THEIR ARCHIVIST WORKS AT THE LIBRARY, WHICH CHARLOTTE HALL DOES HAVE A LIBRARY, AND THEY DO A LOT OF WORK BOTH FOR THE PRESCOTT AREA AND THE COUNTY AS A WHOLE IN ARCHIVING AND PRESERVING INFORMATION.
SO THIS PARTICULAR AGENDA ITEM HELPS FUND THAT POSITION TO THE TUNE OF $35,000.

IT HAS BEEN LIMITED AT THIS POINT IN THE SESSION TO ONE ISSUE RIGHT NOW.
WE KNOW BUDGET IS STILL TO COME, BUT THE ONE ISSUE IS REVOLVING AROUND HOUSE CONCURRENT RESOLUTION OR HCR 2060, WHICH DEALS WITH THE BORDER, BENEFITS, FENTANYL, ILLEGAL ENTRY, AND A NUMBER OF OTHER ITEMS. I WON'T GO INTO ALL OF THOSE THIS MORNING.
IF ANYONE'S GOT INTEREST ABOUT THAT, IT'S NOW BEEN AMENDED.

I THINK THAT'S GOING TO BE GOOD NEWS AND HOPEFULLY, WE'LL GET THAT SIGN SO WE ACTUALLY KNOW WHAT WE'RE EATING. WON'T THAT BE FUN? THEN WITH RESPECT TO FUNDING FOR OUR LAW ENFORCEMENT RELATIVE TO HOVS, THE STATE PARKS HAS DETERMINED THAT WITHOUT 1176, THOUGH IT WAS UNANIMOUSLY SUPPORTED OUT OF APPROPRIATIONS, THAT THEY WILL ALSO WORK VERY HARD WITH THE LAW ENFORCEMENT SHERIFF BODIES TO MAKE SURE THAT APPLICATIONS FOR FUNDING ARE MUCH EASIER AND LAST FOR A LONGER PERIOD OF TIME, MORE LIKE THREE TO FIVE YEARS, INSTEAD OF HAVING TO COME BACK TO THE WELL EVERY YEAR.

IT HIT A FEVER PITCH TOWARDS THE CONCLUSION OF 2022, WHERE THE ARIZONA SUPREME COURT, ON BEHALF OF THE JUDICIAL BRANCH, NAMELY, CHIEF JUSTICE ROBERT BRUTINEL SIGNED IN TO EFFECT ADMINISTRATIVE ORDER NUMBER 2022-110 ON SEPTEMBER 19TH OF 2022, DECLARING AN ADULT PROBATION SUPERVISION CRISIS.
IN SO DOING, CHIEF JUSTICE BRUTINEL ORDERED ALL PRESIDING JUDGES AND CHIEF PROBATION OFFICERS IN EIGHT DIFFERENT COUNTIES, YAVAPAI BEING ONE, TO DO THREE THINGS.
THE FIRST WAS TO REVIEW ALL CASES TO DETERMINE THE APPROPRIATE LEVELS OF SUPERVISION.
NUMBER 2, TO UTILIZE SUPERVISORS, OR COMBINED CASE LOADS AS NEEDED, TO ULTIMATELY GET DOWN TO THE 65:1 SUPERVISION RATIO, AND ULTIMATELY, NUMBER 3 WAS TO USE ANY MEANS POSSIBLE.
MOVING BACK TO THE FIRST BULLET.
WHAT THAT MEANT WAS THE PRESIDING JUDGES AND ADULT CHIEFS WERE TO ASSESS EVERY CASE THAT WAS BEING MANAGED LOCALLY, AND CERTAINLY WE DID THAT ANALYSIS HERE IN YAVAPAI COUNTY, FOR TWO DISTINCT PURPOSES.
ONE, TO DETERMINE, ARE THERE ANY CASES CURRENTLY BEING MANAGED THAT CAN BE EITHER TERMINATED EARLY OR REDUCED DOWN TO A LOWER LEVEL OF SUPERVISION, SO THAT EFFORTS COULD BE FOCUSED ON THE HIGHER RISK OFFENDERS? THEN ON THE FLIP SIDE OF THAT SAME COIN, WERE THERE ANY CLIENTS THAT WERE NOT DRIVING ANY BENEFIT FROM LOCAL PROBATION SUPERVISION?

