AND ONE OF THE REASONS WE REALLY, IN OUR COUNTY WANT TO DRAW ATTENTION TO THIS IS THAT WE'VE SEEN NOT ONLY A MASSIVE DROP OFF IN WOMEN RECEIVING AND GOING OUT AND SEEKING MAMMOGRAMS AND ROUTINE SCREENINGS. BUT WE HAVE THE HIGHEST RATES OF BREAST CANCER IN ARIZONA. AND SO I BROUGHT SOME STATS FOR US. AND JUST TO BRING AWARENESS TO THE ISSUE, BECAUSE I THINK MEN, WOMEN ALL OF US HAVE WOMEN IN OUR LIVES THAT NEED TO RECEIVE SCREENING. AND MEN CAN GET BREAST CANCER TOO. BUT OF ALL CANCERS, BREAST CANCER IS THE FOURTH LEADING CAUSE OF CANCER DEATHS IN ARIZONA. YAVAPAI COUNTY HAS THE HIGHEST RATE OF FEMALE BREAST CANCER IN ARIZONA. THE WELL-WOMAN HEALTH CHECK PROGRAM, WHICH WE REPRESENT HERE TODAY PROVIDES BREAST AND CERVICAL CANCER SCREENINGS AND DIAGNOSTICS FOR UNINSURED AND UNDERINSURED WOMEN AND NAVIGATION SERVICES FOR INSURED WOMEN. SO WE TRY TO MAKE SURE THAT WHETHER THEY HAVE INSURANCE OR NOT, THAT THEY ARE ABLE TO RECEIVE MAMMOGRAMS. AND THEN IF THEY GET SCREENED AND END UP FINDING OUT THEY DO HAVE CANCER WE HELP TO NAVIGATE THE SYSTEMS FOR THEM AND TRY TO GET THEM INTO PROPER CARE AND TREATMENT. SO IN THE 24-25 PROGRAM YEAR, THERE WERE 483 APPOINTMENTS WITH WELL-WOMAN HEALTH CHECK FOR BREAST CANCERS DIAGNOSED AND [00:05:08] WELL-WOMAN HEALTH CHECK PROVIDED 243 MAMMOGRAM SCREENINGS, 90 DIAGNOSTIC SCREENINGS, ULTRASOUNDS WE HAD 135, 13 BIOPSIES AND 2 MRIS. ONE THING I NOTICED WHEN I BECAME INVOLVED MORE IN THE CLINIC AND THE WELL-WOMAN HEALTH CHECK PROGRAM IS BACK IN 2019, WE HAD OVER 1100 WOMEN SCREENED THROUGH THE WELL-WOMAN HEALTH CHECK PROGRAM, AND THIS YEAR WE HAD ONLY 483. AND THAT'S NOT FOR A LACK OF TRYING. WE REACH OUT, WE TRY TO FIND THESE WOMEN, WE TRY TO MAKE SURE WOMEN ARE GETTING SCREENED. BUT WE'VE SEEN A MASSIVE DROP OFF IN WOMEN SEEKING OUT AND RECEIVING THOSE SCREENINGS. AND SO IT'S VERY IMPORTANT TO TALK TO THE WOMEN IN YOUR LIVES, MAKE SURE THAT THEY'RE SCREENED EARLY. IN TWO WEEKS TIME, MY TUMOR GREW FROM THE SIZE OF A GOLF BALL TO THE SIZE OF A TENNIS BALL. I HAD A LUMPECTOMY WITH SOME ADVANCEMENT WITH IN MY LYMPH NODES. I WENT THROUGH SEVERAL ROUNDS OF CHEMO AND RADIATION. NO HISTORY OF CANCER IN MY FAMILY AT THE TIME I WAS CONSIDERED TOO YOUNG TO HAVE IT. BUT I DIDN'T HAVE A ROUGH TIME. I WENT THROUGH ALL MY TREATMENTS. I WAS READY TO BE SICK. I ENDED UP NOT GETTING SICK AT ALL. I WORKED, I DID ALL MY TREATMENTS. I THINK I WAS VERY FORTUNATE. SO NOW I SHARE MY STORY IN HOPES THAT PEOPLE WILL GO AND GET TESTED. EARLY DETECTION. BECAUSE IT'S VERY IMPORTANT. AND SINCE THAT TIME, SHE'S LOOKING AT HOW MANY WE HAVE COMING IN THE REFERRAL PROCESS, THE SCREENING PROCESS. YOU KNOW, I WANT TO KNOW HOW MANY OF THESE INDIVIDUALS THAT ARE BEING SENT TO JAIL AT THE COUNTY JAIL THAT HAVE NOT RECEIVED A HIGH SCHOOL DIPLOMA OR A GED. AND SINCE THEN, WE HAVE GOT THE AUTHORIZATION TO HAVE GED SERVICES AT THE JAIL AND PROVIDE THE ACTUAL TESTING AT THE JAIL SO THEY CAN ALSO LEAVE. BUT ONE OF THE DREAMS THAT I HAVE IS IN WORKING WITH MR. TOBIN AND ALSO MISS THAYER, WHO'S ALSO CREATING A TRANSITION CENTER OVER ON THE OTHER SIDE OF THE HILL AND THE CAMP VERDE JAIL TO PROVIDE THOSE ADDITIONAL SERVICES AND OUTREACH FOR THESE INMATES THAT ARE GETTING OUT BACK INTO THE COMMUNITY. AND I THINK EDUCATION SHOULD BE A HUGE PIECE OF THAT IF WE CAN'T HELP THEM GET THEIR GEDS AND EDUCATION SERVICES THERE, AT LEAST WE