WHEREAS BY AN ACT OF CONGRESS IN 2017, NATIONAL VIETNAM WAR VETERANS DAY IS OBSERVED ON MARCH 29TH, TO THANK AND HONOR OUR NATION'S VIETNAM VETERANS AND THEIR FAMILIES FOR THEIR SERVICE AND SACRIFICE AND WHEREAS MARCH 29TH, 1973, WAS THE DAY THE UNITED STATES MILITARY ASSISTANCE COMMAND, VIETNAM WAS DISESTABLISHED.
THE LAST US COMBAT TROOPS DEPARTED VIETNAM, AND EFFORTS WERE FULLY UNDERWAY TO RELEASE THE LAST OF THE ACKNOWLEDGED THE UNITED STATES SOLDIERS HELD AS PRISONERS OF WAR BY NORTH VIETNAM.
WHEREAS DUE TO THE TURBULENT CULTURAL CLIMATE OF THE ERA AND UNPOPULARITY OF THE VIETNAM CONFLICT, MANY OF THE RETURNING VIETNAM VETERANS DID NOT RECEIVE THE RESPECT AND GRATITUDE THEY RICHLY DESERVED FOR SERVING THEIR NATION SO ABLY AND HONORABLY.
WHEREAS THE ESTABLISHMENT OF THE NATIONAL VIETNAM WAR VETERANS DAY IS AN APPROPRIATE WAY TO HONOR AND RESPECT THOSE MEMBERS OF THE UNITED STATES ARMED FORCES AND TO THANK THEM FOR THEIR SELFISH ACTS OF SERVICE TO OUR STATE AND COUNTRY.
WHEREAS IN THE SPIRIT OF PRIDE AND GRATITUDE, IT'S TIME TO HONOR THE HEROIC ACCOMPLISHMENTS OF ALL WHO SERVED THEIR COUNTRY IN VIETNAM, ESPECIALLY THE 58,000 SERVICEMEN AND WOMEN MEMORIALIZED ON THE VIETNAM MEMORIAL WALL FOR THEIR ULTIMATE SACRIFICE TO THEIR COUNTRY.

I'M VERY EXCITED TO BE HERE THIS MORNING TO CELEBRATE THE HARD WORK OF MANY OF OUR LOCAL FOOD ESTABLISHMENTS.
THE GOLDEN PLATE AWARD IS CECIL NEWELL, OUR SECTION MANAGER OVER ENVIRONMENTAL HEALTH.
HE'S GOING TO TALK ABOUT THAT IN JUST A LITTLE BIT, BUT IT'S NOT AN EASY AWARD TO ACCOMPLISH AND TO ACHIEVE, AND WE'RE VERY PROUD OF THE ESTABLISHMENTS.

I THINK MOST OF THEM ARE IN THE ROOM.
CECIL AND MONICA ARE THEIR LEADERS, AND THEY DO AWESOME WORK, PROFESSIONAL WORK IN OUR COMMUNITY.
THEY WORK WITH EACH OF OUR FOOD ESTABLISHMENTS, WHETHER THEY ARE THRIVING, LIKE THE ONES IN THE ROOM THAT ARE DOING A WONDERFUL JOB ON THEIR INSPECTIONS, OR THE ONES THAT ARE STRUGGLING THROUGH THOSE INSPECTIONS AND NEED A LITTLE BIT OF ADDED SUPPORT.
THEY'RE VERY EDUCATIONAL WHEN THEY'RE OUT IN THE FIELD.
THEY WORK THROUGH THE ISSUES THAT THE ESTABLISHMENTS RUN INTO, AND WE TRY TO MAKE SURE THAT ALL OF OUR ESTABLISHMENTS CAN NOT ONLY STAY IN BUSINESS, BUT THRIVE, AND IT'S AWESOME TO SEE SO MANY DOING GREAT WORK.

FIRST, YOU HAVE TO GO A FULL CALENDAR YEAR WITHOUT ANY HIGH CRITICAL, WHICH IS A PRIORITY VIOLATION OR A LOW CRITICAL, WHICH IS A PRIORITY FOUNDATION.

IN ADDITION TO BEING AN NCAA ACADEMIC, ALL-AMERICAN, THIS GENTLEMAN BEHIND ME WAS A TWO-TIME NCAA QUALIFIER AND FINALIST IN THE MEN'S PARALLEL BARS.
BEFORE HE GRADUATED, HE WAS ALSO CHOSEN TO BE HIS TEAM'S CAPTAIN.

