WE ARE MY NAME IS CAROL LEWIS. I'M THE ASSISTANT DIRECTOR WITH YAVAPAI COUNTY COMMUNITY HEALTH SERVICES.

WE ARE VERY PROUD TO ANNOUNCE THE 2024 GOLDEN PLATE AWARD WINNERS.

RECOGNIZING 253 FOOD ESTABLISHMENTS THAT HAVE DEMONSTRATED EXCEPTIONAL COMMITMENT TO FOOD SAFETY THROUGHOUT THE YEAR.

THESE ESTABLISHMENTS HAVE GONE ABOVE AND BEYOND IN THEIR FOOD SAFETY ENDEAVORS.

THE GOLDEN PLATE AWARD IS PRESENTED TO FOOD ESTABLISHMENTS THAT MEET RIGOROUS CRITERIA, DEMONSTRATING THEIR DEDICATION TO SAFE FOOD HANDLING PRACTICES.

I WANT TO ACKNOWLEDGE THE LEADERSHIP OF CECIL NEWELL AND HIS TEAM THAT WORK TIRELESSLY TO ENSURE OUR COUNTY RESIDENTS AND VISITORS CAN EAT SAFELY IN OUR COUNTY.

THEY KEEP RESTAURANTS, COFFEE SHOPS, BAKERIES, CONVENIENCE STORES, HOSPITALS, SCHOOLS AND ASSISTED LIVING ESTABLISHMENTS IN COMPLIANCE OF THE FOOD AND SAFETY CODE. WE TRY NOT TO TAKE ANY COMPLIANCE ACTION. IF BEFORE WE TRY TO EDUCATE TO GET THIS, TO GET THIS AWARD, YOU HAVE TO GO ONE ENTIRE YEAR, JANUARY THROUGH DECEMBER, WITHOUT ANY PRIORITY OR PRIORITY.

AND THEN YOU HAVE TO HAVE A CERTIFIED MANAGER ON STAFF WHEN WE COME IN AND DO THE INSPECTION IN ORDER TO GET THIS GOLDEN PLATE AWARD.

ONE OF THE THINGS I WOULD LIKE TO MENTION IF THE RESTAURANTS CAN'T OPERATE SAFELY, WE DO NOT ALLOW THEM TO OPERATE IN YAVAPAI COUNTY.

OUR RESTAURANTS DO A VERY FINE JOB. VERY GOOD JOB IN DOING THIS.

WHEN YOU GO ACROSS COUNTRY, WHEN YOU GO ACROSS THE COUNTRY AND NATIONWIDE, IF THEY HAVE 5 TO 10%, WHAT MEET THIS CRITERIA THEY'RE DOING EXTREMELY WELL.

WE'VE GOT SOMETHING AROUND 15 TO 20% OF OUR RESTAURANTS AND ESTABLISHMENTS THAT UPHOLD THIS.

REVENUE EXPENDITURES AND THE TREASURER'S FINANCIAL INFORMATION FOR THE PERIOD ENDING ON DECEMBER 31, 2024. GOOD MORNING, CONNIE, AND THANK YOU SO MUCH.

WE APPRECIATE ALL OF YOUR HARD WORK, YOUR DEPARTMENT, EVERYONE.

GOOD MORNING, CHAIR MALLORY, VICE CHAIR COMPTON, OH THANK YOU. SHOULD I START OVER? GOOD MORNING, CHAIR MALLORY, VICE CHAIR COMPTON, AND SUPERVISORS.

I'M CONNIE DEKEMPER, FINANCE DIRECTOR FOR YAVAPAI COUNTY THIS IS A QUICK PRESENTATION TO GIVE YOU A LITTLE INFORMATION ON THE FINANCIAL STATUS OF THE COUNTY FOR FISCAL YEAR 24-25 THROUGH DECEMBER 31ST OF 2024 THE FIRST TWO QUARTERS, THIS PRESENTATION WILL PROVIDE YOU A GLIMPSE OF THE STATUS OF THE COUNTY FROM BOTH A FINANCIAL ASPECT AND A BUDGETARY ASPECT.

THIS IS THE FIRST ITERATION OF THIS PRESENTATION OF FINANCIAL DATA TO THE BOARD.

