BOARD OF SUPERVISORS WANTS TO BE RECOGNITION OF THE COMMUNITY HEALTH SERVICES DEPARTMENT FOR RECEIVING ACCREDITATION FROM THE PUBLIC HEALTH ACCREDITATION BOARD, WHICH IS KNOWN AS THE PHAB BY DECISION OF THE PHAB ACCREDITATION COMMITTEE IN AUGUST 21ST OF '24.

THIS ACTION CONSTITUTES RE-ACCREDITATION OF THE COMMUNITY HEALTH SERVICE, WHICH THE FIRST COUNTY HEALTH DEPARTMENT IN THE STATE OF ARIZONA TO BECOME PHAB ACCREDITED IN 2016. GOOD MORNING.

MY NAME IS LESLIE HORTON.

I'M YOUR COMMUNITY HEALTH SERVICES DIRECTOR, BUT I'M ALSO JOINED BY SEVERAL OTHER PEOPLE HERE AND IN PRESCOTT.

HEATHER KLOMPARENS IS OUR COMMUNITY HEALTH EDUCATION SECTION MANAGER IS HERE TO HELP ME WITH THIS ACKNOWLEDGMENT.

THEN IN PRESCOTT, IT LOOKS LIKE WE HAVE CAROL LEWIS, OUR PUBLIC HEALTH ASSISTANT DIRECTOR, LORENA PADEA.

WE WANTED TO JUST COME OUT AND REALLY WE DO APPRECIATE THE ACKNOWLEDGMENT, BECAUSE THIS IS A HUGE TEAM ACCOMPLISHMENT.

IT TRULY TAKES ALL OF US TO COME TOGETHER TO GATHER ALL THE DOCUMENTATION, PUT TOGETHER, EVERYTHING THAT THEY'RE REQUIRING, AND WHAT PUBLIC HEALTH ACCREDITATION TELLS US IN THE ACKNOWLEDGMENT OF THAT OR THE AWARD OF IT.

IS THAT WE'RE DOING EVERYTHING ON A NATIONAL STANDARD THAT WE SHOULD BE TO SERVE THE PUBLIC HEALTH NEEDS OF OUR COMMUNITIES.

THERE'S VERY FEW. I THINK MAURY, YOU SAID THERE'S ONLY FIVE NOW IN THE STATE THAT ARE ACCREDITED, FIVE OTHER COUNTIES.

THE STATE HEALTH DEPARTMENT DOES PURSUE IT, AND THEY SUPPORT US IN PURSUING THIS ACCREDITATION.

BUT WE WERE THE FIRST IN ARIZONA TO BECOME ACCREDITED IN 2016.

IT'S EVERY FIVE YEARS, BUT AS WE KNOW, WE HAD A LITTLE HICCUP THERE FOR A FEW YEARS WITH THAT PANDEMIC, AND DID NOT.

WE ASKED FOR SOME EXTENSIONS BECAUSE WE WERE DUE, I BELIEVE, IN 2022 AND IT'S NOW TAKEN US TO 2024 TO BECOME RE-ACCREDITED.

BUT WE ARE VERY PROUD.

WE DO A LOT TO MAINTAIN THIS, TOO.

WE HAVE TO DO ANNUAL REPORTS, KEEPING UP OUR STRATEGIC PLANNING, OUR QUALITY IMPROVEMENT MEASURES, OUR WORKFORCE DEVELOPMENT, WHICH HAS BEEN A HUGE PUSH FOR US SINCE THE PANDEMIC, MAKING SURE OUR WORKFORCE IS WELL TRAINED AND WELL EQUIPPED FOR WHATEVER COMES OUR WAY NEXT, AS WELL AS THAT THEY'RE WELL, BOTH PHYSICALLY AND MENTALLY, WE WANT TO TAKE CARE OF OUR STAFF AND MAKE SURE THAT WE HAVE A TEAM THAT IS WORKING TOGETHER WELL AND READY TO SERVE IN ALL OF OUR DISTRICTS AND TO ALL OF OUR MANY COMMUNITIES.

WE'RE VERY PROUD AND EXCITED THAT WE FINALLY GOT RE-ACCREDITED BECAUSE NOW WE DON'T HAVE TO WORRY ABOUT IT FOR ANOTHER FIVE YEARS OTHER THAN ANNUAL REPORTS.

NO, LIKE I SAID, ORIGINALLY, WE WERE LED TO BELIEVE IT MIGHT ALLOW US MORE FUNDING, MORE OPPORTUNITIES TO BRING IN PROGRAMS AND GRANTS.

BUT WE'VE EFFECTIVELY BROUGHT IN A LOT OF FUNDING AND OTHER PROGRAMS AND GRANTS THAT ACTUALLY DID NOT RELY ON THIS PUBLIC HEALTH ACCREDITATION.

IT DOES, LIKE I MENTIONED, IT TELLS US THAT WE'RE DOING EVERYTHING AT A NATIONAL STANDARD THAT WE'RE SUPPOSED TO DO.

I FEEL LIKE THAT'S VERY IMPORTANT.

I WANT TO MAKE SURE THAT WE'RE PROVIDING HIGH QUALITY SERVICES AND HAVE DOCUMENTATION OF THE PROCESSES WE TAKE, AS WELL AS THE WORK THAT WE DO IN THE COMMUNITIES, AND HELPS US TO KNOW WHAT'S WORKING, WHAT'S NOT, AND HOW TO DO BETTER.

