DEVELOPMENT SERVICES RECOGNITION OF FOUR DEVELOPMENT SERVICES DEPARTMENT TEAM MEMBERS WHO RECEIVED AWARDS AT THE ARIZONA BUILDING OFFICIALS AZBO ANNUAL BUSINESS MEETING ON JULY 24TH, THE 24TH, FOR THEIR OUTSTANDING CONTRIBUTIONS TO THE ORGANIZATION AND THE STATEWIDE BUILDING INDUSTRY.

YEAH. AND GOOD MORNING, MR. CHAIRMAN AND BOARD MEMBERS.

MY NAME IS JEREMY DYE I'M YOUR DIRECTOR FOR DEVELOPMENT SERVICES DEPARTMENT.

AND YEAH, THANK YOU FOR THE OPPORTUNITY TO TO BE ABLE TO MAKE THIS PRESENTATION AND KIND OF SHINE THE SPOTLIGHT ON OUR, OUR HARD WORKING PROFESSIONALS IN DEVELOPMENT SERVICES.

AS YOU KNOW, I'M ALWAYS I'M ALWAYS HAPPY TO BRAG ABOUT OUR FOLKS IN DEVELOPMENT SERVICES AND THE HARD WORK THAT THEY DO.

AND SO AT THE AT THE ANNUAL BUSINESS MEETING OF THE STATEWIDE CHAPTER, STATEWIDE ARIZONA BUILDING OFFICIALS ASSOCIATION, WE CALL IT AZBO FOR SHORT.

ON JULY 24TH, FOUR OF OUR DEVELOPMENT SERVICES TEAM MEMBERS RECEIVED AWARDS IN ACKNOWLEDGMENT FOR THEIR OUTSTANDING CONTRIBUTIONS TO THE STATEWIDE BUILDING INDUSTRY, TO THEIR THEIR CUSTOMER SERVICE AND THE QUALITY OF THEIR SERVICE.

SO WE'RE VERY PROUD OF THAT.

AZBO, JUST FOR EVERYONE'S INFORMATION IS A PROFESSIONAL INDUSTRY ORGANIZATION, BUILDING INDUSTRY ORGANIZATION.

IT'S A CHAPTER OF THE INTERNATIONAL CODE CONFERENCE, THE ICC THAT PROVIDES EDUCATIONAL OPPORTUNITIES AND INFORMATION ABOUT THE BUILDING INDUSTRY THROUGHOUT ARIZONA.

SO ITS PURPOSE IS TO EDUCATE INDUSTRY PROFESSIONALS ON BEST PRACTICES, NEW BUILDING CODE REQUIREMENTS, AND DEVELOP AND RECOMMEND LEGISLATION PERTAINING TO THE BUILDING THE BUILDING INDUSTRY.

SO THE AWARDS, THE AWARDS THAT OUR FOLKS RECEIVED REALLY UNDERSCORE THAT WE HAVE A VERY STRONG TEAM IN DEVELOPMENT SERVICES OF HIGHLY QUALIFIED PROFESSIONALS.

SO WE'RE VERY PROUD OF THEM.

WE'RE EXTREMELY PROUD OF THOSE FOLKS IN DEVELOPMENT SERVICES.

AND SO WITH THAT, I'D LIKE TO INTRODUCE OUR AWARD WINNERS TO YOU AND JUST ASK THEM TO COME UP NEXT TO ME HERE, WE HAVE TARA TARA GALLAGHER SHE RECEIVED THE MERITORIOUS SERVICE AWARD. SHE'S VERY ACTIVE IN PROMOTING GOOD BUILDING PRACTICES THROUGHOUT THE STATE.

SHE WAS RECENTLY APPOINTED TO THE AZBO EDUCATION COMMITTEE AND ALSO CHERRY GREEN, THE AZBO MEMBER OF THE YEAR.

SHE'S THE SECRETARY OF THE AZSBO GRAND CANYON CHAPTER AND ACTS AS THE CLERK FOR OUR YAVAPAI COUNTY BUILDING SAFETY ADVISORY AND APPEALS BOARD, THAT QUASI JUDICIAL BODY APPOINTED BY THE BOARD OF SUPERVISORS.

WE ALSO HAVE HELAINE SEARLE, PERMIT TECHNICIAN OF THE YEAR.

SHE PROVIDES OUTSTANDING, EXEMPLARY CUSTOMER SERVICE TO OUR APPLICANTS EVERY SINGLE DAY.

SHE WORKS VERY HARD TO ASSIST THEM WITH THEIR QUESTIONS AND ADDRESS THEIR CONCERNS.

AND FINALLY, LUIS TAMAYO PLANS EXAMINER OF THE YEAR.