THIS IS INTENDED TO BE CONTINUE ON ON A QUARTERLY BASIS, AND IT SHOULD PROVIDE ADDITIONAL INFORMATION AS WE MOVE ON OF CASH AND INVESTMENT POSITIONS, INDEBTEDNESS, AND WHEN APPROPRIATE, THE OPEB AND PENSION LIABILITY INFORMATION.

I DON'T KNOW HOW TO DO. THIS IS A QUICK COMPARISON OF THE FISCAL YEAR 25 REVENUES. BUDGETED REVENUES, AS YOU CAN SEE, APPROXIMATELY 80% OF THE REVENUE THAT HITS THE GENERAL FUND COMES IN THE FORM OF PROPERTY TAXES, STATE SHARED SALES TAX, AND COUNTY EXCISE TAX.

ANY MOVEMENT IN THOSE PARTICULAR AREAS CAN HAVE A VERY BIG EFFECT ON THE GENERAL FUND.

THIS IS A QUICK COMPARISON FROM FISCAL YEAR 25 TO FISCAL YEAR 24 OF THE BUDGETED REVENUES VERSUS WHAT WE ACTUALLY HAVE COLLECTED. THERE'S A COUPLE OF THINGS THAT WE SHOULD NOTE HERE.

THE PROPERTY TAXES APPEAR TO BE A LITTLE BIT LOWER THAN IN THE PRIOR YEAR, BUT BECAUSE PROPERTY TAXES GENERALLY ARE REQUIRED TO BE PAID, WE COLLECT. IN THE LAST TEN YEARS, WE'VE COLLECTED THE AMOUNT BUDGETED 95 TO 96%.

THAT AMOUNT IS THE BUDGETED PROPERTY TAX REVENUE IS THE TOTAL LEVY THAT WE HAVE ISSUED.

HOWEVER, THROUGHOUT THE YEAR THERE ARE ADJUSTMENTS TO PROPERTY TAXES, AND THAT'S WHY WE TYPICALLY COLLECT 95 TO 96%.

AND WHEN YOU SEE OTHER REVENUES ON THERE THAT IS LUMPED TOGETHER AND THOSE INCLUDE LICENSES AND PERMITS, THERE ARE GRANTS SUCH AS PILT, COURT FEES, CHARGES FOR SERVICES SUCH AS RECORDER'S FEES AND THEN VARIOUS MISCELLANEOUS REVENUES THAT COME IN. WE'RE GOING TO LOOK AT THE TOP THREE REVENUE STREAMS THAT THE GENERAL FUND RECEIVES.

THE FIRST IS STATE SHARED SALES TAX COLLECTED.

THERE'S A DIFFERENCE BETWEEN WHEN SALES TAX COLLECTED IS EARNED AND WHEN IT ACTUALLY GETS RECEDED TO THE COUNTY.

SO WHAT YOU'RE SEEING HERE IS THE MONTH THAT IT WAS EARNED.

BUT IT'S THE YOU CAN SEE ON THE NOVEMBER THAT WE HAVEN'T ACTUALLY RECEDED BY DECEMBER 31ST.

ALL OF THE STATES SHARED SALES TAXES THAT WE HAVE EARNED, BUT THIS IS A YEAR OVER YEAR COMPARISON.

THE GREEN LINE IS THE PRIOR YEAR, AND YOU CAN SEE WE'RE A LITTLE BIT SHORT YEAR OVER YEAR BY APPROXIMATELY $246,000. COUNTY EXCISE TAXES

ARE THE . 5% TAX THAT IS CHARGED FOR YAVAPAI COUNTY.

IN THE GENERAL FUND WE'RE TALKING THE GENERAL FUND RIGHT NOW.

THOSE ARE DISTRIBUTED ANY TAX COLLECTED IS DISTRIBUTED BY BOTH TO THE GENERAL FUND, THE REGIONAL ROADS FUND AND THE CAPITAL IMPROVEMENT FUND BASED ON THIS ALLOCATION.

THIS IS A BOARD APPROVED ALLOCATION AND IT WOULD TAKE BOARD APPROVAL TO CHANGE IT.

