WHEREAS THE EXPERIENCE OF STANDING UNDER A STARRY NIGHT SKY INSPIRES FEELINGS OF WONDER AND AWE, ENCOURAGING A GROWING INTEREST IN SCIENCE AND NATURE.
AND WHEREAS 80% OF THE WORLD'S POPULATION, INCLUDING MANY PEOPLE IN YAVAPAI COUNTY, LIVES UNDER A DOME OF LIGHT POLLUTION, EXCESSIVE ARTIFICIAL LIGHTING AT NIGHT THAT DISRUPTS NATURAL DARKNESS AND MAY NEVER EXPERIENCE THE VISUAL WONDER AND BENEFITS OF LIVING UNDER A DARK SKY.
AND WHEREAS YAVAPAI COUNTY WAS AMONG THE FIRST JURISDICTIONS TO ADOPT A LIGHT POLLUTION CONTROL ORDINANCE KNOWN AS THE DARK SKY ORDINANCE IN 1985, ENSURING THE ONGOING PROTECTION OF THE NIGHT SKY FOR RESIDENTS AND ENCOURAGING THE USE OF ENERGY EFFICIENT OUTDOOR LIGHTING.
AND WHEREAS OPTICAL ASTRONOMY REPRESENTS A STATEWIDE CAPITAL INVESTMENT OF MORE THAN $1.3 BILLION AND AN ANNUAL ECONOMIC RETURN OF OVER $250 MILLION, INCLUDING AN INDIRECT NEXUS TO MORE THAN 150,000 JOBS THROUGH THE AEROSPACE AND DEFENSE SECTOR.
AND WHEREAS DARK SKY INTERNATIONAL, THE GLOBALLY RECOGNIZED AUTHORITY ON LIGHT POLLUTION, RECOGNIZES INTERNATIONAL DARK SKY WEEK TO RAISE AWARENESS OF THE EFFECTS OF LIGHT POLLUTION AND ENCOURAGE THE PROTECTION AND ENJOYMENT OF DARK SKIES AND RESPONSIBLE OUTDOOR LIGHTING.
NOW, THEREFORE, BE IT RESOLVED THAT THE YAVAPAI COUNTY BOARD OF SUPERVISORS DO HEREBY ACKNOWLEDGE THE WEEK OF APRIL 21ST THROUGH 28TH AS INTERNATIONAL DARK SKY WEEK AND URGE ALL CITIZENS OF YAVAPAI COUNTY TO JOIN IN OBSERVING AND RAISING SUPPORT FOR PROTECTING DARK SKY AS A RESOURCE, A WITNESS THEREOF. AS YOU ALL KNOW, OUR DARK SKIES IN YAVAPAI COUNTY ARE SPECIAL TO ALL OF US.AND YOU KNOW, WE'VE ALWAYS PLACED A HIGH PRIORITY ON MAINTAINING THOSE DARK SKIES AS WELL.
WE'VE ALL SEEN THE, THE PHOENIX GLOW, YOU KNOW, GROWING STEADILY OVER THE YEARS AND YAVAPAI COUNTY.
WE DON'T WANT TO BE PART OF THAT GLOW EITHER.
SO AND FOR MYSELF, I'M A BACKYARD ASTRONOMER AS WELL.
I'VE GOT A LITTLE TELESCOPE AT HOME THAT I LIKE TO LOOK AT PERIODICALLY AS WELL.
OUR OWN BIG PARK VILLAGE OF OAK CREEK IS THE ONLY COMMUNITY WITHIN UNINCORPORATED YAVAPAI COUNTY THAT HAS RECEIVED THAT DESIGNATION AS WELL, SO WE'RE VERY PROUD OF THEM. I'M SURE MR. COOK FROM KEEP SEDONA BEAUTIFUL WILL SPEAK TO MORE OF THAT IN A MOMENT.
