AND WHEREAS THE UNITED WAY OF YAVAPAI COUNTY WORKS TIRELESSLY TO IMPROVE THE LIVES OF INDIVIDUALS AND FAMILIES THROUGH ITS SUPPORT OF VITAL PROGRAMS AND SERVICES FOCUSED ON EDUCATION, FINANCIAL SECURITY AND HEALTH. AND WHEREAS, THE UNITED WAY OF YAVAPAI COUNTY PARTNERS WITH NUMEROUS LOCAL AGENCIES AND ORGANIZATIONS TO MAXIMIZE ITS IMPACT AND ENSURE THE RESOURCES ARE DIRECTED WHERE THEY ARE NEEDED MOST.
AND WHEREAS, THE YAVAPAI COUNTY BOARD OF SUPERVISORS ACKNOWLEDGES THE IMPORTANCE OF SUPPORTING THE UNITED WAY OF YAVAPAI COUNTY'S MISSION TO BUILD A STRONGER, HEALTHIER COMMUNITY. SO I REMEMBER HAVING THAT CONVERSATION. WE WOULD FIGURE THIS OUT TOGETHER OUR FIRST YEAR, AND I THINK WE DID, AND IT WAS TRULY A JOY WORKING WITH YOU IN THAT FIRST YEAR IN THE ROLE.
AMONG MANY OTHER LEADERSHIP ROLES. YOUR THOUGHTFUL APPROACH TO COMPLEX ISSUES HAS BEEN INVALUABLE, AS HAVE YOUR CONTRIBUTIONS TO PUBLIC SAFETY. AGAIN, NOT JUST IN THIS ROLE, BUT YOUR PREVIOUS PUBLIC SERVICE AND CONTINUING PUBLIC SERVICE IN THAT REGARD. YOUR WORK HAS MADE A REAL AND A LASTING DIFFERENCE IN OUR COUNTY.
YOUR DEDICATION TO MAINTAINING A BALANCED BUDGET, WHILE ADVOCATING FOR IMPROVED COMPENSATION FOR COUNTY EMPLOYEES ARE ALSO GREATLY APPRECIATED. AND AS YOU'VE HEARD ME SAY MANY TIMES, ARE MAKING A REAL DIFFERENCE IN THIS ORGANIZATION AND IN THIS COMMUNITY.

AS MANY OF YOU KNOW, MISS KRISTIN GREENE, WHO HELD THAT POSITION AS A FULL TIME EQUIVALENT OR A FULL TIME FUNDED POSITION AT THE SHERIFF'S OFFICE FOR ABOUT THE LAST FOUR YEARS. SHE RECENTLY LEFT, MOVED WITH HER FAMILY UP TO DENVER.SHE WAS RESPONSIBLE FOR MANY OF THE LARGE PUBLIC AFFAIRS ISSUES THAT WE DEALT WITH, WILDFIRES AND THE SHOOTINGS AND DEATHS OF, YOU KNOW, THE DEATHS OF THE DEPUTIES AND THINGS LIKE THAT, AS WELL AS REPRESENTED US AROUND THE COUNTY AND GOVERNMENT RELATIONS AND DOWN AT THE ARIZONA LEGISLATURE, AND WAS A TREMENDOUS LOSS, DEFINITELY FOR THE AGENCY.
I GOT TO KNOW MEGAN FITZGERALD DURING HER TIME AS THE PUBLIC SAFETY POLICY ADVISOR TO GOVERNOR DUCEY AND HER WORK AROUND THE STATE IN GOVERNMENT AFFAIRS, PUBLIC AFFAIRS, PUBLIC SAFETY POLICY AND WHATNOT.
AND AFTER GOVERNOR DUCEY LEFT OFFICE, MEGAN TOOK ANOTHER POSITION DOING SIMILAR WORK AT EMBRY-RIDDLE AERONAUTICAL UNIVERSITY. OF COURSE, THAT WORK IS NOT EXACTLY THE SAME AS WORKING FOR THE SHERIFF OR WORKING WITH THE SHERIFFS, OR WORKING IN PUBLIC SAFETY. SO WHEN KRISTIN LEFT, I APPROACHED MEGAN ABOUT THE POTENTIAL OF COMING TO WORK HERE, AND I LEARNED THAT SHE NOW HAS HER OWN COMPANY DOING THIS WORK.
