THIS ONE IS VERY PERSONAL TO ME AS MY FAMILIES ARE ALSO VICTIMS. AND THE DAY OF REMEMBRANCE FOR AMERICAN DOWNWINDERS.
WHEREAS ON JANUARY 27TH, 1951, THE FIRST ABOVE GROUND NUCLEAR WEAPONS TESTS WERE CONDUCTED AT THE NEVADA PROVING GROUNDS, LOCATED APPROXIMATELY 65 MILES NORTHWEST OF LAS VEGAS, NEVADA, BEGINNING MANY YEARS OF NUCLEAR WEAPONS TESTING THERE.
AND WHEREAS, WHEN TESTING BEGAN, THE U.S.
ATOMIC ENERGY COMMISSION ASSURED PEOPLE LIVING NEAR THE DOWNWIND AND DOWNWIND FROM THE NEVADA PROVING GROUNDS THAT ABOVE GROUND NUCLEAR WEAPONS TESTS POSE NO HEALTH THREAT TO THE PUBLIC. AND WHEREAS, DESPITE THE ASSURANCES OF THE U.S.
ATOMIC ENERGY COMMISSION, MANY YAVAPAI COUNTY RESIDENTS WORKING AND LIVING DOWNWIND FROM THE ABOVE GROUND NUCLEAR TESTING SITES WERE ADVERSELY AFFECTED BY THE RADIATION EXPOSURE GENERATED BY THE ABOVE GROUND NUCLEAR WEAPONS TESTING.
AND WHEREAS MANY YAVAPAI COUNTY RESIDENTS CONTINUE TO SUFFER FROM ADVERSE EFFECTS OF RADIATION EXPOSURE GENERATED BY THE ABOVE GROUND NUCLEAR WEAPONS TESTING THAT OCCURRED AT THE NEVADA PROVING GROUNDS.
AND WHEREAS WE MUST REMEMBER AND ADDRESS THE LINGERING PUBLIC HEALTH IMPACT OF ABOVE GROUND NUCLEAR TESTS ON CITIZENS OF YAVAPAI COUNTY AND THE SOUTHWESTERN UNITED STATES, AND REMAIN AWARE OF SUCH THREATS TO RECOGNIZE AND PREVENT THEM NOW AND IN THE FUTURE.
NOW, THEREFORE, THE YAVAPAI COUNTY BOARD OF SUPERVISORS DOES HEREBY ACKNOWLEDGE ON JANUARY 27TH, 2025, AS NATIONAL DAY OF REMEMBRANCE FOR AMERICAN DOWNWINDERS AND FURTHER, THE YAVAPAI COUNTY BOARD OF SUPERVISORS DOES HEREBY DECLARE JANUARY 27TH, 2025 AS A DAY OF REMEMBRANCE FOR AMERICAN DOWNWINDERS IN YAVAPAI COUNTY, ARIZONA.