BUT ONE THING I'D LIKE TO IDENTIFY JUST AS A AS A CLOSING STATEMENT FOR ONE INITIATIVE THAT WE'RE WORKING ON IN DEVELOPMENT SERVICES IS, AS YOU ALL KNOW, WE HAVE LAUNCHED A COMPREHENSIVE UPDATE OF OUR ZONING ORDINANCE, AND WE HAVE A CONSULTANT WORKING ON THAT WITH US. BUT OUR TEAM AND DEVELOPMENT SERVICES ALREADY IDENTIFIED OUR DARK SKIES ORDINANCE, OUR LIGHTING ORDINANCE, AS BEING SOMETHING THAT'S PRIORITIZED THAT WE SHOULD UPDATE SOONER THAN LATER.
AND SO WE'VE BEEN WORKING ON THAT KIND OF BEHIND THE SCENES FOR THE LAST YEAR OR SO TO REALLY UPDATE THAT ORDINANCE, BECAUSE IT'S A LITTLE BIT OUTDATED. YOU MIGHT KNOW THAT YAVAPAI COUNTY WAS ONE OF THE FIRST JURISDICTIONS IN THE COUNTRY IN 1985 TO ADOPT A LIGHTING ORDINANCE. AND SO THAT'S SOMETHING, AGAIN, WE'RE ALL PROUD OF.

WE WENT TO THE GRAND CANYON AT CHRISTMAS. GRAND CANYON NATIONAL PARK HAS DONE A VERY GOOD JOB OF DOWN LIGHTING AND, YOU KNOW, ELIMINATING EXTRA LIGHTING. UNFORTUNATELY, YOU YOU COULD SEE THE LIGHT POLLUTION PLUME FROM LAS VEGAS AND FROM SAINT GEORGE. SO I WANT TO THANK THE COUNCIL FOR CONSIDERING THAT.
THESE ARE THINGS WE DON'T WANT HERE. WE ALREADY HAVE PHOENIX CREEPING IN FROM THE SOUTH.
YOU CAN SEE ITS INTERFERENCE. SO KEEP SEDONA BEAUTIFUL IS WORKING WITH THE DARK SKY COMMUNITY TO CERTIFY SEDONA AS A DARK SKIES COMMUNITY, AND WE ARE REACHING OUT TO YAVAPAI COUNTY AND OTHERS IN THE AREA TO PROMOTE THIS DARK SKIES WEEK.
APPRECIATE IT A LOT. I JUST GOT BACK FROM THE GALAPAGOS ISLANDS, A TRIP OF A LIFETIME, AND I SAW THE SOUTHERN CROSS FOR THE FIRST TIME, AND I WAS STUNNED AND AMAZED AT THE ABILITY TO SEE THIS BEAUTIFUL, YOU KNOW, THING I'D NEVER SEEN BEFORE IN MY LIFE.
SO WE ALSO LOOK FORWARD TO HAVING INPUT ON THE NEW P&Z REGULATIONS.

WE EDUCATE WITH SCIENCE TO EMPOWER OUR YOUTH TO MAKE BETTER CHOICES FOR THEMSELVES.
WE ALSO SUPPORT OUR PARENTS AND CAREGIVERS WITH FREE PARENTING EDUCATION CLASSES, COMMUNITY TRAININGS, WEBINARS, AND RESOURCES. ROADWAY ASSET SERVICES HAS GIVEN US A COST OF 306,100 AND $130 TO GO AND ASSESS ALL THE ROADS THROUGHOUT YAVAPAI COUNTY. THE WAY THAT WHEN I SAY ASSESS WHAT THAT MEANS IS BACK IN 2016, THE COUNTY STARTED LOOKING AT OUR ROADWAYS AND BEING MORE PROACTIVE IN OUR ASSET MANAGEMENT OF THOSE ROADWAYS AND THEIR CONDITIONS.
WE DID AN INITIAL ASSESSMENT IN 2016 AND A FOLLOW UP ASSESSMENT IN 2019.
WE LIKE TO DO THESE ASSESSMENTS APPROXIMATELY ABOUT EVERY 3 TO 5 YEARS.
IT HAS BEEN A THAT FIVE YEARS NOW THAT WE'RE LOOKING AT JUST OVER.
AND SO THEY ARE GOING TO BE ABLE TO GO OUT AND DRIVE ALL 820 ISH MILES OF YAVAPAI COUNTY PAVED ROADS THROUGHOUT, THROUGHOUT THE ENTIRE COUNTY. THIS DOES NOT INCLUDE ASSESSMENT OF THE UNPAVED ROADS.
