SO THE FIRST ONE. GOOD MORNING. THE FIRST ONE WILL BE THE APPROVE A PROCLAMATION RECOGNIZING, EXCUSE ME, RECOGNIZING THE MONTH OF APRIL AS FAIR HOUSING MONTH IN YAVAPAI COUNTY AS PART OF THE COMMUNITY DEVELOPMENT BLOCK GRANT.

OKAY, FAIR HOUSING MONTH. WHEREAS THE CIVIL RIGHTS ACT OF 1968, COMMONLY KNOWN AS THE FEDERAL FAIR HOUSING ACT AND THE FAIR HOUSING AMENDMENTS ACT OF 1988 PROHIBIT DISCRIMINATION IN THE SALE, RENTAL, LEASING, AND FINANCING OF HOUSING OR LAND TO BE USED FOR THE CONSTRUCTION OF HOUSING OR IN THE PROVISION OF BROKERAGE SERVICES ON THE BASIS OF RACE, COLOR, RELIGION, SEX, DISABILITY, FAMILIAL STATUS, OR NATIONAL ORIGIN.

AND WHEREAS, THE FEDERAL FAIR HOUSING ACT STATES THAT IT IS NATIONAL POLICY TO ENSURE EQUAL OPPORTUNITIES IN HOUSING.

AND WHEREAS APRIL HAS TRADITIONALLY BEEN DESIGNATED AS FAIR HOUSING MONTH IN THE UNITED STATES.

NOW, THEREFORE, THE BOARD OF SUPERVISORS OF YAVAPAI COUNTY HEREBY PROCLAIMS APRIL AS FAIR HOUSING MONTH IN YAVAPAI COUNTY AND HEREBY URGES ALL RESIDENTS OF THIS COMMUNITY TO COMPLY WITH AND SHOW THEIR SUPPORT FOR THE LETTER AND SPIRIT OF THE FAIR HOUSING LAW.

IT WITNESSED THEREOF THE CHAIR OF THE BOARD, ON BEHALF OF THE YAVAPAI COUNTY BOARD OF SUPERVISORS, SETS HER HAND AND CAUSES THE SEAL OF THE COUNTY OF YAVAPAI, ARIZONA TO BE AFFIXED THIS SECOND DAY OF APRIL, 2025. GOOD MORNING. GOOD MORNING, CHAIR MALLORY AND BOARD MEMBERS.

THANK YOU VERY MUCH. I HAVE JUST A FEW WORDS TO SPEAK ABOUT FAIR HOUSING MONTH, BUT AS MR. GOOD GOODMAN MENTIONED, FAIR HOUSING MONTH IS OBSERVED EVERY APRIL AND RAISES AWARENESS FOR FAIR HOUSING RIGHTS AND COMBATING HOUSING DISCRIMINATION.

AND SO AGAIN, THIS IS THE 57TH YEAR OF THE PASSAGE OF THE FAIR HOUSING ACT.

THE THE CIVIL RIGHTS LAW THAT WAS SIGNED INTO LAW BY PRESIDENT JOHNSON ON APRIL 11TH, 1968, THAT MADE DISCRIMINATION IN HOUSING TRANSACTIONS UNLAWFUL.

SO FAIR HOUSING ACT AGAIN PROHIBITS DISCRIMINATION IN HOUSING AND ESSENTIALLY FAIR HOUSING MONTH ACKNOWLEDGES THAT EVERYONE HAS AN EQUAL RIGHT TO SAFE, DECENT AND AFFORDABLE HOUSING. SO ONE OF THE COMPONENTS OF THE FAIR HOUSING PROGRAM IN YAVAPAI COUNTY,

AS YOU'RE PROBABLY AWARE, YAVAPAI COUNTY RECEIVES FUNDING THROUGH COMMUNITY DEVELOPMENT BLOCK GRANTS FROM THE ARIZONA DEPARTMENT OF HOUSING ON A FOUR YEAR CYCLE.

AND SO YAVAPAI COUNTY HAS PARTICIPATED IN THE CDBG PROGRAM, HOME REPAIR AND HOME GRANTS PROGRAMS FOR MANY YEARS.

AND IT'S DONE A LOT OF GOOD FOR ALL OF OUR COMMUNITIES IN YAVAPAI COUNTY.

SO JUST A COUPLE OF EXAMPLES RECENTLY OF THE CDBG BLOCK GRANTS AND HOME GRANTS.

THE CDBG HOME REPAIR PROGRAM, WHICH WAS COMBINED WITH YAVAPAI COUNTY AND VERDE VALLEY HABITAT FOR HUMANITY ALLOWED 17 HOUSEHOLDS IN THE COUNTY, 8 ON THE VERDE SIDE AND 9 ON THE WESTERN YAVAPAI COUNTY SIDE TO RECEIVE CRITICAL HOME REPAIRS OVER THE LAST FOUR YEARS.

IT ALSO COMPLETED THE STARLIGHT DRIVE PEDESTRIAN AND DRAINAGE IMPROVEMENT PROJECT WITH YAVAPAI COUNTY AND THE TOWN OF PRESCOTT VALLEY THAT WAS COMPLETED IN THE SUMMER OF 2023. ALSO THE ASH FORK WELL NUMBER ONE IMPROVEMENTS PROJECT AND THE HOME OWNER OCCUPIED HOUSING REHABILITATION PROGRAM, WHICH WAS A RECENT GRANT THAT'S ALLOWED FOR IN THE PAST FOUR YEARS, FIVE HOMES IN YAVAPAI COUNTY TO BRING THEM UP TO CODE AS WELL.

AND WE JUST RECEIVED FUNDING TO ALLOW FOR AN ADDITIONAL TEN HOUSES THAT ARE IN CRITICAL NEED OF, OF REPAIR AS WELL. AND SO, AS YOU KNOW IN JANUARY, YAVAPAI COUNTY RECEIVED A NEW ROUND OF ENTITLEMENT FUNDING AT THE BEGINNING OF THIS YEAR IN THE AMOUNT OF $1.3 MILLION. AND THE BOARD, THIS BOARD DECIDED IN JANUARY HOW BEST TO USE THOSE FUNDS.

AND SO THOSE PROJECTS THAT WERE AWARDED WERE THE THE HOME REPAIR PROGRAM AGAIN WITH VERDE VALLEY HABITAT FOR HUMANITY FOR HOME REPAIRS.

YAVAPAI COUNTY DEVELOPMENT SERVICES DEPARTMENT FOR REPLACING FAILING CESSPOOLS WITH PERMITTED SEPTIC SYSTEMS FOR LOW TO MODERATE INCOME HOMES IN THE ASH FORK AND SELIGMAN AREAS, AND ALSO THE PRESCOTT VALLEY MEALS ON WHEELS FOOD BANK PROGRAM.

SO AGAIN, A LOT MORE TO COME FROM THIS PROGRAM AND IT REALLY BENEFITS EVERYONE IN OUR IN OUR COMMUNITIES.