BEFORE I BEGIN, I WOULD LIKE TO SHOW A SHORT VIDEO EXPLAINING WHAT A DOWNWINDER IS.
SO, JAMIE, IF YOU'LL DIM THE LIGHTS AND THEN PLAY THE VIDEO.
AS THE COLD WAR INTENSIFIED AND THE ARMS RACE BETWEEN THE UNITED STATES AND THE SOVIET UNION ESCALATED AT A SHOCKING PACE, THE NEED FOR MORE INFORMATION REGARDING NUCLEAR WEAPONS BECAME APPARENT.
ON DECEMBER 18TH, 1950, PRESIDENT HARRY TRUMAN APPROVED THE NUCLEAR PROVING GROUND, THE NEVADA TEST SITE, WHICH WAS 65 MILES NORTHWEST OF LAS VEGAS, NEVADA. THE BARREN TESTING RANGE CARVED OUT OF THE MOJAVE DESERT, WOULD BE HOME FOR THE NEXT SEVERAL DECADES TO 928 OF THE 1054 ABOVE AND BELOW GROUND NUCLEAR EXPERIMENTS CONDUCTED BY THE UNITED STATES GOVERNMENT.
MUSHROOM CLOUDS WERE A FAMILIAR SIGHT FROM THE LAS VEGAS STRIP IN 1962.
PRESIDENT JOHN F KENNEDY VISITED THE NEVADA TEST SITE.
HE HAS BEEN THE ONLY SITTING PRESIDENT TO DO SO.
IN 1963, 63, PRESIDENT KENNEDY AND SOVIET PRESIDENT NIKITA KHRUSHCHEV SIGNED A TREATY THAT REQUIRED THE SUPERPOWERS TO CONDUCT NUCLEAR EXPERIMENTS UNDERGROUND. THIS HISTORIC TREATY BANNED NUCLEAR TESTING IN THE AIR, OCEANS, OR SPACE.
THE FIRST NUCLEAR EXPERIMENT IN NEVADA LIT UP THE DESERT SKY ON JANUARY 27TH, 1951.
THE WIND CARRIED CONTAMINATION THROUGHOUT PARTS OF ARIZONA, NEVADA AND UTAH.
PEOPLE LIVING IN THE AFFECTED AREAS WERE KNOWN AS DOWNWINDERS FROM 1945 TO 1962.
EMPLOYEES IN THE URANIUM MINING INDUSTRY WERE ALSO EXPOSED TO TOXIC LEVELS OF RADIATION.
IN 1990, CONGRESS PASSED THE RADIATION EXPOSURE COMPENSATION ACT AS AN APOLOGY TO APOLOGY TO INDIVIDUALS WHO DEVELOP CERTAIN CANCERS AND OTHER SERIOUS DISEASES RELATED TO NUCLEAR WEAPONS TESTING AND URANIUM MINING.
VICTIMS OR THEIR SURVIVING FAMILY MEMBERS ARE AWARDED AMOUNTS FROM $50,000 TO $100,000.
FREE CANCER SCREENINGS ARE AVAILABLE TO QUALIFIED INDIVIDUALS.
THANK YOU. WHEN I APPEARED BEFORE THIS BOARD LAST JANUARY, HONORING JANUARY 27TH AS THE NATIONAL DAY OF REMEMBRANCE FOR AMERICAN DOWNWINDERS, WE WERE APPROACHING THE JUNE 2024 EXPIRATION DATE OF THE RADIATION EXPOSURE COMPENSATION ACT, BETTER KNOWN AS RECA.
PRIOR TO THE RECA JUNE EXPIRATION DATE.
SENATOR JOSH HAWLEY, REPUBLICAN FROM MISSOURI, PUT FORTH SENATE BILL S 3853.
SOME OF THE PROPOSALS TO EXPAND THE CRITERIA IN S 3853 WAS EXTENDING THE DEADLINE FOR MAKING CLAIMS BY SIX MORE YEARS, ADD ELIGIBILITY FOR WASTE EXPOSURES CONNECTED TO THE MANHATTAN PROJECT ACTIVITIES IN MISSOURI, TENNESSEE, OHIO, KENTUCKY, AND ALASKA, INCREASING TERRITORY COVERED AND INCREASING THE MONETARY PAYOUT APPROVED CLAIMS UNDER RECA.
IT WOULD ALSO EXPAND THE NUMBER OF DOWNWINDER STATES AND TERRITORIES ELIGIBLE FOR COMPENSATION, INCLUDING A LONGER ELIGIBILITY WINDOW FOR URANIUM MINERS TO FILE CLAIMS AND ADD ELIGIBLE DISEASES, INCLUDING OTHER VARIOUS FORMS OF CANCER.
CURRENTLY, THERE ARE 19 FORMS OF CANCER COMPENSATED UNDER RECA.

BY SPECIAL INVITATION OF SENATOR JOSH HAWLEY, WE WERE SEATED IN THE GALLERY OF THE SENATE ROTUNDA TO WITNESS THE SENATE VOTE ON S 3853, WHICH PASSED THE SENATE 69 TO 30 WITH BIPARTISAN SUPPORT.
ARIZONA SENATORS MARK KELLY AND KIRSTEN SINEMA CO-SPONSORED S 3853.
AND IT WAS. AND I WAS THERE TO WATCH THEM VOTE YES.

