GOOD MORNING, BOARD OF SUPERVISORS LESLIE HORTON WITH COMMUNITY HEALTH SERVICES.

I DIDN'T BRING THE WHOLE TEAM TODAY, BUT WE DID BRING A FEW.

AND SO I'LL LET YOU READ THE PROCLAMATION.

THEN WE HAVE SOME WORDS TO SAY AND BROUGHT SOME PARTNER AGENCIES ALONG AS WELL, I THINK FOR THE NEXT ONE.

BUT WE WILL TALK ABOUT RURAL HEALTH DAY IN A MOMENT.

I THINK MR. CHAIRMAN WOULD LIKE YOU TO TALK ABOUT IT AND THEN WE'LL ISSUE THE PROCLAMATION.

THIS IS THE 12TH YEAR THAT THIS HAS BEEN GOING ON, AND WE'RE PROUD TO BE A RURAL HEALTH CARE PROVIDER, FILLING THE NEEDS FOR BOTH OUR URBAN AND RURAL COMMUNITY MEMBERS THROUGHOUT YAVAPAI COUNTY.

THIS DAY WAS ESTABLISHED TO RAISE AWARENESS ON THE POWER OF RURAL MEDICINE AND THE EQUITABLE NEED FOR HEALTH CARE SERVICES, NO MATTER WHERE YOU LIVE.

ARIZONA AS A RURAL STATE IS PROUD TO PARTICIPATE IN THIS AND WE ARE PROUD.

THIS IS OUR THIRD YEAR OF CELEBRATING NATIONAL RURAL HEALTH DAY.

I WOULD LIKE TO GO BACK TO TWO YEARS AGO, WHERE OUR FAMILY NURSE PRACTITIONER, AMBER BAIM, AND OUR COTTONWOOD OFFICE WAS ACTUALLY SELECTED TO REPRESENT THE STATE OF ARIZONA FOR NATIONAL RURAL HEALTH DAY BECAUSE OF HER EXEMPLARY ACTIONS FOR RURAL.

HEALTH CARE, AND THAT HER ACTIONS ARE FELT THROUGHOUT THE AGENCY AND WITH ALL OF OUR PROVIDERS, THEY ALL ECHO HER VALUES AND BELIEFS AS WE MEET THE NEEDS FOR

OUR MARGINALIZED RESIDENTS, AND ALSO FOR PROVIDING HEALTH CARE FOR ALL OF OUR RESIDENTS OF YAVAPAI COUNTY.

SO WHETHER THEY ARE INSURED, UNINSURED, WE'RE HERE FOR ALL.

AND WE INVITE EVERYONE TO JOIN US AS WE CELEBRATE NATIONAL RURAL HEALTH DAY TOMORROW, EACH OF OUR CLINICS WILL BE CELEBRATING AND WE WILL HAVE A CELEBRATION IN PRESCOTT FROM 9 TO 11.

THAT'S AT 1090 COMMERCE DRIVE, COTTONWOOD.

SO RIGHT ACROSS THE PARKING LOT FROM 12 TO 2 AND PRESCOTT VALLEY.

IT'S IN THE DEL E. WEBB BUILDING AT YRMC FROM 2:30 TO 4:30.

WE WELCOME THE PUBLIC. WE WOULD LOVE TO CONNECT WITH MORE PEOPLE.

AS THE ONLY FEDERALLY QUALIFIED HEALTH CENTER COMMUNITY HEALTH CENTER IN YAVAPAI COUNTY, THERE'S A LOT OF BENEFITS THAT COMMUNITY MEMBERS CAN CAN RECEIVE FROM BEING AT A COMMUNITY HEALTH CENTER.

BUT BECAUSE WE'RE THE ONLY ONE, WE ARE TRYING TO INCREASE OUR AWARENESS SO THAT PEOPLE UNDERSTAND THE VALUE OF INTEGRATED CARE.

SO BEING ABLE TO GO FROM PRIMARY MEDICAL CARE TO COUNSELING TO DENTAL ALL WITHIN THE SAME BUILDING, AND ALL WITH YOUR PROVIDERS PRACTICING TOGETHER AS A CARE TEAM SO THAT THERE'S NO DISJOINTED CARE.