CAN HAVE THE START OF IT TO GIVE THEM A LITTLE VISION AND HOPE FOR THEMSELVES, TO SEE THAT THEY CAN BE SUCCESSFUL AND TO CONTINUE THOSE SERVICES ON THE OUTSIDE. SO THAT'S WHAT THIS ITEM IS ABOUT. I'M SUPER EXCITED ABOUT THIS. IT'S REALLY JUST TO COVER THE TRAVEL EXPENSES. WE HAD ORIGINALLY SCOPED A LOT OF VIRTUAL MEETINGS. BUT WE HAD HEARD THAT THERE IS A LOT OF VALUE IN SEEING THAT THERE'S A LOT OF VALUE IN IN-PERSON. AND SO WE TRY TO DO MORE IN-PERSON MEETINGS THAN WE HAD ORIGINALLY ANTICIPATED. AND INCLUDING THIS MEETING SO GENSLER IS HERE IN THE AUDIENCE TODAY TO DO A PERSONAL PRESENTATION WHICH I BELIEVE WAS SPECIFICALLY REQUESTED DURING OUR BUDGET HEARINGS. THE COST OF THEIR TRIP FOR THIS ONE ALONE IS ABOUT $2,500. AND IN NEGOTIATIONS WITH THEM, I AGREED TO CHASE $2,000 WITH THE BOARD'S GRACE AND APPROVAL HERE TODAY. THIS WAS A DECISION THAT WAS MADE ABOUT 22 YEARS AGO, AFTER THE FORMATION OF THE JAIL DISTRICT, AS A RESULT OF SOME OF THE DIFFICULTIES THAT THE COUNTY WAS HAVING PROVIDING JAIL MEDICAL CARE AT THAT TIME AND THE SUBSEQUENT DOJ INVESTIGATION. THE COMPANY THAT WE ARE LOOKING SEEKING TO EXTEND THE CONTRACT WITH WEXFORD, ACTUALLY CAME HERE IN 2003, 2004 AND TOOK OVER AS OUR JAIL MEDICAL PROVIDER AND BEEN HERE EVER SINCE. THEY'VE BEEN A FANTASTIC PARTNER. THE JAIL MEDICAL IS ONE OF THE MOST CRITICAL ASPECTS OF RUNNING THE FACILITY IS PROVIDING ADEQUATE HEALTH CARE IN THE JAIL. AND AS MANY OF YOU KNOW, MAYBE THE PUBLIC DOESN'T KNOW THE COUNTY IS SOLELY RESPONSIBLE FOR PROVIDING JAIL MEDICAL OR HEALTH CARE INSIDE THE FACILITY. THERE'S NO OUTSIDE FUNDING THAT COMES AS A RESULT OF NEEDED HEALTHCARE INSIDE THE FACILITY. WE NEGOTIATED WITH WEXFORD THIS YEAR AND THERE IS A INCREASE OF ABOUT $800,000, AS YOU CAN SEE. THE AND THAT'S A RESULT PRIMARILY OF STAFFING. DURING THE MIDDLE OF THE PREVIOUS CONTRACT, THE NEW CRIMINAL JUSTICE FACILITY CAME ONLINE AND WEXFORD GAVE SOME ESTIMATES AS TO WHAT THAT WOULD NEED TO INCREASE STAFFING, SOME AMENDMENTS TO THAT CONTRACT. BUT NOW THEY HAVE A BETTER IDEA OF HOW MANY STAFF THAT THEY'RE GOING TO NEED TO RUN BOTH FACILITIES. AND THIS IS PRIMARILY REPRESENTATIVE OF A STAFFING INCREASE. I WILL SAY THAT THE CONTRACT IS SUB CAPITATED, MEANING THAT THERE IS AN INITIAL UPFRONT PURCHASE OR IN OTHER WORDS, THE NUMBER OR THE POPULATION IS WHAT DRIVES THE BLOCK PURCHASE OF THE CONTRACT. AND THEN ANYTHING BEYOND CERTAIN NUMBERS IN YOUR DAILY POPULATION BECOME SUB CAPITATED, MEANING THAT YOU WILL PAY MORE FOR THAT. ONE OF THE THINGS THAT HAS KEPT THE JAIL POPULATION LOW YOU KNOW, ABOUT 6 OR 7 YEARS AGO, WE WERE RUNNING IN THE 600 TO 650 RANGE, AND NOW WE'RE RUNNING IN THE 400 TO 425 RANGE. AND THAT HAS PRIMARILY BEEN THE EFFORTS TO REDUCE RECIDIVISM BY ALL OF OUR PARTNERS, INCLUDING COMMUNITY HEALTH. YOU HEARD THEM HERE TODAY. ALL OF THE ALL OF THE BEHAVIORAL HEALTH PROVIDERS, COMMUNITY RESOURCES, THE YAVAPAI CRIMINAL JUSTICE AND MENTAL HEALTH COALITION, INCLUDING REACH OUT, YAVAPAI COUNTY SHERIFF'S OFFICE JOE REENTRY PLAN. AND THAT'S BEEN ONE OF THE CONTRIBUTING FACTORS, AS WELL AS THE COURTS AND WHATNOT, AND KEEPING THAT POPULATION LOW AND KEEPING THE COST OF JAIL MEDICAL FROM BALLOONING OUT OF CONTROL. AND WE'RE SEEING A LITTLE BIT DIFFERENT PATTERN IN RELATION TO THE WAY THE GROWTH IS HAPPENING. AND SO PART OF THE CONTRACT THAT KIMLEY-HORN WILL LOOK AT IS DEVELOPMENT