OKAY. FIRST ONE IS APPROVED PROCLAMATION DECLARING MAY 15TH, 2024 AS PEACE OFFICERS MEMORIAL DAY AND MAY 11TH THROUGH 18, 2024 AS NATIONAL POLICE WEEK AND YAVAPAI COUNTY PEACE OFFICERS MEMORIAL DAY AND NATIONAL POLICE WEEK.

WHEREAS IN 1962, JOHN F KENNEDY SIGNED THE FIRST PROCLAMATION RECOGNIZED MAY 15TH AS PEACE OFFICERS MEMORIAL DAY AND THE WEEK IN WHICH IT FALLS AS NATIONAL POLICE WEEK AND WHEREAS THE SAFETY AND WELL-BEING OF ALL ARIZONANS IS ESSENTIAL TO THE PROSPERITY OF ARIZONA'S FAMILIES AND COMMUNITIES, AND WHEREAS LAW ENFORCEMENT OFFICERS THROUGHOUT OUR COMMUNITIES ARE DEDICATED TO PROTECTING AND SERVING NEIGHBORHOODS, SCHOOLS AND FAMILIES AND WHEREAS LAW ENFORCEMENT OFFICERS RISK THEIR LIVES EACH DAY AND EVERY DAY IN ORDER TO ENSURE PUBLIC SAFETY, ENFORCE THE LAWS OF THE LAND.

AND WHEREAS PEACE OFFICERS MEMORIAL DAY AND NATIONAL POLICE WEEK ARE OPPORTUNITIES TO HONOR LAW ENFORCEMENT OFFICERS WHO HAVE FALLEN IN THE LINE OF DUTY AND RECOGNIZE THE SACRIFICES MADE BY THE FAMILIES OF THOSE OFFICERS AND THE FAMILIES OF THOSE WHO CONTINUE TO PROTECT AND SERVE OUR COMMUNITIES.

NOW, BE IT RESOLVED, THE YAVAPAI COUNTY BOARD OF SUPERVISORS DOES HEREBY ACKNOWLEDGE MAY 15TH AS PEACE OFFICERS MEMORIAL DAY IN THE WEEK OF MAY 12TH AS NATIONAL POLICE WEEK.

WITNESS THEREOF CHAIRMAN OF THE BOARD, ON BEHALF OF YAVAPAI COUNTY BOARD OF SUPERVISORS, SET MY HAND AND CAUSED SEAL OF THE COUNTY TO BE AFFIXED THIS FIRST DAY OF MAY 2024, AND DID YOU WANT TO COME SAY, CHIEF DEPUTY? I JUST WANTED TO ADD ONE THING.

YOU KNOW, YESTERDAY WAS A BAD DAY FOR LAW ENFORCEMENT, AND WE LOST A NUMBER OF PEOPLE TRYING TO SERVE WARRANTS AND EVERY DAY LAW ENFORCEMENT IS OUT THERE WEARING THEIR UNIFORMS, BEING BASICALLY TARGETS FOR A LOT OF REALLY SICK PEOPLE.

THEY NEED OUR SUPPORT.

ALL OF LAW ENFORCEMENT DOES ALL OF OUR LOCAL LAW ENFORCEMENT AROUND THE COUNTY AND THIS IS A SPECIAL MONTH COMING UP FOR US, NOT ONLY FOR THE PEACE OFFICER MEMORIAL WEEK, BUT FOR THE CORRECTIONS OFFICER MEMORIAL WEEK.

THAT'S COMING NEXT WEEK AND I KNOW WE'RE GOING TO READ THAT PROCLAMATION AS WELL.

BUT, MR. CHAIRMAN, YOU'RE CORRECT.

EACH AND EVERY DAY WE LOSE OFFICERS AROUND OUR NATION.

OFFICERS THAT HAVE COME TO THIS WORK, THAT HAVE BEEN CALLED TO THIS WORK THAT SELFLESSLY SACRIFICE THEMSELVES AND DO A JOB THAT MANY REALLY HAVE A HARD TIME COMPREHENDING.

YOU KNOW, WE SEE OUR LAW ENFORCEMENT GOING THERE.

WE SEE THEM ON TRAFFIC STOPS.

BUT YOU DON'T KNOW, YOU DON'T SEE WHAT THEY GO THROUGH IN BETWEEN THOSE CALLS, THE VIOLENT NATURE THAT THEY'RE HAVING TO GO THROUGH AND TO PROTECT US AND SO WE'VE ALWAYS REALLY ENJOYED A GREAT RELATIONSHIP WITH OUR COMMUNITY.

WE HAVE A COMMUNITY HERE IN YAVAPAI COUNTY THAT OVERWHELMINGLY SUPPORTS US.

WE FEEL THAT. WE FEEL THE LOVE.

WE FEEL THE CITIZENS WHO UNDERSTAND AND SPEAK UP FOR US.

SO WE APPRECIATE THIS PROCLAMATION.

OF COURSE, YOU KNOW, IN THE LAST TWO YEARS, WE'VE LOST A COUPLE OF OFFICERS.

ONE WAS MURDERED IN THE LINE OF DUTY SERGEANT RICK LOPEZ AND THEN LAST YEAR, WE LOST SERGEANT TOMMY TIEMAN TO HEALTH CONCERNS, WHO WAS A HUGE LOSS FOR US AND SO THIS JOB DOES TAKE ITS TOLL AND SO WE DO APPRECIATE THE SUPPORT THAT COMES FORWARD AND I KNOW THE SHERIFF HAS SHERIFFS HERE.

SO, SHERIFF RHODES WOULD YOU LIKE TO SO ON BEHALF OF SHERIFF RHODES AND THE AGENCY, I JUST WANT TO THANK YOU FOR EVERYTHING THAT YOU DO FOR US.

IT GOES WITHOUT SAYING, WITHOUT READING THE PROCLAMATION, YET THAT ALMOST EVERY DAY IN YAVAPAI COUNTY IS PREPARATION DAY.

SO TAKE IT FOR WHAT IT'S WORTH.

GET OUT AND CUT YOUR WEEDS.

WE'VE MADE IT AVAILABLE TO YOU TO TAKE ALL YOUR SLASH FOR THE LAST TWO MONTHS.

LET'S GET IT CLEANED UP SO WE DON'T HAVE A PROBLEM.