THIS IS JUST THE PAVEMENT PORTIONS. BECAUSE THE VEHICLE THAT THEY USE TO DO THE ASSESSMENTS IS HIGHLY SOPHISTICATED IN THAT IT'S SET UP WITH REFLECTOMETERS, LASERS, THERE'S CAMERAS, GPS EQUIPMENT SO THAT AS THEY'RE DRIVING THE ROADS, THEY ARE TAKING AN ACCURATE RECORD OF WHAT'S OCCURRING ON EACH ROAD, THE WIDTH OF THE CRACKS HOW THE RUTTING IS OCCURRING.
AND THEN IN THE END, WHAT WE GET IS WE GET INFORMATION THAT ALLOWS US TO RATE EACH ROAD WITH A CONDITION INDEX, PER THE ASTM D6400 33 PAVEMENT MAINTENANCE STANDARD THAT THE COUNTY USES.
IT GIVES US A PAVEMENT CONDITION INDEX FROM 0 TO 100.
WE'RE ABLE TO THEN DO PROACTIVE PLANNING, HELP US WITH BUDGETING.
AND WHEN WE NEED TO DO CERTAIN TREATMENTS ON DIFFERENT ROADS THROUGHOUT THE COUNTY.
WHETHER WE NEED TO DO A CHIP SEAL OR WHETHER WE NEED TO DO AN OVERLAY.
TO WHAT EXTENT DO WE NEED TO HIT THESE MAINTENANCE TREATMENTS ON THE ROADS THROUGHOUT THE COUNTY, SO THAT WE'RE DOING THE BEST WITH THE DOLLAR THAT WE HAVE? AND SO THIS CONTRACT WILL DO THAT. THE ANTICIPATED TIMELINE FOR THIS IS APPROXIMATELY 10 TO 12 MONTHS FOR EVERYTHING TO BE COMPLETE FROM START TO FINISH. AND THAT'S WHAT WE WOULD LIKE FOR YOU GUYS TO APPROVE, IF YOU WOULD.

THE FORMAT IN WHICH THEY'RE THEY WANT THE AUTHORIZATION TO APPLY.
BUT THIS IS THE CULMINATION OF ABOUT THREE YEARS OF WORK THAT I HAVE, ALONG WITH MY STAFF, COMPLETED AT THE ARIZONA LEGISLATURE AND ESSENTIALLY THE OHV ISSUE STATEWIDE, AND CERTAINLY HERE IN YAVAPAI COUNTY HAS BEEN ON TOP OF MIND FOR MANY OF THE RESIDENTS. I SEE MAYOR JABLOW HERE FROM SEDONA.
WE'VE WORKED WITH HIM ON THIS ISSUE. AND THE RED ROCK COUNTRY, CROWN KING AREA, THE DESERT AROUND CONGRESS, AND OF COURSE THE FORESTS DURING THE SUMMERTIME.
OHV PROLIFERATION REALLY STARTED DURING THE PANDEMIC, AND THE NUMBER OF OHVS THAT WERE LICENSED IN THE STATE JUMPED FROM JUST OVER 100,000 TO ALMOST 250,000 IN A PERIOD OF JUST A COUPLE OF YEARS.
IN ADDITION TO THE OHV RENTALS THAT BECAME AVAILABLE WIDELY AROUND THE COUNTY CREATED A NUMBER OF PUBLIC SAFETY ISSUES THAT WERE REMOTELY OR THAT WERE MORE REMOTE OUT IN THE COUNTY.
THE LAND MANAGEMENT AGENCIES, PRIMARILY THE UNITED STATES FOREST SERVICE AND THE BLM.
WE'VE WORKED WITH THEM. HOWEVER, THEY'RE NOT THE PRIMARY FIRST RESPONDERS, AND THEY'RE NOT THE ONES THAT ARE RESPONSIBLE CONSTITUTIONALLY FOR LAW ENFORCEMENT IN THE RURAL PARTS OF THE COUNTY.