WITHIN THE WILLIAMSON VALLEY AREA AND HOW THAT GROWTH WOULD BE PROJECTED NOT ONLY IN THE SHORT TERM BUT INTO THE LONG TERM YEARS. SOME OF THE POSSIBLE OPTIONS THAT WOULD BE LOOKED AT AS PART OF THIS STUDY WOULD BE DOES IT NEED TO BE WIDENED TO A CERTAIN NUMBER OF LANES? DOES THERE NEED TO BE A CONTINUOUS CENTER TURN LANE FOR THE LENGTH OF WILLIAMSON VALLEY ROAD? ARE THERE SPOT IMPROVEMENTS AT SPECIFIC INTERSECTIONS THAT MAY REQUIRE A LIGHT OR A ROUNDABOUT? ALL OF THESE DIFFERENT ITEMS WILL BE ADDRESSED AS PART OF THIS STUDY. HE WON A NUMBER OF AWARDS AT THE NATIONAL SHERIFFS ASSOCIATION AND WHATNOT. AND ESSENTIALLY WE MOVE PEOPLE INTO THE PROGRAM AS ORDERED BY COURT. WEXFORD PERFORMS THE NECESSARY BEHAVIORAL HEALTH SCREENINGS AND RESTORATION PROCEDURES, WHICH INCLUDES THERAPY, WHICH INCLUDES OTHER MEDICATED TREATMENT AT TIMES AND WHATNOT, REPORTS BACK TO THE COURT. AND SO THIS MIGHT BE A LITTLE BIT, A LITTLE BIT SCARY AT FIRST GLANCE IF YOU'RE CONCERNED ABOUT OVERDEVELOPMENT OR DENSITY. BUT THE REALITY IS WHEN YOU LOOK BACK HERE AT THIS OTHER MAP I KIND OF SUPERIMPOSED ON TOP HERE IS THIS IS ACTUALLY ONE OF THE DESIGNATED GROWTH AREAS IN THE COUNTY'S COMPREHENSIVE PLAN THAT WAS ADOPTED IN 2023. MUCH OF THE LAND IN THIS AREA IS EITHER ALREADY BUILT OUT AND DEVELOPED OR SUBJECT TO RESIDENTIAL ONE ZONING. SO DENSITIES THAT ACTUALLY ARE ALREADY EQUIVALENT WITH THAT MANDATED BY THE STATUTE. AND THEN TAKE IT OUT A STEP FURTHER. A LOT OF THIS AREA IS ACTUALLY SURROUNDED BY NATIONAL FOREST. SO AT SECOND LOOK, IT'S NOT AS CONCERNING AS IT MAY BE. THAT'S NOT GOING TO BE THE CASE FOR EVERY AREA IN THE COUNTY. BUT THIS IS WHY WHEN I SAY LESSER EXTENT, THE AGRICULTURAL HOSPITALITY LAND USE DESIGNATION IS FAR LESS IMPACTFUL. IT'S REALLY THE AGRICULTURAL LAND USE DESIGNATION THAT WE'RE PROBABLY MOST CONCERNED ABOUT. OKAY. LET ME GIVE YOU A LITTLE BIT MORE BACKGROUND BEFORE WE JUMP DEEPER INTO THE LAND USE MAPS. AT THIS POINT, YOU'RE PROBABLY WONDERING HOW, WHEN AND WHERE THESE LANDS CAME TO BE SO DESIGNATED AND WHERE THEY'RE LOCATED. I HAVE A STRONG SUSPICION THEY WOULD HAVE NEVER BEEN INCLUDED IN THE LAND USE MAP CATEGORY SUBJECT TO THE STATUTE, HAD THE COUNTY BEEN MADE AWARE OF THE IMPLICATIONS ON ZONING DENSITY. THE CURRENT LAND USE MAP, WHICH INCLUDES THOSE CATEGORIES SUBJECT TO THE STATUTE AGRICULTURE, AGRICULTURAL HOSPITALITY, WERE CREATED AS PART OF THE RECENT TEN YEAR UPDATE TO THE COMPREHENSIVE PLAN THAT WAS APPROVED IN 2023, UNDER THE DIRECTION OF THE CONSULTANT FIRM HIRED TO OVERSEE THE PROJECT. THE PRIOR LAND USE MAP AND I'LL ACTUALLY SHOW THAT TO YOU FROM 2016. THAT WAS IN EFFECT BEFORE THE MOST RECENT COMP PLAN UPDATE IN 2023 DIDN'T INCLUDE ANY OF THESE PROBLEMATIC LAND USE CATEGORIES SUBJECT TO THE STATUTE. AT BEST, IT APPEARS TO HAVE BEEN AN OVERSIGHT. DEVELOPMENT SERVICES WAS NOT AWARE OF SUBSECTION E OF THE STATUTE OR ITS IMPLICATIONS ON STATE AND PRIVATE LAND, NOR WAS THE PLANNING UNIT INVOLVED IN THE PROCESS. IN FACT, MANY OF US WEREN'T WITH THE COUNTY AT THE TIME. MY BEST GUESS IS THAT IT MIGHT HAVE SEEMED APPROPRIATE AT THE TIME TO PLACE WORKING AND PRIVATE RANCHLANDS FARMS AND RELATED AGRITOURISM AREAS INTO THE AGRICULTURAL LAND USE MAP CATEGORIES, WITH THE INTENT OF CURBING DENSER DEVELOPMENT. SEE, BECAUSE YOU WANT TO LOOK IN THE LOWER RIGHT, THOSE ARE ACTUALLY THE LAND USE TYPE CATEGORY DESCRIPTIONS