SO WE APPRECIATE THAT VERY MUCH. AND JUST AS A CLOSING COMMENT, I'D LIKE TO ACKNOWLEDGE FROM FROM DEVELOPMENT SERVICES, SUZANNE JORDAN, WHO MANAGES AND FACILITATES THE COUNTY SIDE OF THIS PROGRAM ALONG WITH NACOG.

THANK YOU VERY MUCH. THANK YOU, MR. DYE AND I WOULD LIKE TO SAY, I BELIEVE THIS GRANT, THIS OPPORTUNITY COMES AROUND EVERY FOUR YEARS.

YEAH. SO IT IS VERY IMPORTANT AND IT DOES HELP A LOT OF PEOPLE AND HELPS A LOT OF OTHER NONPROFITS.

YES. I JUST WANT TO SAY TO MR. DYE, TOO YOU LEFT OUT ONE BIG THING THAT I THINK LETS PEOPLE HELP THE COUNTY IS HELPING PEOPLE HELP THEMSELVES.

AND THAT'S THE HOME OF MY OWN PROGRAM TO ACHIEVE THESE FAIR HOUSING GOALS, WHERE WE MAKE IT A LOT MORE AFFORDABLE TO BUILD YOUR OWN HOUSE.

AND I THINK THAT'S THAT'S HUGE IN MOVING FORWARD WITH THAT.

YEAH. SUPERVISOR KUKNYO, I APPRECIATE THAT. THANK YOU VERY MUCH. THAT'S NOT PART OF OUR OUR FAIR HOUSING PROGRAM, BUT THAT IS SOMETHING IN ADDITIONAL ADDITIONALLY THAT WE DO IN YAVAPAI COUNTY TO ALLOW TO AS AS ANOTHER TOOL IN THE TOOLBOX FOR AFFORDABLE HOUSING.

WHEREAS ALL OF ARIZONA'S CHILDREN DESERVE QUALITY EARLY CARE AND EDUCATION ENVIRONMENTS.

AND WHEREAS ACCESS TO QUALITY, NURTURING CHILD CARE PROGRAMS SETS A POSITIVE FOUNDATION FOR A CHILD'S LIFELONG DEVELOPMENT DURING THEIR CRITICAL YEARS FROM BIRTH TO AGE EIGHT.

AND WHEREAS HIGH QUALITY EARLY CHILDHOOD EDUCATION DEPENDS ON HIGH QUALITY EARLY CHILDHOOD EDUCATORS WHO HELP ENSURE CHILDREN HAVE EARLY EXPERIENCES NEEDED FOR A STRONG FOUNDATION. AND WHEREAS SUPPORTING QUALITY EARLY LEARNING AND CHILDREN'S HEALTH PROGRAMS IS A WISE INVESTMENT THAT IMPROVES A FAMILY'S WELL-BEING, STRENGTHENS COMMUNITIES, AND GROWS OUR STATE'S PROSPERITY.

AND WHEREAS THESE ORGANIZATIONS ARE WORKING TO IMPROVE EQUITABLE EARLY CHILDHOOD OPPORTUNITIES THAT PROVIDE A STRONG START FOR CHILDREN IN YAVAPAI COUNTY.

AND WHEREAS, THE CHILDHOOD WORKFORCE, EARLY CHILDHOOD EDUCATORS AND OTHERS WHO CARE FOR AND TEACH YOUNG CHILDREN DESERVE TO BE RECOGNIZED AND SUPPORTED FOR THEIR ESSENTIAL WORK.

AND WHEREAS, PUBLIC POLICIES THAT SUPPORT AFFORDABLE, ACCESSIBLE, QUALITY CHILD CARE FOR ALL YOUNG CHILDREN BENEFIT OUR FAMILIES, COMMUNITIES AND THE STATE'S ECONOMY. WE SINCERELY THANK THE BOARD OF SUPERVISORS FOR RECOGNIZING THE IMPORTANCE OF EARLY CHILDHOOD AND SUPPORTING THIS WEEK OF THE YOUNG CHILD PROCLAMATION.

THE PROCLAMATION AFFIRMS THE CRITICAL ROLE THAT FAMILIES, CAREGIVERS, AND EDUCATORS PLAY IN SHAPING THE FUTURE OF YAVAPAI COUNTY AND OUR YOUNGEST CITIZENS. NUMBER 3 I BELIEVE SUPERVISOR KUKNYO. SURE. AND THIS IS REALLY MORE FOR COMMENT THAN ANYTHING ELSE.

YOU KNOW, WE HAVE THE YAVAPAI COUNTY WORKFORCE DEVELOPMENT BOARD AND I WENT TO THEIR LAST MEETING, AND WE HAVE A GOOD GROUP OF PEOPLE AROUND THAT TABLE.

AND IT'S SO IMPORTANT TO GET OUT IN FRONT OF THIS STUFF.

AND I THINK THAT'S ONE THING THAT THIS BOARD IS REALLY DOING WELL IS WE'RE NOT REACTING TO TO ISSUES.

WE ARE TRYING TO GET OUT IN FRONT AND PLAN FOR THINGS TO COME.

AND THAT'S WHAT THESE GUYS ARE DOING. IT'S TO HELP PEOPLE WHEN JOBS CHANGE, MASSIVE UNEMPLOYMENT COMES THROUGH, THERE'S A HUGE REDUCTION IN WORKFORCE, AND I JUST AM THANKFUL WE'RE OUT IN FRONT OF IT BECAUSE WE'RE SEEING IT HAPPEN NOW WHEN WE'RE IN THE GROCERY STORE NOW WE HAVE SELF CHECKOUT THAT'S JUST FLOODED. AND YOU HAVE ONE REGISTER OPEN.

AND, YOU KNOW, THAT LADY USED TO DO THAT FOR 30 YEARS AND SHE'D RETIRE FROM DOING THAT.

AND SOMETHING THAT WE NEVER SAW COMING DOWN IN BROOKS COMPTON'S NEIGHBORHOOD WITH THE BAGDAD MINES.

THOSE GIGANTIC GARBAGE TRUCKS ARE BEING AUTOMATED.

THAT IS SOMETHING A GUY WOULD DRIVE FOR HIS ENTIRE CAREER.

SO WE'RE SEEING MASSIVE CHANGES IN WHAT IS REQUIRED FOR THE WORKFORCE.

AND WHEN YOU GO FROM THESE HIGH PAYING JOBS TO NOTHING, IT'S GOING TO HURT.

AND I THINK THAT THE STUFF THAT YOU'RE DOING, COREY, ON THIS WITH THE RAPID RESPONSE POLICY, I THINK IT'S A VERY GOOD THING. AND I THINK IT IS A REFLECTION OF THIS BOARD, HOW WE'RE WE'RE TRYING TO PLAN FOR THESE CRISIS'S INSTEAD OF JUST REACTING TO CRISIS'S.