AND SO THIS BURGEONING COST OF INCREASED. OHV ENFORCEMENT AS IT STARTED TO TRICKLE BACK TO THE COUNTY AND AN EXPECTATION THAT WAS PUT ON THE SHERIFF, I WAS ON THE SHERIFF OF ALL THE COUNTIES. I AM COMPLETELY AWARE THAT FUNDING ACTUALLY EXISTED FOR OHV ENFORCEMENT, AND IT'S A PORTION OF THE OHV TABS THAT ARE SOLD THAT YOU HAVE TO HAVE TO OPERATE IN THE STATE.
AND THAT MONEY WAS GOING TO IT'S ADMINISTERED BY ARIZONA STATE PARKS.
DIFFERENT PLACES. BUT IT WASN'T COMING TO THE SHERIFFS WHO WERE RESPONSIBLE FOR ENFORCEMENT.
SO WE ASKED FOR AND WERE GRANTED A SPECIAL LEGISLATIVE COMMITTEE SPECIFICALLY ON OHV.
IN FACT, WE HAVE ANOTHER MEETING NEXT WEEK, AND THERE'S TWO MEMBERS OF THE COMMUNITY HERE IN YAVAPAI COUNTY, BECKY ROSS AND DEANNA BINDLEY, WHO ARE BOTH IN THE SEDONA AREA SUPERVISOR, CHECKS DISTRICT.
I'M SURE YOU'VE HAD THESE CONVERSATIONS WITH THEM THAT ARE ON THAT COMMITTEE WITH ME.
SO ONE OF THE THINGS THAT CAME OUT OF THE COMMITTEE WAS, YOU KNOW, WHEN I FINALLY WAS ABLE TO GET THE DIRECTOR OF STATE PARKS IN FRONT OF THE COMMITTEE A LINE OF QUESTIONING ABOUT WHY IT IS THAT LOCAL LAW ENFORCEMENT WHO'S ACTUALLY RESPONSIBLE FOR PUBLIC SAFETY ON OUR PUBLIC LANDS, OUR FIRST RESPONDERS ARE THE ONES THAT ANSWER THE 911 CALLS, GET $0 OF THIS FUNDING THAT'S EARMARKED FOR SPECIFICALLY FOR LAW ENFORCEMENT. AND THEY HAD NO GOOD ANSWER FOR THAT.
SO THEY WENT BACK TO WORK. AND LONG STORY SHORT, WE WERE ABLE TO WORK WITH THEM, IDENTIFY FUNDING NOT JUST FOR YAVAPAI COUNTY, BUT FOR ALL THE SHERIFFS IN THE STATE THAT WOULD COME FROM THESE OHV FEES.
NOW, EACH COUNTY IS PUTTING TOGETHER THEIR OWN PROGRAM AS HOW THEY WANT TO ADDRESS THIS.
OHV LAWS, TRAIL SYSTEMS ENFORCEMENT, TARGETED ENFORCEMENT DURING HIGH USAGE TIMES, SOMETHING THAT NEEDS COORDINATION AND IT NEEDS ORGANIZATION. AND IT NEEDS TO BE ENFORCED WITH THE PHILOSOPHY THAT I HAVE IN MIND.
WE CERTAINLY DON'T WANT TO WE WANT PEOPLE TO BE OUT ENJOYING THE PUBLIC LANDS.
BUT WHAT WE DON'T WANT IS PEOPLE TEARING UP PUBLIC LANDS.

IT WILL FUND AN FTE FOR A COUPLE OF YEARS OVER TIME.
SO IF WE ACCEPT THE MONEY, IF YOU AGREE TO ACCEPT THE MONEY AND WE DEPLOY IT, WHAT YOU'LL BE GETTING FOR IT IS MUCH, MUCH BETTER. OHV ENFORCEMENT COORDINATION AROUND THE COUNTY AT DIFFERENT TIMES, SPECIFIC TIMES THAT WE NEED IT.

HOW WORKING TOGETHER MAKES THINGS A REALITY. IN 2021, THE TOWN FINALIZED A PRIVATE CAMP VERDE WATER SYSTEM PURCHASE, SECURING WATER RIGHTS AND PROVIDING WATER SECURITY FOR ITS RESIDENTS.