FOR THOSE LAND USE MAP TYPES AND THE ASSOCIATED DESCRIPTIONS FOR AGRICULTURAL LAND IN THE COMP PLAN RECOMMENDS A PROPOSED FUTURE DENSITY OF TEN UNITS PER ACRE, WHILE THE AGRICULTURAL HOSPITALITY CATEGORY CALLS FOR FIVE ACRES PER UNIT. SO WHAT THE COMP PLAN WAS ACTUALLY CALLING FOR WAS QUITE DIFFERENT FROM THAT WHICH IS MANDATED BY THE STATE STATUTE. SO THERE WAS A REAL DISCONNECT, I THINK, OUT OF A LACK OF AWARENESS OF SUBSECTION E FROM THE STATUTE. SO UNFORTUNATELY, DUE TO THE PLAIN LANGUAGE OF SUBSECTION E, THE PROPOSED DENSITIES THAT THE COUNTY ASSIGNED TO THESE LAND USE CATEGORIES CONFLICT WITH THE STATUTE WHICH DEVELOPMENT SERVICES BELIEVES CAN BE ADDRESSED WITH THE PROPOSED AMENDMENTS. I'LL PRESENT AFTER WALKING YOU THROUGH SOME OF THE RESPECTIVE LAND USE MAPS NEXT. AND YOU CAN SEE IN THE UPPER RIGHT THAT'S JUST THE LEGEND THAT SHOWS THE ALL OF THE LAND USE TYPES IN THE COUNTY, SO IT DOESN'T COVER ALL OF THE ONES AFFECTED BY SUBSECTION E. SO THIS WAS REALLY MEANT AS GUIDANCE. SO THESE MAPS ARE GOING TO BE ON THE ON THE LEFT SIDE HERE. SO YOU CAN SEE THE NORTHERN PART OF THE COUNTY, 89 PAULDEN GOING UP TO TO I-40. THERE IS A MIXTURE OF PRIVATE AND STATE LANDS. YOU CAN SEE OPEN SPACE AREAS IN GRAY. AND SO THE AREA AFFECTED HERE AGAIN I SHOWED YOU THIS MAP EARLIER. THIS IS THE AGRICULTURAL LAND USE CATEGORY. THAT WOULD MIGHT BE LOGICAL OR JUST WORKING, YOU KNOW, THE WORKING LAND BASE, OUR RANCHES AND OUR FARMS. SO THAT MAY HAVE BEEN THE THOUGHT PROCESS. LET'S SEE IF I CAN TEASE IT OUT. LIKE HERE'S THIS SCENIC CORRIDOR THAT CONNECTS FROM DEWEY-HUMBOLDT AREA, PRESCOTT VALLEY TO THE HIGHWAY AND CHERRY. AND THIS WOULD BE THE EQUIVALENT ZONING HERE WOULD BE ONE UNIT PER ACRE. BUT WHEN YOU REALLY KIND OF TEASE OUT AND LOOK AT WHAT'S ACTUALLY GOING ON WITH THE LAND BASE, WHAT THE OWNERSHIP IS MUCH OF THAT'S EITHER DEVELOPED OR IN FEDERAL OWNERSHIP, CERTAINLY THERE'S OPPORTUNITIES FOR, FOR SOME INFILL DEVELOPMENT, BUT BUT LARGELY A LOT OF THAT'S ALREADY COVERED IN THE NATIONAL FOREST. SO WHY THAT WAS EVEN PUT IN IN THE FIRST PLACE IS SORT OF ANYBODY'S GUESS, BECAUSE IT DOESN'T REALLY GET YOU TO TO WHAT THE INTENT MIGHT BE. AND MAYBE THE INTENT WAS THAT, YOU KNOW, THIS IS AN AREA WHERE WE WANT TO SHOWCASE AGRICULTURE OR LIVESTOCK FARMING, MAYBE BOUTIQUE RESORTS, WE DON'T KNOW. AND WE BEING THE STATE. SO WE'RE REACTING TO THE STATE STATUTE. SO NOT BEING ONE OF THE BECAUSE DEVELOPMENT SERVICES CERTAINLY THE PLANNING UNIT HAD VERY LIMITED INVOLVEMENT. WHEN WE WERE UP WHEN THE COUNTY WAS UPDATING THE COMPREHENSIVE PLAN. I, WE DON'T REALLY KNOW EXACTLY WHAT THE THOUGHT PROCESS IS AS FAR AS WHY THESE AREAS, THESE LAND USE TYPES WERE DESIGNATED IN CERTAIN AREAS OF THE COUNTY BECAUSE LIKE SUPERVISOR CHECK SAID THAT THERE A LOT OF THEM ARE REALLY NONSENSICAL. SO OTHER THAN, LIKE HAVING AN INTERVIEW WITH THE, WITH THE CONSULTANT FIRM THAT WAS TASKED TO SORT OF DIRECT AND PROVIDE THE GUIDANCE IN THIS PROCESS, WE DON'T KNOW, REALLY KNOW WHAT THE RHYME OR REASON FOR SOME OF THESE DECISIONS WERE. IN HINDSIGHT, THEY DON'T APPEAR TO MAKE A LOT OF SENSE. AND, YOU KNOW, THE GREAT IRONY BEING IS THAT WHAT WE CAN TELL FROM THE LAND USE CATEGORY TYPE DESCRIPTIONS IS THEY WERE ACTUALLY POINTING TO A LOWER DENSITY. WHAT WE GOT, IRONICALLY, WAS THIS STATUTE THAT IS ACTUALLY CALLING FOR HIGHER DENSITY. CHAIR WHEN YOU'RE SAYING THEY