IN ADDITION TO THE ACCOMPLISHMENTS THAT HE ACHIEVED AS A STUDENT-ATHLETE, ALL OF THE HARD WORK TO GET HIM TO ACHIEVE THOSE GOALS, HE ALSO BROUGHT WITH HIM THIS CORE BELIEF THAT PEOPLE CAN CHANGE, AND THEY CAN BETTER THEMSELVES IF THEY CHOOSE TO COMMIT TO DOING THE WORK, AND WORKING PAST OR BEYOND THEIR PAST FAILURES OR SHORTCOMINGS.
CLEARLY, HE WAS AND STILL IS A PHENOMENAL FIT FOR THE YAVAPAI COUNTY ADULT PROBATION DEPARTMENT.
THIS GENTLEMAN STARTED HIS PROBATION CAREER ON A MONDAY, JANUARY 3TH OF 2000.
AS AN ENTRY-LEVEL PROBATION OFFICER, HE MANAGED A VARIETY OF CASELOADS, AND HE HELPED PEOPLE ON THE ROAD TO RECOVERY.
BUT MOST IMPRESSIVELY, THIS GUY, BEHIND ME, HAD TO NAVIGATE THE IDIOSYNCRASIES LEADERSHIP STYLES OF FOUR SEPARATE CHIEFS UNTIL HE WORKED HIS WAY TO ACHIEVE WHAT HE IS TODAY, AND THAT'S THE ASSISTANT CHIEF OF THE YAVAPAI COUNTY ADULT PROBATION DEPARTMENT.

SUPPLY CHAIN ISSUES RESTRICTED THE NUMBERS OF VEHICLES THAT COULD BE PURCHASED AND DELIVERED TO TWO DIFFERENT IDENTITIES, WHICH CREATED A BACKLOG OF REPLACEMENTS.
FOR YEARS, MANUFACTURERS, WHEN THEY DID THIS, THEY COMPOUNDED THE PROBLEM.
VEHICLE PURCHASE ORDERS ARE NOW BEING FULFILLED TO THEIR MAX.
WHATEVER WE NEED, THEY CAN FILL THEM, WHICH WOULD ALLOW US TO FINALLY BE CAUGHT UP OF THIS BACKLOG, AND THE SHERIFF'S DEPARTMENT HAVE THE VEHICLES THEY DESERVE TO BE RUNNING ON THE ROAD.

SELIGMAN NEEDS A NEW BUSINESS RESTAURANT FOR THE LOCAL RESIDENTS AND TOURISTS.
THIS TOWN SURVIVES ON TOURISM, AND WE HAVE BUSES DAILY THAT BRING THEM HERE.
THE UNIQUE PART OF THE BUILDINGS ARE THE VINTAGE VEHICLES OUT FRONT THAT HAVE BEEN THERE SINCE THE 1950S.
TOURISTS AND LOCALS PARK ON THE STREETS HERE IN SELIGMAN AND TOUR THE BUSINESSES IN THE AREA.
THE BUSINESSES AND RESTAURANTS HERE DO NOT HAVE PARKING ON PREMISES, EXCEPT FOR TWO RESTAURANTS, AND THAT PARKING IS VERY LIMITED TO A FEW SPACES.
THE TOWN OF SELIGMAN IS EXCITED TO SEE BRENDA AND DEAN OPEN THIS NEW RESTAURANT.
IT IS GOOD FOR THE LOCALS AND THE TOWN OF SELIGMAN, AND IT IS SIGNED LELO RUSSELL.