THIS IS THE COLLECTIONS FOR THE FISCAL YEAR THROUGH DECEMBER 31ST, AND IT'S DISTRIBUTED IN THE MONTH THAT IT WAS EARNED.

AND THE GREEN LINE, AGAIN, IS PRIOR YEAR COLLECTIONS.

VEHICLE LICENSE TAX IS A TAX THAT'S DISTRIBUTED BY THE ARIZONA DEPARTMENT OF TRANSPORTATION.

THE ARIZONA DEPARTMENT OF TRANSPORTATION DISTRIBUTES THEIR TAX FROM ON THEIR OWN BASED ON A CALCULATION THAT STATE STATUTE AND YOU CAN SEE 24.59% GOES TO THE GENERAL FUND FOR UNRESTRICTED USE, AND 5.83% GOES TO IS RESTRICTED TO TRANSPORTATION USES IN THE COUNTY DEPOSITS THOSE FUNDS INTO HURF FUND.

AND THIS IS A BIG PICTURE OF THE VEHICLE LICENSE TAX COLLECTED IN THE MONTH THAT IT WAS EARNED.

IN VEHICLE LICENSE TAXES, WE'RE ACTUALLY SEEING GROWTH IN THE TAX REVENUE.

IT'S ABOUT $362,000 OVER PRIOR FISCAL YEAR. GENERAL FUND EXPENDITURES FOR ALL DEPARTMENTS HAVE COME IN AT LESS THAN 50%, WHICH IS WE'RE AT 50% OF THE YEAR ON DECEMBER 31ST.

EXCEPT FOR THESE THREE PARTICULAR DEPARTMENTS.

BUT FACILITY OR ELECTIONS AND RECORDER, MOST OF THEIR REVENUES EXPENDED IN THE FIRST HALF OF THE YEAR FOR THE ELECTIONS.

THERE AREN'T USUALLY VERY MANY ELECTIONS IN THE SECOND HALF OF THE YEAR. AND FOR FACILITIES, WE HAVE A CASTLE COURT PARK PROJECT THAT'S ARPA FUNDED THAT IS BEING EXPENSED IN THE GENERAL FUND.

AND AT THE END OF YEAR, WE WILL BE TRANSFERRING THOSE ARPA FUNDS TO COVER THOSE COSTS.

AND THAT'S THE END OF THE PRESENTATION IF THERE'S ANY QUESTIONS.

VICE CHAIR SUPERVISOR KUKNYO. IS THE INCREASE IN VLT IS JUST IS THAT JUST TRACKING WITH POPULATION GROWTH THE INCREASE? I DON'T HAVE THE ACTUAL DETAILS OF WHY IT'S INCREASING BECAUSE IT'S A VEHICLE LICENSE TAX.

IT COULD BE JUST THE VALUE OF VEHICLES IS INCREASING.

AND SO IF IT'S A PERCENTAGE OF THE VALUE OR IT COULD BE THE FREE UP OF SUPPLY THAT HAS OCCURRED IN THE MOST RECENT SIX MONTHS.

IT COULD BE ANY OF THOSE REASONS. I THINK WE CAN RESEARCH THAT AND TRY TO GET BACK TO YOU.

IT STARTED WITH, WE ANTICIPATED, I BELIEVE, WHEN WE SET OUT THE TIMELINE FOR THIS PROCESS, THAT WE WERE GOING TO GET A LARGER RESPONSE, QUITE FRANKLY, THAN WE GOT.

AS WE ALL KNOW, THE DEADLINE HAS PASSED AND WE'VE HAD FIVE INDIVIDUALS MEET THE REQUIREMENTS AND INDICATE THAT THEY ARE INTERESTED IN THIS APPOINTMENT.

THE SUBCOMMITTEE THAT THE BOARD AUTHORIZED AT OUR LAST MEETING HERE IN COTTONWOOD HAS HAD AN OPPORTUNITY TO MEET AND HAS LOOKED AT OUR TIMELINE AND IS TODAY PROPOSING THAT WE MAKE SOME ADJUSTMENTS TO THAT, AGAIN, BASED ON THE CHANGING DYNAMICS OF THE NUMBER OF APPLICANTS FOR THIS OPEN APPOINTMENT.