SO IN READING THAT WILDFIRE COMMUNITY PREPAREDNESS MONTH, WHEREAS MUCH OF YAVAPAI COUNTY IS COMPOSED OF WOODLANDS AND GRASSLANDS THAT ARE HIGHLY SUSCEPTIBLE TO DANGEROUS WILDFIRES, EVEN WITH THE SIGNIFICANT MOISTURE MAKING WILDFIRES A PREVALENT THREAT WE NEED TO BE MINDFUL OF. WHEREAS DESTRUCTIVE WILDFIRES IN YAVAPAI COUNTY ROUTINELY CAUSE PROPERTY DESTRUCTION, INJURIES, AND DEATH, AS WELL AS THE LOSS OF NATURAL HABITAT AND WILDLIFE.

AND WHEREAS YAVAPAI COUNTY RESIDENTS CAN REDUCE THE RISK AND SEVERITY OF WILDFIRES AS WELL AS REDUCE DEATHS, INJURIES, PROPERTY LOSSES CAUSED BY WILDFIRES THROUGH PROACTIVE WILDFIRE PREVENTION AND PREPAREDNESS EFFORTS AND WHEREAS, A MONTH DEDICATED TO CREATING AWARENESS OF WILDFIRE DANGER, TEACHING YAVAPAI COUNTY RESIDENTS HOW TO PREVENT AND REDUCE THE SEVERITY OF WILDFIRES, AND ORGANIZING ACTIVITIES TO PREVENT WILDFIRES AND LESSEN THEIR SEVERITY, WILL SIGNIFICANTLY REDUCE THE RISK AND DISCRETION WILDFIRES WHEN THEY OCCUR.

WHEREAS PROACTIVE WILDFIRE PREVENTION AND PREPAREDNESS EFFORTS, WHETHER PERFORMED BY A SINGLE INDIVIDUAL, A NEIGHBORHOOD, OR AN ENTIRE COMMUNITY, ARE EFFECTIVE IN PREVENTING AND LESSENING THE SEVERITY OF WILDFIRES.

NOW, THEREFORE, BE IT RESOLVED, THE YAVAPAI COUNTY BOARD OF SUPERVISORS HEREBY PROCLAIMS THE MONTH OF MAY 2024 AS WILDFIRE COMMUNITY PREPAREDNESS MONTH AND YAVAPAI COUNTY WITNESS THEREOF CHAIRMAN OF THE BOARD.

I JUST I REALLY NEED TO SHARE THE COMMUNITY PARTNERSHIPS THAT WE HAVE WITHIN THIS COUNTY ARE NATIONALLY RECOGNIZED AND IT'S BEEN IN PLACE SINCE BEFORE I WAS ON THIS FOREST IN 2015 AND IT'S A MODEL OTHERS STRIVE FOR AND I CAN ASSURE YOU, WE GO ON FIRES THROUGHOUT THE NATION. OUR FOLKS ARE EVERYWHERE TODAY.

WE HAVE FOLKS OUT ON FIRES, AND WE DO HAVE A GOOD REFERENCE TO JUDGE THIS BY AND I CAN ASSURE YOU THIS PARTNERSHIP IS IT'S TRULY WORKS.

AND THIS IS EVIDENCED BY THIS PROCLAMATION.

SO IT TAKES ALL OF US TO BRING THIS FORWARD AND THIS PREPAREDNESS ISSUE IS SIGNIFICANT AND THANK YOU FOR BRINGING THAT FORWARD. SO FIRE WISE WORKS.

COMMUNITIES AND WE TRY TO CONTINUE THE GOALS AND OBJECTIVES THAT WERE ESTABLISHED BY POWAY ORIGINALLY AND FOLKS LIKE BOB BETTS, OUR FORMER CHAIRMAN, AND SO FORTH, THAT.

CONTINUE TO GROW THAT, AND I WANT TO JUST SUMMARIZE SOME OF THE ACCOMPLISHMENTS WE HAD THIS LAST YEAR.

IN THE LAST FIVE YEARS WE'VE BEEN ABLE TO FUND AND PASS THROUGH MITIGATION FUNDING FOR OVER $1 MILLION IN GRANT FUNDING AND DONATIONS.

LAST YEAR ALONE, $400,000 WAS PASSED THROUGH AND AND THAT INCLUDES YOUR CONTRIBUTIONS TO US AND ALSO THROUGH TITLE THREE AND COMMUNITY DONATIONS AND SO FORTH.

ALSO, WE'VE BEEN ABLE TO ACTUALLY TAKE YAVAPAI FIREWISE NAME AND FROM A TRADEMARK OR REGISTERED TRADEMARK TO AN ACTUAL CORPORATE ENTITY AND THAT MEANS THAT YOU CAN WRITE A CHECK TO [INAUDIBLE] OR YOU CAN WRITE A CHECK TO YAVAPAI FIREWISE TO STILL GET THE WRITE OFF.

OKAY, SO TO DATE, WE'VE SECURED THIS QUARTER.

TO DATE, WE'VE SECURED OVER $200,000 IN FUNDING, INCLUDING THANK YOU VERY MUCH FOR THE TITLE THREE FUNDING THAT YOU ALLOWED US TO HAVE AND I'M MOST PROUD OF THE FACT THAT I'VE BEEN INVOLVED IN A LOT OF NONPROFITS, AND WE OPERATED AROUND A 10% OVERHEAD.

THE GOAL OF NATIONWIDE FOR A NONPROFIT IS AROUND 30% WHEN YOU CONSIDER GRANT FUNDING AND ADMINISTRATION AND SO THAT'S LARGELY DUE TO THE VOLUNTEERS WE HAVE AND THE PARTNERSHIPS WE HAVE AND I WANT TO DO A SHOUT OUT TO ASHLEY AND HER CREW FOR HER SUPPORT FOR US AND YOUR CONTINUED SUPPORT.

SUPER. CHAIRMAN BROWN AND OUR LIAISON HERE SUPERVISOR OBERG AND MANY THANKS TO THE COUNTY STAFF AND EVERYTHING YOU DO.

I'VE HAD THE GREAT PLEASURE OF WATCHING THIS ORGANIZATION GROW VERY RAPIDLY, AND WE'RE A BIG PART OF THAT.