WE ALSO COMPLETED THE YAVAPAI APACHE LAND AGREEMENT IN 2022 AND THE WATER SETTLEMENT IN IN 2024, WE HAD THE FIRST TOWN'S STRATEGIC PLAN AS WELL AS THE FIRST CITIZENS ACADEMY.
WE FINISHED MASTER PLANS FOR WATER, WASTEWATER AND STORMWATER.
WE ALSO LISTENED VERY CLOSELY TO THE CITIZENS AND HOUSING ISSUES.
I HAVE A STRONG BELIEF IN TRANSPARENCY AND CITIZEN ENGAGEMENT, AND BECAUSE OF THAT, WE REBROUGHT BACK TO LIFE THE PARK AND REC COMMISSION, WHICH HAD BEEN DORMANT FOR OVER TEN YEARS. CURRENTLY IN PROCESS, IS THE FIRST FACILITIES MASTER PLAN PARK AND REC MASTER PLAN.
AND WE'RE IN OUR FINAL STAGES OF THE ENGINEERING DESIGN STANDARDS UPDATE.
I ALSO LIKE TO SHARE THAT THROUGHOUT THE YEARS WE'VE WORKED COHESIVELY TOGETHER, THE TOWN AND THE COUNTY, IN SOME REALLY STRESSFUL SITUATIONS, SUCH AS THE TYPE ONE BACKBONE FIRE, COVID PANDEMIC AND WHAT THEY CALL 100 YEAR FLOODS THAT CAMP VERDE TENDS TO HAVE ABOUT EVERY OTHER YEAR. WITH THE SUPPORT AND DIRECTION OF MY FELLOW COUNCIL, WE SUCCESSFULLY CREATED A MUCH NEEDED HR DEPARTMENT WITH SPECIFIC DIRECTION FROM COUNCIL, REQUIRING ANNUAL REVIEWS AND A PROCEDURE FOR MERIT INCREASES.
AGAIN WITH COUNCIL SUPPORT AND DIRECTION TO STAFF. CAMP VERDE NOW HAS A FIVE YEAR CIP PLAN, MULTI YEAR REVENUE PROJECTIONS AND WE'VE MADE NUMEROUS OPERATIONAL, TECHNOLOGICAL AND CUSTOMER SERVICE ADVANCEMENTS.
ALL THIS HAS DONE IN TEAMWORK TO PROVIDE A HIGH LEVEL OF SERVICE TO OUR CITIZENS.

I HELPED BUILD, AND I WAS A LIAISON FOR THE BOARD FOR A LOT OF CONSTRUCTION PROJECTS THE JUVENILE DETENTION, THE. THE NEW COURT OVER HERE AND MULTIPLE OTHER BUILDINGS HELPED DESIGN DEVELOPMENT SERVICES BUILDING.
AND SO I REALLY GOT A KICK OUT OF DOING THOSE THINGS AND STILL DO.

THE HEALTH HAZARDS OF LEADED AVIATION FUEL AND CHRONIC NOISE ARE WELL DOCUMENTED.
ACCORDING TO NUMBERS SHARED BY PARKER NORTHRUP, EMBRY-RIDDLE'S FLIGHT SCHOOL HAS GROWN FROM 368 STUDENTS IN 2018 TO ROUGHLY 1000 TODAY, WITH PLANS TO GROW TO 1200 OR 1300, IN A TWO 2022.
YET EMBRY-RIDDLE CONTINUES TO EXPAND, DIRECTING STUDENTS TO PRACTICE IN COTTONWOOD AND CLARKDALE.
HAS ANYONE EVER ASKED WHERE WILL THESE STUDENTS TRAIN?

WE DID GET A FLIGHT INFORMATION FILE FROM EMBRY-RIDDLE AFTER THAT, WHICH DID SPECIFICALLY STATE THAT WHEN STAYING IN THE TRAFFIC PATTERN OR MAKING A LEFT RIGHT DOWNWIND DEPARTURE, THE CREW SHALL MAINTAIN A VY UNTIL 700 AGL, THEN CROSSWIND.
THAT WAS ALSO BROUGHT UP IN THE MEETING WITH YOU FROM EMBRY-RIDDLE AS THEY SAT THERE AND SAID, WE NEED OUR BOND MONEY, AND WE WERE GOING TO BE A GOOD NEIGHBOR.