I THINK MY FAVORITE EXAMPLE THAT WE PROVIDE IS WHEN SOMEBODY GOES INTO OUR DENTAL SERVICES AND THEY SAY THE PATIENT HAS A BLOOD PRESSURE THAT'S TOO HIGH FOR THE DENTIST TO BE ABLE TO TREAT.

THE DENTIST WILL COME OVER AND MEET WITH THE PRIMARY CARE PROVIDER, EXPLAIN THE SITUATION THAT PRIMARY CARE PROVIDER WILL GET THEM IN THAT DAY OR THE NEXT DAY, SO THAT THEIR HYPERTENSION IS MANAGED AND CAN RECEIVE TREATMENT LATER ON IN THE WEEK.

THAT'S THE VALUE OF WHAT A COMMUNITY HEALTH CENTER PROVIDES.

AND WE WELCOME ALL TO BE ABLE TO JOIN US TOMORROW.

HAVING SERVED ON THE NATIONAL RURAL HEALTH BOARD AND THE STATE RURAL HEALTH BOARD, YOU GUYS DO A FABULOUS JOB.

AND FINALLY, RECOGNIZING THE IMPORTANCE ON A NATIONAL LEVEL.

NOW, THIRD YEAR IS AN AMAZING OPPORTUNITY FOR US TO REACH OUT TO COMMUNITIES THAT DON'T KNOW WHAT YOU DO.

SO WITH YOUR PERMISSION, MR. CHAIRMAN, NATIONAL RURAL HEALTH DAY.

WHEREAS RURAL COMMUNITIES IN YAVAPAI COUNTY AND THROUGHOUT ARIZONA REPRESENT TOWNS AND HUBS INTERTWINED IN CONNECTION AND COMMUNITY, AND WHEREAS THE HEALTH AND WELL-BEING OF OUR CITIZENS ARE OF THE UTMOST IMPORTANCE TO OUR RURAL COMMUNITIES OFTEN FACE ACCESSIBILITY ISSUES, HEALTH CARE PROVIDER SHORTAGES OF STATION BARRIERS, BEING ABLE TO GET TO IT, AN AGING POPULATION SUFFERING FROM A GREATER NUMBER OF CHRONIC CONDITIONS, A GREATER PERCENTAGE OF UNINSURED AND UNDERINSURED CITIZENS.

AND WHEREAS, YAVAPAI IS A GREAT PLACE FOR DEDICATED HEALTH PROFESSIONALS TO DELIVER HEALTH SERVICES AND PROVIDE COMPREHENSIVE, INDIVIDUALIZED CARE, AND WHEREAS, NATIONAL RURAL HEALTH DAY, FOUNDED BY THE NATIONAL ORGANIZATION OF STATE OF RURAL HEALTH AND CELEBRATED ANNUALLY ON THE THIRD THURSDAY OF NOVEMBER, SERVES AS OF, THE WORD IS MISSING OF THE UNIQUE NEEDS AND OPPORTUNITIES THAT RURAL COMMUNITIES FACE IN ACCESSING QUALITY HEALTH SERVICES.

NOW, THEREFORE, THE YAVAPAI COUNTY BOARD OF SUPERVISORS DOES HEREBY RECOGNIZE NOVEMBER 21, 2024 AS NATIONAL RURAL HEALTH DAY IN YAVAPAI COUNTY AND ENCOURAGES CITIZENS TO IN RECOGNIZING AND CELEBRATING RURAL COMMUNITIES AND THE CONTRIBUTIONS OF HEALTH CARE PROFESSIONALS AND COMMUNITY HEALTH SERVICES IN PROVIDING HEALTH CARE AND SUPPORTING OTHERS AND STAKEHOLDERS WHO ARE SERVING RESIDENTS IN RURAL AREAS.

IN WITNESS THEREOF, THE CHAIRMAN OF THE BOARD, ON BEHALF OF YAVAPAI COUNTY OF SUPERVISORS, SETS HIS HAND AND CAUSES THE SEAL OF THE COUNTY OF YAVAPAI, ARIZONA TO BE FIXED ON 20TH DAY OF NOVEMBER 2024. YEAH. SO IT'S BEEN 25 YEARS SINCE GIS DAY STARTED, SO 1999.