AND HE REALLY DEMONSTRATED HIS LEADERSHIP AND HIS TEAMWORK IN LEARNING AND TRAINING HIS COLLEAGUES WITH OUR NEW BLUE BEAM PLANS EXAMINATION SOFTWARE, AND HE ALSO WORKED TO HELP US TO IMPLEMENT OUR VIRTUAL BUILDING VIRTUAL BUILDING INSPECTION PROGRAM AS WELL.

SO THESE ARE TRUE PROFESSIONALS IN THEIR INDUSTRY.

I'M HAPPY THAT THE INDUSTRY RECOGNIZED THEM.

AND, YOU KNOW, I HOPE YOU'RE AS PROUD OF THEM AS AS I AM.

WELL, CONGRATULATIONS TO ALL FOUR OF THEM.

AND IT JUST GOES TO SHOW YOU AS AN EXAMPLE, THE TYPE OF PEOPLE THAT WORK IN YAVAPAI COUNTY.

AND FOR US, AND WE APPRECIATE ALL THEIR THINGS THEY DO AND THE RECOGNITION THEY BRING TO THE COUNTY.

ABSOLUTELY. ANY OTHER COMMENTS BY THE BOARD MEMBERS? MR. CHAIRMAN, YES, IF YOU CAN HEAR ME, I HAD THE GREAT PLEASURE OF BEING WITH THE UNITED STATES DEPARTMENT OF AGRICULTURE YESTERDAY AND WAS DELIGHTED, MR. DYE, THAT I COULD TALK ABOUT A HOME OF YOUR OWN, WHICH THEY DID NOT KNOW ABOUT, AND ARE KEENLY INTERESTED IN, AND WHAT A MODEL THIS IS.

AND SO WHEN WE HAVE THAT MOMENT, I'D ABSOLUTELY LIKE TO EXTEND THAT INTRODUCTION AND POTENTIAL COORDINATION BECAUSE OF THE PLANNING THE RENDERING AND THE COST OF THAT ASSOCIATED WITH BUILDING A HOME IS OFTEN THE IMPEDIMENT THAT KEEPS PEOPLE FROM GOING FORWARD.

AND THE USDA HAS A PROGRAM THAT IS WILL FUND.

AND IF WE COULD PUT THE TWO OF US TOGETHER TO, TO MANAGE THE PLANS AS WELL AS THE BUILDING ITSELF.

IT'S A WONDERFUL PROGRAM THAT THEY OFFER AND UNDERWRITE.

I THINK THAT WOULD BE A TERRIFIC PARTNERSHIP.

RECOGNITION OF THE YAVAPAI COUNTY JUVENILE DETENTION OFFICER GUILLERMO ESPINOZA AS THE 2023 ARIZONA JUVENILE DETENTION OFFICER OF THE YEAR.

GOOD MORNING.

GOOD MORNING, CHAIRMAN BROWN MEMBERS OF THE BOARD.

[INAUDIBLE] THANK YOU, DIRECTOR OF JUVENILE COURT.

THANK YOU TODAY FOR THE OPPORTUNITY TO RECOGNIZE ONE OF OUR JUVENILE DETENTION OFFICERS.

EVERY YEAR, JUVENILE DEPARTMENTS ACROSS ARIZONA EACH NOMINATE JUST ONE JUVENILE DETENTION OFFICER EACH FOR THE ARIZONA JUVENILE DETENTION OFFICER OF THE YEAR AWARD.

TO NO SURPRISE TO US, OUR VERY OWN JUVENILE DETENTION OFFICER, GUILLERMO ESPINOZA, WAS SELECTED AS THE 2023 ARIZONA JUVENILE DETENTION OFFICER OF THE YEAR.

HE WILL BE FORMALLY RECOGNIZED AND GIVEN HIS AWARD IN PHOENIX ACTUALLY NEXT MONTH.

BUT I REQUESTED THIS OPPORTUNITY JUST SO I COULD SHARE WITH YOU A LITTLE BIT ABOUT GUILLERMO AND ALL OF HIS EFFORTS AT THE JUVENILE JUSTICE CENTER HERE IN YAVAPAI COUNTY. AS YOU KNOW BEING A JUVENILE DETENTION OFFICER, IT TAKES A SPECIAL TYPE OF PERSON.

THEY WORK WITH JUVENILES BETWEEN THE AGES OF 8 AND 18 YEARS OLD.

AND BECAUSE OF THIS, THEY HAVE TO LEARN EVERYTHING THAT THEY CAN ABOUT BRAIN DEVELOPMENT, BEHAVIOR MANAGEMENT, TRAUMA INFORMED CARE.

THEY HAVE TO STAY UP TO DATE ON MENTAL HEALTH AND SUBSTANCE ABUSE TRENDS AND SIGNS AND SYMPTOMS. THEY HAVE TO BE PATIENT, THEY HAVE TO BE RESILIENT, AND MOST IMPORTANTLY, THEY HAVE TO ENSURE THAT THE SAFETY AND SECURITY OF THE FACILITY AND ALL OF THE JUVENILES ARE MAINTAINED AT ALL TIMES.