UNFORTUNATELY, S 3853 NEVER WAS BROUGHT TO A VOTE BEFORE THE US HOUSE OF REPRESENTATIVES.
A SPOKESMAN FOR SPEAKER MIKE JOHNSON'S OFFICE STATED, UNFORTUNATELY, THE CURRENT SENATE BILL, S 3853, IS ESTIMATED TO COST BETWEEN 50 AND $60 BILLION IN NEW COVERAGE AND MANDATORY SPENDING WITH NO OFFSETS.
WITH THE BILL NOW STALLED IN THE HOUSE AND WITH MANY BACK AND FORTH NEGOTIATIONS REDUCING THE COST AND BENEFITS, AN AGREEMENT WAS UNABLE TO BE REACHED BY THE JUNE 2024 DEADLINE AND RECA, WHICH HAS BEEN IN EXISTENCE SINCE 1990, WAS ALLOWED TO EXPIRE AT THE END OF JUNE 2024.
CURRENTLY, ACCORDING TO THE UNITED STATES DEPARTMENT OF JUSTICE CIVIL DIVISION WHO PROCESSED THE RICA CLAIMS THERE ARE MORE THAN A THOUSAND PENDING CLAIMS FOR COMPENSATION FILED AS OF THE END OF JULY 2024.
MY SOURCES IN WASHINGTON TELL ME THAT THEY ARE VERY HOPEFUL, WITH ROBERT F KENNEDY JR BEING NOMINATED AS PRESIDENT TRUMP DIRECTOR OF HEALTH AND HUMAN RESOURCES DEPARTMENT.
SO WE ARE HOPEFUL THAT IT WILL BE TAKEN BACK UP.
AND WITH HIS KNOWLEDGE, WE WILL HAVE A STEP UP TO HOPEFULLY GET THIS PROGRAM REINSTATED.
WOULDN'T IT BE IRONIC IF MR. KENNEDY COULD DO THAT, SEEING HOW HIS UNCLE, THE FORMER PRESIDENT JOHN F KENNEDY, WAS THE ONLY PRESIDENT TO VISIT THE TEST SITE FOR THE NUCLEAR TESTING, THAT HE WOULD BE THE PERSON TO BRING IT BACK AND DO HAVE BETTER COMPENSATION FOR THE VICTIMS OF THE TESTING.
SO AFTER THE VOTE, I CONTACTED CONGRESSMAN CRANE'S CHIEF OF STAFF, AND I ASKED IF I COULD MEET WITH CONGRESSMAN CRANE BECAUSE I WAS IN WASHINGTON TO SEE THE VOTE.
I TRULY APPRECIATED THE EFFORTS OF CONGRESSMAN CRANE'S STAFF FOR GUIDING ME TO THE PROPER LOCATION, SO I COULD MEET WITH THE CONGRESSMAN BETWEEN MEETINGS. ALTHOUGH WE ONLY HAD A FEW MINUTES TO TALK, I AM GRATEFUL TO HIM FOR HIS SUPPORT OF RECA AND THE DOWNWINDERS.

DOWNWINDERS CONTINUE TO BE AFFECTED AND SUFFER HEALTH EFFECTS RELATED TO THE TESTING.