SO GOING ON THIS AND IT'S BASICALLY JUST GIVE AWARENESS OF WHAT GIS IS, THE TECHNOLOGY IT USES, AND WHAT WE CAN DO FOR THE COMMUNITY AND THE PEOPLE AROUND.

WE TOUCHED SO MANY DIFFERENT THINGS THAT PEOPLE PROBABLY DON'T EVEN REALIZE.

I MEAN, ONE THING WORKING WITH SUPERVISOR OBERG WITH THE CEMETERIES, I DON'T THINK PEOPLE REALIZE HOW MUCH WE DEAL WITH CEMETERIES RIGHT NOW AND EVERYTHING.

SO WE DEAL WITH THE PARCELS AND ASSESSOR'S OFFICE, WE DEAL WITH A LOT OF CITIZENS.

WE DEAL WITH THE STATE RIGHT NOW WITH THE FEDS.

EVERYBODY HAS A LITTLE TOUCH WITH THE GIS TECHNOLOGY AND WHAT WE DO AND HELP THE COMMUNITY AND MAKE BETTER DECISIONS.

THAT'S WHAT WE'RE TRYING TO DO AND BE MORE EFFICIENT WITH EVERYBODY, WHAT THEY'RE DOING AND EVERYTHING.

SO THAT'S WHAT WE'RE TRYING TO CELEBRATE.

AND THEN TOMORROW WE'RE DOING.

GIS DAY IS TODAY, BUT WE COULDN'T GET A ROOM.

SO TOMORROW WE'RE HAVING A CELEBRATION TO HAVE PEOPLE COME IN AND LEARN WHAT GIS AND WHAT WE DO FOR THE COUNTY AND EVERYTHING.

TOMORROW FROM 9:30 TO 11:30 AT THE FAIR STREET BUILDING WITH THE BOARD OF SUPERVISORS MEETING ROOM THERE.

THE TOWNS AND THE CITIES USE OUR SERVICE FOR THEIR OWN INDIVIDUAL MAPPING NEEDS, BUT ALSO IT HELPS US WITH FLOOD CONTROL FIRE. WHEN FIRE EVENTS DO OCCUR, IT HELPS WITH OVERHEAD FILMING OF WHERE THEY'RE AT AND WHERE THINGS ARE AT.

AND IT'S EXTREMELY NECESSARY TO HAVE ACCURATE MAPPING IN THIS COUNTY.

AND WHEREAS THE MANAGEMENT, USE AND EXCHANGE OF GEOGRAPHIC INFORMATION IS ESSENTIAL FOR EFFECTIVE DECISION MAKING BY LOCAL, STATE,

AND WHEREAS, GEOGRAPHIC INFORMATION SYSTEMS TECHNOLOGIES ARE A POWERFUL TOOL FOR SUPPORTING EMERGENCY SERVICES, HOMELAND SECURITY, ECONOMIC DEVELOPMENT, ENVIRONMENTAL PROTECTION, CRIME MAPPING, HEALTH CARE, LONG RANGE PLANNING, AND MORE.

AND WHEREAS, THE YAVAPAI COUNTY GIS DEPARTMENT COORDINATES EFFORTS TO ELIMINATE DUPLICATION, REDUCE COSTS, DEVELOP STANDARDS AND TO FACILITATE THE SHARING AND EXCHANGE OF GIS DATA, TECHNOLOGY, METHODS AND KNOWLEDGE.

AND WHEREAS THERE IS A NEED TO PROMOTE GIS AWARENESS, EDUCATION AND TECHNICAL TRAINING AMONG VARIOUS GROUPS TO APPROPRIATELY AND EFFECTIVELY UTILIZE THIS RAPIDLY DEVELOPING TECHNOLOGY.

HOLDING A DAY OF GIS ACTIVITIES OPEN TO STUDENTS, CITIZENS AND GOVERNMENT LEADERS WILL HELP ACHIEVE GREATER AWARENESS OF THE BENEFITS OF GIS. AND I WANTED TO PROVIDE SOME BACKGROUND ON HOW WE ENDED UP HERE.

AND SO EARLIER THIS YEAR, WE WERE ASKED BY THE FEDERAL GOVERNMENT TO IMPLEMENT A NEW SCREENING TOOL CALLED PREPARE.