FITZGERALD STRATEGIES, LLC. SO I PROPOSED AN IDEA TO HER AND TO THE BOARD THAT RATHER THAN HAVE HER COME ON AS A FULL TIME EMPLOYEE, WE WOULD SIMPLY USE THAT BUDGET CAPACITY, AND SHE COULD COME AND DO THAT JOB, BUT UNDER CONTRACT.
SO WE TOOK THE SALARY AND THE ERES OF MISS GREENE EMPLOYEE RELATED EXPENSES OF MISS GREENE, INCLUDING HER PAYMENT FOR THE MENTAL HEALTH COALITION.
IT WAS ABOUT $160,000 A YEAR. NOW THAT IS INSURANCE.
THAT'S PENSION, THAT'S WORKER'S COMP INSURANCE.
THAT'S ALL OF THESE THINGS. AND I TOOK THAT AND WE DIVIDED ESSENTIALLY, WE CAME UP WITH AN AMOUNT OF ABOUT $12,000 A MONTH, WHICH IS ABOUT, WHICH IS $144,000 A YEAR, WHICH IS THE CONTRACT.
AND FOR MISS FITZGERALD, WHICH IS A LITTLE BIT OF A COST SAVINGS TO THE COUNTY.
WE ALSO TOOK THE AMOUNT THAT MISS GREENE WAS, WE WERE SPENDING ON AN AUTOMOBILE CAR TRANSPORTATION FOR HER, WHICH WAS ABOUT $9,000 A YEAR. AND WE CAME UP WITH A VEHICLE REIMBURSEMENT OF ABOUT OF $800 A MONTH.
WE PUT THAT IN THE CONTRACT FOR HER TO COME AND WORK HERE.
SO SHE WILL BE IF THE BOARD AGREES TO THE CONTRACT, SHE WILL BE COMING AND DOING THIS JOB THAT MISS GREENE WAS DOING FOR A LITTLE BIT LESS MONEY THAN MISS GREENE WAS MAKING.
SHE WILL NOT THE BOARD, THE COUNTY WILL NOT BE PAYING INTO WORKERS COMP HER PENSION OR HER INSURANCE AND WE WILL NOT BE ASKING FOR ANY ADDITIONAL BUDGET CAPACITY AND THE POSITION CONTROL NUMBER, OR THE FULL TIME EQUIVALENT THAT MS. GREENE WAS OCCUPYING WILL BE GIVEN BACK TO THE COUNTY IN EXCHANGE FOR SIGNING OF THIS CONTRACT.
SO IT'S BASICALLY A WASH, AND IT'S JUST A DIFFERENT ARRANGEMENT FOR US TO BRING MEGAN ON BOARD.
I WILL REACH OUT SUPERVISOR CHECK OR ANYONE HAVE ANY QUESTIONS? I DO WANT A LITTLE BIT OF HISTORY. I GUESS IT'S IMPORTANT TO NOTE THAT YAVAPAI COUNTY AS A WHOLE DOESN'T HAVE A GOVERNMENT RELATIONS POSITION.
OTHER COUNTIES DO, SUCH AS COCONINO COUNTY. CAN YOU GIVE ME A LITTLE BIT OF HISTORY JUST ABOUT HOW LONG THE SHERIFF'S HAD ONE? I THINK I DO UNDERSTAND DEFINITELY THE NEED FOR PUBLIC RELATIONS, BUT SPECIFICALLY THE NEED FOR GOVERNMENT RELATIONS.
I'D LIKE TO KNOW MORE ABOUT OUR HISTORY WITH THAT AS A POSITION.
YEAH, ABSOLUTELY. SO AT THE SHERIFF'S OFFICE I GOT THIS IDEA FOR GOVERNMENT AFFAIRS OR GOVERNMENT RELATIONS POSITION BECAUSE I WAS DOING THAT AS THE CHIEF DEPUTY AT THE SHERIFF'S OFFICE UNDER SHERIFF MASHER.