BUT IT IS A WONDERFUL OPPORTUNITY. ONE THING I CAN SAY BEFORE HEATHER COMES UP IS THAT OUR HEALTH EDUCATORS WHO ARE GOING TO BE ABLE TO BENEFIT FROM THIS APPRENTICESHIP PROGRAM DON'T ALWAYS COME IN WITH A HIGH LEVEL OF EDUCATION.

OUR ENTRY LEVELS START AT A VERY LOW RATE OF PAY, AND WHAT WE'VE BEEN TRYING TO DO IS LOOK FOR OPPORTUNITIES TO BUILD IN EDUCATION AS THEY WORK FOR US, SO THAT IT CAN ALLOW THEM FURTHER JOB OPPORTUNITIES.

AND THIS PROGRAM IN PARTICULAR, AS WE UTILIZE THE APPRENTICESHIP FOR COMMUNITY HEALTH WORKERS, WILL ALLOW US TO MAKE A BILLABLE PROGRAM LATER THAT WILL HELP THEM BRING IN REVENUE TO OUR HEALTH EDUCATION PROGRAMS. YOU KNOW, WE APPLIED FOR A GRANT THROUGH THE PRESCOTT FREE CLINIC, WHICH IS THE 501 C3 COMPONENT OF THE COMMUNITY HEALTH CENTER OF YAVAPAI.

GENERALLY, WE DO NOT FUND STAFFING POSITIONS UNDER PRESCOTT FREE CLINIC GRANTS BECAUSE THEY ARE A DESIGNATED 501 C3. THEY DON'T FUND THE STAFF OR SPUN THE STAFF OR PAY THE STAFF OR DO BENEFIT PACKAGES LIKE THE COUNTY DOES.

AND SO WHAT WE HAD TO DO WITH THIS AGREEMENT IN PARTICULAR IS WE HAD WRITTEN A GRANT TO THE YMCA FOUNDATION THAT IS NOW DIGNITY ALSO. AND THEY GRANTED US THE MONEY WITH THE CAVEAT THAT WE CHANGE IT A LITTLE BIT.

WE HAD ASKED FOR A GRANT AROUND SOME EDUCATION, BUT ALSO SCREENING AND TREATMENT FOR CANCER.

AND BECAUSE DIGNITY DOES THEIR OWN CANCER AND OFTEN SCREENING, THEY WANTED US TO CHANGE IT TO AN EDUCATION AND AWARENESS CAMPAIGN IN THE COMMUNITIES. WE HAVE VERY HIGH RATES OF ESPECIALLY BREAST CANCER BUT OTHER CANCERS AS WELL.

AND SO THEY ASKED IF WE COULD POSSIBLY UTILIZE STAFFING TO GO OUT IN THE COMMUNITY AND DO MORE EDUCATION AROUND BREAST CANCER SCREENING AWARENESS, AND THEN MAKING SURE WE'RE DRIVING PEOPLE INTO HEALTH CARE SERVICES TO MAKE SURE THEY CAN CATCH CANCER EARLY AND GET THAT TREATMENT.

SO WITH THIS, THE REASON IT IS 0.73 IS BECAUSE IT WAS ONLY $50,000.

AND THAT PUTS THIS POSITION JUST IN UNDER FULL TIME.

IT'S A PART TIME POSITION JUST OVER 59 HOURS A PAY PERIOD.

AND WHAT WE OFTEN DO WITHIN OUR DEPARTMENT, THOUGH, IS BECAUSE WE HAVE NUMEROUS GRANTS WE CAN CROSS FUND PEOPLE.

SO WHAT WE WHAT WE GENERALLY END UP DOING IS HAVING A FULL TIME PERSON THAT IS CROSS FUNDED ACROSS TWO POSITIONS, AND THEN WE SOMETIMES HAVE TO ADJUST THE FTES BASED ON ADDING IN THE BENEFITS.

BUT THEN WE GET IT'S EASIER TO RECRUIT FOR OUR FULL TIME POSITIONS.

AND SOMETIMES WE HAVE PERSON IN STAFF ALREADY THAT WANTS TO MOVE INTO THIS PROGRAM AND DO THE WORK, AND THEN WE CAN WORK WITHIN WHERE THEY'RE WORKING CURRENTLY TO MAKE IT A FULL TIME POSITION.

WE WILL LIKELY BE POSTING THIS POSITION AS PART TIME, BUT WE WILL SEE WHO APPLIES IF IT'S PEOPLE INTERNAL OR EXTERNAL TO THE DEPARTMENT, AND WE'LL WORK WITHIN THAT. BUT RIGHT NOW, THE WAY THAT THE GRANT STANDS IS IT WILL ONLY PAY ABOUT 59 AND A AND A FEW MINUTES CHANGE PER PAY PERIOD. AND THAT'S THE WAY WE HAD TO WRITE IT INTO THIS GRANT TO MAKE SURE THAT WE COULD ADEQUATELY STAFF IT FOR THE WORK THAT NEEDS TO BE DONE.

AND SO OVER THE COURSE OF THE YEAR IF THIS GRANT FUNDING IS DO YOU, DO YOU ANTICIPATE THIS FUNDING COMING TO US IN A CONSISTENT MANNER THROUGHOUT THE YEARS, OR HOW WOULD THIS BE FUNDED WITHOUT THAT? THIS GRANT WAS FUNDED FOR ONE YEAR WITH THE POSSIBILITY OF EXTENDING IT UP TO FIVE YEARS.

SO WE WILL HOPE FOR THOSE EXTENSIONS. WE ALWAYS KNOW WITH GRANTS THEY COULD COME AND GO AT ANY TIME.

BUT WE DO HOPE FOR THE BEST, AND WE WILL DO OUR BEST TO FULFILL THE DELIVERABLES SO THAT THEY'LL EXTEND THAT GRANT.

AND I JUST WOULD LIKE TO ASK IT'S A GRANT AND SO IF THE GRANT DOESN'T CONTINUE FOR SOME REASON, WE DO KNOW THAT THIS IS A POSITION OR THIS WOULD NOT BE THERE.

ABSOLUTELY. SO WITH MOST OF OUR HIRING THROUGHOUT OUR DEPARTMENT, WE MAKE CLEAR UPON THE INTERVIEW THAT IF IT'S GRANT FUNDED, THE GRANTS CAN GO AWAY AT ANY TIME. AND WE'VE SEEN THAT WITH GRANTS AND CONTRACTS AND OTHER THINGS RIGHT NOW THAT THERE'S THERE'S ALWAYS SOME LEVEL OF UNCERTAINTY BUT WE HOPE FOR THE BEST. WE'VE HAD REALLY GOOD SUCCESS IN KEEPING GRANTS ONCE WE RECEIVE THEM, BUT WE DO MAKE THAT CLEAR UPON INTERVIEW THAT THIS IS A GRANT FUNDED POSITION, AND WE WILL HOPE THAT IT GETS EXTENDED UP TO THAT MAXIMUM TIME FRAME.