YOU'RE SAYING YAVAPAI COUNTY'S COMPREHENSIVE PLAN? YEAH WE JUST DON'T KNOW WHAT THE THOUGHT LIKE, YOU KNOW WHY SOME AREAS OF PRIVATE AND STATE OWNED LAND WERE PLACED IN THIS AGRICULTURAL LAND USE CATEGORY, AND WHY OTHERS WEREN'T. ESPECIALLY IF YOU LOOK AT THIS MA. AGAIN, THIS IS A LAND USE MAP FROM OUR 2023 ADOPTED COMPREHENSIVE PLAN. YOU KNOW, WHY WERE THESE AREAS PUT INTO THIS AGRICULTURAL LAND USE MAP OVERLAY AND OTHERS WEREN'T? IT'S A MIXTURE OF PRIVATE OF PRIVATE LAND AND STATE LAND. AND AGAIN, ALL WE CAN LOOK TO IS WHAT THE COMP PLAN SAYS, WHICH ARE THE CATEGORIES THAT ARE ASSOCIATED WITH THESE LAND USE TYPES AND ALL OF THE ONES FOR AGRICULTURE AND AGRICULTURAL HOSPITALITY. THESE ARE REALLY THE ONLY ONES THAT REALLY AFFECT US PER THE STATUTE. ALL OF THOSE, WE'RE CALLING FOR A MUCH LOWER DENSITIES. RIGHT? SO INSTEAD OF IT BEING ONE UNIT PER TWO ACRES OR ONE UNIT PER ONE ACRES, THEY WERE CALLING FOR FIVE AND TEN ACRES. SO FOR MUCH LOWER DENSITIES. AND SO FROM THAT LENS IT'S IT KIND OF MAKES SENSE IN THAT GIVEN THE WATER SCARCITY ISSUES, GIVEN THAT, YOU KNOW, HOW DO WE PROVIDE INFRASTRUCTURE IN RURAL COMMUNITIES? GIVEN THAT SOME AREAS ARE ENVIRONMENTALLY SENSITIVE AND PEOPLE WANT TO PROTECT THE RURAL LIFESTYLE THE THOUGHT MAY MIGHT HAVE BEEN AT THE TIME THAT THESE ARE AREAS THAT WHEN WE DO GET AROUND TO UPDATING OUR ZONING CODE, WHICH TOUCHES ZONING DENSITIES AND THE ZONING MAP, THOSE MIGHT BE AREAS THAT MIGHT BE APPROPRIATE TO, TO LOOK AT LOWER DENSITIES. AND WHEN I SAY LOWER DENSITIES, MEANING THAT MAYBE IT'S ONE UNIT PER FIVE ACRES OR ONE UNIT FOR TEN, THAT'S WHAT'S BEING REFLECTED IN THE COMP PLAN. IT'S JUST THAT THAT DOESN'T FLY WITH THE STATUTE. TODAY, WHAT'S BEFORE US IS REALLY WE HAVE AN OBLIGATION TO INTEGRATE THIS THIS LANGUAGE, SUBSECTION E, INTO THE COMPREHENSIVE PLAN. THAT DOESN'T CHANGE ANYTHING TODAY. AND SO, YEAH, WE'VE BUMPED INTO AN ISSUE HERE. WE KNEW WE WOULD. THAT'S PART OF THE REVIEW PROCESS THAT LOGAN SIMPSON HAS DONE. JUST MOVING INTO OUR OUR PRESENTATION HERE. SO AGAIN, THE HIGH LEVEL APPROACH, WHY ARE BUILDING CODES IMPORTANT FOR ALL OF THESE REASONS HERE. AND ESSENTIALLY IT IS PUBLIC HEALTH AND SAFETY. THE BUILDING CODES ARE ESTABLISHED FOR PUBLIC SAFETY, FOR PUBLIC HEALTH, TO REDUCE THE RISK OF BUILDING COLLAPSE. [02:05:07] AND THESE AND PROTECTION AGAINST NATURAL DISASTERS. THERE ARE ECONOMIC BENEFITS, OF COURSE, SUCH AS LOWER INSURANCE PREMIUMS. IT PROMOTES ENERGY EFFICIENCY AND OTHER ENVIRONMENTAL IMPROVEMENTS AS WELL. AND ALSO ENCOURAGING SUSTAINABLE MATERIALS. SO WITH EACH ITERATION OF BUILDING CODES, AS MATERIALS CHANGE, TECHNOLOGIES CHANGE, METHODOLOGIES CHANGE THOSE TYPES OF THINGS WE SEE THOSE IMPROVEMENTS IN THOSE SUSTAINABLE MATERIALS AS WELL. ENSURES PROPER SANITATION, REDUCES EXPOSURES TO TOXINS, MOLDS AND IMPROVES INDOOR AIR QUALITY. SO AND AGAIN PROVIDING THOSE UNIFORM STANDARDS REFLECTING MODERN BUILDING PRACTICES. SO A LOT OF, A LOT OF BENEFITS TO ADOPTING CURRENT BUILDING CODES. A LITTLE BIT OF HISTORY ABOUT THE BUILDING CODES IN YAVAPAI COUNTY. WE'VE HAD BUILDING CODES ADOPTED SINCE 1987. AND JUST TO KIND OF A POINT THAT I WOULD LIKE TO EMPHASIZE TOO. THE 2024 BUILDING CODES THAT WE'RE ASKING FOR ADOPTION TODAY, THESE ARE NOT NEW CODES, RIGHT? THEY'RE REALLY EACH CODE ITERATION IS JUST A REVISION FROM THE PREVIOUS CODE. SO THESE ARE THE SAME CODES ESSENTIALLY