IF THAT WERE THE CASE, THEN THERE WAS GOING TO BE AN ACCELERATED PROCESS OF TRYING TO GET THESE INDIVIDUALS OFF TO PRISON.THOSE WERE THE KEY STEPS THAT THE EIGHT COUNTIES WERE DIRECTED TO EXERCISE.
ULTIMATELY, AND DESPITE THE FACT THAT ADULT PROBATION HERE IN YAVAPAI COUNTY NOT ONLY GOT DOWN TO 65:1, WE EXCEEDED THAT MARK, AND WE GOT TO COMPLIANT SERVICE-LEVEL DELIVERY, WHICH WAS FANTASTIC.
HOWEVER, WE STILL HAD TO DEAL WITH THE ONGOING FUNDING CHALLENGES.
I DON'T HAVE TO TELL YOUR BOARD, WE STILL HAD TO DEAL WITH THE CHALLENGES OF NOT ONLY RECRUITING, BUT HIRING, TRAINING, AND RETAINING THE QUALIFIED STAFF, AND AS A RESULT, BECAUSE MULTIPLE PEOPLE WHO ALREADY HAD FULL-TIME JOBS HAD TO MIX UP AND SPLIT THEIR TIME TO DO OTHER FUNCTIONS.
WE CERTAINLY DIDN'T HAVE THE RESOURCES TO DEAL WITH NOT ONLY THE EXISTING CHALLENGES, BUT THE CHALLENGES WE KNEW WERE COMING IN THE FUTURE. IT WAS CLEAR.
THIS ORGANIZATION NEEDED A DIFFERENT WAY TO THINK ABOUT HOW IT WAS DELIVERING SERVICES.
IT NEEDED A LONG-TERM ROADMAP, AND FORTUNATELY, WITH THE [NOISE] SUPPORT OF THIS BOARD, ON JUNE 21ST, 2023, THE BOARD APPROVED ADULT PROBATION TO ENTER INTO A SERVICE CONTRACT WITH THE COREY GROUP.
THE COREY GROUP, WITH THEIR ASSISTANCE, WERE ABLE TO ACCOMPLISH THREE KEY AND SPECIFIC TASKS.
CONDUCT AN ORGANIZATIONAL ANALYSIS.
FROM THAT ANALYSIS, DEVELOP GOALS FOR THE ORGANIZATIONAL ROADMAP, I.E., THE STRATEGIC PLAN, AND THEN ULTIMATELY BRING IT BACK TO YOUR BOARD AND TO THE PUBLIC FOR DISTRIBUTION.
WHAT I'D LIKE TO DO IS NOW TURN THE MIC OVER SO THAT KRISTIE AND ANDREW CAN PROVIDE THEIR UNIQUE PERSPECTIVES.

STRATEGIC PLANNING PROVIDES THE STRUCTURE TO MAKE DAY-TO-DAY DECISIONS FOR YOUR ORGANIZATION.
IT CREATES A CLEAR DIRECTION, AND IT ALLOWS FOR YOU TO IDENTIFY YOUR OBJECTIVES AND MAP OUT SHORT-TERM OBJECTIVES TO HELP YOU MEET THOSE.
ESSENTIALLY, STRATEGIC PLANNING IS A ROADMAP.
IT CLEARLY DEFINES WHERE YOU ARE AND WHERE YOU WANT TO BE.
IT ALLOWS YOU TO CLEARLY DEFINE YOUR LONG-TERM OBJECTIVES BY MAPPING OUT YOUR SHORT-TERM GOALS.
IT'S IMPORTANT TO KNOW THAT WHEN YOU DEVELOP A STRATEGIC PLAN, THAT IT'S A LIVING BREATHING DOCUMENT, THAT HAS PRIORITIES THAT WILL HAVE TO CHANGE AS YOUR ENVIRONMENT DOES.
WE WERE FORTUNATE TO HAVE THE COREY GROUP WORKING ALONGSIDE US.
WE STARTED WITH A SYSTEM ANALYSIS AND THEN WE ENGAGED IN A RIGOROUS BUT A CLEARLY DEFINED PROCESS OVER A PERIOD OF SIX MONTHS.
WE DEVELOPED OUR PLAN, WHICH WILL GUIDE US OVER THE NEXT 3-5 YEARS, AND IT WILL HELP ADVANCE OUR ABILITY TO POSITIVELY IMPACT BEHAVIOR CHANGE WITH OUR CLIENTS, WHICH WILL IN TURN IMPROVE COMMUNITY SAFETY AND WELL-BEING.
IT WAS VERY IMPORTANT TO OUR STRATEGIC PLAN THAT WE MAINTAINED MOMENTUM.
WE WANTED A COMMITTEE DEVOTED TO ITS INCEPTION AND TO KEEPING THAT MOMENTUM MOVING FORWARD.
BUT MOST IMPORTANT, TO HAVE A COMMITTEE OF PEOPLE FROM A GRASSROOTS PERSPECTIVE.
WE DID NOT WANT A COMMITTEE THAT WAS BUILT FROM THE TOP DOWN.
WE HAD A DIVERSE TEAM WITH MEMBERS FROM ALL LEVELS AND OFFICE LOCATIONS WHO HAD SKIN IN THE GAME.
THEY WANTED THE PLAN TO BE SUCCESSFUL BECAUSE IT WAS THEIR PLAN.
ALSO IMPORTANT WAS TO OBTAIN FEEDBACK, NOT ONLY FROM OUR STAFF, BUT FROM OUR COMMUNITY PARTNERS, OUR CLIENTS, AND OUR STAKEHOLDERS.
ACTUALLY, AT THIS TIME, I'D LIKE TO SAY THANK YOU TO OUR BOARD MEMBERS, CHAIRMAN BROWN, VICE CHAIR MICHAELS, AND TO EACH ONE OF YOU SITTING HERE TODAY FOR PROVIDING YOUR CRITICAL FEEDBACK.

