WHEREAS, THE THIRD FULL WEEK IN THE MONTH OF JULY HAS BEEN RECOGNIZED NATIONALLY AS PRETRIAL PROBATION AND PAROLE SUPERVISION WEEK; AND WHEREAS THIS WEEK RECOGNIZES THE OUTSTANDING WORK THAT COMMUNITY CORRECTIONS PROFESSIONALS PERFORM WHILE PROTECTING THE COMMUNITY BY GIVING VOICE TO VICTIMS, AND PROVIDING PATHWAYS FOR BEHAVIOR CHANGE TO THOSE ADULTS AND YOUTH WILLING TO ALTER THEIR BEHAVIOR TOWARDS A MORE RESPONSIBLE LIFESTYLE; AND WHEREAS THERE ARE NEARLY 80,000 ADULTS AND NEARLY 3000 YOUTH PLACED ON PROBATION THROUGHOUT ARIZONA; AND WHEREAS YAVAPAI COUNTY STRIVES TO PROVIDE FOR THE WELFARE AND SECURITY OF ITS CITIZENS THROUGH FISCALLY RESPONSIBLE LEADERSHIP AND COOPERATION BETWEEN GOVERNMENT AGENCIES; AND WHEREAS, YAVAPAI COUNTY COMMENDS THE SWORN AND PROFESSIONAL STAFF MEMBERS THAT PROVIDE COST EFFECTIVE AND RESEARCH SUPPORTED SUPERVISION, SUPPORT, AND HOPE TO OVER 4000 ADULTS AND 500 YOUTH THROUGHOUT THE COUNTY. AS YOU KNOW, PROBATION OFFICERS USUALLY WORK KIND OF BEHIND THE SCENES. AND THAT'S WHY DAYS LIKE THIS ARE SO VERY SPECIAL TO THOSE OF US WHO WORK IN THIS FIELD. EVERY DAY, NIGHT, WEEKENDS, HOLIDAYS. ADULT AND JUVENILE PROBATION OFFICERS ARE DRIVING THROUGHOUT YAVAPAI COUNTY, SUPERVISING PROBATIONERS, ASSISTING FAMILIES, PROVIDING GUIDANCE, SUPPORT AND ENSURING THAT THE ORDERS OF THE COURT ARE BEING ADHERED TO. PROBATION SERVICES ARE ESSENTIAL FOR OUR COMMUNITY. I WOULD LIKE TO TAKE A BRIEF MOMENT TO INTRODUCE TWO OF MY SENIOR PROBATION OFFICERS, CASEY SMITH, WHO HAS BEEN A PROBATION OFFICER FOR THE LAST EIGHT YEARS, AND JOE BELL, WHO'S BEEN A PROBATION OFFICER FOR SEVEN YEARS. BOTH OF THESE OFFICERS DO TREMENDOUS WORK IN OUR COMMUNITY PROVIDING PREVENTION AND SUPERVISION. AS MY COLLEAGUE TARA HAD MENTIONED, BOTH JUVENILE AND ADULT PROBATION REALLY VALUES AND STRIVES TO KEEP OUR COMMUNITY SAFE HERE IN YAVAPAI COUNTY THROUGH COST EFFECTIVE RESEARCH, SUPPORTIVE STRATEGIES TO HOLD OUR CLIENTS ACCOUNTABLE AND HELP THEM WITH THEIR REINTEGRATION AND REENTRY BACK INTO THEIR RESPECTIVE CITIES AND COMMUNITIES THROUGHOUT THE COUNTY. FOR ADULT PROBATION, I WANTED TO SHARE, SPECIFICALLY TARA HAD MENTIONED WHAT PROBATION OFFICERS AND OUR STAFF MEMBERS DO THROUGHOUT THE YEAR, BUT PARTICULAR HIGHLIGHTS THAT MEAN SO MUCH FOR ADULT PROBATION. OUR BIG GOAL IN ADDITION TO COMMUNITY SAFETY IS ENSURING THE CLIENTS THAT WE MANAGE SUCCESSFULLY REINTEGRATE BACK INTO THE COMMUNITY. TYPICALLY, A YEAR OVER YEAR, WE HAVE ABOUT 13 TO 1500 INDIVIDUALS THAT MOVE THROUGH ADULT PROBATION SPECIFICALLY. AND ABOUT 75% OF THOSE INDIVIDUALS FULLY COMPLETE THEIR PROBATION TERM. AND OF THE ONES WHO THAT REMAINING 25%, THEY EITHER GO BACK TO PRISON OR WE MAINTAIN SUPERVISION OF THEM BECAUSE THEY STILL NEED MORE TIME UNDER OUR TUTELAGE. BUT SPECIFICALLY, I WANTED TO TALK ABOUT, IN ADDITION TO SUPERVISION, WE CARE ABOUT OUR COMMUNITY AND WE ENCOURAGE OUR CLIENTS TO GIVE BACK. SO AT THE CONCLUSION OF FISCAL YEAR 24, THERE WERE OVER 70,000 HOURS OF COMMUNITY RESTITUTION PERFORMED BY OUR CLIENTS. IF YOU WERE TO DO DOLLARS AND CENTS, THAT'S ABOUT 33 TO 34 FULL TIME EMPLOYEES AT THE MINIMUM RATE, ABOUT $14.90, AND THAT ACCOUNTS FOR ABOUT $1 MILLION WORTH OF SERVICE THAT IS GIVEN BACK TO OUR COMMUNITY THROUGH OUR CLIENTS. IN ADDITION TO THE COMMUNITY RESTITUTION CLIENTS HAVE PAID IN EXCESS OF $1 MILLION OF RESTITUTION, MAKING