THE WEAVER MOUNTAINS FIREWISE, COMMUNITIES FROM CONGRESS, YARNELL, SKULL VALLEY, PEEPLES VALLEY, RUGER RANCH, AND WILHOIT.

WE'RE TRYING TO BRING IT ALL TOGETHER INTO ONE REGIONAL CONCEPT THERE.

AS TOM MENTIONED WE RECENTLY MOVED ALL OF THEIR MEETINGS OVER TO THE EMERGENCY OPERATIONS CENTER, AND WE ARE HAPPY TO HOST THEM.

IT'S BEEN A GREAT JOY SEEING ALL OF THE COMMUNITY PARTICIPATION AND SEEING THOSE EFFORTS THROUGHOUT YAVAPAI COUNTY.

WE ALSO ARE BIG PROPONENTS IN PROMOTING THOSE LOCAL SOLUTIONS TO ENHANCE FIRE SAFETY THROUGH THOSE SMART LANDSCAPING AND BUILDING PRACTICES.

WE ALSO PARTICIPATE IN THE ADMINISTRATION OF THE TITLE THREE FUNDS, AS YOU GUYS ARE ALSO WELL AWARE AND GOING THROUGH THOSE APPLICATIONS AND PROVIDING RECOMMENDATIONS TO YOU GUYS FOR AWARDING THOSE FUNDS THROUGH THE EMERGENCY MANAGEMENT, WE ALSO SUPPORT RESPONSE.

IT'S NOT A MATTER OF IF WE GET A WILDFIRE, IT'S A MATTER OF WHEN AND SO WHEN OUR FIREFIGHTERS, AS WELL AS THE SHERIFF'S OFFICE MANAGE THE EVACUATIONS, WE SUPPORT THEM THROUGH THE EMERGENCY OPERATIONS CENTER.

BUILDING SAFETY MONTH IS AN INTERNATIONAL CAMPAIGN CELEBRATED IN MAY TO RAISE AWARENESS FOR BUILDING BUILDING SAFETY AND SO FOR MORE THAN 43 YEARS, THE BUILDING SAFETY MONTH HAS REINFORCED THE NEED FOR THE ADOPTION OF OF MODERN, REGULARLY UPDATED BUILDING CODES AND THAT HELPS INDIVIDUALS, FAMILIES, BUSINESSES TO UNDERSTAND WHAT IT TAKES TO CREATE SAFE AND SUSTAINABLE STRUCTURES IN THE COUNTY.

SO ADOPTION ADOPTED BUILDING CODES ENSURE SAFETY, SUSTAINABILITY AND RESILIENCE OF BUILDINGS AND STRUCTURES WITHIN OUR JURISDICTION.

THEY ENSURE MAINTENANCE OF PROPERTY VALUES AND EVEN ENSURE INSURABILITY OF HOMES.

WE'VE ADOPTED THE 2018 INTERNATIONAL BUILDING CODE, AND THAT PROVIDES THAT THOSE MINIMUM REQUIREMENTS FOR TO SAFEGUARD PUBLIC HEALTH, SAFETY AND GENERAL WELFARE OF THE OCCUPANTS IN OUR COMMUNITY AND YAVAPAI COUNTY HAS ACTUALLY HAD ADOPTED BUILDING CODES SINCE 1987 AND SO THIS MEANT THIS MONTH'S BUILDING SAFETY MONTH THEME IS MISSION POSSIBLE.

SO A FEW THINGS THAT WE'RE DOING IN THIS MONTH TO TO RECOGNIZE BUILDING SAFETY MONTH DEVELOPMENT SERVICES WILL BE PROMOTING BUILDING SAFETY MONTH AT THE COTTONWOOD HOME DEPOT ON MAY 8TH AND MAY 22ND FROM 9 A.M.

TO 2 P.M., AND ALSO THE PRESCOTT LOWE'S AT MAY ON MAY 9TH AND MAY 23RD FROM 9 TO 2 P.M.

AS WELL. WE'LL HAVE A BOOTH AT BOTH OF THOSE LOCATIONS TO PROVIDE OUTREACH INFORMATION TO THE PUBLIC ABOUT OUR DEPARTMENT, SO THE PUBLIC IS ENCOURAGED.

WHEREAS ON MAY 5TH, 1984, PRESIDENT RONALD REAGAN SIGNED PROCLAMATION 5187, CREATING NATIONAL CORRECTIONAL OFFICERS WEEK, DECLARING THE PROFESSIONALISM, DEDICATION AND COURAGE EXHIBITED BY THESE OFFICERS THROUGHOUT.

WE BELIEVE THAT EVERYBODY WHO IS PERFORMING A CONSTITUTIONAL FUNCTION OF THE SHERIFF IS ACTUALLY A DEPUTY OF THE SHERIFF.

OUR CORRECTIONS DEPUTIES ARE SOME OF THE MOST PROFESSIONAL HARDWORKING BUT IMPORTANT PART OF PUBLIC SAFETY TO YAVAPAI COUNTY.

THE WORK THAT THEY DO IS BEHIND THE WALLS A LOT OF, YOU KNOW, MOSTLY AND ISN'T REALLY NOTICED BY THE PUBLIC, BUT IT IS ONE OF THE MOST IMPORTANT PARTS.

THE CRIMINAL JUSTICE SYSTEM REQUIRES TO BE EFFECTIVE ACCOUNTABILITY AND THAT ACCOUNTABILITY OFTENTIMES IS INCARCERATION.

BUT INCARCERATION STILL REQUIRES TO THAT THE PEOPLE WHO ARE IN THE JAILS ARE TREATED HUMANELY, THAT CLEAN, CONSTITUTIONAL, PROFESSIONALLY RUN FACILITIES AND THE PEOPLE THAT MAKE A CAREER OUT OF WORKING IN OUR FACILITIES REALLY PROVIDE ONE OF THE MOST IMPORTANT PARTS OF PUBLIC SAFETY, IN MY OPINION.

YOU MAY NOT SEE THEM PUBLICLY AS MUCH AS YOU SEE OTHER LAW ENFORCEMENT OR OTHER PUBLIC SAFETY OFFICIALS, BUT THEY HAVE ONE OF THE MOST IMPORTANT JOBS. THEY FEEDING ALL THE INMATES.