SINCE 1987. BUT THEY'VE BEEN BUILT UPON AND IMPROVED AND REVISED SINCE THAT TIME. SO WE'RE NOT THEY DON'T START FROM SCRATCH AND CREATE NEW BUILDING CODES. THESE ARE THIS IS JUST A NEW ITERATION. AND YAVAPAI COUNTY HAS HISTORICALLY BEEN ON A SIX YEAR CYCLE OF ADOPTING BUILDING CODES. CODES ARE UPDATED EVERY THREE YEARS. WE ADOPT TYPICALLY THE EVEN NUMBER YEARS FOR INSTANCE. SO WE'RE ON THE 2018 BUILDING CODE TODAY. ONE THING THAT'S KIND OF UNIQUE TO YAVAPAI COUNTY, AS FAR AS I CAN TELL, I HAVEN'T SEEN THIS DONE ANYWHERE ELSE IN THE STATE, BUT WE'VE COLLABORATED THIS LAST YEAR WITH ALL OF THE CITIES AND TOWNS, ALL OF THE INCORPORATED CITIES AND TOWNS WITHIN YAVAPAI COUNTY TO ADOPT THE SAME ITERATION OF BUILDING CODES ESSENTIALLY AT THE SAME TIME. SO THIS HAS BEEN A COLLABORATIVE EFFORT FOR THIS LAST YEAR WHERE ALL OF THE CITIES AND TOWNS GET TOGETHER, THEIR BUILDING OFFICIALS GET TOGETHER AND REVIEW THESE CODES TOGETHER. SO I THINK THAT'S A UNIQUE TO YAVAPAI COUNTY SOMETHING THAT WE CAN ALL BE PROUD OF. AGAIN, ALL OF THE JURISDICTIONS INTEND TO ADOPT THE BUILDING CODE AT ROUGHLY THE SAME TIME. SO WE'RE ALL ESSENTIALLY PLAYING BY THE THE SAME SET OF RULES. SO WHICH IS WHICH MAKES FOR CONVENIENCE FOR DEVELOPERS, CONTRACTORS, BUILDERS, HOME BUILDERS, THINGS LIKE THAT. WHEREVER THEY GO WITHIN YAVAPAI COUNTY, THEY'LL BE BUILDING TO THAT SAME SET OF BUILDING CODES. THESE ARE THE CODES TO BE AMENDED. THIS IS THE PROCESS THAT'S KIND OF LED US UP TO THIS POINT HERE. WE'VE HAD THREE HEARINGS IN FRONT OF THE BUILDING SAFETY ADVISORY AND APPEALS BOARD IN JUNE, JULY AND AUGUST. AND IN AUGUST, THE BUILDING SAFETY ADVISORY AND APPEALS BOARD VOTED A UNANIMOUS RECOMMENDATION TO ADOPT THESE BUILDING CODES. AND AGAIN, WE HAVE REPRESENTATIVES FROM THAT BOARD HERE TODAY TO SPEAK ON THAT. LAST MONTH, SEPTEMBER, THE PLANNING AND ZONING COMMISSION HEARD THIS SAME HEARING. THEY ALSO VOTED UNANIMOUSLY TO RECOMMEND APPROVAL OF THE BUILDING CODES. AND, OF COURSE, THAT BRINGS US TO TODAY. SHOULD THE BOARD APPROVE THE ADOPTION OF THESE CODES, THEN THE EFFECTIVE DATE WOULD BE JANUARY 1ST OF 2026. WE'VE DONE EXTENSIVE OUTREACH AND PUBLIC EDUCATION TO LET THE PUBLIC KNOW ABOUT WHAT THESE CODES INVOLVE, WHAT IT MEANS TO THEM, AND WHY THEY'RE IMPORTANT. WE'VE TRIED TO COVER AS MUCH OF THE COUNTY AS POSSIBLE. WE'VE DONE WHAT WE'RE CALLING OUR ROAD SHOWS HERE IN PEEPLES VALLEY, ASH FORK, BLACK CANYON, THE QUAD CITY AREA, AND SEDONA. WE ALSO HAD, IN COLLABORATION WITH THE YAVAPAI COUNTY CONTRACTORS ASSOCIATION, TO OUTREACHES, ONE ON EACH SIDE OF THE MOUNTAIN FOR SPECIFICALLY DESIGNED FOR CONTRACTORS TO HELP ANSWER THEIR QUESTIONS AS WELL AND GET THEIR FEEDBACK. AND IT'S REALLY AGAIN, THE CODES ARE NOT THE CODES ARE SPECIFIC TO CONSTRUCTION TYPE CONSTRUCTION MATERIALS CONSTRUCT. I'M TRIPPING OVER MY TONGUE. BUT CONSTRUCTION METHODOLOGIES AND THINGS LIKE THAT. SO TWO REPORTS HAVE BEEN GENERATED IN THE LAST COUPLE OF YEARS SPECIFIC TO ADOPTING THE NEW CODES, AND SPECIFICALLY THE ONE FROM JULY 2ND, 2024. THIS STUDY, DONE BY THE HOME INNOVATION RESEARCH LABS, REALLY SHOWS THAT THE PROJECTED IMPACT OF THE CURRENT CODE UPDATE IS EXPECTED TO BE ANYWHERE FROM NO IMPACT TO REFLECTING A SAVINGS DEPENDING ON THE CLIMATE ZONE AND THE BUILDING CONFIGURATION. SO REALLY NOT EXPECTING ANY INCREASE IN TERMS OF THE ADOPTION OF THIS CODE OVER THE LAST CODE OVER