>> YEAH, WITH PUBLIC HEALTH, THERE'S NONE THAT STAND WITH THE PUBLIC HEALTH ACCREDITATION BOARD, THAT IS THE PRIMARY ACCREDITATION FOR PUBLIC HEALTH.

BUT WE'RE LOOKING INTO COMMUNITY HEALTH CENTER ACCREDITATION.

WE'RE ALSO LOOKING INTO NAME ACCREDITATION FOR THE MEDICAL EXAMINER'S OFFICE AND LOOKING AT WHAT IT'S GOING TO TAKE FOR US TO PURSUE THOSE OPPORTUNITIES AS WELL.

BUT TELLING THE REST OF THIS STATE THE BAR AT WHICH WE FUNCTION SENDS A FANTASTIC MESSAGE THAT THIS IS OUR STANDARD IN YAVAPAI COUNTY.

ACTUALLY, IN MY LAST COUNTY, WE WERE THE FIRST COUNTY IN KANSAS TO HAVE OUR PUBLIC HEALTH DEPARTMENT ACCREDITED.

WHEN I LEARNED THAT YAVAPAI WAS THE FIRST HERE, I WAS VERY PLEASED BECAUSE IT IS A HUGE COMMITMENT.

VICE CHAIR, YOU ARE CORRECT.

IS A HUGE UNDERTAKING.

YOU HAVE A SMALL INKLING OF THE TIME AND WORK THAT GOES INTO THE PROCESS FOR PUBLIC HEALTH ACCREDITATION.

I'M VERY APPRECIATIVE OF THAT.

CHAIRMAN, YOUR QUESTION IS SPOT ON.

IT OFTEN GETS ASKED.

NOW, SO WE DID THIS. WHAT'S THE REAL VALUE? AS LESLIE SAID AT THE TIME THAT THERE WAS A PUSH ACROSS THE NATION FOR PUBLIC HEALTH ACCREDITATION, THERE WAS THE BELIEF IT WAS GOING TO YIELD BENEFITS IN TERMS OF INCREASED GRANT FUNDING, ETC.

AS LESLIE'S INDICATED, I DON'T KNOW THAT WE'VE SEEN THAT HOLD TRUE.

BUT I FOUND THE VALUE IN ACCREDITATION BEING IT HOLDS US ACCOUNTABLE TO MAKE SURE THAT WE'RE DOING WHAT WE NEED TO BE DOING EVERY DAY.

OFTENTIMES, PART OF THE WORK REQUIRED FOR ACCREDITATION IS STUFF THAT YOU CAN LET SLIP IN THE DAY-TO-DAY PUSH TO GET THE WORK DONE.

IT AGAIN, HOLDS US ACCOUNTABLE TO MAKE SURE THAT WE'RE DOING WHAT WE NEED TO BE DOING. AGAIN, THANK YOU.

I BELIEVE THE LAND WAS ACQUIRED 10-12 YEARS AGO.

THIS BUILDING 106,000 SQUARE FEET REPRESENTS A REACH AND REACH OUT, A TITLE 36 INVOLUNTARY MENTAL HEALTH ASSESSMENT.

WE ALSO HAVE DETENTION CAPACITY OF 152 BEDS, PRIMARY HOUSING, PLUS WHATEVER'S IN THE INTAKE AND MEDICAL AREAS.

THEN WE'VE GOT TWO COURT ROOMS HERE PRIMARILY TO SUPPORT THE DETENTION AREA THAT'S ON THE NORTH SIDE OF THE BUILDING.

STARTING ABOUT SIX YEARS AGO, WE STARTED MOVING IN EARNEST ON DEVELOPING THIS PROJECT.

THEN AFTER THAT, I WAS CONTRACTING WITH KITCHELL INTO PROGRAMMING AND ARCHITECTURAL DESIGN, AND THEN FINALLY WITH CONSTRUCTION.

TITLE 36 IS INVOLUNTARY MENTAL HEALTH ASSESSMENT.

IT'S THE COUNTY'S RESPONSIBILITY TO PROVIDE THIS ASSESSMENT, AND WHETHER IT BE THE SPACE FOR IT OR CONTRACTING WITH A VENDOR TO DO THAT AS WELL.

YOU SPENT A LOT OF TIME KNOWING THE INS AND OUTS OF YOUR JOB, BUT I SPENT A LOT OF TIME IN THIS PROJECT LEARNING THE INS AND OUTS OF OTHER PEOPLE'S JOB.

TO HAVE A BETTER UNDERSTANDING OF THE CRIMINAL PROCESS HERE IN YAVAPAI COUNTY, JUST ALL OF THE WORK THAT GOES INTO IT, ALL THE LITTLE DETAILS THAT GOES INTO EVERY DAY FOR THEM TO DO THEIR JOB.

THAT'S BEEN REALLY EYE OPENING, REALLY FASCINATING FOR ME.

KITCHELL HAS BEEN HERE FOR THE LAST COUPLE OF YEARS.

IT'S BEEN DELIVERED BY A CMR PROJECT DELIVERY PROCESS.

WE'VE BEEN HIRED AS THE OWNERS REP AND WE REPRESENT YAVAPAI COUNTY.

>> BUT WE'RE ABLE TO COME TOGETHER AS A TEAM AND REALLY WORK WITH DLR, THE DESIGNER AND HENSEL PHELPS OUR CONTRACTOR TO PROTECT THE BEST INTERESTS OF OUR CLIENT, WHICH REALLY ARE THE PEOPLE OF YAVAPAI COUNTY.