IT'S A 22 QUESTION SCREENING TOOL THAT ASSESSES FOR HEALTH RELATED SOCIAL NEEDS, SUCH AS JUSTICE INVOLVEMENT BEING UNHOUSED, NOT HAVING AN EMPLOYMENT.

AND ONE OF THE THINGS THAT WE HEAVILY UTILIZE IS MOHELP.ORG AND SO WITH THAT, WHEN SOMEBODY IDENTIFIES AS HAVING AN ISSUE IN THAT ASSESSMENT, WE LINK THEM WITH MOHELP SO THAT THEY CAN FIND THE RESOURCES THAT THEY NEED.

AND WE FELT LIKE ALSO, WE'RE OPENING UP A LOT OF CAN OF WORMS WITH THESE.

AND WHAT ARE SOME TANGIBLE THINGS THAT WE CAN IMMEDIATELY PROVIDE TO THESE PATIENTS WHEN THEY OPEN UP TO US BECAUSE WE'RE ASKING THERE'S SOME PRETTY DIFFICULT QUESTIONS.

AND SO ONE OF THE QUESTIONS IS IF THEY'RE FOOD INSECURE.

AND MANZANITA OUTREACH HAS BEEN PROVIDING US WITH FOOD ACCESS TO OUR PATIENTS.

AND IT STARTED OFF, YOU KNOW, JUST A FEW BOXES HERE AND THERE, AND IT JUST HAS EXPLODED.

AND LOLEITA WILL BE ABLE TO TELL US A BIT MORE ABOUT HOW WE'VE GOTTEN HERE WITH THAT.

BUT OVER 125 FAMILIES ARE SUPPORTED BY CHCY FOOD ACCESS SERVICES.

NOW, THANKS TO THE HAVING FOOD DISTRIBUTION AT OUR THREE DIFFERENT SITES EACH MONTH.

AND THIS IS SOMETHING THAT AS SOON AS THEY'RE IDENTIFIED AS FOOD INSECURE, OUR STAFF OFFER THEM FOOD BOXES ON THE SPOT SO THERE'S NO DELAY IN CARE.

WE HAVE BAGS THAT THEY CAN TRANSPORT IN.

THERE'S SHELF STABLE STUFF.

IT'S A VARIETY OF THINGS TO HELP ADDRESS FOOD INSECURITY.

AND THEN WE ALSO REFER THEM OVER TO THE FOOD SHARE EVENTS WITH MANZANITA OUTREACH.

AND SO WE'RE LOOKING AT OVER A THOUSAND FAMILIES THAT ARE SUPPORTED BY THE PROGRAM EVERY YEAR FROM THIS.

YOU WILL MAKE EVERY EFFORT TO MAKE SURE THAT NO PATIENT WALK OUT OF YOUR OFFICE WITHOUT A FOOD BOX, AND THE PATIENTS ARE VERY APPRECIATIVE OF IT, AND I HOPE THAT THIS SUPPORT WILL CONTINUE FOREVER BECAUSE IT IS MAKING A GREAT DIFFERENCE.

AND WHEREAS HUNGER AND HOMELESSNESS AWARENESS WEEK IS NOVEMBER 17TH THROUGH 23RD AND IS DEDICATED TO INCREASING PUBLIC KNOWLEDGE ABOUT THE IMPORTANCE OF FOOD ACCESS AND HOUSING RESOURCES.

AND WHEREAS, COMMUNITY HEALTH SERVICES PARTNERS WITH COMMUNITY ORGANIZATIONS TO SUPPORT PATIENTS AND COMMUNITY MEMBERS WITH STABLE FOOD ACCESS POINTS THROUGHOUT YAVAPAI COUNTY.

AND WHEREAS, THE YAVAPAI COUNTY FOOD SYSTEMS NETWORK WORKS COLLABORATIVELY TO IDENTIFY GAPS AND BRING NEW RESOURCES TO THE YAVAPAI COUNTY FOOD SYSTEM.

FORTUNATELY, I BELIEVE NONE OF THOSE WORKED OUT FOR US.

WE EVEN PUT IN OFFERS, AND WE KNEW THAT THE BUILDINGS WE WERE LOOKING AT HAD A LOT OF WORK THAT THEY WOULD NEED.