WE ARE VERY FORTUNATE TO HAVE HAD GUILLERMO AS A JUVENILE DETENTION OFFICER FOR THE LAST FIVE YEARS.

DURING THOSE FIVE YEARS, HE HAS PRACTICED AND PERFECTED ALL OF THE THINGS THAT I JUST LISTED.

HE IS OUR GO TO DETENTION OFFICER WHEN JUVENILES ARE DISTRESSED OR STRUGGLING.

HE'S JUST DEEPLY CARES ABOUT EACH KID'S WELL-BEING.

AND HONESTLY, HE IS ONE OF OUR MOST WELL-ROUNDED JUVENILE DETENTION OFFICERS AND JUST A GENUINE HUMAN BEING.

I AM JOINED HERE TODAY BY GUILLERMO, OF COURSE, AS WELL AS SOME OF HIS COWORKERS AND SUPERVISORS.

SO ON THAT NOTE, I WOULD LIKE TO INTRODUCE YOU TO YOUR 2023 ARIZONA JUVENILE DETENTION OFFICER OF THE YEAR, GUILLERMO ESPINOZA.

BUT THE FIRST TWO DAYS WERE INVOLVING MOVING MY DAUGHTER INTO HER NEW APARTMENT, IN TUCSON, WHICH IT'S HOT DOWN THERE, AND I'M HAPPY TO BE UP HERE WHERE THE CLIMATE IS A LITTLE MORE TO MY LIKING.

SO YOU GUYS MADE ME DRESS UP FOR THIS TODAY.

SO WE'RE GOING TO WE'RE GOING TO DO THIS RIGHT AT THIS POINT.

SO IT'S IT'S BEEN MY HONOR AND PRIVILEGE TO WORK FOR THIS BOARD AND ALL THE PAST BOARDS THAT I'VE WORKED FOR, INCLUDING THIS GUY HERE AT MY RIGHT.

IT IS YOU KNOW, I FEEL LIKE THIS HAS BEEN MY HOME HERE.

AND AFTER A 30 YEAR CAREER IT'S IT'S TIME FOR ME TO RETIRE.

IT'S TIME FOR ME TO DO SOMETHING A LITTLE DIFFERENT.

I'M VERY COGNIZANT ABOUT GETTING OUT OF THE WAY OF OTHER PEOPLE THAT I THINK HAVE OPPORTUNITIES AND AND DESIGNS ON CAREER ADVANCEMENT AS WELL. I'VE NEVER WANTED TO BE ONE TO OVERSTAY MY WELCOME.

SO I THINK THE TIME IS RIGHT HERE FOR ME AT THIS POINT.

SO. SO THANK YOU TO THIS BOARD.

I GREATLY APPRECIATE THAT.

I ALSO WANT TO THANK ALL OF MY COLLEAGUES.

AND THERE'S QUITE A FEW OF THEM HERE TODAY BOTH WITHIN THE DEPARTMENT THAT I MOST RECENTLY LEFT, AS WELL AS MANY OTHER DEPARTMENTS.

THIS HAS BEEN TRULY A GREAT PLACE TO WORK IN A COLLABORATIVE MANNER.

AND, AND I CAN'T TELL YOU HOW THANKFUL I AM TO HAVE SUCH HIGH QUALITY INDIVIDUALS TO HAVE WORKED WITH ON EVERY DAY OF MY CAREER.

I WANT TO THANK THE COUNTY MANAGER'S OFFICE AND MAURYS' STANDING OVER HERE GUARDING THE CAKE, I THINK.

BUT THEY MADE AN OUTSTANDING DECISION YESTERDAY TO PROMOTE MY PREVIOUS ASSISTANT DIRECTOR, ROGER MCCORMICK, TO THE ROLE OF PUBLIC WORKS DIRECTOR, AND I'M SURE AND I GUARANTEE ROGER IS GOING TO SERVE ALL OF YOU AS WELL AS I DID OR BETTER.

SO GOOD JOB, ROGER.

AND THEN LASTLY THIS LOVELY LADY HERE TO MY TO MY LEFT, THIS IS MY WIFE KATHLEEN, AND SHE IS SUPPOSED TO BE IN HER CLASSROOM RIGHT NOW.

SHE'S ON THE CLOCK, SO DON'T TELL ANYBODY.

BUT SHE WAS ABLE TO SNEAK OVER HERE ON HER PREP HOUR, WHICH JUST HAPPENED TO COINCIDE WITH THE BOARD MEETING.

AND SO WE'VE BEEN MARRIED 31 YEARS.