I THINK COMING TOGETHER AS A TEAM TO DO IT TOGETHER HAS BEEN A VERY GRATIFYING EXPERIENCE.

EVERYBODY STICKING ON THE SAME TEAM, HELPS YOU LEARN IN THE LONG RUN, AND WE ALL WIN.

>> ON AUGUST 15TH, I TRAVELED TO TUCSON TO ACCEPT THE AWARD ON BEHALF OF YAVAPAI COUNTY.

AGAIN, NOT MY AWARD, YAVAPAI COUNTY'S AWARD.

THE AWARD WAS IN THE STRUCTURES CATEGORY, $25-75 MILLION CATEGORY AS WE DISCUSSED FROM THE ARIZONA CHAPTER OF THE AMERICAN PUBLIC WORKS ASSOCIATION.

I WAS ACCOMPANIED BY REPRESENTATIVES FROM HENSEL PHELPS, THE CONSTRUCTION COMPANY AND CONTRACTOR, DLR, THE LEAD DESIGNER, AND I WAS GRATEFUL TO HAVE ROGER IN THE AUDIENCE AS WELL.

THAT WAS A NICE SURPRISE FOR ME.

THE JUSTICE CENTER REPRESENTS MORE THAN JUST A BUILDING.

IT EMBODIES OUR COMMITMENT TO JUSTICE, EQUALITY, AND COMMUNITY.

IT IS THE SPACE DESIGNED TO SERVE AND PROTECT, TO PROVIDE A SAFE HAVEN FOR THOSE SEEKING JUSTICE AND TO ENSURE THAT THE PRINCIPLES OF FAIRNESS AND EQUITY EQUITY ARE UPHELD.

WE NEED TO SPECIFICALLY ACKNOWLEDGE THE EFFORTS OF YCSO AND THE RE ENTRY PROGRAM, KNOWN AS REACH IN REACH OUT.

THIS PROGRAM IS SO SUCCESSFUL IN REDUCING RECIDIVISM AND IMPROVING THE ENGAGEMENT OF FORMER INMATES HERE IN YAVAPAI COUNTY THAT IS BEING ADOPTED BY VARIOUS JURISDICTIONS ACROSS THE COUNTRY AND HAS BEEN LABELED THE YAVAPAI MODEL.

TO OUR BOARD MEMBERS, PRESENT AND PAST, YOUR DIRECTION AND COMMITMENT TO THIS PROJECT, HELP THE VISION COME TO LIGHT, TO OUR COMMUNITY PARTNERS AND STAKEHOLDERS.

YOUR SUPPORT AND COLLABORATION HAVE BEEN INVALUABLE.

BECAUSE I DON'T WANT TO SEE PEOPLE IN CELLS.

I DON'T WANT MORE JAIL CELLS, I WANT MORE DIVERSION PROGRAMS. AND WHAT YOU'VE DONE WITH THE CRIMINAL JUSTICE CENTER IS CREATE A PROGRAM WHERE PEOPLE THAT HAVE TO SPEND THAT TIME THERE ALSO DEVELOP SKILLS SO THEY DON'T RETURN, AND ARE CONNECTED THROUGH THE OUTREACH PROGRAM TO COMMUNITY, SO THEY DON'T RETURN.

BUT THE ONE THING THAT'S ALWAYS HELD TRUE IS IS THAT WE WERE GOING TO DO IT, EVEN THOUGH THERE WERE SOME STUMBLING BLOCKS AND SOME ISSUES THAT GOT IN OUR WAY A COUPLE OF TIMES, NO LESS COVID, AND I THINK WE'VE ACHIEVED SOMETHING THAT'LL BE LASTING INTO THE FUTURE, AND I BELIEVE THAT BEING CALLED THE YAVAPAI MODEL IS VERY APPROPRIATE.

WE DO NONPARTISAN POLICY AND RESEARCH WORK TO SUPPORT ALL 15 AND THE COUNTIES CREATED THIS BECAUSE IT'S MORE EFFICIENT TO HAVE A BACK OFFICE THAT'S SUPPORTING EVERYBODY, AND EVERYBODY BENEFITS FROM THE INFORMATION IN YOUR WORK ON POLICY ITEMS AND SUPPORTING YOUR COMMUNITY.

THAT'S WHY WE EXIST.

READILY, WE HAVE APPOINTMENTS TO THE COMMERCE AUTHORITY, THE CRIMINAL JUSTICE COMMISSION.

I SERVE ON THE PSRS ADVISORY COMMITTEE.

THAT ALL EXISTS SO THAT WE'RE CLOSELY CONNECTED WITH THESE STATE LEVEL WORK GROUPS THAT ARE UNFOLDING AND SO IT'S EASIER AND MORE EFFICIENT FOR US TO DO THAT ON YOUR BEHALF.

WHAT YOU SEE ON THE BOTTOM IS WHAT WE CALL OUR AFFILIATE GROUPS, PART OF OUR ROLE IS TO SERVE AS A HUB WITH THE 15 COUNTIES ON A PROFESSIONAL STAFF LEVEL.

WE BENEFIT MIGHTILY FROM REGULAR CONVERSATIONS WITH THE PROFESSIONAL STAFF IN YOUR COUNTY, YOUR MANAGER, AND OTHERS.

IT REALLY CREATES A STRONG FOUNDATION OF COLLABORATION.

WE HAVE A VERY STRONG RELATIONSHIP WITH THEM, AND WE'RE GRATEFUL FOR THAT PARTNERSHIP.