THEIR SACRIFICE PROTECTED OUR NATION AND OUR COMMUNITIES.AS WE ALL KNOW, RECA HAS EXPIRED AND CONGRESS HAS SOME WORK TO DO RIGHT NOW.
CONGRESS CANNOT LET THIS STAND.
WORKING TO REPRESENT YOU IN CONGRESS, I HAVE REACHED ACROSS THE AISLE TO FIX THIS GOVERNMENT CAUSED HEALTH DISASTER THAT HAS IMPACTED MANY IN THE GREATER PRESCOTT AREA OVER THE LAST 80 YEARS.
SPECIFICALLY, I HAVE COSPONSORED H.R.
6753, THE URANIUM MINERS AND WORKERS ACT, WHICH REAUTHORIZES THE RECA PROGRAM FOR AN ADDITIONAL FOUR YEARS TO ALLOW EXPOSURE VICTIMS TO FILE CLAIMS AS THEIR SYMPTOMS MANIFEST. UNLIKE MANY OTHER BILLS IN CONGRESS, IT DOES NOT RESOLVE OR RESULT IN DEFICIT SPENDING, CREATE NEW FEDERAL BUREAUCRACY, FLY IN THE FACE OF SETTLED SCIENCE, BYPASS FEDERAL INDEMNITY PROVISIONS, OR IGNORE ARIZONANS.
THIS LEGISLATION HAS THE SUPPORT OF 28 CO-SPONSORS FROM 15 STATES, NINE OF WHOM ARE FELLOW MEMBERS ON THE HOUSE JUDICIARY COMMITTEE, THE COMMITTEE OF JURISDICTION FOR THE RECA PROGRAM.
FURTHERMORE, I COSPONSORED H.R.
7779, THE GOOD SAMARITAN REMEDIATION OF ABANDONED HARDROCK MINES ACT, WHICH ALLOWS LOCAL GOVERNMENTS, STATE AGENCIES, AND NONPROFITS TO BYPASS BUREAUCRATIC HURDLES AND SENSELESS LAWSUITS TO CLEAN UP ABANDONED MINES FOR THE BENEFIT OF THEIR COMMUNITIES.
THIS LEGISLATION WAS RECENTLY SIGNED INTO LAW.
I HAVE ALSO WORKED WITH SENATOR KELLY TO INTRODUCE H.R.
THIS LEGISLATION PASSED THE SENATE LAST CONGRESS, AND IT WILL BE ONE OF THE FIRST.
I INTRODUCED THIS CONGRESS AS I PUSH FOR ITS CONSIDERATION IN THE HOUSE.
I WILL DO EVERYTHING IN MY POWER TO ENSURE THE DOWNWINDERS, URANIUM MINERS, URANIUM MILLERS AND ORANGE TRANSPORTERS HARMED ARE NOT IGNORED BY THE BY THE FEDERAL GOVERNMENT THAT FAILED THEM. SO WHAT WE'VE WHAT WE'VE BEEN DOING OVER THE LAST SIX MONTHS IS REALLY WORKING ON GETTING TO WHERE WE NEED TO BE WITH THOSE WITH THAT OVERSIGHT, GETTING POLICIES TOGETHER, LOOKING AT THE BYLAWS, GETTING INTO COMPLIANCE, APPROVING TRANSFERS BETWEEN DIFFERENT PROGRAMS, ALL THESE DIFFERENT FUNCTIONS WHICH REALLY HAVE NOTHING TO DO WITH US.
SO WHEN IT COMES TO ACTUALLY RECEIVING THOSE FUNDS AND ACTUALLY DOING THE WORK, THAT'S WHERE YAVAPAI COLLEGE COMES INTO PLACE THROUGH THE ELIGIBLE TRAINING PROGRAM, THE TPL LIST THEY PROVIDE ACTUAL EDUCATION TO PEOPLE HOPING TO IMPROVE THEIR POSITION WITHIN THE WORKFORCE.
BUT THERE'S ALSO OTHER ROLES THAT THEY PLAY AS WELL.

AND THERE'S A WIDE VARIETY OF PROJECTS THAT YOU CAN FUND WITH THE CDBG FUNDS.
GENERALLY INFRASTRUCTURE, HOUSING AND PUBLIC SERVICE PROJECTS.
THE FUNDS CAN ONLY GO THROUGH A COUNTY OR CITY OR TOWN, BUT SPECIAL DISTRICTS OR NONPROFITS CAN RECEIVE THE FUNDS THROUGH THE INCORPORATED ENTITY AND IN THE RURAL PROGRAM.
YAVAPAI COUNTY IS GOING TO BE ALLOCATED FUNDS THIS YEAR IN 2025.
SO IN ORDER TO GET THE PROCESS STARTED, WE HAD PUBLIC HEARINGS NOVEMBER 27TH AND DECEMBER 2ND TO GET IDEAS FOR POTENTIAL PROJECTS. AND AS JEREMY SAID, IT'S HUD FUNDS ORIGINALLY, AND IT GOES THROUGH THE ARIZONA DEPARTMENT OF HOUSING, AND THEN IT'S ALLOCATED OUT TO THE COUNCIL OF GOVERNMENTS IN THE STATE TO WORK THROUGH THE WHOLE FUNDING AND APPLICATION PROCESS. AND WE ALSO ASSIST WITH ADMINISTRATION OF THE GRANTS.
THE. WAYS TO HAVE AN ELIGIBLE PROJECT CAN BE EITHER BY SERVING MOSTLY LOW TO MODERATE INCOME PEOPLE, ADDRESSING SLUMS AND BLIGHT, OR IN URGENT HEALTH HAZARD.
MOST OF THE PROJECTS MEET THE LOW MODERATE INCOME OBJECTIVE.