THANK YOU, HONORABLE CHAIRMAN AND SUPERVISORS, IT'S MY HONOR TO BE ABLE TO STAND BEFORE YOU AND TALK THROUGH SOME OF THIS WORK THAT HAS BEEN GOING ON IN COLLABORATION WITH THE COUNTY AND THE COMMUNITIES.

I WANT TO START OUT BY THANKING YOU FOR YOUR LEADERSHIP AND SUPPORT WITH MAY BEING A WILDFIRE PREVENTION MONTH IN OUR COMMUNITIES.

IT'S IMPORTANT FOR US TO MAKE SURE THAT WE EXPLAIN THE EFFORTS THAT WE ARE TAKING ON TO MAKE SURE THAT WE ARE SUPPORTING THE EFFORT AS WELL.

THERE WERE 1557 FIRES THAT BURNED OVER 204,000 ACRES LAST YEAR IN 2023, 1 IN 3 OF THOSE FIRES CAME NEAR OUR INFRASTRUCTURE AND SO IT'S IMPORTANT, AS WE KNOW, YOU KNOW, SOMETIMES THOSE TYPES OF THINGS

CAUSE OUTAGES. HOW DO WE ACCURATELY AND EFFECTIVELY OPERATE IN THAT SPACE TO MAKE SURE THAT WE'RE PARTNERING AND KEEPING OUR COMMUNITY SAFE? IN MARCH, IN ANTICIPATION FOR ANOTHER HOT, DRY SUMMER, THE GOVERNOR RELEASED ARIZONA'S EXTREME HEAT PREPAREDNESS PLAN AND THE ARIZONA HEALTH DEPARTMENT.

I APOLOGIZE APPOINTED ITS FIRST OFFICER OVER HEAT AWARENESS AND THAT'S SOMETHING THAT WE'RE VERY CONCERNED WITH THAT WE TAKE VERY SERIOUSLY AND WE HAVE A BIG EFFECT ON THE SUCCESS OF THOSE PLANS AND SO WE'RE READY TO SUPPORT THERE AND WHEN WE TALK ABOUT WILDFIRE, THE DISCUSSION THAT'S GONE ON SO FAR IN THE PROCEEDINGS, THE PROCLAMATIONS THAT HAVE HAPPENED TIE IN NICELY TO WHAT WE ARE HERE TO PRESENT.

AND FROM A FIRE MITIGATION STANDPOINT, WE APPROACH THIS IN THREE WAYS.

FIRST, PREVENTION, MITIGATION AND THEN RESPONSE.

FROM A PREVENTION STANDPOINT, WE HAVE A WHOLE FORESTRY AND FIRE MITIGATION PROGRAM, ESPECIALLY OUR FIRE MITIGATION PROGRAM HAS EXPANDED GREATLY OVER THE LAST FEW YEARS, KNOWING THE RISK TO OUR COMMUNITIES.

BUT OUR VEGETATION MANAGEMENT PROGRAM, THEY MAKE SURE OUR RIGHT OF WAYS ARE MAINTAINED.

WE HAVE PARTNERSHIPS WITH THE FOREST SERVICE AND OBVIOUSLY THE COUNTY, BUT WE DO CLEARING.

WE EVEN GO ARE ABLE TO GO OUTSIDE OF OUR RIGHT OF WAYS AND IDENTIFY HAZARD TREES AND WORKING WITH THE FOREST SERVICE, REMOVE THOSE THAT MIGHT EVEN ENCROACH ON OUR LINES AND CAUSE ISSUES.

I'M PROUD TO ANNOUNCE THAT THIS PAST YEAR, THE EXECUTIVE BOARD OF CYMPO COMMISSIONED A STUDY TO EVALUATE THE PLANNING AREA THAT WE'VE BEEN USING FOR THE LAST 20 YEARS.

WHAT YOU SEE ON THIS MAP, THE BASE IS FROM THAT LAST MAP.

WHAT WE EVALUATED IN THAT STUDY IS SCENARIOS A, B, AND C.

LONG STORY SHORT, THE EXECUTIVE BOARD APPROVED EXPANDING THE PLANNING AREA TO INCLUDE SCENARIOS A AND B, WHICH IS ESSENTIALLY ALL OF YAVAPAI COUNTY, EXCLUDING THE THE VERDE VALLEY.

BUT WITH SUPERVISOR MICHAELS AND GREGORY.

WE'LL KEEP THAT CONVERSATION OPEN IN YEARS TO COME.

THIS DOES INCLUDE A GREAT DEAL OF GEOGRAPHY, AND ONE OF THE KEY PARTS IS A TRANSPORTATION ORGANIZATION IS PART OF THE DECISION MAKING IS WE LOOK AT THE METROPOLITAN AREA OF YAVAPAI COUNTY, AND WE ACKNOWLEDGE THAT THE GREATER WESTERN AND SOUTHERN YAVAPAI COUNTY ACCESS SO MANY OF THE SERVICES IN THE METROPOLITAN AREA.

SO FOR OUR PURPOSES, THIS IS VALUE ADDED TO HOW WE DO TRANSPORTATION PLANNING IN YAVAPAI COUNTY.

A REMINDER TO THE REPRESENTATION THAT WE HAVE ON OUR CYMPO BOARD.

CHAIRMAN BROWN IS ALSO SERVING AS THE CHAIR OF CYMPO.

VICE CHAIR IS MAIER HUGHES FROM DEWEY-HUMBOLDT OUR SECRETARY TREASURER AS MAYOR GOODE FROM PRESCOTT.

WE HAVE MEMBERS OF VICE MAYOR ARMSTRONG FROM THE TOWN OF CHINO VALLEY AND MAYOR PALGUTA FROM THE TOWN OF PRESCOTT VALLEY.

EXCUSE ME. WE HAVE A NEW MEMBER JOINING US, CYMPO, REPRESENTING THE STATE OF ARIZONA.

HE IS REPLACING A MEMBER THAT WE'VE HAD THE LAST SIX YEARS WHO RECENTLY UNEXPECTEDLY PASSED AWAY.

SO WE WANT TO ACKNOWLEDGE GARY KNIGHT, WHO IS ALSO A YUMA COUNCIL MEMBER.

HE REPRESENTED THE FOUR COUNTIES IN WESTERN ARIZONA AND DID GREAT SERVICE ON BEHALF OF THE STATE, ON BEHALF OF CYMPO, ON BEHALF OF YAVAPAI COUNTY HE IS BEING REPLACED BY SAM WALTERS.