SO COUNTY LAND IS VERY CONNECTED, AND WE LIKE TO DO OUR PART TO SUPPORT THAT.

NOW, THIS SLIDE REFLECTS OUR DATA INITIATIVE, AND AS YOU KNOW, OVER THE YEARS, WE'VE BEEN BUILDING OUT OUR DATABASE CAPABILITY.

RIGHT NOW, WE HAVE NORTH OF FOUR MILLION DATA POINTS IN OUR DATABASE.

WE'RE EXPANDING IT CURRENTLY TO INCLUDE MORE BUDGET INFORMATION AND MORE COURT RELATED INFORMATION SO THAT WE CAN DO POLICY ANALYSIS AND CREATE VISUALIZATIONS THAT WE CAN PROVIDE TO YOU.

YOU'VE SEEN THIS WORK IN OUR BOARD MEETING.

SOME OF WHAT WE'RE DOING NOW IS BUILDING IT OUT INTO VARIOUS COUNTY PROFILES, AND SO I GAVE YOU A DRAFT EXAMPLE OF HOW WE'RE USING SOME OF THE NEW TECHNOLOGY TO DO PROFILES ON COUNTIES AND TO PROVIDE THAT TO YOU.

BUT WE CAN'T DO GOOD POLICY WORK WITHOUT GOOD OBJECTIVE INFORMATION. THAT'S WHAT THIS IS ABOUT.

WE SET A SPECIFIC RESEARCH AGENDA EVERY YEAR.

THESE NEXT TWO SLIDES WILL HIGHLIGHT SOME OF THAT WORK.

FIRST, WE SECURED 1.4 MILLION DOLLAR IN GRANTS FROM THE ARIZONA BOARD OF REGENTS TO DO COLLABORATIVE STUDIES IN TWO KEY ISSUES THAT WE CARE ABOUT.

THE FIRST ONE WAS A PUBLIC SAFETY RETENTION AND RECRUITMENT STUDY, AND THIS IS WHERE I WAS TAPPED BY THE LEGISLATURE TO SERVE ON A WORK GROUP WITH MULTIPLE STAKEHOLDERS.

OUR TEAM IDENTIFIED THE UNIVERSITY OPPORTUNITY AND SERVED AS THE PROJECT MANAGEMENT EFFORT.

IT'S YIELDED A LOT OF GREAT RESULTS.

WE'VE LEVERAGED THAT TO PARTNER WITH THE SHERIFFS ASSOCIATION TO GET SPECIFIC RESOURCES AND STUDIES INTO DETENTION.

THAT ISSUE WILL BE EVALUATED IN A COLLABORATION OVER THE NEXT YEAR.

WE'LL SEE WHAT SOME OF THOSE RESULTS ARE.

THERE'S REAL POTENTIAL, I THINK, IN DEVELOPING BETTER INFORMATION FOR POLICYMAKERS AS IT RELATES TO THE DETENTION SPACE.

SIMILARLY, WE ARE WORKING ON A PROCUREMENT MODEL STUDY.

NOBODY RUNS FOR OFFICE SAYING, I'M REALLY EXCITED TO LOOK INTO A PROCUREMENT.

BUT YOU KNOW HOW IMPORTANT IT IS.

OUR TEAM IS WORKING WITH THE LEGAL OF CITIES AND TOWNS AND ARIZONA STATE UNIVERSITY TO LOOK INTO EFFICIENT PRACTICES IN PROCUREMENT, WAYS OF MEASURING SUCCESS, AND WE'RE EXCITED ABOUT WHAT WE'LL DO THERE OVER THE NEXT YEAR.

TO THE RIGHT HIGHLIGHTS OUR CONTENT AND RESEARCH DEVELOPMENT CAPABILITY.

I FOCUSED ON THIS ONE BECAUSE OVER THE LAST YEAR AND A HALF, WE HAD REALLY DUG INTO THE EXPENDITURE LIMIT ISSUE, WHICH I KNOW IS AN ISSUE HERE LOCALLY TO JUST GET THE FULL HISTORY AND FULL PICTURE OF THE EXPENDITURE LIMIT CONVERSATION.

WE HAVE ONLINE A VERY ROBUST KIT THAT I KNOW YOUR TEAM HAS SEEN.

IN THE NEXT YEAR, WE'LL BE BUILDING OUT SIMILAR KITS ON OTHER MAJOR POLICY AREAS THAT YOU DEAL WITH.

I WANTED TO HIGHLIGHT THIS BECAUSE IF YOU GO BACK, THIS IS ABOUT HOW WE'VE BEEN WORKING TOGETHER ON CONTROLLING THE DEBT FOR PENSIONS.

IF YOU GO BACK SEVERAL YEARS, YOU CAN SEE THE UNFUNDED STATUS OF THE VARIOUS PENSION SYSTEMS. OUR ORGANIZATION, WITH ALL THE COUNTIES, CAME UP WITH A STRATEGY TO IDENTIFY LOCAL SOLUTIONS, STATE POLICY SOLUTIONS, AND HOW WE CAN BETTER INFORM THE BOARD OF TRUSTEES THAT MAKES DECISIONS THAT DRIVE THESE COSTS, TO TRY TO CONTAIN TAX-PAYER COSTS ASSOCIATED WITH IT.

YOU CAN SEE THE SUBSTANTIAL IMPROVEMENT OVER THE YEARS AND THAT'S BEEN EVERYBODY WORKING TOGETHER DOING WHAT THEY CAN DO, STATE, COUNTY, AND AN ADMINISTRATIVE LEVEL.