BUT IF IT DOES NOT UNDERSTAND THAT WITH THAT GRANT GOING AWAY, MOST OF THE TIME THE JOB ALSO GOES AWAY WITH THAT.

AND I APPRECIATE THAT BECAUSE I, I THINK WHEN IT COMES TO ANY RELATIONSHIP THE BEST WAY TO START OFF ANY RELATIONSHIP, OF COURSE, IS WITH THE, THE FACTS AND THE TRUTHS.

THE YCIDA PLAYS AN IMPORTANT GOVERNMENTAL ROLE IN IMPROVING TAX EXEMPT BOND FINANCING FOR NONPROFITS AND FOR ECONOMIC DEVELOPMENT.

BY LAW, THE YCIDA IS, IS NOT LIABLE FOR PAYMENT OF THE BONDS.

THAT'S SOLELY THE RESPONSIBILITY OF THE BORROWERS.

NOW, EMBRY-RIDDLE, BECAUSE THEY'RE BASED OUT OF DAYTONA BEACH, THEY DO HAVE THEIR BOND FINANCING COMES OUT OF THE VOLUSIA COUNTY IDA.

NOW THE EMBRY-RIDDLE'S APPLICATION COMES BEFORE THE BOARD OF SUPERVISORS FOR AN APPROVAL SO THAT THIS BOND FINANCING OUT OF FLORIDA CAN BE USED FOR IMPROVEMENTS AT THE PRESCOTT CAMPUS. AND THOSE IMPROVEMENTS INCLUDE, I THINK, A NEW STUDENT UNION, NEW DORMITORIES, THERE'S A FLIGHT TRAINING CENTER WITH WITH FLIGHT SIMULATORS IN THERE. THE LIST OF THOSE PROPOSED IMPROVEMENTS ARE INCLUDED IN THAT APPLICATION IN YOUR PACKET.

RESIDENTS NOW EXPERIENCE NEAR CONSTANT AIRCRAFT NOISE, DEGRADING THEIR QUALITY OF LIFE AN EXPANSION WILL ONLY MAKE THIS WORSE.

THE NATIONAL INSTITUTE OF HEALTH LINKS CHRONIC NOISE EXPOSURE TO CARDIOVASCULAR DISEASE YET EMBRY-RIDDLE WANTS TO EXPAND EVEN MORE.

EMBRY-RIDDLE'S FLIGHT TRAINING FLEET BURNS LEADED AVIATION FUEL, A DOCUMENTED NEUROTOXIN.

I STAND AND SPEAK IN OPPOSITION TO THE RESOLUTION AND AT THE VERY LEAST, ENCOURAGE THE BOARD OF SUPERVISORS TO TABLE THIS RESOLUTION UNTIL EMBRY-RIDDLE AGREES TO NEGOTIATE IN GOOD FAITH WITH COMMUNITIES AND RESIDENTS OF THE VERDE VALLEY TO ADDRESS THE IMPACT OF ITS FLIGHT TRAINING OPERATIONS.

THE UNIVERSITY IS A BAD NEIGHBOR. AND THE VOTE ON THIS RESOLUTION IS AN OPPORTUNITY FOR THE COUNTY TO USE ITS AUTHORITY TO HELP TO DEVELOP A COLLABORATIVE, LONG TERM RESOLUTION TO THE ISSUE OF REPETITIVE FLIGHT TRAINING AT THE COTTONWOOD AIRPORT.

WE REALLY NEED YOUR HELP. EMBRY-RIDDLE'S ECONOMIC IMPACT IN YAVAPAI COUNTY IS WELL KNOWN AND SIGNIFICANT, BUT THE NATURE OF ITS BUSINESS MEANS IT HAS AN IMPACT ON COUNTY RESIDENTS THAT EXTENDS WELL BEYOND THE BOUNDARIES OF ITS PRESCOTT CAMPUS AND THE STREETS OF PRESCOTT.

THE UNIQUE NATURE OF HIS BUSINESS MEANS IT HAS UNIQUE RESPONSIBILITIES TO THE COMMUNITIES IT OPERATES OVER.

SINCE 2023, THERE ARE GROWING NUMBERS OF OPERATIONS AT COTTONWOOD AIRPORT AND OVER THE ROOFS OF COTTONWOOD AND CLARKDALE.

OPERATIONS HAVE GONE FROM 18,000 ROUGHLY IN 2022, OVER 56,000 IN 2025, WITH AROUND 85% OF THOSE BEING EMBRY-RIDDLE TRAINING OPERATIONS. FOR MANY HOMEOWNERS AND RESIDENTS IN THE VERDE VALLEY, THE SITUATION THE COTTONWOOD AIRPORT AND WITH EMBRY-RIDDLE IS LIKE BUYING A HOME NEXT TO A QUAINT FAMILY FARM WITH A COUPLE OF COWS AND SOME CHICKENS, AND WAKING UP ONE MORNING NEXT TO A FACTORY FARM WITH 2,500 COWS.

THE FARM WAS THEIR FIRST, SURE, BUT THE FACTORY WAS NOT, AND THE CHANGES TO OUR QUALITY OF LIFE AND ABILITY TO ENJOY OUR PROPERTY HAVE BEEN SWIFT AND DRAMATIC. RESIDENTS AND ELECTED OFFICIALS FROM CLARKDALE AND COTTONWOOD HAVE REPEATEDLY MET WITH REPRESENTATIVES OF EMBRY-RIDDLE OVER THE LAST COUPLE OF YEARS AND ENCOURAGED THEM AND ASKED THEIR STUDENTS TO FLY FRIENDLY, INCLUDING TO COTTONWOOD, INCLUDING ADHERING TO COTTONWOOD'S VOLUNTARY NOISE ABATEMENT GUIDELINES. EMBRY-RIDDLE HAS REFUSED AT EVERY OPPORTUNITY TO COMPLY WITH THESE GUIDELINES AND TO DEVELOP A FLY FRIENDLY POLICY.

UNFORTUNATELY, THE UNIVERSITY REFUSES TO BE A GOOD NEIGHBOR.

AND WE MOVED TO OUR DREAM HOME IN CLARKDALE. WE'VE GOT BEAUTIFUL VIEWS.

IT'S A BEAUTIFUL HOME. I MOVED THERE WITH NOTHING, AND IT WAS A DREAM HOME UNTIL FOR THE FIRST THREE YEARS.

AND THEN THE ASSAULT FROM THE EMBRY-RIDDLE PLANES BEGAN.

AND I WANT TO PAUSE HERE BECAUSE IN THE MEMO THAT YOU RECEIVED TODAY FROM EMBRY-RIDDLE, YOU SEE THE SPLITTING OF HAIRS ABOUT REPETITIVE FLIGHT TRAINING TOUCH AND GOES VERSUS TAXI BACKS.

