THEY'VE BEEN UNDER STAGE THREE AND STAGE FOUR RESTRICTIONS ALL SUMMER LONG THIS YEAR, AND I DIDN'T KNOW IF THEY WERE STILL TRULY MAKING THAT KIND OF WATER IF THEY LAST TIME THEY'D DONE A WELL TEST. BECAUSE I THINK WATER IS GOING TO REAR ITS UGLY HEAD IN THIS AREA NOT TOO LONG AND WE'LL SEE THAT.AND I THINK WHEN IT COMES TO LOOKING AT NEW DEVELOPMENT, LOOKING AT WHAT PEOPLE ARE DOING, MAYBE RAISING AWARENESS, I WAS LOOKING AT THEIR WATER CONSUMPTION IN GRANITE OAKS IN JANUARY AND THEY WERE THEY WERE USING JUST UNDER 2 MILLION GALLONS A MONTH. JANUARY YOU GO TO AUGUST AND THAT NUMBER JUMPS TO 8.5 MILLION GALLONS A MONTH, WHICH TELLS YOU ONE THING.
IT'S BEING POURED ON THE GROUND TO SUPPORT TREES, TO SUPPORT LANDSCAPING.
AND I THINK THAT'S SOMETHING THAT WE NEED TO GRADUALLY MAKE A CHANGE FOR. AND I WAS JUST HOPING TO TALK WITH THEM AND, SEEING IF THEY AGREED WITH THE ASSUMPTION I WAS MAKING.

SUPERVISOR KUKNYO. YES. THIS ONE IS ABOUT SPENDING 36 $33,600 FOR A RECRUITMENT SIGN ON A LOCAL BILLBOARD AND WHEN I SAW THIS, I HAD A THOUGHT AND I WAS SHARING IT WITH THE COUNTY MANAGER. WE HAVE A LOT OF PROPERTY AROUND HERE, RIGHT ADJACENT TO ROADS.WOULD WE WANT TO DO SOMETHING WHERE MAYBE WE DON'T DO THIS AND WE PUT OUR OWN BILLBOARDS UP, AND THAT WAY THEY COULD BE MULTI-PURPOSE AS WELL.
SO IT COULD BE USED FOR RECRUITMENT. IT COULD BE USED FOR FIRE WISE.
COULD WE BUILD THREE SIGNS IN STRATEGIC PLACES AND THIS REALLY ISN'T A QUESTION FOR YOU.

I THINK THAT'S A GREAT IDEA. I THINK THAT ANY HELP THAT THE COUNTY CAN GIVE, NOT ONLY OUR AGENCY, BUT ALL OF THE DEPARTMENTS WITHIN YAVAPAI COUNTY WHEN IT RELATES TO RECRUITMENT AND RETENTION WOULD BE WELCOMED.
THIS BILLBOARD THIS PARTICULAR BILLBOARD THAT WE HAVE USED FOR THE LAST TWO YEARS IS PAID FOR OUT OF SPECIAL FUNDS THAT THE SHERIFF HAS BEEN AWARDED. THAT IS SPECIFICALLY FOR THINGS LIKE THIS RECRUITMENT AND RETENTION.
WE'RE USING THE CRIMINAL ALIEN APPREHENSION FUND AS WELL AS SMART AND SAFE MONEY.
BUT I THINK THAT IT'S A GOOD IDEA IF THE BOARD ENTERTAINED AN IDEA TO ENTER INTO A CAPITAL IMPROVEMENT PROGRAM OF THEMSELVES TO CREATE A BILLBOARD THAT ALL OF THE COUNTY DEPARTMENTS COULD USE.
THIS HAS BEEN ONE OF THE JUST ONE OF THE STRATEGIES THAT WE HAVE USED OVER THE LAST COUPLE OF YEARS.
I THINK THE BOARD IS AWARE THAT THREE YEARS AGO, OUR AGENCY HAD OVER 100 VACANCIES IN OUR AGENCY, AND AND ABOUT 55 OF THOSE WERE OUR UNIFORMED POSITIONS IN BOTH OF OUR DIVISIONS.
TWO YEARS AGO, WE ENTERED INTO THIS CAMPAIGN A SPECIFIC, PURPOSEFUL RECRUITMENT CAMPAIGN.
THIS WAS JUST ONE ASPECT OF THAT THROUGH THAT CAMPAIGN.
WE HAVE BEEN ABLE AND NOT JUST THIS CAMPAIGN, BUT THE BOARD'S HELP AND HR'S HELP AND REALLY EVERY STAKEHOLDER THAT WE HAD ENTERED INTO A STUDY FOR A FAIR MARKET WAGE FOR ALL OF OUR EMPLOYEES.
60 A YEAR AGO AND NOW WE ARE LESS THAN 30. AND OUR UNIFORMED VACANCIES ARE ESSENTIALLY WITH WHEN YOU LOOK AT RETENTION AT FULL STAFF AND SO IT'S EXTREMELY IMPORTANT. THIS HAS BEEN VERY BENEFICIAL TO US AND THAT'S WHY WE'VE COME TO THE BOARD TO CONTINUE THAT CAMPAIGN AND TO CONTINUE TO PAY FOR THIS BILLBOARD, THIS JUST ONE BILLBOARD THAT WE CAN USE FOR A YEAR AND IT'S PAID FOR OUT OF SPECIAL FUNDS,