WE JUST HAD OUR ANNIVERSARY FOR 31 YEARS ON, ON JULY 31ST.

AND I COULD NOT HAVE DONE ANY OF THIS WITHOUT HER, WITHOUT HER SUPPORT, HER STRENGTH, SHE'S BEEN VERY IMPORTANT TO ME.

AND AND WE LOOK FORWARD TO ANOTHER 30 YEARS IN THE FUTURE.

AND LUCKILY, SHE'S RETIRING NEXT YEAR, SO THAT'S ANOTHER SECRET, DON'T TELL ANYBODY.

AND WE'RE GOING TO GO TRAVEL AND DO ALL THESE THINGS THAT WE'VE BEEN UNABLE TO DO, BECAUSE WE HAVE EMPLOYERS THAT ASK FOR OUR PRESENCE AT TIMES.

SO, SO WITH ALL THAT, THANK YOU ALL, INCLUDING THOSE BEHIND ME, THIS IS GREAT OPPORTUNITY FOR US.

THE HEAVY FLEET IS HARD TO MAINTAIN, AND THE EMPLOYEES THAT WORK IN THERE, WE COULDN'T DO IT WITHOUT THEM.

KEEP THE MOWERS WORKING DURING SNOWSTORMS AND EVERYTHING.

YOU KNOW THEY'RE THERE.

AND WHEN CALLED UPON, THEY THEY REALLY DO COME AND AND ASSIST WITH EVERYTHING.

AND JOE VERNETI, HE KEEPS OUR ROADS SAFE.

HE GOES AROUND AND FINDS ISSUES THAT WE HAVE WITH OUR ROADS THROUGHOUT THE COUNTY, LETS US KNOW ABOUT THEM AND MAKE SURE THAT WE'RE IN COMPLIANCE WITH EVERYTHING WE ARE OUT THERE. AND THEN ALSO, LAST BUT NOT LEAST, WE HAVE BILL BURRESS AND HE IS ONE OF OUR ROUTE GUYS AND HE WORKS WITH OUR OPERATOR THREE WITHIN OUR ROADS DEPARTMENT. HE HAS A VERY LONG ROUTE THAT HE MAINTAINS OUT IN THE PERKINSVILLE AREA.

AND THESE THESE MEN ARE VERY QUALIFIED AND VERY TALENTED IN WHAT THEY DO, AND WE DEFINITELY COULD NOT GET THE WORK DONE WITHOUT THEM. THEY'RE VERY LOYAL.

THEY'RE GOOD EMPLOYEES TO THE TO THE COUNTY.

AND I THINK THAT THEY DEFINITELY NEED APPRECIATION TODAY.

WE WERE 19 YEARS OLD, AND WE WERE SO PANICKED ABOUT WHO WAS GOING TO EXPLAIN WHERE THE HUBCAP WENT AND WHO LOST IT ALL THE WAY BACK FROM FLAGSTAFF.

SHE STEPPED UP IN PRETTY MUCH EVERY WAY POSSIBLE TO SERVE OUR COUNTY, TO SERVE OUR STAFF AND OUR DEPARTMENT.

WHEN I MET HER WHEN I WAS ABOUT 13, ALSO ABOUT 22 YEARS AGO, SHE HAD AN ASSOCIATE'S DEGREE WHILE SHE'S BEEN WORKING HERE AND STRIVING TO DO MORE.

SHE HAS WORKED TO GET HER BACHELOR'S DEGREE WHILE SHE WAS WORKING.

SHE WAS THEN ALLOWED DIFFERENT PROMOTIONS THROUGHOUT THE DEPARTMENT BECAUSE OF THAT WORK.

THEN, MAYBE FIVE YEARS AGO I CAN'T EVEN REMEMBER NOW.

IS IT SEVEN YEARS AGO, SHE WORKED TO GET HER MASTER'S DEGREE, WHICH IS PRETTY AMAZING AFTER SHE'D BEEN HERE OVER 20 YEARS.

AND THE ONE THING I KNOW IS THAT SHE IS ALWAYS STRIVING TO DO MORE, TO LEARN MORE, TO BETTER HERSELF AND BE A BETTER LEADER WITHIN THE COUNTY.

AND I KNOW YOU DID SEND OUT SOMETHING TO US THAT LISTED FOUR FUNCTIONAL AREAS WORKFORCE DATA, COMMUNICATIONS AND SUPERVISION, AND A NUMBER OF OBJECTIVES OR ACTIVITIES.

IT WAS ALL ENCOMPASSING.

SO THE THE ADULT PROBATION DEPARTMENT BACK, I THINK IT WAS IN JANUARY OF 19, HAD ACTUALLY ENGAGED IN A STRATEGIC PLANNING PROCESS WHERE IT WAS VERY FOCUSED INTERNALLY, DIDN'T HAVE A LOT OF FEEDBACK FROM A LOT OF THE KEY STAKEHOLDER PARTNERS.