BROADBAND, VERY SIMILAR.

WE'VE HAD A STRATEGIC INITIATIVE FOR MANY YEARS ON BROADBAND.

FIRST, WE WERE ASKING FOR THE STATE TO TAKE LEADERSHIP, PUT OUT GRANT PROGRAMS, CREATE AN OFFICE FOCUSED ON IT.

THEN WE ALL PIVOT IT TO THE FEDERAL GOVERNMENT.

ULTIMATELY, THERE ARE A LOT OF RESOURCES THAT HAVE COME DOWN, AND NOW OUR ROLE IS WORKING WITH THE ACA, THE FEDERAL AGENCIES TO JUST SUPPORT THE DEPLOYMENT OF BROADBAND.

EACH COUNTY'S DOING IT IN ITS REGIONAL WAY.

WE'RE TRYING TO PROVIDE SUPPORT FROM OUR OFFICE WHERE WE CAN HELP YOU TROUBLESHOOT PROBLEMS IN THAT AREA.

AND I KNOW, MR. CARTER IS IN THE ROOM.

HE'S BEEN A LEADER IN THE SPACE FOR YEARS, AND I WANT TO COMMEND YOU FOR YOUR LEADERSHIP THERE, TIM.

I'LL PIVOT A LITTLE BIT INTO THE LEGISLATURE.

A BIG PART OF WHAT WE DO IS INTERGOVERNMENTAL WORK AS WELL, JUST WORKING ON BILLS.

THIS LAST YEAR, WHEN WE ALL GOT TOGETHER, OUR BIGGEST CONCERN WAS THAT THE STATE WOULD BALANCE ITS BUDGET ON THE BACK OF THE COUNTY TAXPAYER AND SO Y'ALL WERE PART OF AN EDUCATION EFFORT TO PUSH BACK ON THAT.

YOUR LEGISLATIVE DELEGATION, MR. WYNN, MISS BLISS, AND MR. BENNETT, WE'RE ALL INSTRUMENTAL AT SAYING, WE'RE NOT SHIFTING THIS DOWN TO THE COUNTY.

I WANT TO COMMEND YOU FOR THAT MESSAGING TO THEM AND COMMEND THEM FOR FOLLOWING THROUGH ON IT.

THE NEXT COUPLE OF SLIDES WILL SHOW YOU A LITTLE BIT ABOUT HOW THEY DID BALANCE THEIR BUDGET.

DID IT WITHIN THE FOUR CORNERS OF THEIR BUDGET.

THEY SWEPT FUNDS, CUT AGENCIES, DID ALL THE THINGS THAT YOU DO.

THEY STILL HAVE A BUDGET SITUATION WE NEED TO WATCH AND MAKE SURE THAT THIS DOESN'T TREND NEGATIVE.

VERY POSITIVELY, THEY PROTECTED THEIR RAINY DAY FUND, $1.5 BILLION.

IN THE GREAT RECESSION, THEY EXHAUSTED THAT RIGHT OUT OF THE GATE.

THEY MANAGE THIS VERY WELL COMPARATIVELY.

THIS SLIDE SHOWS HOW THEY DID IT, AND A COUPLE OF THINGS I'LL HIGHLIGHT HERE.

ONE IS THEY SWEPT RESOURCES OUT OF THE WATER INFRASTRUCTURE, FINANCE AUTHORITY.

THIS WAS THE BILLION DOLLAR INVESTMENT FOR WATER AUGMENTATION, WATER CONSERVATION.

THAT'S NOT A GOOD THING.

IT WAS THEIR PREROGATIVE TO DO THAT, BUT WE ALL KNOW THAT WATER INFRASTRUCTURE AND WATER ISSUES ARE AN ISSUE OF OUR TIME.

THAT CONVERSATION WILL CONTINUE AND AS I'VE BEEN GOING AROUND THE STATE, FOLKS HAVE REALLY HIGHLIGHTED THAT AS A REAL STEP BACKWARDS IN THE STATE BUDGET.

THE OPIOID SETTLEMENT MONIES, THEY ONLY SWEPT THE STATE MONEY.

THEY DID NOT SWEEP THE COUNTY MONEY, BUT WE KNOW THAT SOME OF THOSE STATE MONIES WERE WORKING THEIR WAY DOWN LOCALLY, SO IT'S ALL CONNECTED, BUT THAT WAS THEIR POLICY CHOICE TO DO THAT.

>> THOUGH THERE WAS A LOT OF GOOD IN THE BUDGET, THERE ARE SOME UNDONE TASKS, AND THESE ARE THEM, AND I WANTED TO SPEND A LITTLE BIT OF TIME ON THEM.

THE STATE HAS STILL NOT MET ITS ONGOING COMMITMENT TO STATE FUNDED PROBATION OFFICERS.

THESE FOLKS ARE EMPLOYEES OF THE JUDICIARY.

THEY'RE STATE OFFICERS AND EACH YEAR, AS SALARY ADJUSTMENTS HAVE OCCURRED, THE STATE HAS NOT BEEN PROVIDING SUSTAINABLE RESOURCES.

WHEN WE SAW THAT THEY WERE NOT GOING TO DO IT IN THIS BUDGET CRISIS, THE COURTS AND STARTED SAYING, WELL, YOU GOT TO GET SOME MONEY IN THE POT TO HELP BRIDGE IT OVER THE NEXT FISCAL YEARS.