HE'S A COUNTY MANAGER FOR MOJAVE COUNTY, AND HE WILL BRING A WEALTH OF EXPERIENCE OF TRANSPORTATION.

SO WE LOOK FORWARD TO WORKING WITH HIM.

I WANT TO ACKNOWLEDGE WE'VE BEEN WORKING THIS PAST YEAR WITH SENATOR BENNETT, REPRESENTATIVE BLISS, AND WIN ON A ONE TIME TRANSPORTATION BILL THAT WOULD BRING $400 MILLION TO GREATER ARIZONA, OF WHICH $33 MILLION WOULD COME TO THE CYMPO REGION.

THE PROJECT THAT I HIGHLIGHTED HAS BEEN A CONVERSATION OF YOU AS A BOARD THE LAST COUPLE OF YEARS THROUGH CHAIRMAN BROWN'S LEADERSHIP WITH CYMPO, WE HAVE MADE THIS A PRIORITY FOR CYMPO OF THAT $33 MILLION, $13 MILLION WOULD GO TO THE EXPANSION OF HIGHWAY 89 BETWEEN ROADS THREE AND FIVE NORTH IN THE TOWN OF CHINO VALLEY.

I KNOW COUNTY MANAGER THOMPSON HAS GIVEN REPORTS ON THE LEGISLATURE.

THIS BILL HAS NOT PROGRESSED.

THE TRANSPORTATION COMMITTEE HAS SUPPORTED IT AT THE HOUSE.

BUT DUE TO THE OVERALL BUDGET RESTRAINTS AND FORECAST, THIS HASN'T MADE PROGRESS.

BUT MANY OF OUR LEGISLATORS HAVE CONTINUE TO KEEP SUPPORT OF THIS.

SO MOST LIKELY WE'LL BE BRINGING THE SAME BILL TO THE LEGISLATURE NEXT YEAR.

AND WE HAVE SOME OTHER PROJECTS THAT WE'VE IDENTIFIED ON THERE.

I'M PROUD TO ANNOUNCE THAT WITH YOUR HELP, WE'RE GOING TO BE KICKING OFF OUR 25 YEAR TRANSPORTATION PLAN.

THIS IS SOMETHING THAT YOU AS THE BOARD OF SUPERVISORS AND YOUR STAFF.

RIGHT? THE PUBLIC CONTRIBUTES TO IT.

BUT THIS IS THE 25 YEAR FORECAST INTO THE FUTURE.

WE UPDATE THIS EVERY FIVE YEARS AND THIS LOOKS AT SAFETY AND CAPACITY OF ALL ROADWAYS.

IT LOOKS AT PAVEMENT CONDITION.

IT LOOKS AT GROWTH AND DEVELOPMENT.

SO THIS IS ESSENTIAL TO THE WORK THAT YOU DO.

THE WORK THAT WE DO.

IT TAKES INTO ACCOUNT YOUR COUNTY COMPREHENSIVE PLAN AND THE LOCAL GENERAL PLANS.

SUNDOG CONNECTOR DESIGN CONCEPT REPORT.

THE EXECUTIVE BOARD JUST RECENTLY APPROVED TO RECEIVE THIS REPORT AFTER A TWO YEAR STUDY OF THE CORRIDOR AND I'LL SHOW YOU A MAP.

SO EVERYONE GETS THEIR BEARINGS HERE.

ON THE FAR LEFT IS THE JUSTICE CENTER, THE ROUNDABOUT ON PRESCOTT LAKES PARKWAY GOING EAST.

IT'S A THREE AND A HALF MILE CORRIDOR TO THE TOWN OF PRESCOTT VALLEY.

AS YOU COME INTO PRESCOTT VALLEY, WHERE HOME DEPOT IS THIS THREE AND A HALF MILE CORRIDOR, AS YOU CAN SEE ON THE MAP, COVERS A WIDE RANGE OF A VARIETY OF THINGS OF STATE LAND DEVELOPMENT AREAS WITHIN THE CITY OF PRESCOTT AND THE TOWN OF PRESCOTT VALLEY.

WHAT WAS EVALUATED IN THIS STUDY WAS THE EMERGENCY RESPONSE AND EVACUATION THROUGHOUT THE REGION.

SAFETY AND CAPACITY OF THE HIGHWAY.

THAT ROADWAY ON HIGHWAY 69 IS CARRYING UP TO 45,000 VEHICLES A DAY.

OVER THE LAST FIVE YEARS, THERE'S BEEN 110 CRASHES, TWO FATALITIES ON HIGHWAY 69 AND THEN WE ALSO LOOKED AT THE APPROVED DEVELOPMENTS BY THE CITY OF PRESCOTT WITHIN THAT CORRIDOR.

AGAIN, AS YOU LOOK AT THE MAP, YOU'LL SEE STORM RANCH IS OVER 200 ACRES, AND YAVAPAI HILLS UNIT NINE IS OVER 500 ACRES OF APPROVED DEVELOPMENT.

WHAT YOU SEE ON THE MAP IS THE ALTERNATIVE THAT AFTER TWO YEARS WAS IDENTIFIED FOR THE ROADWAY BUILD OPTION.

THE STUDY ALSO LOOKED AT THE CONSEQUENCES IF THE ROAD IS NOT BUILT.

THE BOARD THE EXECUTIVE BOARD RECEIVED THIS REPORT AND WE TURN IT OVER TO OUR LOCAL ELECTED OFFICIALS.

YOU AS THE BOARD OF SUPERVISORS, THE LOCAL MAYORS AND COUNCIL MEMBERS TO CHOOSE HOW YOU WISH TO PROCEED WITH THIS.

BUT WE'VE DONE OUR NEXT PHASE OF PLANNING TO IT.

ONE OF THE RESPONSES WE HEARD A LOT FROM THE SUNDOG CONNECTOR IS IMPROVE 69 WORK ON 69.

MANY OF YOU, LIKE SUPERVISOR BROWN AND MALLORY HAVE WORKED ON THIS THROUGH CYMPO TO IMPROVE 69.

WE ALL ACKNOWLEDGE THAT'S A STATE FACILITY THAT'S ON ADOT, BUT THAT'S NEVER HAD YOU REST AND WAIT FOR THEM TO RESPOND.