I'M VERY CONCERNED ABOUT MY SAFETY AND THE SAFETY OF MY NEIGHBORS REGARDING THE NEW OVERHEAD POWER LINE PROJECT BEING INSTIGATED BY APS.
I'D LIKE TO READ A LETTER WRITTEN BY ONE OF MY NEIGHBORS STEPHANIE FREDERICKS.
SHE WRITES, "FIRST AND FOREMOST, I'M A RETIRED LAW ENFORCEMENT/MANAGER FROM SOUTHERN CALIFORNIA.
I WORKED MULTIPLE DISASTERS THAT WERE STARTED BY WIND OR DOWN POWER LINES.
I HAVE SEEN FIRSTHAND THE DANGER OVERHEAD POWER LINES POSE.
I'VE EXPERIENCED MULTIPLE DAY POWER OUTAGES DUE TO HIGH WINDS, AND SCE TURNING OFF POWER TO RESIDENTS TO PREVENT FIRES.
AS A FORMER FIRST RESPONDER/MANAGER, I AM WELL VERSED IN ESCAPE ROUTES DURING EMERGENCIES.
ABOVE GROUND POWER LINES ALONG WALKER ROAD WILL NOT ONLY INCREASE THE FIRE DANGER DURING OUR RESIDENTS, BUT IF A FIRE IGNITES ALONG THE ROAD WILL EFFECTIVELY NEGATE THE MAIN EVACUATION ROUTE DURING EMERGENCIES FOR OUR COMMUNITY.
THE ONLY OTHER EGRESS WOULD BE LONG AND MOUNTAINOUS DIRT ROAD.
LIVES WILL BE LOST IN WALKER, IF NOT, AVAILABLE AS AN EVACUATION ROUTE.
I'M ONE OF MANY PEOPLE IN MY COMMUNITY OF WALKER, POTATO PATCH, AND OTHERS THAT ARE AWARE OF APS'S DESIRE TO SAVE MONEY RATHER THAN PLACE LINES UNDERGROUND, THE SAFEST METHOD OVER THE SAFETY OF OUR PEOPLE IN THE COMMUNITY.
IN MY PERSONAL EXPERIENCE, I'VE SEEN SEVERAL COMMUNITIES BURNED TO THE GROUND BY FIRES STARTED BY PG&E OVERHEAD POWER LINES.
THE TOWNS ARE ROUGH AND READY, PARADISE HAVING BURNED DOWN TWICE.
THE TOWN OF GRIZZLY FLAT, WHICH DOES NOT EXIST ANYMORE, BECAUSE OF THESE ISSUES, AND PG&E IS IN THE PROCESS OF BURYING 10,000 MILES OF THEIR POWER LINES NOW.
I'M SURE WE'VE ALL SEEN THE DEVASTATION IN HAWAII AND SOUTHERN CALIFORNIA.
WE'RE NOT TRYING TO STOP THIS PROJECT.
BY ALL MEANS, WE APPRECIATE THEIR POWER.
BUT THIS ISSUE NEEDS TO BE ADDRESSED WITH OUR COMMUNITY IMMEDIATELY.
OVERHEAD POWER LINES POSE AN UNNECESSARY RISK AND MUST NOT BE USED FOR THIS PROJECT.
LASTLY, OUR COMMUNITY IS VERY CONCERNED WITH THE AVAILABILITY AND COST OF INSURANCE,

I'VE WORKED FOR THE FIFTH BUSIEST FIRE DEPARTMENT IN THE COUNTRY, AND I PUT 36 YEARS THERE.
I'VE SEEN LOTS OF FIRES HAPPEN FROM TRANSFORMERS, FROM OVERHEAD POWER LINES, FROM POWER PLANTS, AND TRANSFORMERS THAT ARE IN YARDS.
I HAVE NEVER SEEN A FIRE FROM AN UNDERGROUND POWER LINE EVER IN MY CAREER IN MUNICIPAL FIRE.
ALL OF THEM COME FROM OVERHEAD.
I'VE SEEN OVERHEAD POWER LINES GO DOWN THAT ARE MADE OF METAL.
I'VE SEEN THE DAMAGE THAT IS CAUSED BY THAT.
WALKER, WE'RE A UNIQUE COMMUNITY BECAUSE WE HAVE ONE WAY IN, ONE WAY OUT.
APS IS GOING TO BE PROPOSING A OVERHEAD POWER LINE GRID THAT'S GOING TO GO THROUGH THERE THAT'S GOING TO PASS OVER WALKER ROAD MULTIPLE TIMES.
THAT'S MULTIPLE TIMES THAT THESE WIRES CAN FALL DOWN.
MY LAST WILD LAND FIRE I WAS ON IN OREGON.
WE LOST EIGHT PEOPLE BECAUSE OF THIS, AND IT WAS VERY GRAPHIC TO SEE AND BE A PART OF.
BUT AS THE WIRES CAME DOWN, THEY WERE NOT PASSABLE, AND IT CAUSED PEOPLE TO BE TRAPPED IN THEIR VEHICLES.
THEIR VEHICLES WERE ON THE ROADWAY.
FIRE DEPARTMENT COULD NOT GET IN.
OUR WILD LAND PEOPLE COULD NOT GET IN.
WE HAD TO USE DOZERS TO PUSH THEM OUT.
THIS WAS AFTER THE MAIN BLAZE OF THE FIRE HAD BEEN THROUGH.
I THINK IT'S ILL-CONCEIVED AND ILL-ADVISED IDEA FOR APS TO PUT OVERHEAD POWER LINES IN WALKER.
I THINK THEY COULD BENEFIT THE COMMUNITY VERY WELL BY DOING UNDERGROUND POWER LINES.
IT'S ABOUT 7 MILES IS WHAT THEY'RE GOING TO BE DOING.
I THINK UNDERGROUND WOULD BE THE THING.
I DID ENJOY THE PRESENTATION THAT YOU MADE TODAY.
THE EXPERIENCE I'VE HAD IN THE VALLEY IS THE FUSES THAT THEY PUT IN CAN BREAK AND STOP THE POWER FROM GOING IN.
THAT WORKS GREAT. WHEN PEOPLE HIT THESE BOXES THAT YOU SEE IN RESIDENTIAL AREAS WHERE THERE ISN'T OVERHEAD POWER LINES.