SO WHEN THEY SPEAK ABOUT COMING TO A COMPLETE STOP, WHEN THEY'RE ON THE RUNWAY, THAT THEY'RE REFERRING TO A TAXI BACK, WHICH IN TERMS OF THE RESIDENTS, THERE IS NO DIFFERENCE.

ALL IT IS IS INSTEAD OF HITTING THE RUNWAY AND COMING BACK UP, THEY'RE HAVING TO STOP TAXI BACK AND THEN TAKE OFF AGAIN, BUT THEY'RE STILL FLYING OVER OVERHEAD. SO I JUST WANTED TO MAKE SURE I EXPLAINED THAT LITTLE NUANCE, BECAUSE I THINK IT'S REALLY IMPACTFUL TO UNDERSTAND THAT DIFFERENCE.

THESE FLIGHTS OVER OUR COMMUNITY AND THE IMPACT THIS TRAINING IS HAVING TO OUR RESIDENTS QUALITY OF LIFE AS WELL AS THEIR PROPERTY VALUES AND YOU HEARD A LITTLE BIT ABOUT THAT, BUT WE HAVE A LOT MORE INFORMATION ON THAT. PLEASE KNOW THAT WE HAVE CONTACTED THE UNIVERSITY REPEATEDLY AND HAVE MET WITH THEM PERSONALLY THREE TIMES THIS YEAR. WE WE'VE TRIED TO GET SOME RELIEF FOR OUR RESIDENTS, AND ADDITIONALLY, THEY HAVE RECEIVED HUNDREDS OF COMPLAINTS FROM OUR CITIZENS OVER THE LAST YEAR. HUNDREDS. THESE COMPLAINTS HAVE ALSO GONE TO THE FAA.

WE HAVE BEEN VERY REASONABLE IN OUR REQUEST. WE ACTUALLY WENT TO THE EXPENSE OF HIRING AN FAA CONSULTANT TO ADVISE US ABOUT WHAT'S REASONABLE AND WHAT'S LEGAL FOR US TO EVEN ASK FOR. HOWEVER, TO DATE, AS OF 7:37 THIS MORNING AND SOMEBODY ELSE WILL GIVE YOU SOME DATA TO SUPPORT THAT.

THAT WAS FAST. OKAY. THERE HAS BEEN NO IMPROVEMENT IN FLIGHTS OVER CLARKDALE AS OF 7:37 THIS MORNING.

WE UNDERSTAND, THOUGH, THAT THE TIMELINE IS WAY OUT.

IT TAKES A WHILE TO ACQUIRE THE LAND AND TO BUILD THE AIRSTRIP.

BUT RIGHT NOW, TODAY, AS WE AWAIT FOR THE FUTURE TO BECOME A REALITY EMBRY-RIDDLE UNIVERSITY STUDENT PILOTS HAVE AT LEAST THREE CHOICES OF LANDING STRIPS IN ADDITION TO THE PRESCOTT AIRPORT TO FLY OUT OF FLY TO.

BUT EMBRY-RIDDLE REFUSES TO EQUALLY DISTRIBUTE THE FLIGHTS AMONG THE AIRPORTS AND SEND UP TO, AS YOU'VE HEARD, 5 TO 7 PLANES TO COTTONWOOD TO FLY TINY CIRCLES OVER MY TOWN OF CLARKDALE.

EVEN WITH THE EMAIL WE RECEIVED TODAY ABOUT WHY NO USE OF THE OTHER EXISTING AIRSTRIPS, IT IS CLEAR CLARKDALE AREA WILL CONTINUE TO HAVE INCREASED NEGATIVE IMPACTS ON OUR COMMUNITY AS THEIR FLIGHT TRAINING PROGRAMS INCREASED WITH THE GROWTH OF EMBRY-RIDDLE IN PRESCOTT PRESCOTT. THIS IS UNACCEPTABLE.

IT IS VERY DETRIMENTAL TO THE SUSTAINABILITY AND ECONOMIC SUSTAINABILITY OF OUR TOWN.

WE HAVE HAD BUSINESSES CHOOSE NOT TO OPEN OR START OR CONTINUE IN CLARKDALE BECAUSE OF IT.

WE KNOW THAT YOU COUNTY SUPERVISORS PROBABLY FEEL PRESSURED TO APPROVE THIS REQUEST TODAY.

AND 8 A.M., AND THEN ON WEEKENDS 6 P.M. AND 9 A.M..

HAVE NO MORE THAN FOUR AIRCRAFT CONDUCT REPETITIVE FLIGHT TRAINING OPERATIONS IN THE TRAFFIC PATTERN AT ANY TIME.

WHEN DISTRIBUTING FLIGHTS TO COTTONWOOD, SELIGMAN AND BAGHDAD BAGHDAD ENSURE EQUAL DISTRIBUTION TO EACH AIRPORT AND TAKE ALL POSSIBLE ACTION TO ESTABLISH A DEDICATED LANDING STRIP FOR REPETITIVE FLIGHT TRAINING THAT WILL NOT IMPACT RESIDENTIAL AREAS.

AND SO WHAT I'VE SEEN IN THIS PROCESS IS A SINCERE RUSH.

AND I DO UNDERSTAND THERE'S LEGITIMATE REASONS TO RUSH THIS, AS THE FEDERAL GOVERNMENT COULD AT ANY TIME CHOOSE TO ADD TAX MUNICIPAL BONDS SUCH AS THIS. SO I UNDERSTAND THAT PRESSURE. AT THE SAME TIME, I HAVE SEEN THIS PROCESS BE RUSHED IN A MANNER THAT I'M NOT COMFORTABLE WITH. AS FAR AS THAT FIRST PIECE OF OF APPROVING, YOU KNOW, MAKING SURE THAT EVERYTHING'S BEEN ADHERED TO IN A METHODICAL MANNER.

AND THE SECOND PIECE I KNOW THAT THESE GROUPS IN COTTONWOOD AND CLARKDALE HAVE BEEN WORKING DILIGENTLY, TRYING TO BRING SOLUTIONS TO THE TABLE FOR AT LEAST TWO YEARS NOW.

AND I GUESS, YOU KNOW, ON ON THE BEING A GOOD NEIGHBOR PIECE, I GUESS I'M DISAPPOINTED THAT IT'S TAKEN THIS PRESSURE AND THIS TIMELINE REGARDING THIS BOND TO HAVE EMBRY-RIDDLE COME TO THE TABLE.

AND SO, PERSONALLY, I'M NOT COMFORTABLE APPROVING THIS BOND WITHOUT GIVING THIS PROCESS A LITTLE BIT MORE TIME AND MAKING SURE THAT THAT SECOND

SO WHY DOES DEVELOPMENT SERVICES CHARGE PERMIT FEES WELL DEVELOPMENT SERVICES PROVIDE SERVICES FOR ADDRESSING, BUILDING PLAN REVIEWS AND CONSTRUCTION INSPECTIONS, CODE ENFORCEMENT THROUGHOUT THE COUNTY, ENVIRONMENTAL SEPTIC REVIEWS, PERMITTING AND PLANNING.