YOU'VE TAKEN THE BOLD LEADERSHIP TO MAKE THAT HAPPEN.

SO CYMPO HAS TAKEN ON THE EVALUATION OF HIGHWAY 69 FROM DEWEY-HUMBOLDT TO PRESCOTT.

WE'VE BROKEN DOWN THAT 17 MILES INTO NINE SEGMENTS, TRYING TO LOOK AT WHERE IS THE GREATEST NEED FOR SAFETY AND CAPACITY IMPROVEMENTS THAT STUDY WILL GIVE YOU AS A BOARD OF SUPERVISORS, WHERE YOU WANT TO WORK WITH ADOT TO FOCUS ON THOSE PARTICULAR IMPROVEMENTS.

THE OTHER THING I WANT TO ACKNOWLEDGE IS WE'RE CURRENTLY WORKING WITH YOUR STAFF AND THE LOCAL CITIES MUNICIPALITIES ON AN ACTIVE TRANSPORTATION PLAN.

THIS IS THE FIRST TIME WE'RE DOING THIS IN 20 YEARS.

WE'RE LOOKING AT BICYCLE AND PEDESTRIAN FACILITIES AGAIN, THAT MULTIMODAL PART OF CYMPO WE'RE LOOKING AT FROM THE DOWNTOWN PRESCOTT AREA TO THE MORE RURAL PARTS OF CHINO VALLEY AND DEWEY-HUMBOLDT AND WE KNOW THIS IS NOT A ONE SIZE FITS ALL COUNTY.

SO WE'RE TAKING INVENTORY ON WHAT EXISTS THROUGHOUT THE REGION.

WHERE ARE THOSE OPPORTUNITIES TO SUPPORT THE WORK THAT YOU'RE DOING? AGAIN, BICYCLE, PEDESTRIAN TRAILS.

IN THE END, ANY STUDY THAT CYMPO DOES, WE WANT TO PUT YOU IN THE BEST POSITION FOR ADDITIONAL FUNDING.

WE KNOW THAT YOUR BUDGET, YOUR RESOURCES ARE TAPPED AS BEST THEY CAN.

SO WE WANT TO SEE IF WE CAN'T PRIORITIZE THROUGH OUR PLANS TO BRING ADDITIONAL FUNDING.

WE JUST FINISHED A REGIONAL TRANSPORTATION SAFETY PLAN.

THIS SAFETY PLAN LOOKED AT THE LAST FIVE YEARS OF SAFETY CRASH REPORTING THAT REPORT IS ABOUT 300 PAGES.

AND I'M JUST GOING TO GIVE YOU ONE TABLE FROM THAT REPORT AND WHAT'S IMPORTANT ABOUT THIS TABLE IS ALL OF THESE CRASHES AND FATALITIES IS WHAT THE REPORT EVALUATES.

IT LOOKS AT THE ENTIRE CYMPO REGION, HOW IT'S OPERATING REGIONALLY AND THEN LOCALLY.

SO IF YOU LOOK AT THOSE BOTTOM LINE NUMBERS, YOU SEE THAT OVER THE LAST FIVE YEARS, THERE'S BEEN 8256 CRASHES AND 56 FATALITIES.

WE WOULD ALL AGREE THAT 56 FATALITIES IS 56 TOO MANY.

SO THIS PARTICULAR SAFETY PLAN WORKS WITH YOU AND YOUR STAFF TO SEE A REMEDIES SO THAT WE CAN SEE THAT NUMBER GO DOWN DRAMATICALLY AND THIS REPORT, LIKE I SAID, IS AROUND 300 PAGES AND IT NOT ONLY IDENTIFIES THE PROBLEMS BUT OFFERS SOLUTIONS AND WAYS TO AGAIN, SEEKING FUNDING. CYMPO CONTINUES TO WORK ON ENVIRONMENTAL INITIATIVES AGAIN WITH THE SUPPORT AND THE APPROVAL OF THE EXECUTIVE BOARD.

WE REALIZE THAT THE WORK THAT WE DO IN TRANSPORTATION PLANNING DIRECTLY IMPACTS THE ENVIRONMENT.

SO WE HAVE [INAUDIBLE] GROUP THAT WE WORK WITH THAT ADVISES US ON MANY ENVIRONMENTAL PROJECTS, AND THEY'RE ALWAYS EAGER TO SEE US DO MORE.

SO HOPEFULLY TAKING ON SOME OF THESE ADDITIONAL INITIATIVES, WE CAN WORK IN AREAS LIKE DEL RIO SPRINGS AND GLASFORD DELLS PARK AND OTHER AREAS THROUGHOUT THE COUNTY, SO STAY TUNED ON THAT.

THE REASON FOR THAT IS WE RECOGNIZE PRESCOTT VALLEY FOR STARTING THAT SYSTEM, BUT THEY'RE NOT IN A POSITION TO MANAGE A REGIONAL SYSTEM. SO IN CONVERSATIONS, CYMPO IS IN THAT POSITION TO OPERATE A REGIONAL PROGRAM LIKE YAVALINE.

SO WE ARE PROUD TO ANNOUNCE THAT PUBLIC TRANSIT THROUGH YAVALINE STARTED IN MARCH OF 24 AND HERE'S WHAT WE'RE INCREDIBLY PROUD OF.

SINCE ITS BEGINNING IN PRESCOTT VALLEY, WE NOW SIT AT 40,311 RIDES.

WHAT'S MORE IMPRESSIVE IS ONE THIRD OF THOSE RIDES ARE USING TO GET TO JOBS FOR EMPLOYMENT PURPOSES.

ONE FOURTH OF THE RIDES ARE PEOPLE TO GO SHOPPING AND ADD TAX DOLLARS TO THE COMMUNITY.

THE TOP DESTINATION SO FAR IN THE CITY OF PRESCOTT IS GETTING VETERANS TO THE VA.

THIS IS THE PRIMARY PURPOSE FOR PUBLIC TRANSIT IN THE CITY OF PRESCOTT RIGHT NOW IS TO SERVE OUR VETERAN POPULATION.

THIS PUBLIC TRANSIT SYSTEM.

I THINK WE'RE AT THE 20 MONTH MARK ABOUT THE THREE YEAR MARK WILL ADD $3.6 MILLION TO OUR LOCAL ECONOMY.