THE 2018 CODE. SO THAT'S GOOD NEWS FOR US. WE'RE NOT EXPECTING TO SEE ANY INCREASES SPECIFICALLY RELATED TO THE BUILDING CODES. NOW, WHAT THE CONTRACTING INDUSTRY DOES, WHAT LABOR COSTS ARE, WHAT MATERIALS COSTS ARE. THAT'S SOMETHING THAT'S OUT OF OUR CONTROL AND NOT RELATED TO THE BUILDING CODE SPECIFICALLY. AND THAT BRINGS MY PRESENTATION TO A CONCLUSION. I'M HAPPY TO ANSWER SOME QUESTIONS AT THIS POINT. DECEMBER 31ST, YOU KNOW, COMES IN. WE USUALLY WILL GET A RUSH OF, YOU KNOW, THOSE TYPES OF APPLICATION PERMIT APPLICATIONS IN BECAUSE EVERYBODY WANTS TO GET IN UNDER THE ORIGINAL CODE OR THE EXISTING CODE. BUT TO YOUR SO JANUARY 1ST, MOVING FORWARD, ANYTHING THAT IS SUBMITTED TO US WOULD NEED TO BE AT THAT THAT NEW 2024 CODE, ANYTHING CURRENTLY IN OUR PROCESS AND BEING REVIEWED THAT WAS SUBMITTED TO US BEFORE THAT DATE WOULD STILL BE PROCESSED AS THE UNDER THE ORIGINAL CODE. YEAH IT WAS REALLY THE BIGGEST CHANGE THAT I WOULD HAVE TO PROBABLY ADDRESS IF YOU WERE A HOMEOWNER COMING TO US WOULD BE PROBABLY THE BATTERY STORAGE. YOU LOOK AT NUMBER ONE WAS IS THE BATTERY STORAGE. A COUPLE OF YEARS AGO, ALL THE JURISDICTIONS, WITH THE HELP OF THE FIRE DEPARTMENT GOT TOGETHER BECAUSE THE 2018 CODE REALLY ONLY HAD ONE PAGE THAT DEALT WITH BATTERY STORAGE. AND THE CONCERNS WERE AT THAT TIME THAT THE BATTERIES, YOU KNOW, TECHNOLOGY WAS, YOU KNOW, LITHIUM. AND THEY WERE WORRIED ABOUT FIREFIGHTERS NOT KNOWING ABOUT INSIDE THE HOUSES AND THE BATTERIES THAT WERE THERE. SO IT TOOK A TWO YEAR PROCESS TO COME UP WITH THIS REVISED R3-27 WITH ALL THE COLLABORATION FROM ALL THE JURISDICTIONS, FIRE DEPARTMENT, APS. WELL, UNFORTUNATELY, YAVAPAI COUNTY WAS THE ONLY ONE THAT ADOPTED IT. ALL THE OTHER JURISDICTIONS DIDN'T TAKE IT TO THEIR BOARDS. SO HERE YAVAPAI COUNTY WAS OUT ON AN ISLAND, AND WE WERE REGULATING BATTERIES THAT WERE NOT ALLOWED TO BE IN AN ATTACHED GARAGE UNLESS YOU BUILT A SEPARATE ROOM AND YOU HAD ACCESS FROM THE OUTSIDE. SO YAVAPAI COUNTY GOT BEAT UP FOR QUITE A FEW YEARS ON THIS BECAUSE THE SURROUNDING JURISDICTIONS ALLOWED THAT. SO WHAT HAS HAPPENED IS, IS THE INTERNATIONAL RESIDENTIAL CODE HAS ACTUALLY IN THE 2024 EDITION IS ACTUALLY EXPANDED. THAT'S ESS BATTERY STORAGE SECTION. SO WE'VE ACTUALLY DELETED THAT REQUIREMENT. THAT'S GOING TO ALLOW THE BATTERIES TO BE IN THE ATTACHED GARAGE. THE CODE DOES PICK UP RECOMMENDATIONS OF A FIREWALL AND SELF-CLOSING DOORS, AND THEY'RE ACTUALLY GOING TO ALLOW IT TO BE WITHIN THE HOUSE AS LONG AS IT'S IN A SEPARATE ROOM, LIKE A MECHANICAL ROOM OR A STORAGE ROOM, NOT ACTUALLY IN THE HABITABLE SPACE. SO THAT WAS ONE OF THE BIGGEST CHANGES. BY ADOPTING THE 2024 CODE THAT WE SEE, IT'S GOING TO HELP WITH ALL THE CONTRACTORS THAT ARE USED TO SURROUNDING AREAS. YAVAPAI COUNTY ALWAYS KIND OF SAT IN THIS AREA. THAT WAS CALLED CASE STUDY AREA. THEY WEREN'T REALLY SURE ON HOW TO ESTABLISH THAT. SO ONCE THEY'VE DONE THAT, IT ACTUALLY UPDATED THE SNOW LOADS. THE OTHER BIGGEST THING THAT YOU'RE PROBABLY GOING TO SEE IS, IS YAVAPAI COUNTY IN THE TOWN OF PRESCOTT VALLEY ARE THE ONLY TWO JURISDICTIONS THAT ARE ON THE 2006 ENERGY CODE. SO WE DECIDED IN OUR CODE COMMITTEES THAT, HEY, WE NEED TO HAVE SOME CONSISTENCY. AND SO WE'RE PRESENTING YOU THE 2012 INTERNATIONAL ENERGY CODE. THIS ISN'T SOMETHING THAT'S NEW. IT'LL BE NEW TO PEOPLE THAT BUILD IN YAVAPAI COUNTY ONLY, [02:20:04] BUT IT'S