AND YET THE WAY THE AREA IS DEVELOPING INDICATES THAT MANUFACTURED HOMES ARE CUSTOMARY AND POSSIBLY PREFERRED BY THE PUBLIC.

SO. BUT IT'S ONE THAT THE PLANNING COMMISSION DEFINITELY IS WRESTLING WITH AS WELL WHEN WE SEND THESE FORWARD TO YOU FOR OUR RECOMMENDATION.

THE R2 ZONING ALLOWS FOR A PRIMARY HOME AND A GUEST HOME IF THE PARCEL IS AT LEAST 35,000FT² IN AREA. AGAIN, THIS ENTIRE PARCEL IS 44,866FT².

THEREFORE, IF THE ENTIRE PARCEL WAS ZONED R2, THEN WE WOULD BE ABLE TO DO A RESIDENCE AND A GUEST HOME.

HOWEVER, THE R2 PORTION OF THE PARCEL IS ONLY APPROXIMATELY 2400FT² AND AGAIN TOO SMALL TO ALLOW FOR A GUEST HOME. ANOTHER TWIST TO IT MR. WOODS IS NOT REQUESTING A GUEST HOME ALLOWANCE.

THEY HOLD A WINTER CONFERENCE HERE WHERE THEY CONVENE PUBLIC FINANCE OFFICERS FROM ACROSS THE STATE TO HEAR PRESENTATIONS ON A VARIETY OF TOPICS IMPORTANT TO THEIR PROFESSION. ATTENDEES HEARD FROM A PANEL OF COUNTY PRACTITIONERS ON LESSONS LEARNED THROUGH THE PERMANENT BASE ADJUSTMENT AT THEIR MOST RECENT CONFERENCE, AND CONNIE WAS ASKED TO BE A MEMBER OF THAT THAT PANEL.

SO IT WAS MODERATED BY VANESSA FIELDER, WHOM, YOU KNOW, FROM CSA, OUR DIRECTOR OF RESEARCH AND ANALYTICS.

SO CONNIE WAS ON THE PANEL ALONG WITH ERIKA PHILPOTT, THE DEPUTY COUNTY MANAGER FROM COCONINO COUNTY, AND SIRI MULLANEY, THE FINANCE DIRECTOR AND CHIEF FINANCIAL OFFICER FROM COCONINO COUNTY.

SESSION INCLUDED AN OVERVIEW OF THE BASIC FRAMEWORK, TIMELINES AND RESTRICTIONS ASSOCIATED WITH PERMANENT BASE ADJUSTMENTS FOR EXPENDITURE LIMITS. THE PANELISTS HIGHLIGHTED THE IMPORTANCE OF EDUCATING BOTH THE COMMUNITY AND COUNTY PERSONNEL ON THE IMPLICATIONS OF OPERATING AT THE EXPENDITURE LIMIT, AND THE REASONS FOR ASKING VOTERS FOR AN ADJUSTMENT.

I BELIEVE THAT WAS REALLY THE FOCUS OF CONNIE'S PARTICIPATION.

DAY BEFORE YESTERDAY, I SIGNED THE OFFICIAL PAPERS WITH CHINO VALLEY, PURCHASING THE 23 ACRES OF HISTORIC BUILDINGS AND PROPERTY WITHIN THE NEW STATE PARK.

WE LOOK FORWARD TO BRINGING THAT FORWARD FOR ADDITIONAL MATTERS, AND ARE HAPPY TO MAKE THAT HISTORICAL VALUE, RATHER THAN ANOTHER 3500 HOUSES IN THAT AREA.

ALSO, THE SOLAR ORDINANCE, WHICH WAS PRESENTED TO US ON MONDAY EVENING, WAS DENIED AND SENT BACK FOR ADDITIONAL INFORMATION. THE BIGGEST PART OF THAT BEING WE ARE DENYING UTILITY SCALE SOLAR WITHIN THE TOWN LIMITS OF CHINO VALLEY.

ALSO ON MARCH 29TH, THERE IS AN EVENT TO BENEFIT THE CHINO VALLEY POLICE DEPARTMENT THE K-9 UNIT.