THAT MONEY CAME FROM FEDERAL MONEY THAT THE GOVERNOR'S OFFICE ALLOCATED, $10.1 MILLION OVER TO THE JUDICIARY.

SO THAT PROBLEM IS PATCHED FOR A YEAR.

BUT IT'S GROWN, AND IT NEEDS TO BE FIXED ON A SUSTAINABLE BASIS MOVING FORWARD.

SO WE'RE REALLY GOING TO NEED YOUR HELP TO SOLVE THAT IN THAT OF YOUR LEGISLATIVE DELEGATION.

JP SALARY FUNDING, COUNTIES PAY 60% OF JP SALARIES, THE STATE PAYS 40, THEY REIMBURSE US THROUGH A FUND.

THEY SWEPT ABOUT $500,000 OUT OF THAT FUND.

WHEN WE FIRST SAW THAT, WE DIDN'T THINK IT WAS GOING TO IMPACT YOU DIRECTLY, AND IT WOULDN'T HAVE AT THAT MOMENT.

BUT ON SATURDAY WHEN THE BUDGET WAS COMPLETED, WHEN THEY INCREASED JUDGES SALARIES, THAT INCREASED JP SALARIES AND CAUSED A TRICKLE EFFECT THAT NOW MEANS THAT FUND IS UNDERFUNDED IN THE NEXT FISCAL YEAR, WE'RE GOING TO HAVE TO ASK FOR THAT.

THIS IS A LIST OF ITEMS THAT WERE PROTECTED IN THE BUDGET AND THE REASON I WANTED TO SHOW THIS TO YOU IS IN PRIOR RECESSIONS, WHAT WE HAD SEEN WAS COMMITMENTS TO THE COUNTIES BEING UNDONE AND ELIMINATED.

THEY DIDN'T DO THAT THIS YEAR ON MAJOR ITEMS. IMPORTANTLY, ON THE LIST, PRIOR COUNTY APPROPRIATIONS PROTECTED.

IF YOU SCAN THAT, YOU'LL SEE ITEMS WE WORKED ON TOGETHER, INDIGENT DEFENSE MONIES, JUVENILE DEPENDENCY MONIES, CYBERSECURITY GRANTS, ERP RELIEF FOR THE COUNTIES, IN LEU LOTTERY MONEY.

THESE WERE ALL THINGS OVER THE YEARS WE WORKED TO MAKE SURE THE STATE WAS PROVIDING ASSISTANCE.

THOSE WERE ALL PROTECTED AND SO THAT WAS A GOOD THING, BUT THOSE ARE AREAS WHERE THE COUNTIES CAN BE AFFECTED FAIRLY READILY.

OOPS. LET ME GET THAT.

MOVING ON TO SOME SPECIFIC BILLS, OVERWHELMINGLY, WHAT OUR TEAM DOES IS TRIAGING ALL THE BILLS THAT COME IN THE PROCESS.

THERE ARE A FEW THOUSAND EVERY YEAR.

HUNDREDS OF THEM TOUCH COUNTY OPERATIONS AS ADMINISTRATIVE ARMS OF THE STATE.

OUR TEAM READS THEM ALL, GETS FEEDBACK FROM YOUR POLICY PEOPLE AND YOUR PROFESSIONAL STAFF, AND THEN WE GET SUPERVISOR GUIDANCE ON WHAT TO DO.

THIS JUST GIVES YOU A SENSE OF THE MAJOR POLICY AREAS THAT OUR TEAM SPENT A LOT OF TIME ON THIS YEAR AND AS YOU SEE, IT RUNS THE WHOLE GAMUT OF COUNTY RELATED ITEMS. THIS SLIDE IS ABOUT BILLS THAT WERE PASSED AND I THINK WHAT I'D SHARE WITH YOU HERE IS, GIVEN THAT WE'RE IN AN ERA OF SPLIT GOVERNMENT, MOST LEGISLATORS ARE RECOGNIZING THAT TO GET SOMETHING PASSED, THEY OUGHT TO WORK WITH FOLKS.

I DID HIGHLIGHT IN ORANGE THE PROACTIVE BILLS WE TOOK, AND THOSE WERE RELATED TO THE AUTOMATIC RECOUNT ISSUE THAT WE WORKED ON ALL THROUGH THE FALL, AND THEN IN THE FIRST PART OF THE YEAR AND THIS WAS A GREAT COLLABORATION WITH SUPERVISORS AND RECORDERS AND ELECTION OFFICIALS, AND I REALLY WANT TO COMMEND OUR FRIENDS AT ACO FOR THEIR LEADERSHIP IN THIS SPACE TOO.

BUT IT WAS A GREAT WIN, AND YOU KNOW HOW MUCH WORK THAT TOOK TO GET THERE.

NOTHING IS EASY DOWN THERE.

WE DO HAVE A LOT OF ITEMS ON THE BALLOT.

GIVEN SPLIT GOVERNMENT, THE MAJORITY HAS REFERRED ITEMS THAT THEY KNOW WOULD BE VETOED TO THE BALLOT, SO WE'VE GOT A LOT OF BALLOT QUESTIONS.

SOME OF THE KEY ONES AT TOUCH COUNTIES, THE BORDER COUNTIES ARE TALKING TO ME A LOT ABOUT THE BORDER RELATED BILL AND COSTS ASSOCIATED WITH IT, PROP 312, WHICH IS RELATED TO MAKING CLAIMS ON NUISANCE ABATEMENT, WHICH IS A LITTLE CONFUSING FOR FOLKS.