AND OVER THE YEARS, I MEAN, I'VE BEEN WITH THE COUNTY 22 YEARS, I BELIEVE 20 OF THEM I'VE BEEN WORKING OUT OF THAT SAME BUILDING OFF COMMERCE DRIVE AND IT'S A GOOD LOCATION FOR US.

BUT ONE THING THAT MAKES IT GOOD FOR US IS THAT OUR PATIENTS, OUR PUBLIC KNOW WHERE WE'RE LOCATED.

AND OVER THE PAST COUPLE OF YEARS, A LOT OF CHANGES HAVE BEEN MADE TO COMBINE PUBLIC HEALTH AND CLINICAL SERVICES, WHICH THEN MADE THIS.

THE FACT THAT WE DIDN'T FIND ANOTHER BUILDING VERY FORTUNATE FOR US, BECAUSE I BELIEVE HAVING OUR TEAM TOGETHER, AS YOU SAW TODAY WITH THE PROCLAMATIONS, WE'RE WORKING TOGETHER TO SERVE THE COMMUNITY AND HAVING PUBLIC HEALTH AND COMMUNITY HEALTH CENTER OF YAVAPAI WITHIN THE SAME BUILDING IS IS THE BEST MODEL FOR THAT.

THEY YOU SEE OUR STAFF WORKING TOGETHER, COMING UP WITH AMAZING PROJECTS AND IDEAS AND NEW WAYS OF SERVING.

AND WE HAVE ALL OF OUR SERVICES RIGHT THERE UNDER ONE ROOF.

IT'S, YOU KNOW, IT'S WONDERFUL ALSO TO SEE, THOUGH, THAT WITHIN THE PROJECT THAT'S BEING PROPOSED, IT DOES EXPAND OUR SPACE.

SO WE KNEW WE SET ASIDE THAT MONEY AND THANKFULLY IT CAN WORK FOR A RENOVATION, NOT A NEW BUILDING.

AND I DON'T EVEN I DIDN'T DO A HEAD COUNT, BUT WE HAVE FAR MORE STAFF THAN WE HAVE.

WE'VE USED UP EVERY CLOSET, EVERY NOOK AND CRANNY, EVERY PLACE WHERE WE PROBABLY SHOULDN'T EVEN HAVE PEOPLE WORKING.

THEY'RE WORKING OUT OF AND THEY ARE TRYING TO MAKE THE BEST WITH THE SITUATION WE HAVE NOW.

BUT VERY, VERY MUCH LOOKING FORWARD TO EXPANDED SPACES, A MORE WELCOMING CLINIC, SOME OF THE AREAS THAT WE REALLY ASKED OUR DESIGN BUILD CONTRACTOR TO LOOK AT IS THE LOBBY LIKE WHEN YOU COME IN, YOU SHOULDN'T HAVE TO GO THROUGH MULTIPLE DOORS TO GET TO WHERE YOU NEED TO BE.

WE NEED AN OPEN LIGHT RENOVATED AND NEW LOOKING PROFESSIONAL LOOKING LOBBY, AS WELL AS AN AREA THAT CAN ACCESS ALL OF OUR PATIENT CENTERED SERVICES.

SO WHEN YOU COME IN THAT LOBBY, YOU SHOULD BE ABLE TO ACCESS QUICK AND CLINICAL SERVICES AND BEHAVIORAL HEALTH SERVICES AND EVEN ENVIRONMENTAL HEALTH AND ANYTHING THAT THE PUBLIC NEEDS FROM US. WE WANT TO BE ABLE TO SERVE THEM RIGHT OFF OF THAT MAIN ENTRY POINT OF OUR BUILDING IN THE BACK, THOUGH, IT DOES RENOVATE AND ADD SUBSTANTIAL AMOUNT OF SPACE FOR A TRAINING ROOM THAT WE WILL LOSE WHEN WE EXPAND THE LOBBY AND STAFFING SPACES.

SO THIS DOES WHAT THEY'VE DRAWN UP FOR US, DOES ADD ABOUT 24 ADDITIONAL STAFFING SPACES THAT WE ABSOLUTELY NEED WITHIN PUBLIC HEALTH AND THE CLINIC.

AND SO WE ARE VERY EXCITED.