THIS IS THERE'S RIGHT NOW IN YAVALINE.

WE HAVE ABOUT 20 EMPLOYEES THAT INCLUDE TRANSIT DRIVERS, TRANSIT DISPATCHERS, TRANSIT MANAGERS.

SO A STAFF OF ABOUT 20 HAVE JOBS IN OUR COMMUNITY SERVING OUR PEOPLE TO GET TO SHOPPING, TO GET TO THE VA AND OTHER THINGS.

THE VEHICLES THAT ARE BEING PURCHASED ARE BEING MAINTAINED HERE IN THE COMMUNITY.

SO I JUST REALLY WANT TO PAINT THAT PICTURE TODAY.

HOW INCREDIBLY VALUABLE IN SO MANY WAYS THAT PUBLIC TRANSIT IS.

TRANSIT IS GETTING PEOPLE TO WORK, SHOPPING, HEALTH CARE, AND SO MUCH MORE.

THEY CAN MONITOR THEIR OWN BLOOD PRESSURE.

SO IF THEY DIDN'T PICK UP THEIR PRESCRIPTION, WE MIGHT CALL THEM ABOUT THAT OR TALK TO THEM ABOUT NUTRITION AND PHYSICAL ACTIVITY AND HOW IT RELATES TO THEIR CONDITIONS.

BUT REALLY, TRULY, TO HELP MANAGE THE CARE OF OUR MOST VULNERABLE PATIENTS.

SOMETIMES THEY'RE VERY LOW INCOME, VERY VULNERABLE SOMETIMES LIVING IN REMOTE AREAS AS WELL.

SO IT'S HARDER FOR THEM TO GET TO OUR OFFICES AND ALLOWS THEM TO HAVE SOMEONE TO GO TO VERSUS FEELING LIKE THEY HAVE TO COME INTO THE CLINICS EVERY TIME THEY HAVE AN ISSUE SO THEY CAN CALL THEM UP AND THAT PERSON REALLY ACTS AS THAT INTERMEDIARY FOR OUR DEPARTMENT OR FOR OUR CLINICS AND OUR PROVIDERS TO HELP GET INFORMATION TO THE PATIENT AND VICE VERSA. OKAY. SO IS THIS GOING TO BE AN ADDITIONAL DUTIES FOR SOMEBODY THAT YOU ALREADY HAVE, OR ARE YOU GOING TO BE HIRING ADDITIONAL PERSONNEL? WE WILL BE POSTING THE POSITION AND HIRING A NEW PERSON FOR THIS POSITION.

OKAY AND YOU ALREADY HAVE A APPROVED JOB DESCRIPTION FOR THAT POSITION.

SO HOW DOES THAT GET INTO THE PATIENT'S RECORD AND WHO MONITORS THAT AND ENSURES THE PROVIDER IS AWARE OF THIS AND TAKING SOME KIND OF A CORRECTIVE ACTION. YES.

SO THEY'LL BE IDENTIFIED AS FOLKS THAT HAVE GENERALLY HIGH BLOOD PRESSURE MAINTAINING BLOOD PRESSURE GENERALLY OVER 130 OVER 80 ON A CONTINUOUS BASIS.

SOME OF THESE PEOPLE ARE AT HIGH RISK FOR HEART ATTACKS, STROKE KIDNEY DISEASE, EVEN.

THERE'S OTHER ISSUES ASSOCIATED WITH HIGH BLOOD PRESSURE THAT WE WANT TO MAKE SURE THAT THOSE PEOPLE ARE MAINTAINING MEDICATION, MAINTAINING HEALTHY BEHAVIORS THAT WILL HELP LOWER THEIR BLOOD PRESSURE.

BUT ALSO AS I MENTIONED EARLIER, THESE ARE OFTEN PEOPLE WHO STOP INTO OUR OUR OFFICES MORE OFTEN OR END UP IN THE EMERGENCY DEPARTMENT BECAUSE THEIR BLOOD PRESSURE HAS GONE REALLY HIGH AND THIS WAY THEY HAVE SOMEONE TO REACH OUT TO WHEN THEY'RE HAVING TIMES WHERE THEY HAVE QUESTIONS, CONCERNS, AND VICE VERSA, WHERE THE CARE COORDINATOR CAN REACH OUT TO THEM.

BUT TRULY IS TAKING WHAT A PROVIDER IS SAYING BASED ON THE WHAT WE'RE SEEING IN THE REMOTE PATIENT MONITORING PROGRAM THAT FEEDS INTO OUR ELECTRONIC HEALTH RECORDS, MAKING SURE THAT WE KEEP THAT COMMUNICATION IN PLACE SO THAT THE PEOPLE CAN KNOW THAT THEIR CARE IS BEING TAKEN OR THEIR HEALTH IS BEING MANAGED, THAT THEY'RE BEING TAKEN CARE OF AND THAT, LIKE I SAID, HOPEFULLY IT DOES AVOID EMERGENCY SITUATIONS OR TIMES WHEN IT ADDS STRESS BECAUSE THEY'RE NOTICING THAT THEIR BLOOD PRESSURE IS DOING SOMETHING DIFFERENT OR THEY'RE FEELING DIFFERENT THAN THEY GENERALLY DO.

BUT ALSO GENERALLY OUR NURSE PRACTITIONERS ARE PHYSICIANS AND PA'S ARE SEEING PEOPLE THAT HAVE CONTINUOUSLY HIGH BLOOD PRESSURE THAT CAN BE REFERRED INTO THIS PROGRAM BECAUSE THEY FEEL LIKE THEY'D BE A GOOD A GOOD CANDIDATE.

SO HOW DO YOU PLAN TO PROVIDE THIS OPPORTUNITY FOR THOSE IN OUR RURAL COMMUNITIES? THE COUNTY WAS A PARTICIPANT IN BOTH OF THESE AND HAS RESULTED IN A HIGH QUALITY ROAD THAT THE RESIDENTS USE OUT THERE ON A REGULAR BASIS. SO WITH THAT I'M VERY PLEASED TO HEAR THAT THIS IS CLOSED OUT AT ITS AN ANNUAL PROCESS FOR US TO CHASE DOWN PEOPLE THAT HAVEN'T PAID THEIR ASSESSMENTS ON IT.