SO WE'LL MONITOR HOW THESE ITEMS GO FORWARD, BUT THESE ARE ALL ISSUES THAT ARE RELEVANT TO COUNTY AUTHORITIES THAT ARE ON THE BALLOT.

AND THEN I JUST WANTED TO WRAP UP WITH SOME OF THIS.

THESE ARE ALL THE REPORTS WE PROVIDED.

NOW, THEY'RE MORE FOR THE PROFESSIONAL STAFF AND YOUR MANAGEMENT TO SEE ALL THE TECHNICAL ELEMENTS IN THE BUDGET.

OUR TEAM TESTIFIED MORE THAN 30 TIMES IN COMMITTEE TO SHARE LOCAL PERSPECTIVE.

MOST OF THAT WAS DONE BY JACOB [INAUDIBLE] ON OUR TEAM HE DID A GREAT JOB.

I WANT TO COMMEND EVERY SUPERVISOR WHO CAME DOWN TO TALK WITH LEGISLATORS, AND I KNOW THERE WERE MANY SUPERVISOR MICHAELS, WHO GOT A STARRING ROLE BECAUSE OF THE GOOD WORK YOU WERE DOING ON WATER ISSUES.

BUT TO ME, AND I'VE BEEN DOING THIS FOR 20 YEARS NOW, THERE IS NOTHING MORE POWERFUL THAN STRENGTHEN THE CONVERSATION BETWEEN COUNTY OFFICIALS AND STATE LEGISLATORS.

YOU'RE IN THE SAME BUSINESS, THEY WANT TO HEAR FROM YOU, AND SO WE NEED TO MAKE SURE THAT THAT OCCURS AND I WAS REALLY PROUD TO SEE THAT.

AND THEN THE FINAL SLIDE, AND I KNOW, MR. CHAIRMAN, I BROKE THROUGH MY TWO MINUTES.

WE WENT BACK THROUGH RECORDS AND WE WENT BACK, LIKE 15 YEARS, AND WE COULDN'T FIND ANY TIME THAT WE HAVE REQUESTED A NEW SUPERVISORY POSITION.

BUT HOWEVER, DURING THOSE 15, 20 YEARS, OUR DEPARTMENT HAS EXPANDED.

WE'VE ADDED ADDITIONAL PROGRAMMING, ADDITIONAL STAFF.

SO WHEN I CAME INTO THE POSITION, I WAS VERY CONCERNED WITH THE WORKLOAD THAT OUR CURRENT THREE SUPERVISORS THAT WE HAVE.

WE HAVE TWO PROBATION SUPERVISORS IN THE PRESCOTT OFFICE AND ONE IN THE COTTONWOOD OFFICE.

>> SO IT SOUNDS LIKE YOU'VE RECOGNIZED THAT YOU HAD THIS NEED FOR SOME TIME.

I GUESS MY CONCERN IS, DID YOU IDENTIFY IT IN THIS YEAR'S BUDGET TO BE CONSIDERED FOR APPROVAL AND ALSO FOR FUNDING AT OUR COUNTY LEVEL?

>> AT THE COUNTY LEVEL, NO, BECAUSE I WAS COUNTING ON REQUESTING THAT FROM THE STATE.

THE MAJORITY OF OUR PROBATION OFFICER POSITIONS ARE STATE FUNDED AND SO I FELT IT MOST APPROPRIATE TO REQUEST THE STATE TO FUND THAT.

THEY DID APPROVE IT.

THEY DID NOT GIVE US ADDITIONAL FUNDING IN OUR BUDGET FOR IT.

BUT WHAT WE DID IS WE GOT A LITTLE CREATIVE, AND WE LOOKED AT TWO DIFFERENT POSITIONS THAT WE HAVE THAT WERE VACANT AND ABSORBING THOSE POSITIONS, UTILIZING THOSE FUNDS FOR THE CREATION OF THIS POSITION.

>> IS THIS ONE YEAR FUNDING FROM THE STATE?

>> THIS IS THE SAME FUNDING THAT WE RECEIVE EVERY YEAR FROM THEM, SO IT IS NOT ADDITIONAL FUNDING.

IT'S ALREADY BEEN BUILT INTO OUR BUDGET FOR QUITE SOME TIME.

JUST THESE PARTICULAR TWO POSITIONS HAVE BEEN VACANT.

ONE OF THEM IS A VERY LOW LEVEL POSITION.

WE DON'T HAVE GOOD RECRUITMENT FOR IT.

LET ME EMPHASIZE HERE THIS MORNING THAT THE COUNTY IS REQUIRED TO REMAIN WITHIN OUR PUBLISHED BUDGET IN TOTAL AND BY DEPARTMENT AND FUNCTION FOR BOTH THE GENERAL FUND AND OUR SPECIAL REVENUE FUNDS.

OUR MOST RECENT FISCAL YEAR, TOTAL GENERAL FUND ACTUAL EXPENDITURES, WERE UNDER BUDGET.

I WANT TO STRESS THAT. IN TOTAL, WE'RE UNDER BUDGET.

HOWEVER, WE HAD EIGHT DEPARTMENTS THIS YEAR THAT EXCEEDED THEIR BUDGET AND REQUIRE AN INCREASE IN THEIR BUDGET CAPACITY FROM OUR CONTINGENCY, WHICH WE PLANNED FOR IN THE CONTINGENCY FOR JUST USES SUCH AS THIS.

