THE DETENTION SERVICES PORTION OF THE SHERIFF'S DEPARTMENT.
SO IT'S TO ADDRESS THE UNFUNDED LIABILITY. AND JUST AS AN EXAMPLE, AND THE REASON I'M RECOMMENDING WE CONTINUE TO MAKE THIS PAYMENT I BELIEVE SINCE 2018, 2019, THE UNFUNDED LIABILITY FOR SEVERAL REASONS IN THESE PLANS HAS IMPROVED. I'LL JUST USE THE SHERIFF'S PLAN THE DEPUTIES PLAN.
THE UNFUNDED LIABILITY WHEN I FIRST STARTED MONITORING THIS, WAS AT 41%? THAT WAS THE RATIO OF FUNDED LIABILITY OR FUNDING.
IT'S AT 77% TODAY. THE CORRECTIONS OFFICERS PLAN.
WE'RE AT 73%, 73.6. SO THERE'S A COMBINATIONS OF REASONS WHY THAT HAS IMPROVED. BUT ONE OF THEM IS YOUR CONTINUED CONTRIBUTION TO ADDRESS UNFUNDED LIABILITY.
SUPERVISOR KUKNYO. YEAH, I'D LIKE TO SPEAK ON THIS ONE, BECAUSE I REALLY DON'T SUPPORT DOING THIS.
AND I SUPPORT ACTUALLY GOING A DIFFERENT WAY WITH THIS.
I'VE HAD QUITE A HISTORY DEALING WITH PSPRS AND THE FUND YOU KNOW, DO WE OWE THESE PEOPLE A RETIREMENT? ABSOLUTELY. IS IT CONSTITUTIONALLY PROTECTED? ABSOLUTELY. IS THE FUND, IN MY OPINION, NOT MANAGED PROPERLY? I DON'T THINK SO EITHER. I WOULD LIKE TO SEE US TAKE THIS MONEY AND EITHER SET UP SOMETHING WITH KIMBERLY YEE.
I DON'T KNOW IF ANY OF THIS IS EVEN POSSIBLE, BUT SET UP SOMETHING DOWN THERE WHERE WE CAN PUT THAT MONEY, WHERE WE KNOW IT'S GOING TO GET INVESTED PROPERLY.

OVER MY TIME WORKING HERE, I'VE SEEN IT GET A LITTLE BETTER WITH THE NEW MANAGEMENT THAT HAD BEEN BROUGHT ON BOARD WITH MR. TOWNSEND, WHO WAS NOT YOUR PRESENTER. HE WAS THE ADMINISTRATOR DOWN THERE AND RECENTLY WAS REPLACED.
I THINK OUR GOAL IS TO WORK WITH THEM AND YOU ON BEST OPTIONS.
AND ONE OF THEM IS THIS. AND THERE'S MANY OTHER, MANY OTHER STRATEGIES WE SHOULD BE WORKING ON.
AND YOU JUST BROUGHT UP WORKING WITH THE BOARD OF TRUSTEES ON MAKING SURE THAT THIS TRUST,

THIS PENSION PROGRAM IS MANAGED APPROPRIATELY.ONE OF THE BEST THINGS THAT HAPPENED RECENTLY IS WE HAD A MEMBER TO THE TRUST, ADDED MR. BRANDON NEE A GENTLEMAN THAT'S VERY AWARE OF COUNTY ISSUES.
HE'S WORKED WITH CSA FOR, I BELIEVE, ABOUT A DECADE, AND HE IS NOW APPOINTED TO THAT BOARD OF TRUSTEES AND KEEPING TRACK AND PART OF THE ADMINISTRATION AND TRYING TO MAKE SURE THAT IT IS RUN BETTER.
BUT WE ARE BOUND TO TRY TO PROTECT OUR EMPLOYEES.
SO THIS ADDITIONAL PAYMENT IS ONE METHOD WE BRING TO YOU.
WE WILL BE DISCUSSING OTHER METHODS AS WE COME FORWARD.
LIKE DO YOU PAY DOWN THE TOTAL UNFUNDED LIABILITY LIKE THE CITY OF PRESCOTT DID THROUGH ONE METHOD? THESE ARE THINGS THAT WE CAN TALK ABOUT. I'VE NOT SUPPORTED THAT IN THE PAST BECAUSE I WANTED TO SEE HOW IT WAS RUN, AND I INSTEAD BROUGHT TO THE BOARD IN THE PAST ANNUAL UNFUNDED ADDITIONAL PAYMENTS FOR UNFUNDED LIABILITIES.
THAT WAS OUR CURRENT STRATEGY. I AM OPEN TO TALKING TO THE BOARD ABOUT ADDITIONAL STRATEGIES, BUT I DO THINK ONE OF THE BEST WAYS IS TO CONTINUE TO TRY TO BEAT DOWN THAT UNFUNDED LIABILITY WHILE WE PRESSURE THE TRUST TO BE BETTER MANAGED.