IDEALLY, YOU WOULDN'T BE USING ONE TIME FUNDING TO SUPPORT ONGOING NEEDS.
THE FIRST TWO PROJECTS, MEALS ON WHEELS PRESCOTT VALLEY HUB AND PRESCOTT VALLEY FOOD BANK.
IF YOU WILL NOTE IN THE NOTES THERE WAS A REFERENCE TO THESE PROJECTS COULD BE COMBINED BECAUSE THEY'RE REALLY COMPANION PIECES OF ONE PROJECT. SO I'M RECOMMENDING STAFF ARE RECOMMENDING THAT THE TWO YELLOW BE CONSIDERED ONE PROJECT.

SO WE ENDED UP LOSING THAT GRANT BECAUSE THEY CHANGED THEIR MIND AND SAID THAT THE HOUSE NEEDED TO BE IN SEDONA.THIS PROJECT, IT MEETS THE LOW MODERATE INCOME REQUIREMENT, AND IT ALSO MEETS THE THIRD, I BELIEVE IT WAS THE THIRD OBJECTIVE OF THE HEALTH HAZARD AND HAZARD AND COMMUNITY ISSUES. THIS PROJECT IS REALLY THAT THIS IS A CRITICAL NECESSITY TO START HEALING SOME OF OUR ISSUES WITH MENTAL HEALTH, SUBSTANCE USE DISORDERS, HOMELESSNESS, BROKEN FAMILIES, AND OUR WORKFORCE HERE IN RURAL YAVAPAI COUNTY.
MYSELF PERSONALLY, I'M A PRODUCT OF STEPS RECOVERY HOMES HOUSING.
IT'S REALLY A LONGER PROCESS THAN THREE THAN 3 TO 6 MONTHS.
THIS IS A 18 MONTH TO FIVE YEAR PROCESS.

SO THAT MEANS THEIR INCOME, ANNUAL INCOME IS IN THE 20 $30,000 RANGE.
AND THEY'RE FORTUNATE ENOUGH TO OWN A HOME.
THEY'VE JUST HAD SOME COMPLICATIONS AND DIFFICULTIES.
AND MOST OF OUR FOLKS ARE SENIORS AND VETERANS WHO HAVE BEEN LIVING IN THEIR HOMES FOR YEARS, AND THEY'RE AGING IN THEIR HOMES, BUT THEIR INCOME JUST DOESN'T GO AS FAR AS IT USED TO. SO THEN THE DECLINE IN THEIR MAINTENANCE HAPPENS.
DO YOU HAVE THAT NUMBER? I'M SORRY I DID NOT BRING THAT.
I THINK WE DID 17 HOMES THROUGH THE COUNTY CDBG FUNDING LAST [INAUDIBLE] WAS THAT 17 AND YAVAPAI? AND I THINK WE DID 7 OR 9 IN THE VERDE VALLEY.
ANYWAY SO I JUST WANTED TO SHARE WITH YOU THAT WE ARE SUPPORTING HOMEOWNERS, KEEPING PEOPLE IN THEIR HOMES WHEN THEY HAVE NOWHERE ELSE TO GO. AND AS ONE OF THE PRIORITIES, HOUSING IS HOUSING.
AND SAFE AND HEALTHY HOUSING IS ONE OF OUR PRIMARY NEEDS AS WELL AS HEALTH AND FOOD.
SO I AM ASKING OR WE ARE ASKING THE BOARD TO SUPPORT OUR APPLICATION FOR HOME REPAIRS.

AND AS PEOPLE MOVE IN, THAT WAS THEIR INITIALLY THEIR SOURCE OF PROVIDING A WASTEWATER SYSTEM TO THEIR HOMES, RIGHT? SO IN THE EARLY 1900S, PEOPLE USED CESSPOOLS AS KIND OF THE STANDARD WAY OF PROVIDING FOR THEIR WASTEWATER SYSTEMS. IN THE 1970S, ADEQ BASICALLY OUTLAWED THEM.
RIGHT. THEY'RE NOT USABLE AS A THEY'RE NOT AN APPROVED WASTEWATER SYSTEM.
SO HOMES, YOU KNOW, BEING BUILT FROM THAT POINT ON HAD TO BE ON SOME KIND OF AN APPROVED SEPTIC SYSTEM, A STANDARD SEPTIC SYSTEM WITH LEACH LINES OR, OR SOME KIND OF AN ALTERNATIVE WASTEWATER SYSTEM EQUIVALENT THAT WOULD BE APPROVED BY ADEQ.