SO THEY ARE IN SESSION ON WEDNESDAYS ONLY.

SO TODAY BEING WEDNESDAY, THEY HAVE CONVENED AND WE'LL SEE WHAT THEY DO BY THE END OF THE DAY TODAY.

SO I ONLY HAVE ONE BILL TO REPORT ON TODAY AND THIS WAS ONE THAT THE LEGISLATIVE POLICY COMMITTEE DISCUSSED AT THEIR LAST MEETING LAST FRIDAY. THAT WAS SENATE BILL 1370.

EXCUSE ME. THIS WAS A BILL THAT WOULD EXEMPT YOUTH BUSINESSES OR BUSINESSES THAT ARE OPERATED BY A PERSON UNDER 19 YEARS OLD AND OPERATED ONLY OCCASIONALLY FROM ANY TYPE OF LICENSE OR PERMIT THAT A MUNICIPALITY OR A COUNTY COULD REQUIRE.

ADDITIONALLY, IT WOULD EXEMPT BUSINESSES OF THIS NATURE FROM TPT AND EXCISE TAX IF THEY MADE LESS THAN $10,000 IN A CALENDAR YEAR.

CSA STAFF AND LPC HAD CONCERNS WITH THE BILL, AND THEY VOTED TO OPPOSE THIS BILL LAST FRIDAY THE CONCERN WAS WITH A POTENTIAL LOOPHOLE IN THE BILL, AS IT WAS WRITTEN, THAT WOULD ALLOW A PARENT OPERATING A SO-CALLED YOUTH BUSINESS CREATED NORMALLY BY THEIR CHILD FOR PERMITTING BENEFITS, AND THEN THE EXEMPTION THAT THEY WOULD HAVE FROM TAXES.

SO, EXACTLY, THAT WAS THE FIRST THING THAT POPPED IN MIND.

YEAH. SO AGAIN, THEY VOTED TO OPPOSE THAT BILL AND THAT WAS THE ONLY BILL AND YOU MAY HAVE SEEN LPC ACTUALLY WON'T EVEN BE MEETING THIS WEEK. THERE IS REALLY NOTHING TO TALK ABOUT AND UNTIL THIS POINT, UNTIL WE SEE WHERE THE LEGISLATURE HEADS WITH A BUDGET CONVERSATIONS.

I JUST HAVE ONE ITEM TODAY IN MY MANAGER'S REPORT, AND THAT IS TO PROVIDE YOU A COPY OF THE JOINT LEGISLATIVE BUDGET COMMITTEE'S MONTHLY FISCAL HIGHLIGHTS FOR APRIL.

A COUPLE OF COMMENTS I WOULD MAKE REGARDING THAT REPORT, AND I BELIEVE IT WAS PROVIDED TO YOU AT THE DAIS THIS MORNING.

SO A LITTLE BIT OF CONTINUED GOOD NEWS FROM THE STATE'S FINANCES.

THE MARCH GENERAL FUND REVENUES TOTALED $1.08 BILLION, WHICH WAS AN INCREASE OF 19.2% ABOVE MARCH OF 2023.

SO ANOTHER POSITIVE TRENDING MONTH FOR STATE FINANCES LIKE LAST MONTH, INDIVIDUAL INCOME TAX IS THE BIGGEST DRIVER OF THAT.

GOOD NEWS FOR US, ACTUALLY, DUE TO A DECLINE IN THE DOLLAR AMOUNT OF REFUNDS BEING ISSUED AT THIS POINT.

AND THEN A LITTLE OUT OF THE ORDINARY FOR THE REPORT THAT I POINTED OUT IN MY REPORT TO YOU, IS THAT AT THE END OF THE REPORT, THERE'S A SECTION ON THE DEPARTMENT OF PUBLIC SAFETY. I JUST WANTED TO DRAW YOUR ATTENTION THAT THOSE INCLUDE AWARDS OF $626,000 FOR THE CURRENT YEAR AND $1 MILLION FOR FY 24 FOR THE YAVAPAI COUNTY SHERIFF'S OFFICE.

SO GOOD NEWS. SO YOU CAN SEE THE DETAIL OF WHERE THOSE AWARDS WERE MADE AND THEN FINALLY, IF THERE ARE NO QUESTIONS ABOUT THAT REPORT, I JUST WANTED TO BRING TO YOUR ATTENTION. BACK TO THE LESS THAN GOOD NEWS ABOUT THE STATE'S FINANCIAL POSITION.

GOVERNOR HOBBS HAS CALLED ON AGENCY DIRECTORS TO PREPARE FOR SOME COLLECTIVE FINANCIAL BELT TIGHTENING.

OVER THE NEXT COUPLE OF YEARS, SHE HAS ISSUED A LETTER TO STATE AGENCY DIRECTORS, CAME OUT FROM THE GOVERNOR'S DIRECTOR OF OPERATIONS LAYING OUT PLANS FOR AGENCIES TO BEGIN IMPLEMENTING A HEADCOUNT CAP SIMILAR TO A HIRING FREEZE FOR STATE GOVERNMENT.

AGENCIES ARE ALSO REQUESTED TO CONDUCT BUDGETARY SAVINGS EXERCISES AND DEVELOP PLANS FOR POTENTIAL BUDGET REDUCTIONS OF UP TO 4%. WITH THESE PROPOSALS, THE GOVERNOR'S OFFICE IS AIMING FOR $1.2 BILLION IN SAVINGS OVER THE NEXT TWO YEARS.

SO WE MAY BE HEARING MORE ABOUT CUTS FROM THE STATE.

AND WITH THAT, I'D BE HAPPY TO STAND FOR ANY QUESTIONS.

CHAIRMAN. HOW WOULD THIS BE AFFECTED? AS FAR AS OUR BUDGETING FOR THIS YEAR? WELL, WE'RE ANTICIPATING, OBVIOUSLY, RECEIVING A CERTAIN AMOUNT OF MONEY COME BACK FROM THE STATE REVENUE.

YEAH AND THIS WOULD HAVE A NEGATIVE EFFECT ON THAT.

I'M ASSUMING I WOULD ASSUME IT SHOULD HAVE A RELATIVELY MINOR IMPACT ON US AGAIN, 4%.

SO THE MAJORITY OF THOSE DEDUCTIONS WOULD END.