SO WHEN I HAD JOINED THE ORGANIZATION BACK IN 22, MY INTENTION WAS TO GET MORE FEEDBACK FROM THE KEY STAKEHOLDER GROUPS, INCLUDING THE BOARD, THE COURT, OUR OWN WORKFORCE, THE COMMUNITY, OUR MEMBERS OF LAW ENFORCEMENT, AS WELL AS THE TREATMENT COMMUNITY.

AND SO WHERE THERE WERE SPECIFIC FOCUS AREAS, SOME OF THE FOCUS AREAS WERE ACTUALLY IDENTIFIED WHEN YOUR BOARD HAD

RECOGNIZED ADULT PROBATION DURING PROBATION, PAROLE, AND A PRETRIAL PROBATION OR PAROLE SUPERVISION WEEK, NAMELY THINGS LIKE AMOUNTS OF MONIES COLLECTED.

HOW THE DEPARTMENT SUPPORTED THE COMMUNITY THROUGH COMMUNITY RESTITUTION AND OVERALL RECIDIVISM RATES.

THOSE ARE GENERAL FOCUS AREAS THAT ANY PROBATION DEPARTMENT, WHETHER IT'S ADULT OR JUVENILE, WILL FOCUS ON.

HOWEVER, MY INTENTION WAS TO BE MORE INCLUSIVE.

WHAT ARE THE THINGS THAT ARE IMPORTANT TO THE COMMUNITY AT LARGE? AND SO THOSE KEY FOCUS AREAS SPECIFICALLY ACTUALLY CAME OUT AS A RESULT.

SO HAVE YOU HAD STAKEHOLDER MEETINGS WITH THE COMMUNITY AND WITH THE VARIOUS AGENCIES YOU WORK WITH TO FIND OUT WHAT THEY CONSIDER ARE SOME OF THE ISSUES THAT YOU NEED TO ADDRESS? SO THAT'S A GREAT QUESTION.

SO YES. IN ADDITION, THROUGH IN ADDITION TO INDIVIDUAL MEETINGS, THERE WERE FOCUS GROUPS THAT WERE FACILITATED WITH THE CAREY GROUP AND MEMBERS OF OUR ORGANIZATION WHERE WE POLLED AND WE GATHERED INFORMATION FROM SOME OF THOSE KEY STAKEHOLDER PARTNERS, INCLUDING COMMUNITY MEMBERS AND TREATMENT COORDINATORS, OUR BEHAVIORAL HEALTH AND TREATMENT SPECIALISTS.

AND THIS IS SOME OF THE FEEDBACK THAT WE GOT WHERE IT WAS ENCAPSULATED IN THOSE FOUR KEY FOCUS AREAS THAT YOU HAD MENTIONED, NAMELY COMMUNICATION.

THE NEED FOR US TO BE MORE NOT JUST INCLUSIVE, BUT TELL OUR STORY IN A BETTER WAY, RELOOK AT OUR WORKFORCE TO DETERMINE HOW WE CAN BE MORE EFFECTIVE AND EFFICIENT AT OUR SERVICE DELIVERY, USING DATA AND ULTIMATELY, SUPERVISION.

SO IT SOUNDS LIKE YOU'RE STILL DOING ANALYSIS AND INFORMATION GATHERING.

YOU REALLY HAVEN'T COMPLETED THAT.

YEAH. AND AND SO AS WAS MENTIONED WHEN THE DEPARTMENT PROVIDED YOUR BOARD WITH A PRESENTATION, THEY PLAN IS A LIVING BREATHING DOCUMENT.

SO WHERE IN PRIOR PLANS IT WAS VERY FOCUSED ON VERY SPECIFIC DATA ELEMENTS, IT'S ORGANIC.

AND SO ANYTHING THAT WE NEED TO SHIFT, THE WAY THE PLAN WORKS, WE CAN ADJUST AS NEEDED.

AND CERTAINLY WITH THIS PAST JUNE, WITH THE PASSING OF THE GAVEL BETWEEN CHIEF BRUTINEL AND OUR NEW CHIEF JUSTICE, JUSTICE TIMMER, THERE ARE A NUMBER OF THINGS THAT THE SUPREME COURT WOULD LIKE TO SEE THAT'S ACCOMPLISHED THROUGH JUVENILE AND ADULT PROBATION DEPARTMENTS.

AND OUR PLAN NOT ONLY ALIGNS WITH WHAT THE SUPREME COURT WOULD LIKE TO SEE, BUT ALSO IT ALLOWS US SOME FLEXIBILITY TO MAKE SOME ADJUSTMENTS AS NEEDED.