ARE THEY GOING TO COME GET A DRINK OUT OF THAT WATER THAT'S NOW LEACHING TO THE TOP? IS SOMEONE GOING TO GET SICK FROM THAT EXPOSURE? I MEAN, IT REALLY HELPS THE ENTIRE COMMUNITY.

SO AND WHEN I LOOK AT THIS LIST AS WELL, MANY OF THEM ALREADY HAVE FUNDRAISING CAPABILITIES BUILT INTO THEM.
THEY ALREADY HAVE MACHINES THAT RAISE MONEY FOR THEIR PROJECTS, BUT THERE IS NO MACHINE BUILT TO COLLECT MONEY TO REPLACE CESSPOOLS IN ASH FORK.
SO I THINK IT'S A WORTHY PROJECT.
I KNOW IT'S IN MY AREA, BUT I THINK IT FLOATS TO THE TOP.
AND ALSO WHEN I LOOK AT THIS, I LIKE TO SEE ONE TIME USE PROJECTS, NOT SOMETHING THAT HAS TO BE FUNDED, ONGOING AND ONGOING BECAUSE THERE MAY NOT BE MONEY TO DO THAT. OKAY.

I KNOW THAT YAVAPAI COUNTY DOES NOT HAVE A NOISE ORDINANCE.

I TOOK THE TIME TO GIVE MY BUSINESS CARDS TO AT THE TIME, MR. DAVE WILLIAMS, WHO WAS THE PLANNING AND ZONING, OR I'M SORRY, HE WAS THE DEVELOPMENT SERVICES DIRECTOR AND ASKED THAT MY BUSINESS CARD BE PUT ON THE PLANNING DEPARTMENT'S FILE ON THIS BECAUSE I HAVE A REDACTED FILE.
THEY MERELY PUT RESIDENT ON MY LETTERS, AND I STILL GOT THEM.
I HAVE NEVER RECEIVED ANYTHING, NOTHING.

AND IT'S MORE THAN BEEPING WHEN YOU BRING IN SEMI TRUCKS INTO A RESIDENTIAL AREA, WHEN IT'S PRECLUDED BY STATE LAW UNDER TITLE 11 AND SEVERAL PROVISIONS IN THE PLANNING AND ZONING ORDINANCE, INCLUDING 209, 502 AND 504.
WITH THAT SAID, I PUT IN A PUBLIC RECORDS REQUEST SIX DAYS LATER, FOUND OUT THEY HAD NO AUTHORIZATION TO COME IN OR NOT EVEN SO MUCH AS A RIGHT OF WAY PERMIT.
I KNOW THE COUNTY IS LIKE A MAJOR MUNICIPALITY THAT I WORKED AT FOR MANY YEARS.
AND I GUARANTEE YOU THEY DIDN'T ACCOMPLISH ANY OF THEM.
YOU KNOW WHAT I GOT? I GOT I GOT PUBLIC WORKS COMING OUT AND PUTTING UP ALL THE CONSTRUCTION SIGNS FOR THE DEVELOPER AT TAXPAYER EXPENSE, AND DOING MANY OTHER THINGS LIKE THAT.
I CONTINUED TO TRY TO WORK EVEN AFTER MY RESIGNATION IN ATTEMPT TO FIND A SOLUTION TO THIS.
BUT THE BIGGEST SOLUTION HAS BEEN NO COMMUNICATION.

SO THE FOREST SERVICE, THE PRESCOTT NATIONAL FOREST, HAS PROPOSED TO PROTECT A 3700 ACRE AREA IN THE UPPER HASSAYAMPA RIVER WATERSHED, BASICALLY FROM HASSAYAMPA LAKE DOWN TO BORED CREEK, WHICH IS A TRIBUTARY JUST ABOVE WILLHOIT.
IT IS NOT AN ALL OUT BAN ON MINING.
CLAIMS WOULD BE GRANDFATHERED OUT AS THEY ARE NOT ADEQUATELY FILED WITH THE BLM ANNUALLY AND ANY APPLICATIONS TO DEVELOP A NEW MINE WOULD UNDERGO HIGH LEVELS OF SCRUTINY AND REQUIREMENTS FOR ENVIRONMENTAL PROTECTIONS.