AGAIN, MY NAME IS JEFF NEWNAM.WE'VE BEEN IN THIS PROGRAM FOR TWO YEARS AND AGAIN, ABOUT THREE YEARS AGO, WE STARTED TO LOOK AT THE ABILITY TO SEEK SPECIAL FUNDING TO ENHANCE OUR HUMAN SMUGGLING EFFORTS HERE IN YAVAPAI COUNTY AND ALL OF THAT, ALL THAT ENTAILS AND IT WAS A WAY FOR US TO ADD DETECTIVES TO OUR TASK FORCE UP HERE AND TO OFFSET SOME OF THE COSTS THAT COME IN FROM THE GENERAL FUND TO ADD THE CERTIFIED DETECTIVES TO THAT, SPECIFICALLY LOOKING AT HUMAN TRAFFICKING.
IT'S BEEN VERY SUCCESSFUL OVER THE LAST TWO YEARS.
SOME OF THOSE VICTIMS, I WON'T SPEAK ABOUT ALL OF THEM, BUT I WILL SAY THIS.
LET ME JUST TO ILLUSTRATE WHAT THOSE DETECTIVES ARE DOING TO YESTERDAY.
TODAY, THEY STARTED A TRIAL THIS WEEK ON AN INDIVIDUAL THAT TARGETED TWO CHILDREN UNDER 10 YEARS OLD AND ATTEMPTED TO TRAFFIC TWO CHILDREN UNDER TEN YEARS OLD IN OUR COUNTY. SO WE DO HAVE THIS PROBLEM IN YAVAPAI COUNTY.
IT IS A TRANSNATIONAL SYNDICATE THAT FUNDS THESE ISSUES.
AND SO THESE TWO DETECTIVES HAVE BEEN VERY WORTHWHILE.
SO WE WOULD ASK THE BOARD TO ALLOW US TO CONTINUE TO CONTINUE THIS PROGRAM BY ENTERING INTO THE ACCEPTANCE OF THIS GRANT AWARD THAT WILL FUND THOSE TWO DETECTIVES AND THEIR EMPLOYEE RELATED EXPENSES. THANK YOU. I'LL GO AHEAD AND ANY COMMENT FROM THE BOARD.