AND BECAUSE POLICE OFFICERS ARE CROSS TRAINED WITH ROPE RESCUE AND EMTS IN JEROME, WE ASSIST OUR FIRE DEPARTMENT AND IT'S A MUTUAL AID.
YAVAPAI COUNTY SEARCH AND RESCUE WERE OUT THERE.
DPS RANGER HAD TO DO A SHORT HAUL. TWO PATIENTS THAT WERE CRITICALLY, INJURED.
WE CAN'T ACCESS THOSE AREAS WITHOUT FOUR WHEEL DRIVE VEHICLES.
THIS ONE WILL BE CRITICAL TO HELP US COMPLETE THAT MISSION.
AND WE ALSO STARTED AN AUXILIARY PROGRAM VERY SIMILAR TO YAVAPAI COUNTY VOLUNTEERS IN PROTECTION.

WE START DRILLING DOWN WITH THE UNDERWRITERS 32 FOOT ROADS THAT WE HAVE THAT CAN ACCESS FOR AS I SPOKE TO, WE HAVE FIRE HYDRANTS THAT ARE PRODUCING BETWEEN 750 AND 1000 GALLONS A MINUTE.

I'VE LIVED FULL TIME IN THE HO KAY GAN COMMUNITY, JUST LIKE MR. BLAKE HAS INDICATED. JUST SOUTH OF THE DEVELOPMENT.
HOWEVER, THAT HAS CHANGED SIGNIFICANTLY. FIRST OF ALL, MY RECOMMENDATION IS FOR HEARING ITEM NUMBER ONE IT BE TABLED UNTIL THE BOARD OF SUPERVISORS MEETING IN FEBRUARY 2026. AND THE REASON FOR THAT IS, I BELIEVE THERE'S A MATTER RELATED TO STRINGFIELD RANCH IN THE FORM OF A CITIZENS COMPLAINT AGAINST A COUNTY EMPLOYEE WITH TEN ALLEGATIONS OF MISCONDUCT THAT WAS PRESENTED TO THE COUNTY MANAGER, MAURY THOMPSON, ON JANUARY 3RD OF 2025 AND TO THIS DATE HAS NOT BEEN VALIDATED, NOR HAS IT BEEN INVESTIGATED.
AS A RESULT, I REQUESTED NUMEROUS PUBLIC RECORDS IN THE FORM OF EMAILS, AND I WAS PREPARED TO PRESENT SEVERAL OF THOSE EMAIL EXHIBITS WITH COMMUNICATIONS BETWEEN MR. JEFF DAVIS AND THE EMPLOYEE INVOLVED THAT CLEARLY SHOW THEY CONCLUDED WITH EACH OTHER TO MISREPRESENT THEIR INTENTIONS TO GET THE NECESSARY APPROVALS FROM THE PLANNING AND ZONING COMMISSION, ALONG WITH THE BOARD OF SUPERVISORS, TO ACCESS THE PROPERTY IN THE DEVELOPMENT. I ALSO REQUESTED NUMEROUS MEETINGS WITH MR. THOMPSON CONCERNING THIS COMPLAINT, WHICH NEVER CAME TO FRUITION AND WERE NEVER SCHEDULED.
THE VIOLATIONS INCLUDE SIX COUNT YAVAPAI COUNTY HUMAN RESOURCE POLICIES AND PROCEDURES, ONE PLANNING AND ZONING ORDINANCE, TWO PUBLIC WORKS ORDINANCE VIOLATIONS, AND TWO ARIZONA REVISED STATUTES IN TITLE 11.
I'VE TAKEN THE LIBERTY TO PREPARE SIX PACKETS WITH A NEW DATE OF JANUARY 21, 2026 THAT ARE ADDRESSED TO THE NEW YAVAPAI COUNTY BOARD. YAVAPAI COUNTY MANAGER. MR. PHILIP BOURDON.
ALONG WITH THE FIVE YAVAPAI COUNTY SUPERVISORS, THIS WILL BE MY FINAL ATTEMPT TO GET OUR COMMUNITY COMPLAINTS REGARDING THE STRINGFIELD RANCH AT GRANITE MOUNTAIN VALIDATED, AND I'VE DROPPED THOSE OFF TODAY, SO THEY ARE UP IN YOUR OFFICES NOW AS WE SPEAK, THE STRINGFIELD RANCH AT GRANITE MOUNTAIN, CONSTRUCTION CREWS CREATED A CONSTRUCTION CORRIDOR IN A RESIDENTIAL COMMUNITY WITHOUT EVEN PROVIDING ANY TRANSPARENCY FOR THE RESIDENTS PARTICIPATION OR THEIR CONCERNS REGARDING THEIR COMMUNITY BEING TRANSFORMED INTO A CONSTRUCTION ACCESS FOR OVER A YEAR.
THEY FAILED TO OBTAIN PROPER RIGHT OF WAY PERMITS, CONSTRUCTION SIGNAGE, COMPLY WITH OSHA SAFETY REQUIREMENTS, ETC. THROUGH THE PROCESS. THEIR RECKLESS ACTIONS WERE RESPONSIBLE FOR CAUSING NUMEROUS CONSTRUCTION MISHAPS THAT RESULTED IN ADVERSELY AFFECTING SEVERAL RESIDENTS. THIS INCLUDED THE UTILIZATION OF TAXPAYER DOLLARS TO REMEDY SOME OF THESE CONDITIONS THAT THEY WERE RESPONSIBLE FOR.
IT'S QUITE OBVIOUS TO ME THERE'S BEEN A CONSOLIDATED EFFORT ON COUNTY GOVERNMENT'S PART TO ENSURE THAT DEVELOPMENT PROCEEDS BECAUSE OF FUTURE PROPERTY TAX REVENUES THAT IT WILL GENERATE. THE QUESTION IS, DOES IT REQUIRE JEOPARDIZING THE SAFETY AND WELFARE OF THE RESIDENTS IN THE COMMUNITY THAT WAS ESTABLISHED WAY BACK IN 1959? IN CLOSING, IT'S OBVIOUS THAT THE CITIZEN COMPLAINT SYSTEM IS BROKEN IF IT UTILIZES THE CHAIN OF COMMAND APPROACH TO INITIATE COMPLAINTS THAT ARE FILTERED AND CONCEALED FROM THE TOP ADMINISTRATION, RATHER THAN THE LINE OF AUTHORITY APPROACH THAT STARTS AT THE TOP AND DELEGATES DOWN TO THE SUPERVISOR.
THE EMAILS HAVE ACQUIRED DURING THE PUBLIC RECORDS REQUEST WILL CLEARLY SHOW THAT THE SAME PERSON WHO RECEIVED THE COMPLAINTS WAS THE SAME PERSON THAT WAS ASSISTING THE DEVELOPER, AND REFUSED TO ADDRESS OUR COMMUNITY CONCERNS FOR SAFETY.
I'VE INITIATED A NEW APPROACH TO THIS MATTER, REACHING OUT TO TWO GOVERNMENTAL WATCHDOG GROUPS, AND ONE HAS ALREADY INITIATED AN ARS 39-121 PUBLIC RECORDS.