BECAUSE I REMEMBER AT THE LAST MEETING THAT WE HAD WHEN YOU BROUGHT THIS UP BOTH SUPERVISOR BROWN AND I SAID, WELL, WE'D LIKE TO SEE THE DATA OF THE ANALYSIS AND WHERE THE ISSUES ARE.

I DON'T KNOW ABOUT SUPERVISOR BROWN, IF HE'S, YOU KNOW, RECEIVED ANY OF THAT INFORMATION, I HAVEN'T.

I KNOW ON THIS ONE THING ON WORKFORCE, IT SAYS ACTIVITY TAKING INVENTORY OF CURRENT TRAINING COURSES.

SO THAT TO ME IS STILL A ANALYSIS AND INFORMATION GATHERING.

SO IF YOU'RE IF YOU'RE STILL TAKING AN INVENTORY, YOU DON'T KNOW WHERE THE, THE TRAINING COURSES YOU HAVE ARE EFFECTIVE, ARE REDUNDANT, NEED TO BE CHANGED, NEED TO BE ELIMINATED, NEED TO BE ADDED, YOU KNOW, IT SEEMS TO ME LIKE THERE'S A TREMENDOUS AMOUNT OF DATA THAT STILL NEEDS TO BE GATHERED SO THAT YOU CAN ACTUALLY MOVE FORWARD ON ANY OF THESE AND TRY AND ACCOMPLISH A STRATEGIC PLAN.

SO I GUESS WHAT DID WHAT HAPPENED WITH THE FIRST PORTION OF THIS CONTRACT? WHAT WHAT DID YOU ACCOMPLISH WITH THAT? AND WHAT DO YOU PLAN TO ACCOMPLISH WITH THIS ONE? THAT'S A GREAT QUESTION.

SO THE FIRST THE FIRST ITERATION WAS THE IMPLEMENTATION OR THE DEVELOPMENT AND ORGANIZATION OF THE PLAN, GATHERING ALL OF THE KEY FEEDBACK ELEMENTS TO DEVELOP A COMPREHENSIVE PLAN THAT INCLUDED ALL OF FEEDBACK FROM ALL OF OUR STAKEHOLDER PARTNERS.

WE'RE AT THE POINT NOW WHERE WITH THE SUPPORT OF YOUR BOARD, WE WOULD WE WOULD MOVE FORWARD WITH IMPLEMENTATION.

SO TAKING THAT KEY DATA AND AGAIN, AS YOU HAD MENTIONED, DOING A LITTLE BIT MORE ANALYSIS IN SOME OF THE KEY AREAS SPECIFICALLY TRAINING.

WE DO HAVE A CURRICULUM OF TRAINING RIGHT NOW, BUT IT IS QUITE LIMITED.

IS THERE ARE THERE THINGS ARE THERE AREAS WHERE WE CAN EXPAND? CERTAINLY. AND CAN WE DO IT WITH THE RESOURCES THAT WE HAVE? THERE'S THERE'S SOME OPPORTUNITIES FOR US TO MAKE CHANGES.

AND IN FACT FOLLOWING YOUR BOARD'S APPROVAL OF THE DEPARTMENT'S RECOMMENDED BUDGET THROUGH THE COUNTY MANAGER WE'VE ALREADY ENGAGED IN REORGANIZING, REORGANIZING OUR DEPARTMENT TO BE MUCH MORE EFFICIENT TO IDENTIFY SUBJECT MATTER EXPERTS THAT CAN TAKE US TO THE NEXT STEP.

WELL I KNOW I WAS IN AT LEAST 1 OR 2 OF THESE ACTIVITIES, IT TALKS ABOUT DETERMINING WHO YOUR STAKEHOLDERS ARE AND COMMUNICATING WITH THEM AND FINDING OUT WHAT THE ISSUES ARE.

WELL, AGAIN, I'M NOT SURE WHAT YOU KNOW BEFORE YOU TO MOVE FORWARD, YOU HAVE TO HAVE GOOD DATA.

THE DATA TELLS YOU EXACTLY WHAT YOU NEED TO DO, WHAT YOU NEED TO FOCUS ON.

AND I'M NOT I'M NOT COMFORTABLE THAT I'VE HEARD THAT YET.

I KNOW THAT WITH THE FIRST ITERATION OF THE CONTRACT, BASICALLY YOU CAME IN AND YOU GAVE US THE COMPLETE HISTORY OF, OF STRATEGIC PLANNING WHICH IS BENEFICIAL FOR YOU AND EVERYBODY IN YOUR ORGANIZATION UNDERSTAND THAT PROCESS.

BUT AT THE SAME TIME, I'M CONCERNED THAT WE REALLY HAVEN'T DEVELOPED ALL THE DATA BECAUSE YOU'RE NOT WILLING TO PROVIDE IT TO US SO WE CAN SEE WHAT THE ISSUES ARE AND UNDERSTAND THE NEED FOR THE SECOND ITERATION OF THE CONTRACT.