VICTIMS WHOLE THROUGHOUT THE COUNTY. AND THAT'S NOT TO INCLUDE THE $15,000 OF ADDITIONAL COLLECTED THROUGH OUR RESTITUTION COURTS THAT ARE LED BY JUDGE WHITMER ON THE PRESCOTT SIDE AND JUDGE BLUFF ON THE VERDE SIDE. AND THEN FINALLY, OF THE 75% THAT ACTUALLY COMPLETES SUCCESSFULLY, THE ADMINISTRATIVE OFFICE OF THE COURT TRACKS THOSE INDIVIDUALS YEAR OVER YEAR. AND I'M PROUD TO SAY THAT THOSE WHO EXITED IN 2020, THERE WERE 1205 INDIVIDUALS THAT SUCCESSFULLY COMPLETED. TRACKING THEM ALL THE WAY THROUGH THE END OF FISCAL YEAR 24, ONLY 118 ACTUALLY COMMITTED A NEW OFFENSE AND RETURNED. THAT MEANS OUR RECIDIVISM RATE IS ABOUT 10%. 90% OF THE PEOPLE THAT ARE SUPPORTED, BECAUSE OF YOUR SUPPORT AND BECAUSE OF THE EFFORTS OF PROBATION, ACTUALLY SUCCEED AND MAKE OUR COMMUNITY THAT MUCH BETTER. AND FOR THAT, AND ON BEHALF OF ALL THOSE THAT SUPPORT BOTH JUVENILE AND ADULT OPERATIONS, I WANT TO EXTEND MY SINCEREST THANK YOU AND APPRECIATION FOR THIS ACKNOWLEDGMENT. THANK YOU, MR. PRIETO. THEY WOULD LOCK SOMEONE BASICALLY IN ISOLATION FOR TWO YEARS, AND THEIR HOPE WAS THAT THEY WOULD LOOK WITHIN THEMSELVES TO SEE AND EXAMINE THEMSELVES AND THINK, WHAT'S WRONG. THEY BASICALLY LEFT INSANE FROM THAT ISOLATION. AND IT SHOWED THE DIFFERENT STEPS THAT WE'VE TAKEN TO CHANGE HOW WE DO THINGS. AND EVEN THOUGH OUR PRISON POPULATION HAS EXPLODED SINCE THE 1970S, IT SEEMS LIKE WE'RE DOING A LOT BETTER TAKING CARE OF PEOPLE AND TRYING TO BRING THEM BACK IN, RATHER THAN JUST LOCKING THEM AWAY. SO JUST TO RECAP JANUARY 2025, THE BOARD OF SUPERVISORS APPROVED THREE PROJECTS FOR THE CDBG FUNDING. OUR ORIGINAL ESTIMATED ALLOCATION WAS GOING TO BE $1.3 MILLION BETWEEN THE PROJECTS. SO OUR ORIGINAL PROJECTS HAD THE PRESCOTT VALLEY FOOD BANK IN COMBINATION WITH THE MEALS ON WHEELS FOR $400,000. THE VERDE VALLEY, HABITAT FOR HUMANITY AT $400,000, AND THE YAVAPAI COUNTY SERVICES DEVELOPMENT SERVICES CESSPOOL REPLACEMENT FOR $500,000. SO AS TIME WENT BY BETWEEN JANUARY 8TH AND NOW, THAT ESTIMATED FUNDING WAS ORIGINALLY A LITTLE BIT OVER 1.3 MILLION. THERE'S A FEW DIFFERENT CHANGES THAT HAPPENED. THE TOWN OF PRESCOTT VALLEY REMOVED THEMSELVES FROM THE RURAL STATUS AND WILL BE GETTING THEIR OWN CDBG FUNDS MOVING FORWARD. SO THAT POPULATION DECREASE AFFECTED OUR OVERALL GRANT FUNDING. SO THAT WAS REDUCED TO BY $266,080, GIVING US OUR ACTUAL FUNDING NOW OF $1,042,648. SO AS I MENTIONED, WE HAVE SOME CHANGES TO THE SCOPE OF WORK. SO THE PRESCOTT VALLEY FOOD BANK WAS PARTNERING WITH MEALS ON WHEELS, AND WHAT THAT WAS IS THE FOOD BANK IS USING A BUILDING AND EXPANDING IT, AND MEALS ON WHEELS IS GOING TO BE ESSENTIALLY LIKE A RENTER WITHIN THAT BUILDING. THEY RAN SOME NUMBERS AND FIGURED OUT THAT THAT WASN'T GOING TO WORK FOR THEM. SO THEY WITHDREW FROM THAT PARTNERSHIP. THE PRESCOTT VALLEY FOOD BANK OVERALL PROJECT IS $800,000. SO THE ORIGINAL PROPOSED $400,000 WAS NOT GOING TO NOT MAKE THEIR PROJECT VIABLE. WITH THE $400,000 ORIGINALLY ALLOCATED, THE PROJECT WAS GOING TO BE VIABLE. STAFF IS RECOMMENDING AN EVEN SPLIT OF $347,549 BETWEEN THE THREE PROJECTS. WE DID REACH OUT TO EACH PROJECT. ALL THESE PROJECTS WILL REMAIN VIABLE WITH THE ALLOCATED FUNDS PROPOSED BY STAFF. ONE THING, ONE LAST THING I DO WANT TO MENTION IS THAT YAVAPAI COUNTY CESSPOOL PROJECT WILL STILL HAVE AN OPPORTUNITY FOR AVAILABLE COMPETITIVE GRANT FUNDING.