SO, YOU KNOW, OF COURSE, YAVAPAI COUNTY IS NOT ONE OF THE BIDDERS, BUT BECAUSE THERE'S A ZONING CHANGE NEEDED, I REALLY AM EXCITED ABOUT SPEAKING WITH THE POTENTIAL SUCCESSFUL BIDDERS TO SEE IF THERE'S AN OPPORTUNITY FOR YAVAPAI COUNTY TO PROVIDE SERVICES IN A MUCH MORE COMPACT FASHION THAN WAS PROPOSED PRIOR. I PUT TOGETHER A WHITE PAPER ON THIS EXPLAINING HOW IT WOULD WORK, BUT THE INTERNET BASED ACCOMMODATION COMPLAINT FORM WOULD BE DIRECTED TO THE COUNTY MANAGER'S OFFICE. THEY WOULD RECEIVE IT, LOG IT IN A COPY, WOULD GO OVER TO THE RESPECTIVE DISTRICT MANAGER.
SO THEY WERE AWARE THAT THE COMPLAINT THAT IT WOULD BE DELEGATED DOWN FROM THE LINE OF AUTHORITY DOWN THE CHAIN OF COMMAND TO THE LINE SUPERVISOR TO HANDLE THE COMBINATIONS WERE PRETTY EASY TO HANDLE BECAUSE IT ONLY REQUIRED THEM TO PUT A COMBINATION IN EMPLOYEES FILE.
MAYBE PUT THE EMPLOYEE IN FOR EMPLOYEE OF THE MONTH, EMPLOYEE OF THE QUARTER, WHATEVER THE CASE, AND THEN TO USE IT FOR ANNUAL PERFORMANCE EVALUATIONS.
THE INFORMAL WERE RELATIVELY EASY. THE SUPERVISOR COULD TALK TO THE COMPLAINANT.
THEY COULD RESOLVE IT THROUGH ADDITIONAL TRAINING OR SUPERVISORY COUNSELING AND SO FORTH.
AND THAT WOULD RESOLVE THE COMPLAINT. THE OTHER COMPLAINT, HOWEVER, WOULD REQUIRE AN INVESTIGATION WITH A FINDING PUT ON THE INVESTIGATION AND APPROPRIATE DISCIPLINE ADMINISTERED. THE FINDING WOULD EITHER BE SUSTAINED, PARTIALLY SUSTAINED, UNSUSTAINED OR EXONERATED. AND THEN THE DISCIPLINARY ACTION COULD INCLUDE ANYTHING FROM ADDITIONAL TRAINING, SUPERVISORY COUNSELING, WRITTEN REPRIMAND SUSPENSION, TERMINATION.
SO THESE TYPES OF THINGS ARE GREAT WHEN YOU DO AN OUTREACH TO THE COMMUNITY BECAUSE THE COMMUNITY THINKS THAT NOBODY CARES AND THEIR COMPLAINTS ARE FALLING, BEING UNHEARD, NOTHING HAPPENING. IT WOULD HELP REBUILD TRUST WITHIN THE COMMUNITY SO THAT THE COMMUNITY COULD ACTUALLY SEE THAT THE GOVERNMENT CARES.