WE TOOK OUR IN HOUSE FINDINGS, AND WE COUPLED THAT WITH OUR EXTERNAL FINDINGS TO GUIDE US AS WE DEVELOPED OUR PLAN.
OUR MISSION, OUR VISION, OUR GUIDING PRINCIPLES, AND THAT INFORMATION ALSO LED TO THE IDENTIFICATION OF FOUR KEY FOCUS AREAS, WHICH FORMED THE FOUNDATION OF OUR PLAN.

OUR FIRST GOAL WORKFORCE AIMS TO FOSTER AND MAINTAIN A WELL QUALIFIED AND HIGH FUNCTIONING WORKFORCE THAT IS DEDICATED TO THE SUCCESS OF THE DEPARTMENT.
IT WILL FOCUS ON INSTITUTING INNOVATIVE AND QUALITY TRAINING, INCREASING OPPORTUNITIES FOR ADVANCEMENT, AND EXAMINING THE PROMOTIONAL PROCESS AND CREATING A SUCCESSION PLAN.
THE SECOND GOAL, COMMUNICATION, WE'LL LOOK AT FOSTERING CONSISTENT AND TRANSPARENT COMMUNICATION EFFECTIVELY TO CONVEY THE DEPARTMENT'S GOALS AND VALUES.
IT WILL ESTABLISH REGULAR AND FREQUENT COMMUNICATION, INCREASE THE UNDERSTANDING OF THE DEPARTMENT AND ITS PURPOSE, AND STREAMLINE THE COMMUNICATION PROCESS BETWEEN ADULT PROBATION AND ITS STAKEHOLDERS.
THE AREA OF DATA IS OUR THIRD GOAL.
IT WILL FOCUS ON CREATING A DATA DRIVEN DEPARTMENT, COMMITTED TO CONSISTENT AND INNOVATIVE PRACTICES.
DURING THIS PROCESS, WE'LL IDENTIFY THE DEPARTMENT'S DATA NEEDS, EXPLORE EMERGING TECHNOLOGIES, STANDARDIZE COLLECTION AND STORAGE PRACTICES, AND WE WILL CONSISTENTLY AIM TO SHARE DATA INTERNALLY AS WELL WITH EXTERNAL STAKEHOLDERS.
FINALLY, THE GOAL OF SUPERVISION IS TO PROMOTE SUCCESSFUL CLIENT OUTCOMES THROUGH EFFECTIVE SUPERVISION.

SO IT'S HARD TO BELIEVE THAT THEY CAN EVEN MANAGE THAT BECAUSE THAT'S 20 CASES A DAY OR 30 CASES OF WORKDAY.

SINCE THE LAST UPDATE I PROVIDED TO YOU AT THE BOARD'S MEETING ON APRIL 17TH, THE PLANNING UNIT HAS DISTRIBUTED THE REVIEW DRAFT OF THE SOLAR FACILITIES ORDINANCE, BOTH INTERNALLY AND EXTERNALLY TO VARIOUS STAKEHOLDERS.
THAT INCLUDES YOU, MEMBERS OF THE BOARD, AS WELL AS THE MEMBERS OF THE PLANNING AND ZONING COMMISSION, VARIOUS INTERNAL DIVISIONS WITHIN THE COUNTY, OTHER MUNICIPALITIES WITHIN YAVAPAI COUNTY, OTHER INTEREST GROUPS THAT HAVE ASKED FOR THE INFORMATION OR ON OUR EMAILING LIST, AND ANY OTHERS THAT WE CAN THINK OF.
WE ARE ABSOLUTELY ATTEMPTING TO CAST OUR NETS WIDE TO GET AS MUCH FEEDBACK AS WE CAN.

WE LOOKED AT VARIOUS MUNICIPALITIES, AS WELL AS COUNTIES WITHIN ARIZONA AND ELSEWHERE IN THE UNITED STATES TO TRY TO STRIKE A BALANCE BETWEEN THE INTEREST FOR INDUSTRIAL SCALE SOLAR DEVELOPMENT, AS WELL AS BEING PROTECTIVE OF THE PUBLIC INTEREST, THE ENVIRONMENT, AND QUALITY OF LIFE.
UPCOMING FROM HERE WOULD BE THE STUDY SESSION THAT WOULD BE SCHEDULED BEFORE THE BOARD ON JUNE 19TH, AND SO WHAT WE EXPECT IS THAT WE'RE GOING TO RECEIVE A LOT OF FEEDBACK BEFORE JUNE 17TH, AND SO THE DRAFT THAT YOU WOULD HAVE RECEIVED ON MONDAY IS PROBABLY GOING TO RECEIVE SUBSTANTIAL CHANGE.