THEY'VE COVERED A LOT OF THE ISSUES, BUT I'M REALLY GLAD THAT WE HEARD THE BOARD OF SUPERVISORS AND APS MENTIONED MANY TIMES TODAY, NOT ONLY ON THIS TOPIC, BUT ON EVERY TOPIC, SAFETY IS THE UTMOST IMPORTANCE.
THE RESIDENTS OF WALKER AND EVEN OF PRESCOTT ARE VERY CONCERNED ABOUT INSTALLING OVERHEAD POWER LINES THROUGH A NATIONAL FOREST FOR 7 MILES.
WE AGAIN, SUPPORT THE ISSUE OF REPLACING THE POWER LINES.
THEY'VE BEEN THERE FOR 100 YEARS.
AGAIN, OUR ONLY EVACUATION ROUTE IS ALONG WALKER ROAD.
IT'S NOT LIKE THIS IS THE ONLY ALTERNATIVE TO PUTTING POWER TO WALKER.
THREE ALTERNATIVES ARE TO REPLACE THE EXISTING LINES, WHICH IS ONLY 4 MILES OF LINE THROUGH THE NATIONAL FOREST, NOT ALONG WALKER ROAD, INSTALL 7 MILES OF NEW POWER LINES DOWN WALKER ROAD OR BURY SEVEN LINES DOWN WALKER ROAD.

AS WE ALL HAVE INCREASED AWARENESS OF CALIFORNIA, HAWAII, AND NOW THE EAST COAST HAS BROKEN OUT INTO WILDFIRES.AS SCOTT SAYS, THEY ALL ARE COMING FROM OVERHEAD POWER LINES.
ALL WE ARE ASKING FOR FROM THE BOARD OF SUPERVISORS AND FROM APS IS SINCE SAFETY IS THE CONCERN HERE, AND WE ARE TALKING ABOUT AN EVACUATION ROUTE THAT YOU'RE TALKING LOSS OF LIFE AND LOSS OF PROPERTY, WE WOULD LIKE TO HAVE THE BOARD OF SUPERVISORS ALLOW US TO PRESENT OUR CONCERNS TO THE BOARD IN A MORE THAN THREE-MINUTE SETTING AND THEN HAVE THE BOARD OF SUPERVISORS ADDRESS OUR CONCERNS AND APS ADDRESS OUR CONCERNS.

PRESCOTT ALREADY HAS A HIGH RISK RATING FOR INSURANCE BECAUSE OF THIS.
WE PUT 7 MILES OF OVERHEAD POWER LINES DOWN WALKER ROAD ALL THE WAY TO COSTCO.
YOU THINK THE INSURANCE COMPANY IS GOING TO SAY THAT'S LESS RISK? I DON'T BELIEVE SO. BURIED LINES, I THINK AS SCOTT SAYS, HAVEN'T CAUSED FIRES YET.
JUST A LAST NOTE OF INTEREST, THE YAVAPAI COUNTY SUPERVISORS, TWO YEARS AGO, APPROVED WALKER ROAD AS A SCENIC HISTORIC ROAD BECAUSE IT IS, AND IT'S BEEN HISTORIC TO THE DEVELOPMENT OF PRESCOTT.
IT'S ALSO BEEN DESIGNATED AS A STATE SCENIC HIGHWAY.
IN THE NEAR FUTURE, I'M HOPING TO GET IT DESIGNATED AS A FEDERAL SCENIC HIGHWAY.
LIKE WE SAID, WE'RE NOT AGAINST DOING THIS, BUT THE THIRD CHOICE IS OVERHEAD POWER LINES DOWN WALKER ROAD.
WE COULD DO ALL THE SAME SAFETY ISSUES WITH THE 4 MILES OF POWER LINES THAT EXISTS RIGHT NOW.
BUT WHY DOUBLE YOUR RISK BY PUTTING IN 8 MILES OF LINES VERSUS 4 MILES OF LINES. THANK YOU FOR LISTENING.