AND WHEN, YOU KNOW, MYSELF AND OUR LEADERSHIP TEAM TOOK ON THE DEPARTMENT, WE HAD TO DO SOME QUICK WORK TO TRY TO ASSESS WHAT THE NEEDS ARE TRY TO FIGURE OUT HOW WE WERE GOING TO SAVE SOME MONEY.

MAKE SURE THAT WE COULD GET OUR BUDGET IN PLACE IN A IN A BETTER PLACE.

AS WELL AS TRY TO DRIVE PATIENT VOLUME UP AND REVENUES UP.

BUT ONE THING PEOPLE SHOULD KNOW IS THAT 97% OF THE INCOME IN OUR DEPARTMENTS, ALL OF THEM PUBLIC HEALTH, MEDICAL EXAMINERS AND COMMUNITY HEALTH CENTER COME FROM GRANTS OR REVENUES OUT OF FEES.

SO ONLY ABOUT 3% OF OUR DEPARTMENTS ARE PAID ACTUALLY BY COUNTY CONTRIBUTIONS.

WITH THESE POSITIONS THAT WE'RE ASKING FOR SOME COME FROM ABSOLUTE COMMUNITY NEED.

AND THE FACT THAT A PROVIDER HAS APPLIED WITH US THAT IS AN AMAZING HAS A WEALTH OF EXPERIENCE AND AN OBGYN.

AND WE'VE DONE THE MATH AND WITH THESE POSITIONS, EVEN ALL FIVE OF THEM IT'S GOING TO COST US JUST OVER $600,000 TO ADD THESE POSITIONS OUT OF REVENUES BASED ON PATIENT FEES AND SOME OF THE 340B REVENUES THAT WE HAVE.

BUT WE'VE DONE THE MATH AND WITH THE CALCULATIONS THAT EACH OF OUR PROVIDERS, WHETHER THAT'S A NURSE PRACTITIONER, A PA OR A PHYSICIAN LIKE THIS, USUALLY OUR BASIS AND OUR MINIMUM ON THOSE, IF THEY HAVE A FULL SCHEDULE, IS ABOUT $600,000 IN REVENUE A YEAR.

WITH THAT, THAT SUPPORTS THE BRINGING ON OF AN ADDITIONAL CLERK, BECAUSE WE'RE GOING TO HAVE HIGHER CALL VOLUME AND WE'RE ALREADY UNDERSTAFFED WITHIN OUR CLERKS.

THAT PERSON NEEDS AN MA TO BE ABLE TO DO THEIR JOB BETTER SOMETIMES, TOO, BUT WE'RE ASKING FOR ONE.

AND MAKING SURE THAT THAT POSITION CAN BE SUPPORTED, BUT THAT ONE POSITION ALONE SHOULD BRING IN THE REVENUE TO PAY FOR ACTUALLY, ALL OF WHAT WE'RE ASKING HERE THAT WILL HAVE NO IMPACT ON ANY OTHER BUDGETS.

THE ONE POSITION THAT HAS A DIFFERENT IMPACT ON OUR BUDGETS IS OUR WE NEED TO HIRE THAT PHARMACY MANAGER AND THAT PERSON WE'D LIKE TO BRING ON NOW. WE ALSO HAVE A VACANCY IN A POSITION THAT MANAGED OUR 340B PROGRAM, WHICH IS A FEDERAL REVENUE PRODUCING PROGRAM THROUGH PRESCRIPTION DRUGS.

THAT PROGRAM ACTUALLY BRINGS IN QUITE A BIT OF MONEY, AND WE CURRENTLY HAVE A VACANCY IN THE POSITION THAT WAS MANAGING THAT.

WE'VE DECIDED THROUGH CAREFUL THOUGHT AND HOW IT WOULD WORK BEST WITHIN THE DEPARTMENT TO COMBINE THAT WITH OUR NEW PHARMACY MANAGER, SOMEONE WHO CAN HELP US WITH THAT BUSINESS PLAN AS WE ROLL OUT THE PHARMACY, AS WELL AS STAFFING IT UP AND MAKING SURE IT'S MANAGED ON A DAY TO DAY BASIS, BECAUSE THOSE POSITIONS KIND OF FALL HAND IN HAND.

AND SO WE'VE WE'VE BROUGHT UP A SECTION MANAGER POSITION TO TAKE OVER THAT AND WE'RE ASKING FOR THAT NOW.

BUT ACTUALLY THE 340B REVENUES PAY FOR THAT POSITION AS WELL.

SO TRULY THERE IS NOT A TAX PAYER IMPACT OTHER THAN IF OUR TAX PAYERS COME IN, MAKE AN APPOINTMENT WITH OUR PROVIDERS, AND WE COLLECT THOSE FEES OR REVENUES OR BILL INSURANCE AND OR PHARMACEUTICALS, AND WE WILL PAY FOR THOSE, THESE POSITIONS THAT WAY.