BECAUSE WE HAVE THIS 55 MILE CIRCLE PUBLIC CIRCLE TRAIL THAT WE'RE AND WE ARE FINISHING THE TRAIL.
THEY'VE BEEN ONE MILE SHORT OF THEIR COMPLETION.
SO MISS SPRINGFIELD WAS NEVER INTERESTED IN GIVING THAT ACCESS TO THE CITY PARKS AND REC.
AND I WAS. SO ONCE THAT'S DEVELOPED IN ORDER FOR OUR RESIDENTS, WE DON'T WE WON'T ALLOW VOLUNTEER TRAILS FROM THE BACK OF PEOPLE'S LOT PEOPLE'S LOTS TO GET ONTO THIS TRAIL. WHAT I HAVE LEARNED IS THAT THIS IS NOT SO MUCH ABOUT THE REQUEST BEFORE US TODAY, BUT A FEELING FROM THE EXISTING RESIDENTS THAT PROMISES AND COMMITMENTS WERE BROKEN AND A GENUINE FEAR OF WHAT WILL COME NEXT AND WHAT OTHER WAIVER WILL THE COUNTY ALLOW? THE DEVELOPER CLAIMS THAT HE WAS GIVEN PERMISSION TO DO ALL THESE THINGS THAT HAVE OCCURRED, AND HE'S NOT BROKEN ANY LAWS. AND THAT APPEARS TO BE THE TRUTH AS WELL.
WITH PERMISSION FOR ALL THESE CHANGES BEING GIVEN BY PEOPLE THAT PREVIOUSLY SAT WHERE WE SIT TODAY.
HE CLAIMS THAT MUCH OF THE BEHAVIOR IRRITATING THE RESIDENTS WAS FROM SUBCONTRACTORS THAT ARE BEYOND HIS CONTROL, CONSTRUCTION EQUIPMENT AND HEAVY EQUIPMENT GOING THROUGH HO KAY GAN AT 5:30 IN THE MORNING, WHEN RESIDENTS SAY IT WAS PLEDGED TO ONLY ACCESS THROUGH HIS OWN ENTRANCE.
CREWS KNOCKING OUT WATER AND CABLE LINES THAT SERVICE HO KAY GAN.
I WENT TO THE FIRE GATE AT HOZONI AND NOTICED IT WAS CHAINED, BUT WITH A COMBINATION LOCK.
I ASKED WHY A KNOX LOCK, ONLY USED BY FIRE WAS NOT THERE.

I WENT OUT AND MEASURED THE ROADS IN HO KAY GAN THERE COUNTY ROADS, AND THEY MEASURED 19 FOOT FIVE IN WIDTH ON PEMBERTON, ANOTHER COUNTY ROAD. THEY MEASURED 19.9FT. BUT WHEN PEMBERTON TURNS INTO A PRIVATE ROAD, IT'S REDUCED TO 16.5 AT THE BEGINNING AND FURTHER REDUCES TO ONLY 12 FOOT WIDTH EVEN ACROSS THE ROAD AT SOUTHVIEW, IN FRONT OF THE MAYOR'S HOUSE.
THE ROAD IS ONLY 26FT WIDE. I UNDERSTAND THAT CURRENT DESIGN STANDARDS MAY REQUIRE A 30 FOOT WIDTH, BUT THE ENTIRE SURROUNDING AREA DOES NOT REFLECT THIS.
I REALIZE STANDARDS HAVE CHANGED, BUT THE WHOLE SURROUNDING COMMUNITY IS IS SMALLER THAN 30 FOOT.
ARE YOU GOING TO EXPAND IT FOR FIRE SAFETY? AND HE REPLIED, ONLY IF THE COUNTY PAYS FOR IT.

YOU GOT CUTS IN THE ROAD AND THE CITY HAD TO SPEND HUNDREDS AND HUNDREDS AND HUNDREDS OF THOUSANDS OF DOLLARS OF PUBLIC MONEY TO MAKE THIS DEVELOPMENT RIGHT. THEY WERE CONCERNED ABOUT WILDFIRE RESPONSE.
IT'S A NEW DAY. COME WITH A FINAL PLAN AND IF WE APPROVE IT, THAT'S WHAT NEEDS TO BE DONE.

AND NORMALLY OUR YAVAPAI COUNTY SHERIFF'S DEPUTIES, SINCE THEY WORK IN A RURAL SETTING, THEY DON'T HAVE THE ABILITY TO GO OUT AND GIVE PARKING TICKETS BECAUSE THEY DON'T HAVE PARKING TICKETS, BECAUSE WE DON'T HAVE AN ORDINANCE AND THEY DON'T HAVE A SPECIFIC PROVISION TO DO THAT.
THEY DO HAVE ATCS, WHICH IS THE ARIZONA TRAFFIC TICKET COMPLAINT FORM, WHICH THEY COULD POSSIBLY DO ONE CODE UNDER 2873, BUT THERE'S NO FIRE LANE VIOLATION ON THAT. AND LIKE YOU SAID, THE WILDLIFE, THE WILDLAND AREA OVER THERE AT GRANITE MOUNTAIN, WHICH ALSO HAS A POTENTIAL FIRE BECAUSE BOTH OF THEM ALREADY HAVE BURNED, POSITION FIVE IS A POSITION THAT I WANT TO SPEND MORE TIME ON THAN ANYTHING ELSE.