NOT GOING TO BE NEW ACROSS THE WHOLE REGION. THIS CODE HAS BEEN ENFORCED BY OTHER JURISDICTIONS SINCE 2013. ONE THING THAT YOU THAT DOES HAPPEN IN THE 2012 ENERGY CODE IS, IT BRINGS IN SOME A LOT OF ADDITIONAL COSTS FOR TESTING. SO UNDER THAT CODE YOU HAVE TO DO BLOWER DOOR TESTS, DUCT LEAK TESTS, AND YOU HAVE TO HAVE SOME RESCHECK PROGRAMS AND STUFF LIKE THAT. IN OUR COLLABORATION, WE FELT THAT, HEY, IF WE'RE IF WE'RE ADOPTING THIS NEW ENERGY CODE AND IT'S A PRESCRIPTIVE ENERGY CODE, WHY IS ALL THIS ADDITIONAL TESTING REQUIRED? THERE, AND ACCORDING TO MANY REPUTABLE JOURNALS OF LAW STUDIES PUBLISHED IN THEM, THERE IS NO SAFETY CONCERN THAT IS RAISED BY THE PRESENCE OF TRANSGENDER PEOPLE IN PUBLIC RESTROOMS. I SEE MANY PROBLEMS WITH THIS AND AN INCREASED LIABILITY TO THE RISK OF THE COUNTY. OBVIOUSLY, A WOMAN ENTERING WOMEN'S ROOM AND SEEING A MAN, OR ENTERING THE WOMEN'S ROOM AND HAVING A MAN FOLLOW HER IN THERE CAN CREATE UNWANTED RESPONSES. AS A RETIRED SHERIFF, LIEUTENANT WILLIAMS TOLD YOU AT THE LAST MEETING, VICTIMS OF SEXUAL ASSAULT CAN BE RETRAUMATIZED BY SUCH AN INTERACTION. NO MAN HAS A RIGHT TO DO THIS. YOU HAVE A SIMILAR PROBLEM WITH FATHERS LETTING THEIR LITTLE DAUGHTERS GO INTO THE WOMEN'S ROOM AND ENCOUNTERING A MAN, OR HAVING A MAN FOLLOW THEM IN THERE. THESE POTENTIAL ISSUES NEED TO BE ADDRESSED AND ARE NOT SOLVED BY INSTALLING A FAMILY BATHROOM IN AN EMPLOYEE ONLY AREA, WHEN MEN STILL USE THE WOMEN'S BATHROOM. THE PUBLIC IS STILL IN FOR A BIG SURPRISE, AS MEN USING WOMEN'S BATHROOMS HAS NEVER BEEN NORMAL OR COMMON IN YAVAPAI COUNTY. IN CLOSING, I AM ADVOCATING FOR YAVAPAI COUNTY ORDINANCE THAT STATES THAT MEN USE THE MEN'S BATHROOM AND WOMEN USE THE WOMEN'S BATHROOM. IF SOMEONE IS NOT COMFORTABLE USING THE BATHROOM OF THEIR BIRTH SEX, THEN THEY HAVE THE OPTION OF THE THIRD FAMILY BATHROOM. THIS WAY YOU WOULD BE PROVIDING A SAME SEX BATHROOM FOR EVERYONE. YOU HAVE THE AUTHORITY TO CONTROL ACCESS TO BATHROOMS IN YAVAPAI COUNTY BUILDINGS. AS FAR AS I CAN TELL, THERE ARE NO LAWS OR COURT CASES PREVENTING YOU FROM DOING THIS. I BELIEVE THAT BOTH MEN ON THE BOARD OF SUPERVISORS WOULD SUPPORT THIS OR SOMETHING SIMILAR TO SOLVE THE PROBLEM. THAT WAS BEGINNING TO MAKE GREAT CHANGES TO OUR WORLD BACK THEN. THERE WAS VERY LITTLE, IF ANY, REPRESENTATION FOR WOMEN, ESPECIALLY IN GOVERNMENT. I DARE SAY WE HAVE COME A LONG WAY SINCE THOSE DAYS. WOULDN'T YOU? HOWEVER, IN THESE DAYS I AM NOW HAVING TO PONDER THE RESULTS OF OUR FIGHT. ESPECIALLY SO SINCE MORE AND MORE WOMEN ARE NOW COMING INTO THESE ONCE MALE DOMINATED AND VERY IMPORTANT PLACES OF LEADERSHIP. BACK THEN, OUR FIGHT WAS FOR EQUALITY, TO BE ABLE TO PARTNER WITH OUR MALE COUNTERPARTS, NOT BECOME ONE OF THEM. [02:40:06] WE FOUGHT HARD TO BE HEARD, TO BE REPRESENTED BY WOMEN WHO ACTUALLY UNDERSTOOD OUR NEEDS, TO BE EMPOWERED, RESPECTED AND PLACED INTO POSITIONS THAT WOULD BRING US ABOVE THE THINKING OF THOSE DAYS, WHICH WAS THE SUPPRESSION OF OUR VOICES. BUT TODAY I STAND HERE WITH THE MAJORITY, LADIES, I'M TALKING TO YOU THAT SEEMINGLY HAVE COME TO A PLACE THAT APPEARS TO HAVE TAKEN YET ANOTHER BITE OUT OF THE PROVERBIAL APPLE, BEING SWAYED BY THAT OLD SNAKE'S DECEIVING WHISPERINGS. IT'S OKAY FOR A GUY IN A DRESS TO COME INTO OUR BATHROOMS. THEY WON'T HURT YOU. THEY JUST WANT TO BE LIKE YOU. LADIES I'M CONFUSED. I'M CONFUSED BY YOUR HESITATIONS.