AND SO I JUST WANTED TO BE ASSURED THAT THESE POSITIONS NOW ARE BEING FULLY VETTED BY OUR HR DEPARTMENT.

ABSOLUTELY. WE ALWAYS LET WENDY ROSS WALK US THROUGH THESE NEW POSITIONS, ESPECIALLY LIKE IN THIS SECTION MANAGER ONE, WE'RE USING A POSITION WE GENERALLY USED IN PUBLIC HEALTH OVER IN THE CLINIC, BECAUSE IT'S A MANAGER POSITION THAT FITS BETTER FOR WHAT WE'RE LOOKING FOR IN THE PHARMACY.

IT'S THE SUBJECT OF EXTREME NEGLECT OVER THE LAST FEW YEARS OVER THE LAST AT LEAST FIVE YEARS DEVELOPMENT SERVICES HAS TAKEN THIS PROPERTY THROUGH THE ENTIRE HEARING ABATEMENT PROCESS, AND IT WAS FOUND TO BE IN NONCOMPLIANCE IN JUNE OF 2020.

SUBSEQUENTLY, THE THE OWNER WAS IS NOW DECEASED.

SO THERE IS NO ONE TO FOR US TO GO BACK TO HOLD ACCOUNTABLE FOR ABATEMENT OF THIS.

SO WE ARE REQUESTING APPROVAL FROM THE BOARD TO MOVE THROUGH OUR ABATEMENT PROCESS, OUR, OUR COUNTY ORDINANCE, 1997-2, OUR WEED AND TRASH ORDINANCE AND TO CONTRACT WITH AN OUTSIDE COMPANY, AN OUTSIDE CLEANUP COMPANY FOR

AND SO WE DON'T KNOW WHO WE CAN BILL.

AND IF WE BASICALLY MOVE THIS $40,000 AND PUT IT IN AS A TAX LIEN, THEN THE LIEN HOLDER, WHICH IS ALREADY EXISTS, WHO IS SOMEBODY ELSE, THEN HAS TO PAY OFF THAT $40,000 AS WELL AS THE LIEN AMOUNTS THAT HE HAS FOR NOT, YOU KNOW, THAT HE HAD TO PAY OUT IN TAXES. SO IT'S KIND OF A CATCH 22 SITUATION.

WE NEED TO DO MORE.

AND IT SHOULDN'T TAKE THIS LONG, BUT IT DOES, BECAUSE THE FACT MANY OF THESE PIECES OF PROPERTY ARE OWNED BY PEOPLE WE CAN'T LOCATE.

UNFORTUNATELY, THIS, THIS PROPERTY, LIKE SEVERAL OTHERS, THIS KIND OF THE WORST OF THE WORST IN THE COUNTY, TOO.

AND SO THAT'S WHY IT'S BECOME YOU KNOW, IT'S BECOME AN ATTRACTIVE NUISANCE.

IT'S ATTRACTING THE WRONG KINDS OF PEOPLE, LOITERING AND TRESPASSING ON THE PROPERTY AND THINGS LIKE THAT AS WELL.

SO CLEANING UP THIS PROPERTY WILL HELP THE HEALTH AND SAFETY OF THAT COMMUNITY.

NO AND THE OTHER ISSUE IS THAT WE WILL PROBABLY NOT RECOVER THE MONEY THAT IT COSTS TO TAKE CARE OF GETTING THE PROPERTY TO A STANDARD, AND THAT HAS A MAJOR IMPACT ON THE TAXPAYERS.

AND IF WE COULD, THERE WOULD BE AN EASIER PROCESS.

BUT THERE ISN'T, AND THERE'S NOT ONE SINGLE DISTRICT IN THE COUNTY THAT DOESN'T HAVE THIS PROBLEM.

SO THAT'S CORRECT, SIR.

SO THE TOTAL LEVEL OF FISCAL YEAR 2024 GENERAL FUND COLLECTIONS WAS $15.8 BILLION.

AFTER ACCOUNTING FOR THE JUNE GAINS, THE TOTAL 24 YEAR END REVENUE RESULTS ARE $563 MILLION ABOVE THE BASELINE FORECAST.

SO AGAIN, SOME GOOD NEWS.

THE ENACTED BUDGET FOR 24 REVENUES WOULD HAVE BEEN $151 MILLION ABOVE THE ESTIMATE.

SO THAT MEANS BASED ON THE PRELIMINARY DATA AND AGAIN THESE ARE PRELIMINARY NUMBERS.

THE 24 REVENUE COLLECTIONS WERE $412 MILLION ABOVE THE LEVELS ASSUMED IN THE ENACTED BUDGET.