THE DESIGN BUILD PROCESS HAS BEEN GREAT FOR US BECAUSE AS WE EXPLORE OPPORTUNITIES WITH A LIMITED BUDGET, WE'RE ABLE TO WEIGH THE BENEFITS OF DIFFERENT IMPROVEMENTS.

AND SO WE ALWAYS LIKE TO DREAM BIG.

BUT WHEN WE GO THROUGH A DESIGN BUILD PROCESS, WE'RE DESIGNING WITHIN BUDGET AND WE'RE MAXIMIZING THE DOLLARS THAT YOU HAVE.

AND SO IT'S BEEN A GREAT EXPERIENCE FOR US SO FAR.

IS THERE ANY GENERAL FUND MONEY BEING USED FOR THIS PROJECT? NOT CURRENTLY. SO AS YOU MENTIONED WITH THIS, I SHOULDN'T SAY NOT CURRENTLY.

WHAT I WOULD SAY IS THAT WE HAVE THE $2.5 MILLION THAT WAS MOVED TO LOST AS IT LOST REVENUE BASED OUT OF ARPA, AND WE REALLY APPRECIATE THAT.

BEYOND THAT, IF WE NEED ADDITIONAL FUNDING, WE MAY BE APPLYING TO SOME OF OUR GRANTS, SUCH AS WE HAVE THE WIC PROGRAM AND OTHER STATE OR FEDERAL FUNDED GRANTS THAT SOMETIMES OFFER UP INFRASTRUCTURE DOLLARS, ALONG WITH THE GRANTS THAT WE RECEIVE AND IN ADDITION TO THOSE GRANTS.

SO IF ANYTHING, WE WOULD BE LOOKING TO OUR OTHER FUNDING SOURCES THAT ALREADY FUND PUBLIC HEALTH OR CLINICAL SERVICES TO LOOK INTO ADDITIONAL FUNDS IF WE WERE TO NEED THEM IN THIS DESIGN BUILD PROCESS, BUT NOT GENERAL FUND, THAT IS NOT MY INTENT.

ARPA IS THE AMERICAN RESCUE PLAN ACT THAT WAS DONE BY THE FEDERAL GOVERNMENT AFTER COVID, WHERE THEY TRIED TO PRINT MONEY AND GIVE IT TO US, YOU KNOW, TO MAKE UP FOR THE LOSSES WE HAD DURING THE PANDEMIC, PRIMARILY.

AND WHAT I CAN SAY IS THAT OUR CG SCHMIDT AND COTTON BID US A BID THAT THEY CAN DO THIS WORK WITHIN THE BUDGET THAT WE ALLOWED FOR.

SO WHEN WE LOOKED FOR WHAT WAS BEING PROPOSED TO US, SOME OF THE COMPANIES THAT PROPOSED WERE OVER BUDGET AND THEY CAME IN WITHIN BUDGET WITH AND HITTING ALL THE MARKS THAT WE WERE LOOKING FOR, THAT WE HAD ASKED FOR IN THE RENOVATION.

AND SO THEY WERE THE MAIN AND BEST BID IN OUR PERSPECTIVE BECAUSE OF THOSE THINGS, THEY MET THE BUDGET MARK, BUT THEY ALSO MET ALL OF THE NEEDS WITHIN THE HEALTH DEPARTMENT AND THE THINGS THAT WE WERE ASKING FOR IN THAT PROJECT.

BRANDON. I WOULD ALSO LIKE TO SAY THAT CG SCHMIDT ACTUALLY WAS INITIALLY SELECTED BASED UPON QUALIFICATIONS.

THAT WAS THE PRIMARY BASIS FOR OUR SELECTION, AND THEY EXHIBITED THEIR QUALIFICATIONS EVERY STEP OF THE WAY.

WHEN WE REVIEWED THEIR INITIAL SUBMITTAL, IT WAS COMPLETE.

AS LESLIE SAID, IT HIT ALL THE BULLET POINTS WHICH TOLD ME THEY WERE PAYING ATTENTION.

IT WAS JUST A VERY COMPLETE.

THEY WERE VERY PROFESSIONAL FROM BEGINNING TO END.

THEY WERE VERY RESPONSIVE EVERY TIME WE REACHED OUT.

WE HAD OTHER VENDORS WHO WERE NOT QUITE AS RESPONSIVE.

THEY DID SATISFY THE NEED, BUT NOBODY WAS NEARLY AS RESPONSIVE AS CG SCHMIDT.