AND TODAY WE ARE HERE TO DISCUSS SOLELY THE ENVIRONMENTAL FEES.

SO TO FURTHER WHY DEVELOPMENT SERVICES DOES CHARGE FEES, IS FOR COST RECOVERY.

PERMIT FEES ARE IN PLACE TO RECOVER DEVELOPMENT SERVICES COSTS FOR THOSE PERMITTING APPLICATIONS, FIELD INSPECTIONS, PLAN REVIEWS AND OTHER SERVICES THAT DEVELOPMENT SERVICES PROVIDES FOR THE PUBLIC.

FOR REGULATORY COMPLIANCES FEES. ENSURE DEVELOPERS AND PROPERTY OWNERS ARE COMPLYING WITH THE CURRENT CODES AND ORDINANCES WITHIN THE COUNTY THAT WE'VE ESTABLISHED.

FOR PLAN REVIEW AND INSPECTIONS. WE HAVE A TERRIFIC GROUP OF EMPLOYEES THAT GO THROUGH AND LOOK AT THE ORDINANCE, THAT LOOK AT THE PLAN REVIEWS AND APPROVE THESE BASED ON THOSE ADOPTED CODES AND ORDINANCES.

FOR ADMINISTRATIVE COSTS, FEES, SUPPORT THE ADMINISTRATIVE COSTS AND MANAGING THE PERMITTING PROCESS, INCLUDING EVERYTHING THAT WE USE, THE TOOLS AND SOFTWARES THAT WE USE TO COMPLETE THAT PROCESS.

AND WHAT ARE THE BENEFITS OF ADJUSTING THESE FEES? SO FOR BUDGET RECOVERY, CURRENTLY DEVELOPMENT SERVICES IS A GENERAL FUND DEPARTMENT.

BUT WITH OUR FEES, DEVELOPMENT SERVICES IS ABLE TO REIMBURSE THE GENERAL FUND WITH THOSE FEES THAT WE OBTAIN.

IT REDUCES THE BURDEN ON THE TAXPAYERS BY PAYING FOR ITSELF, THE DEPARTMENT CAN REDUCE ITS BURDEN ON THE GENERAL FUND.

IN ESSENCE, DEVELOPMENT PAYS FOR DEVELOPMENT.

AND COST OWNERSHIP, PROPERTY OWNERS MAKING IMPROVEMENTS WILL BEAR THE FULL COST OF THEIR PROJECT.

SO IF THEY ARE BUILDING A HOUSE, THEY ARE PAYING FOR ALL OF OUR SERVICES FOR THE PERMITTING AND INSPECTION SIDE OF THAT HOUSE.

SO WHY ARE WE HERE BEFORE THE BOARD? SO ACCORDING TO STATE STATUTE, WE HAVE THREE DIFFERENT STATUTES THAT WE HAVE TO GO THROUGH THE BOARD TO GET THESE FEES APPROVALS. THE FIRST IS THAT THE BOARD MAY ESTABLISH AND CHARGE REASONABLE FEES FOR PERMITS ISSUED AND INSPECTIONS MADE PURSUANT TO ANY CODE.

THE SECOND ONE IS THE BOARD OF SUPERVISORS MAY ADOPT FEE SCHEDULES FOR ANY SPECIFIC PRODUCT OR SERVICE THE COUNTY PROVIDES TO THE PUBLIC.

AND THE LAST ONE IS THAT IT ALLOWS THE BOARD TO COVER THE EXPENSE OF THE PRODUCT OR SERVICE GIVEN FOR THE FEE CHARGE THAT IS ASSESSED.

SO LOOKING AT THIS GRAPH, WE'VE ALWAYS HAD THE GOAL TO MAINTAIN ABOUT A 90 TO 90% COVERAGE OR REIMBURSEMENT TO THE GENERAL FUND. IF YOU LOOK AT THE LAST FOUR FISCAL YEARS, WE HAVE MAINTAINED A DECENT COVERAGE.

BUT OVER THE LAST TWO YEARS WE'VE SEEN THAT DROP DUE TO RISING COSTS, OPERATIONAL COSTS, AND WE'RE NOW CURRENTLY COVERING ABOUT 70% OF WHAT WE USE FROM THE GENERAL FUND, SO WE'RE REIMBURSING 70%. AND AGAIN, OUR GOAL IS TO GET INTO THAT 90 TO 95% RANGE.

SO WHAT IS THE PURPOSE OF THESE FEE ADJUSTMENTS? ONE THESE FEES FOR THE ENVIRONMENTAL UNIT ARE OUTDATED.

THE LAST TIME THESE WERE UPDATED WAS 1999. THERE WAS A COST MISMATCH.

CURRENTLY WE ARE RECOVERING 70%, OUR GOAL AS A DEPARTMENT IS TO HAVE THAT REVENUE RECOVERY BETWEEN 90 AND 95%.

THE FEES ARE DIFFERENT FROM OTHER UNITS. WE OPERATE UNDER A DELEGATION AGREEMENT WITH ADEQ.

SO UNLIKE ANY OTHER UNIT IN OUR SYSTEM, IN OUR DEPARTMENT, WE DO NOT HAVE TO GO TO A QUASI JUDICIAL BODY FOR A PRE-APPROVAL TO TO GO TO THE BOARD.

ADEQ SETS THOSE FEES AS A CEILING, AND WE JUST HAVE TO MAKE SURE THAT WE STAY AT THEM OR BELOW THEM.

SO ADEQ SETS THOSE FEES AND ON THE CHART ON THE SCREEN, YOU'LL SEE THAT THESE ARE THE MORE COMMON PERMITS THAT WE GET THROUGH ENVIRONMENTAL

FOR OUR FIRST ONE, A RESIDENTIAL CONVENTIONAL SYSTEM AT 3,000 GALLONS PER DAY OR LESS.

THAT'S KIND OF YOUR TYPICAL RESIDENTIAL SEPTIC PERMIT.

ADEQ ALLOWS A JURISDICTION TO CHARGE UP TO $5,200.

OUR PROPOSED FEE IS GOING TO BE $550, WHICH IS ABOUT A 10% EQUAL FOR WHAT WE COULD BE CHARGING.

WE'RE ONLY CHARGING ABOUT 10% OF WHAT WE COULD POTENTIALLY BE CHARGING. AND AS YOU GO THROUGH THE LIST, THE GENERAL PERMIT 3,000 TO 24,000 ADEQ HAS A MAX CHARGE OF #11,000.

WE ARE ASKING FOR $2,500, OR ABOUT 23% OF WHAT WE'RE ALLOWED AND SO ON AND SO FORTH.

HOW OUR FEES MATCH TO OTHER COUNTIES? SO WE DO NOT WANT TO BE TRAILBLAZERS AS FAR AS RECOUPING THE MOST AMOUNT OF MONEY.