AND IT WAS A TREMENDOUS AMOUNT OF WORK. AND SINCE MISS GREENE LEFT US HERE IN DECEMBER OR WHENEVER IT WAS, I'VE BEEN DOING IT AGAIN AND I'M REMINDED OF HOW MUCH WORK IT IS.

THE SHERIFF'S OFFICE AND PUBLIC SAFETY IN THE COUNTY, AT THE LOCAL AND AT THE STATE LEVEL, AND EVEN AT THE FEDERAL LEVEL, IS A FOCAL POINT OF SO MANY DIFFERENT FUNDING OPTIONS, POLICY CHANGE AND DIFFERENT THINGS THAT ARE GOING ON.ELECTED OFFICIALS HIGH LEVEL ADMINISTRATION, WORKING FOR THOSE ELECTED OFFICIALS NEED POINTS OF CONTACT, AND YOU NEED SOMEBODY WHO'S ABLE TO CARRY FORWARD A LOT OF THIS OF WHAT'S GOING ON, MISS GREENE, AND IN HER TIME SHE OBTAINED A NUMBER OF VICTORIES AT THE LEGISLATURE FOR THE COUNTY, MOSTLY RELATED TO FUNDING.
I THINK $20 MILLION IN REENTRY FUNDING, THE HUMAN TRAFFICKING TASK FORCE DETECTIVES.
SHE BROUGHT THAT FUNDING HERE. AND SO THAT IN ITSELF WAS KIND OF A FULL TIME JOB.
IT IS A FULL TIME JOB. BUT WE AS WELL AS WORKING WITH THE CITY COUNCIL, BUT ALSO WORKING WITH THE MEDIA, CREATING PUBLIC OUTREACH AND REALLY HELPING TELL THE STORY AND EXPLAIN TO THE RESIDENTS, TO THE PEOPLE OF THE COUNTY WHAT IT IS THAT THEY'RE GETTING AND HEARING THEM AND TRANSPORTING THAT INFORMATION BACK NOT ONLY TO ME, BUT TO THE BOARD MEMBERS, POLICYMAKERS, SO THAT WE CAN UNDERSTAND YOU KNOW, IT FURTHERS THAT RELATIONSHIP.

FOLLOWING A RIGOROUS SCORING AND SELECTION PROCESS BETWEEN DEVELOPMENT SERVICES AND FINANCE, THE FIRM LOGAN SIMPSON WAS SELECTED WITH A FINAL COST PROPOSAL IN THE AMOUNT OF $499,905.
HAVING FOUND THEIR INITIAL AND SUPPLEMENTAL PROPOSAL RESPONSIVE TO THE RFP AND SCOPE OF WORK DEVELOPMENT SERVICES AND THE FINANCE DEPARTMENT RECOMMEND THE PROFESSIONAL CONSULTANT SERVICES OF LOGAN SIMPSON AND THEIR TEAM OF CONSULTANTS FOR THE CODE UPDATE PROCESS.

SO THEY'VE JUST THEY'VE REALLY ASSEMBLED A GOOD TEAM.
AND IT REALLY KIND OF MADE SENSE FOR THE DIFFERENT PROFESSIONALS.

THIS IS ON PRESCOTT EAST HIGHWAY. WE'RE LOOKING TO HIRE AN ENGINEERING FIRM TO DESIGN A PEDESTRIAN PATH ON BOTH SIDES OF THE ROADWAY ON PRESCOTT EAST HIGHWAY. PRESCOTT EAST HIGHWAY IS A IT'S A MAJOR COLLECTOR WITHIN THE IT'S A LITTLE COUNTY ISLAND THAT KIND OF LIES BETWEEN THE TWO EDGES OF PRESCOTT VALLEY. IT SERVES THE GRANVILLE COMMUNITY, THE JASPER COMMUNITY SOME OF THESE BIGGER SUBDIVISIONS THAT ARE REALLY GOING IN AND BOOMING WITHIN PRESCOTT VALLEY.
AND THE TRAFFIC IS CONTINUALLY INCREASING ON PRESCOTT HIGHWAY.