I MOVED TO WILLIAMSON VALLEY IN 2017, AND THAT IS WHERE I CAME UP WITH WHAT I AM PROPOSING HERE, WHICH IS A SOLUTION TO THE HOUSING CRISIS, NOT ONLY FOR WORKFORCE HOUSING, BUT FOR BUYERS AND RENTERS.

EVERYONE IS NOW FOCUSED ON WORKFORCE HOUSING.

WHAT I DID ONCE I MOVED TO WILLIAMSON VALLEY WAS TALK AND BRAINSTORM WITH FRIENDS OF MINE WHO ARE THE UNOFFICIAL ADVISORY COMMITTEE THAT I MENTIONED IN THE OPENING ACKNOWLEDGMENT OF THIS BOOK, WHICH I HAD SENT EACH AND EVERY ONE OF YOU LAST YEAR A BOOK THAT I HAD ALSO SENT TO EVERY ELECTED OFFICIAL IN ARIZONA AND THE TRI STATE CITY OF PRESCOTT VALLEY,

THE TWO STATES BEING THE MOST PROGRESSIVE ON HOUSING ISSUES.

ONE OF MY CONTRIBUTORS TO THE IDEA, MARK TEGAN WAS A PROFESSOR.

HE JUST RETIRED AT CLARK UNIVERSITY IN WORCESTER, AND HE WAS A PROFESSOR ON COMMUNITY AND HOUSING DEVELOPMENT, CONSIDERED ONE OF THE FOREMOST AUTHORITIES WHO WORKED WITH ME AND OTHER RETIRED STATE TREASURERS, BANKERS, UNION FUND LEADERS, ALL OF WHO I MENTIONED IN THE OPENING, ACKNOWLEDGMENT SECTION.

I WANTED TO MAKE SURE THAT MY PROPOSAL FOR A HOUSING SOLUTION IS BULLETPROOF.

I'D LOVE TO AND WELCOME ANY COMMENTS.

SEVERAL CITIES IN BOTH VERMONT AND MASSACHUSETTS, ARE LOOKING AT THE PROPOSED ORDINANCE, AND THAT IS WHERE I'M GOING FROM HERE, BUT I WANTED TO GET THE OPPORTUNITY TO HAVE MY HOME STATE AND HOME COUNTY, AT LEAST LOOK AT IT, CONSIDER IT, AND HOPEFULLY ADOPT IT BECAUSE IT IS A VIABLE SOLUTION, AND NOTHING WOULD GIVE ME GREATER PLEASURE THAN HAVING MY OWN HOME COUNTY ADOPT IT.

THE BASIC CONCEPT IS HOUSING HAS TO BE A PARTNERSHIP BETWEEN THE PRIVATE AND PUBLIC SECTOR.

RIGHT NOW, ALL HOUSING PROGRAMS ARE RUN BY GOVERNMENT AGENCIES, THERE IS NOT ONE HOUSING PROGRAM THAT IS A PARTNERSHIP.

THE END RESULT IS THAT WE HAVE THE PROBLEMS THAT WE ARE FACING.

DELAYS, SECTION 8 HOUSING OR ANY OF THE OTHER GOVERNMENT PROGRAMS, ANYWHERE 5-18 YEAR WAIT LISTS. THEY HAVE FAILED.

WE SEE THE CRISIS NOT ONLY FROM THE HOMELESS, BUT PEOPLE CANNOT AFFORD TO BUY OR RENT ANYMORE.

PEOPLE OR HOUSEHOLDS WITH TWO HOUSEHOLD INCOMES HAVE UP TO 80% OF THEIR INCOME GOING EITHER FOR RENT OR MORTGAGE AND HAVE ALL BECOME HOUSING INSECURE AND ARE FACING THE STREET.

MY SOLUTION IS, YES, IT'S A PARTNERSHIP.

NUMBER 2, WHEN AN ADMINISTRATION CHANGES, THE HOUSING OFFICIALS DO NOT CHANGE.

IT IS A POLITICAL.

HOUSING IS AN APOLITICAL ISSUE.

PEOPLE OF ALL PARTIES OR NO PARTIES NEED A ROOF OVER THEIR HEAD.

EVERY RESIDENT OF YAVAPAI COUNTY DESERVES A ROOF OVER THEIR HEAD. HOW DO WE DO THAT? HOW DO WE ENSURE THAT NOBODY PAYS MORE THAN 25% OF THEIR INCOME FOR EITHER A MORTGAGE OR RENT? THAT IS WHAT MY SOLUTION PROPOSES, WE NEED FIVE STAKEHOLDERS.

THE FIRST AND MOST IMPORTANT STAKEHOLDER IS LOCAL GOVERNMENT, BE IT COUNTY OR CITY TO BASICALLY ADDRESS HOUSING ORDINANCES AND FUNDING.

AS YOU KNOW, THERE ARE MANY FUNDS IN EVERY STATE AND EVERY COUNTY FOR HOUSING.

THOSE SHOULD BE CONSOLIDATED, AND FUNDS FROM THE FEDERAL LEVEL HAVE TO BE BROUGHT IN.

IF THE FEDERAL GOVERNMENT CAN PAY OVER 300 BILLION TO FARMERS NOT TO GROW.

WHAT ABOUT USING SOME OF THAT LAND AND MONEY TO WHAT I CALL SEED HOUSING? WE START WITH THE GOVERNMENT, A STAKEHOLDER NUMBER 1.