ON THIS CHART, YOU'LL SEE HOW YAVAPAI COUNTY WITH THE PROPOSED RATES COMPARED TO COCONINO, PINAL AND MARICOPA, ONES THAT HAVE SIMILAR PROCESSES AS US.

YOU WILL NOTE HIGHLIGHTED IN GREEN ARE THOSE COUNTIES THAT HAVE THE LOWEST FOR THAT PERMIT COST.

AND HIGHLIGHTED IN RED ARE THOSE COUNTIES THAT HAVE THE HIGHEST IN COST.

NOTICE THAT OURS IS MOSTLY BLACK. OTHER THAN THE WELL REVIEW AT $225, THAT'S THE LOWEST COST FOR THAT PERMIT TYPE.

WE'RE ALSO WITH OUR PROPOSED FEES. WE'RE STAYING RIGHT ABOUT THE MIDDLE OF THE PACK WITH OTHER WITH THESE OTHER COUNTIES.

SO WE DON'T WANT TO BE THE LOWEST, BUT WE DON'T WANT TO BE THE HIGHEST EITHER. WE WANT TO MAINTAIN WHAT'S GOOD FOR US IN THE COUNTY AND REIMBURSING THAT GENERAL FUND.

SO THROUGH CITIZEN PARTICIPATION, WE'VE GIVEN THE PUBLIC OPPORTUNITIES SINCE OUR DECEMBER 4TH MEETING WITH THE BOARD OF SUPERVISORS LAST YEAR.

THESE NEW PROPOSED FEES WERE POSTED ON THE DEVELOPMENT SERVICES WEBSITE ON JANUARY 10TH.

THEY WERE POSTED TO THE COUNTY MAIN PAGE ON JANUARY 13TH, AND WE RAN TWO DISPLAY ADS TO MEET PUBLIC NOTIFICATION ON MARCH 15TH AND ON THE 16TH FOR THE TWO DIFFERENT NEWSPAPERS IN YAVAPAI COUNTY. AGAIN, SINCE ADEQ SETS THE MAXIMUM ALLOWABLE FEE, THERE IS NO REQUIREMENT FROM AN APPROVAL FROM A QUASI JUDICIAL BODY BEFORE THE BOARD OF SUPERVISORS PUBLIC HEARING.

BUT WE DID HAVE PUBLIC INPUT. ON DECEMBER 4TH THE BOARD OF SUPERVISORS REQUESTED ADDITIONAL STAKEHOLDER INPUT.

SO WE TOOK THAT AND HELD TWO MEETINGS, ONE ON EACH SIDE OF THE MOUNTAIN.

OUR FIRST MEETING WAS DECEMBER 18TH, AND WE HAD A PUBLIC MEETING IN THE COTTONWOOD OFFICES, AND THEN AGAIN ON JANUARY 7TH, WHERE WE MET THE PUBLIC IN OUR PRESCOTT OFFICES.

WE DID LISTEN TO STAKEHOLDERS, AND WE DID MAKE SOME FEE ADJUSTMENTS BASED ON THOSE CONVERSATIONS THAT WE DID HAVE.

ONE UPDATE I DO WANT TO MENTION ON RECORD IS WHILE WE ARE NOT IMPLEMENTING ANY NEW FEES, WE'RE NOT PRESENTING ANY NEW PROCESSES AND A NEW FEE FOR THAT PROCESS. HOWEVER, IN THE TIME BEING, WE DID ELIMINATE, WE DO.

WE DID FIND TWO PERMIT TYPES THAT WERE GOING TO INACTIVATE ON OUR INACTIVATE IN OUR PERMITTING SYSTEM.

AND THOSE ARE GOING TO BE THE ALTER CONSTRUCTION AUTHORIZATION, ALTER CONSTRUCTION AUTHORIZATION FOR CONVENTIONAL SYSTEM, AND ALTER CONSTRUCTION AUTHORIZATION FOR AN ALTERNATE SYSTEM.

ARE THOSE STILL AVAILABLE? ALTERNATE SYSTEMS? OR ARE WE SAYING WE'RE NOT ALLOWING THOSE ANYMORE? SO THE ALTER CONSTRUCTION IS BASICALLY A REDESIGN.

ALL RIGHT. SO ON MARCH 5TH, 2001, THE BOARD OF SUPERVISORS DID APPROVE THE ZONING MAP CHANGE FROM RCU-2 A TO PAD TO ALLOW FOR THE 400 LOTS RANGING IN SIZE FROM HALF AN ACRE TO TWO ACRES.

THE LOTS BORDERING THE NORTH OF THE PROJECT ARE ADJACENT TO THE INSCRIPTION CANYON RANCH LOTS THAT ARE LARGER AND ARE PURPOSEFULLY TWO ACRES OR LARGER TO MATCH THAT.

THE EXISTING INTERNAL INTERNAL ARTERIAL ROADWAYS WERE CONSTRUCTED UNDER PREVIOUS ROADWAY STANDARDS AND WAIVERS. THE PROPOSED ROADS FOR PHASE 11 ARE PROPOSED TO BE IN CONFORMANCE WITH THOSE PREVIOUS APPROVALS AND STANDARDS.

SO IN SUMMARY, IN LOOKING AT THE FINAL PLAT, THE APPLICATION IS FOR 53 SINGLE FAMILY RESIDENTIAL LOTS AND FOUR TRACKS, AND IS JUST A CONTINUATION OF THE EXISTING PAD APPROVAL FROM 2001.

AND I THINK THE, THE WHEN I WAS LOOKING AT THIS, I'M THINKING, OKAY, 53 HOMES, TWO PEOPLE PER HOME, A TRIP PER DAY, IN AND OUT, THAT'S 200 MORE VEHICLES GOING UP AND DOWN WILLIAMSON VALLEY ROAD.

AND THAT'S OUR PROBLEM AS A COUNTY. I THINK WE HAVE TO GET BETTER ON KEEPING UP WITH WHAT THE INFRASTRUCTURE NEEDS TO BE THERE AND I THINK WE SEE THAT, AND THAT'S A MATTER OF MONEY. WE NEED TO HAVE MORE TO DO, THESE KIND OF PROJECTS.

I LIKE A LOT OF THE THINGS THEY DO OUT THERE.

IT SEEMS LIKE THE COMMUNICATION WITH SOME OF THE RESIDENTS DIDN'T GO VERY WELL.

WHEN I WENT AND LOOKED, I THOUGHT IT WAS ALL PRIVATE ROADS IN THERE.

AND ONE OF THE THINGS THAT I WAS GOING TO GET ON THE DEVELOPER WAS TO FIX THIS ONE CURVE, LO AND BEHOLD, THEY'RE TELLING ME THAT ROAD IS OUR ROAD AS THE COUNTY.

SO WE WENT OUT THERE AND BECAUSE OF THE THE STANDARDS FOR THAT KIND OF ROAD, WE COULD NOT PUT IN A GUARDRAIL.