THE MOSS LANDING FIRE IS ONE OF THE LARGEST BATTERY ENERGY STORAGE SYSTEMS IN THE UNITED STATES, IF NOT THE WORLD. THEY EVACUATED OVER 8000 ACRES, WHICH IS ABOUT 12MI².
WE ACTUALLY HAVE SOME REPORTS NOW. WE ACTUALLY HAD RESPIRATORY ILLNESSES 25 MILES AWAY.
WAIT A MINUTE. I THOUGHT THERE WAS NO NEGATIVE EFFECTS TO BATTERY ENERGY STORAGE FIRES.
THE ORANGE COUNTY BOARD OF SUPERVISORS ON JANUARY 28TH PASSED A RESOLUTION FOR A TEMPORARY MORATORIUM AGAINST ANY BATTERY ENERGY STORAGE SYSTEMS BEING CONSTRUCTED FOR 45 DAYS TO BE EXTENDED UP TO A YEAR AFTER THAT.

ALL RIGHT. ONE OF THE AREAS THAT WE'RE LOOKING AT IS THE GRASSLANDS EAST OF CHINO VALLEY.WELL, THOSE FIRES WOULD THEN AFFECT MULTIPLE COMMUNITIES AND SO W HY IS IT A BIG DEAL TO LOOK AT WATER? OKAY. THE ONE OF THE WAYS WE CONTROL BATTERY ENERGY STORAGE SYSTEMS IS WE APPLY WATER TO THE VAULTS.
THE FIRE CHIEF CAN TALK ABOUT THIS IF YOU REALLY WANT THEM TO, BUT WE APPLY WATER TO THE VAULTS TO KEEP THE SURROUNDING VAULTS FROM REACHING THERMAL RUNAWAY. A MASTER STREAM TAKES ANYWHERE FROM 568 TO 840 GALLONS PER MINUTE.
THAT'S ONE MASTER STREAM. IN ORDER TO KEEP THESE VAULTS COOL, YOU'RE PROBABLY GOING TO BE USING SOMEWHERE BETWEEN 3 TO 4 AT A MINIMUM, AND MULTIPLE HAND LINES. WE'VE GOTTEN NOTHING OUT THERE THAT CAN SUPPLY 2 TO 3000 GALLONS.
AND THAT'S AGAIN, CONSERVATIVELY AT 462 GALLONS PER MINUTE.

BUT WE HAVE A SERIOUS ISSUE GOING ON THE BORDER OF YAVAPAI COUNTY AND CHINO VALLEY, AND THERE HAS BEEN A COMPLETE LACK OF TRANSPARENCY. THEY HAVE REPEATEDLY STATED NO PROJECTS, NO PROPOSALS, BUT THEY HAVE ADDED WORDS APPLICATIONS APPLIED FOR THROUGH A OPEN RECORDS REQUEST. WE HAVE LEARNED OF PROPOSALS, INFORMATION THAT HAS BEEN SUBMITTED TO THE TOWN OF CHINO VALLEY, 2020, 2022. THOSE ARE JUST TWO P AND Z.
THEY APPROVED SENDING AN ORDINANCE TO THE TOWN COUNCIL.
DURING THE DISCUSSION, THEY HAD TALKED ABOUT INCREASING THE LENGTH BETWEEN THE SETBACKS TO ONE MILE.
WHEN THEY LEARNED IT WOULD EXCLUDE ONE OF THE PROPOSALS, THEY WENT BACK TO THE ORIGINAL ORDINANCE.
I THOUGHT THERE WERE NO APPLICATIONS OR PROPOSALS.