AND SO IT WAS AN AMAZING QUALIFICATION.

AND THEN WE GOT INTO THE TECHNICAL PROPOSALS A LITTLE BIT DEEPER.

AND THAT'S WHERE THE SELECTION BECAME VERY OBVIOUS TO THE COMMITTEE.

THE COMMITTEE, I SHOULD DISCLOSE, WAS COMPRISED OF FIVE PEOPLE MYSELF, TWO PEOPLE FROM THE HEALTH DEPARTMENT, INCLUDING LESLIE.

WE ALSO HAD AN ENGINEER WHO JOINED US FROM PUBLIC WORKS, WHICH WAS REQUIRED BY STATE STATUTE.

AND THEN WE ENGAGED AN OUTSIDE CONTRACTOR.

WE HAD A LOCAL GENERAL CONTRACTOR WHO WAS PART OF THE SELECTION COMMITTEE, TOO.

SO WE HAD A VERY DIVERSE GROUP LOOKING AT A LOT OF DIFFERENT FEATURES, A LOT OF DIFFERENT ASPECTS, AND ULTIMATELY INITIALLY SELECTED, AS I SAID, THROUGH THE QUALIFICATION SELECTION. AND THEN WE HAD A SECONDARY TECHNICAL PROPOSAL WHERE WE REALLY STARTED LOOKING AT SOME OF THESE SPECIFICS.

BUT AGAIN, HEAD AND SHOULDERS, THEY WERE AN AMAZING COMPANY TO WORK WITH THROUGH THE BIDDING PROCESS, AND WE REALLY LOOK FORWARD TO WORKING WITH THEM DOWN THE ROAD.

AND TO FURTHER ANSWER YOUR QUESTION, CHAIRMAN BROWN, THIS IS EXCLUSIVELY AN ARPA PROJECT.

I'VE NOT BEEN TOLD THAT THEY'RE SPLIT FUNDING OR ANYTHING LIKE THAT.

SO TO MY KNOWLEDGE, WE ARE 100% ARPA FUNDED FOR WHAT WE'RE ASKING FOR TODAY.

THE PROGRAM IS ADMINISTERED BY THE FEDERAL COMMUNICATIONS COMMISSION, AND THEY HAVE BEEN VERY CONSISTENT IN THEIR SUPPORT OF E-RATE.

IN FACT, THEY HAVE JUST RECENTLY EXPANDED IT INTO AREAS THAT HAVE NOT BEEN APPROVED BEFORE, FOR EXAMPLE, WITH WI-FI ON BUSSES, FOR EXAMPLE.

ALL OF THAT IS BASED OFF OF A FUNDING FORMULA THAT INVOLVES THE FREE AND REDUCED LUNCH RATE, WHAT WE REFER TO AS THE POVERTY RATE. AND EVERY SCHOOL HAS ONE.

IT'S RECALCULATED ANNUALLY.

AND SO IF YOU HAVE A 90% SCHOOL AND WE HAVE A LOT OF THOSE IN YAVAPAI COUNTY AND CERTAINLY A LOT OF THOSE IN ARIZONA, THAT MEANS THAT IF I SPEND $100,000 ON TELECOMMUNICATIONS, I CAN GET $90,000 OF THAT BACK.

IF I'M A 50% SCHOOL, I SPEND 100,000.

I CAN GET 50,000 OF THAT BACK.

YOU DON'T HAVE TO APPLY TO GET IT BACK, BUT YOU CERTAINLY CAN.

SO WE REMOVED IT AND BUILT A NEW STRUCTURE, WHICH YOU SEE NOW WITH THE IDEA OF WE'VE COVERED THAT WITH SOLAR AS WELL, SO THAT WE'RE HAVING ALMOST NO IMPACT AS FAR AS NATURAL RESOURCES, WATER.

YOU SAW THAT WE DO HAVE A WATER TANK ON OUR PROPERTY THAT WAS USED TO IRRIGATE THE FIELDS BELOW OUR OUR HOUSE FOR LIVESTOCK BACK IN THE 60S. OUR IMPACT AS FAR AS WATER USE GOES IS THE EQUIVALENT OF ADDING TWO PEOPLE TO OUR HOUSEHOLD.