BUT WE DID PUT IN DELINEATORS JUST THE OTHER DAY.

AND THAT WAS VERY MUCH APPRECIATED BY THE PERSON.

A LOT OF IT IS JUST SHOCK OF GROWING AND AND PEOPLE THINKING, THIS IS THIS IS MY BACKYARD WHEN IT'S REALLY PART OF THE DEVELOPMENT OF THE PROPERTY. I THINK SOME THINGS COULD HAVE BEEN DONE DIFFERENT, BUT I DO LIKE HOW THEY HAVE THE EXISTING VEGETATION THAT'S ALREADY GROWN FROM THE GROUND. THERE'S NOT A BUNCH OF NEW IRRIGATION GOING ON BECAUSE I THINK WATER IS A THING.

I DO LIKE THE FACT THAT THEY'RE HOOKED UP ON SEWER AND THE EFFLUENTS BEING USED ACROSS THE STREET.

I WOULD, WOULD RATHER SEE RECHARGE, BUT I THINK WE HAVE TO BE VERY DELICATE WHEN WE MOVE FORWARD WITH THIS WHOLE ZONING STUDY THAT WE'RE DOING BECAUSE WE, WE GOT TO HAVE PADS AND REALLY SLOW DOWN ON WHAT I SEE AS THE WILDCAT DEVELOPMENTS, WHERE WE'RE JUST GETTING LOT SPLITS.

AND THEN REALLY, THE COUNTY HAS NO BEARING AT ALL IN FLOOD ISSUES, ROAD ISSUES, WHATEVER.

BECAUSE BASICALLY YOU CAN DO WHAT YOU WANT ON YOUR PRIVATE PROPERTY.

I'D LOVE TO SEE MORE OF THE PADS. I THINK THIS BOARD IS INHERITING A LOT OF ANCIENT PROBLEMS THAT THAT MAYBE NEEDED TO BE FIXED BECAUSE, LIKE YOU SAID, THIS THING WAS PLATTED IN 2001, AND THE BOARD APPROVED IT.

I AM CONCERNED ABOUT THE TIMING OF THE START OF THE DEVELOPMENT.

WE HAVE APPROXIMATELY WE HAVE 77 LOTS STILL FOR SALE FOR THAT WERE BUILT IN PHASES 6 AND 07, 77 CURRENTLY, 21 OF THOSE 77 LOTS HAVE BEEN SOLD, THAT'S 27%.

MY CONCERN IS IT WASN'T CLEAR, AND I DID ATTEND THE LAST MEETING VIRTUALLY, IF APPROVED, WHEN THIS DEVELOPMENT WOULD START.

HOWEVER, WE HAD AN HOA MEETING WITH SPRING CANYON BACK IN 2023, AND THE PRINCIPAL LEAD OF THE DEVELOPER AT THAT MEETING SPECIFICALLY TOLD US PHASE 11 WOULD NOT START UNTIL 50% OF PHASES 6 AND 7 WERE SOLD OUT.

THEY'RE WELL BELOW THAT. MY OPINION IS 100% OF THOSE LOTS SHOULD BE SOLD BEFORE ANY NEW DEVELOPMENT STARTS.

SO I'M CONCERNED THAT WE HAVE LOTS IN THERE RIGHT NOW THAT ARE SITTING WITH WEEDS GROWING ON THEM.

IT'S A BLIGHT TO THE COMMUNITY. AND WHY CAN'T WE SAY, LET'S APPROVE PHASE 11, BUT LET'S WAIT UNTIL MORE OF THE LOTS IN 6 AND 7 HAVE BEEN SOLD BEFORE THAT HAPPENS.

OTHERWISE, WE MAY HAVE MORE THAN 50% OF THESE LOTS SITTING THERE WAITING TO BE SOLD.

THAT'S MY CONCERN. AGAIN, IT'S NOT THAT I'M AGAINST THIS.

AND THE FIRST BEING SUBCOMMITTEE REPORT AND RECOMMENDATION REGARDING THE APPOINTMENT TO THE BOARD FOR SUPERVISOR TO VACANCY.

SO, AS WE KNOW, THE DATE FOR THIS APPOINTMENT HAS BEEN SET FOR OUR NEXT REGULAR MEETING.

WEDNESDAY, APRIL 16TH AT 9 A.M. IN THE BOARD'S COTTONWOOD COTTONWOOD HEARING ROOM.

CONSISTENT WITH THEIR PREVIOUSLY APPROVED SCHEDULE OF ACTIVITY RELATING TO THIS APPOINTMENT, THE BOARD'S SUBCOMMITTEE HAS MET AND WE WERE SCHEDULED TO MAKE A RECOMMENDATION OR RECOMMENDATIONS TO THE FULL BOARD OF THOSE INDIVIDUALS MOST CLOSELY REFLECTIVE OF THAT PROFILE THAT YOU MIGHT RECALL THAT WE DEVELOPED BACK IN AN EARLIER COTTONWOOD MEETING, ACTUALLY, FEBRUARY 19TH, 2025 STUDY SESSION. AT THAT TIME, I BELIEVE MANY OF US WERE UNDER THE IMPRESSION THAT WE WOULD RECEIVE A LARGE A LARGE AMOUNT OF INTEREST TO THIS APPOINTMENT.

SO BASED UPON THE LIMITED APPLICANT RESPONSE THAT THE BOARD RECEIVED, THE SUBCOMMITTEE MET, AND WE BELIEVE IT IS IN THE BEST INTEREST OF THIS BOARD TO DEFER FROM A RECOMMENDATION BUT HEAR FROM ALL FIVE APPLICANTS AT YOUR NEXT MEETING.

THE SUBCOMMITTEE IS MAKING THE FOLLOWING PROCESS RECOMMENDATION TO THAT MEETING.

WE ARE PROPOSING THAT DURING THE APPOINTMENT PROCESS ON THE 16TH, WE WOULD ALLOCATE FIVE MINUTES TO EACH OF THE FIVE APPLICANTS TO MAKE INTRODUCTORY STATEMENTS AS TO THEIR DESIRE TO BE APPOINTED, THEIR QUALIFICATIONS, AND ANY OTHER PERTINENT INFORMATION THEY DESIRE TO SHARE WITH THE BOARD. EACH APPLICANT WOULD ALSO BE PRESENTED WITH A SERIES OF QUESTIONS, WHICH WOULD BE THE SAME FOR ALL FIVE APPLICANTS.

EACH APPLICANT WOULD BE ALLOTTED 15 MINUTES FOR RESPONSE TO THOSE QUESTIONS.

SO TOWARD THAT END, THE SUBCOMMITTEE IS ASKING FOR EACH MEMBER OF THE BOARD TO SUBMIT TWO QUESTIONS TO THE COUNTY MANAGER MYSELF FOR CONSIDERATION AND DEVELOPMENT OF THAT SET OF QUESTIONS TO BE USED.