WE RECENTLY COMPLETED A WIDENING PROJECT OR ASPHALT REPAIR PROJECT ON PRESCOTT EAST HIGHWAY IN 2023. AND SINCE THEN, WE'VE BEEN ABLE TO MONITOR AND KIND OF SEE HOW PEDESTRIANS ARE USING THE CORRIDOR.
THEY'RE PUSHING STROLLERS AND PEOPLE RIDING BIKES AND DOING ALL KINDS OF THINGS IN THIS AREA JUST BECAUSE OF THE PROXIMITY TO THESE LARGER SUBDIVISIONS. ALSO WITHIN THE AREA WE HAVE THREE DIFFERENT SCHOOLS.
GO DOWN ANTELOPE LANE AND THEN DOWN BOTH SIDES OF PRESCOTT EAST HIGHWAY, ALL THE WAY DOWN TO THE SOUTH SIDE, CLOSER TO STATE ROUTE 69, WHERE THE FRANKLIN PHONETIC SCHOOL IS DOWN THERE.
AND SO THIS WOULD ALLOW A CONTINUOUS SIDEWALK BETWEEN ALL THE SCHOOLS IN THE AREA, AND ALSO ALLOW FOR COMMUNITY MEMBERS WITHIN THE AREA TO WALK SAFELY ON A PEDESTRIAN PATH THAT IS SEPARATED FROM THE ROADWAY.
SO LYON ENGINEERING IS THE ONE THAT WE SELECTED TO DO THIS DESIGN, AND WE WOULD ASK THAT YOU GUYS WOULD CONSIDER AWARDING THIS CONTRACT TO THEM SO THEY CAN MOVE FORWARD WITH DESIGN OF THE PEDESTRIAN PATH ON PRESCOTT'S HIGHWAY.
THANK YOU. AND AND WHAT I'D LIKE TO SAY IS, AS WE HAVE ALL EXPERIENCED THE GROWTH IN ALL OF OUR COMMUNITIES THE TRAFFIC THAT WE HAVE BEEN GETTING ON THIS USED TO BE A VERY CLOSED NEIGHBORHOOD IS UNBELIEVABLE.
AND SO THERE IS A LOT OF FAMILIES, KIDS RIDING BIKES, LOTS OF THINGS WE HAVE SPENT, I WOULD SAY CLOSE TO $5 MILLION JUST WHEN WE WERE TRYING TO REDO THE ROAD. WE HAD TO REDESIGN IT.
WE ACTUALLY HAD TO MAKE THE IMPACT MORE BECAUSE OF ALL THE TRAFFIC AND NOT ONLY CARS, BUT BECAUSE OF ALL THE DEVELOPMENT IN BETWEEN JASPER'S AND GRANVILLE WE HAVE A LOT OF BIG TRUCK TRAFFIC AS WELL.
SO WITH THE SCHOOLS AND EVERYTHING I HAVE BEEN WORKING ON THAT AREA PROBABLY SINCE I GOT INTO OFFICE IN 2019, AND THIS IS KIND OF THE FINISHING TOUCH TO THAT AREA THAT I THINK WOULD REALLY BRING IT INTO A VERY SAFE AREA, BECAUSE THE POPULATION WILL ONLY INCREASE ALONG WITH THE CHILDREN AND GOING TO SCHOOL.

AND WE'RE LOOKING FORWARD TO BEING ABLE TO MOVE FORWARD WITH THIS FINALLY.
NOW, WE HOPE THEY'LL BE DELIVERED THIS FISCAL YEAR, BUT AS WE ORDER THEM, THEY WILL START CONSTRUCTING AND PUTTING ON THE BEDS AND THE SANDERS AND STUFF LIKE THAT. AND THOSE CAME IN OVER BUDGET AT $791,000, SO ABOUT $141,000 OVER WHICH PUBLIC WORKS WILL BE ABLE TO OFFSET SOME OF THAT WITH OUR DIFFERENT COST SAVINGS ON EQUIPMENT AND THINGS THAT WE PURCHASED, WHERE WE WON'T GO OVER BUDGET THIS YEAR WE WILL STILL BE WITHIN THE APPROVED BUDGET, BUT IT'S NICE TO BE ABLE TO MOVE FORWARD ON SOME OF THESE PURCHASES THAT HAVE BEEN CARRYING FOR SO LONG.
