LAST TIME WE WERE HERE, WE WERE TALKING ABOUT WHAT WE WERE GETTING READY TO DO.
NOW WE CAN TALK ABOUT WHAT WE DID.
WE SIGNED A RECORD OF DECISION ON THE ENVIRONMENTAL ASSESSMENT ON MARCH 21ST.
AND I'D LIKE TO START OFF BY SAYING THIS.
THIS IS TRIGGER TRASH, RIGHT? THERE'S BEEN A LOT OF DEBATE, BOTH INTERNALLY AND EXTERNALLY.
YOU KNOW, SO IT COULD BE STUFF LEFT OVER AFTER SOMEONE GOT DONE SHOOTING.
THE FACT OF THE MATTER IS, INSTEAD OF DEBATING ABOUT WHAT THAT IS OR WHAT IT ISN'T AS AN AGENCY, OR AT LEAST THE PHOENIX DISTRICT, WE DECIDED THAT WE'RE GOING TO DO SOMETHING ABOUT IT. AND SO ONE OF THE THINGS THAT WE DID WAS WE ACTUALLY DEVELOPED SOME RECREATIONAL TARGET SHOOTING SITES ABOUT THREE YEARS

AGO. WE HAVE FOUR THAT ARE CURRENTLY OPERATIONAL, THREE OF WHICH ARE IN THE NORTHERN PART OF OUR DISTRICT OFF OF CAREFREE HIGHWAY.AND THEN WE HAVE ANOTHER ONE SOUTH.
WE HAVE A FIFTH ONE THAT IS ACTUALLY DESIGNED FROM AN ENGINEERING PERSPECTIVE.
WE'RE JUST WAITING FOR THE FUNDING FOR THAT ONE.
AND WHAT'S GREAT ABOUT IT IS THE USER IS BEING VERY RESPONSIBLE.
WE'VE HAD HELP FROM THE VARIOUS SHERIFF'S OFFICES.
WE'VE HAD HELP FROM ARIZONA GAME AND FISH AS FAR AS PEOPLE COMING THROUGH AND FLYING THE FLAG.
AND THEN, OF COURSE, OUR LAW ENFORCEMENT AND PARK RANGERS HAVE BEEN GOING THROUGH THERE AS WELL.
SO GREAT SUCCESS AT EACH OF OUR SITES.
THE RECREATION AREA OVER HERE WAS ACTUALLY ANALYZED TO BE SO IN 2010.
BACK THEN, WE DIDN'T HAVE THE TOOLS IN OUR TOOLKIT THAT WE CURRENTLY HAVE NOW.
WHAT WE DIDN'T HAVE WAS WE DIDN'T HAVE THE ABILITY TO MANAGE FOR RECREATIONAL TARGET SHOOTING.
SO QUITE FRANKLY, AS FAR AS RECREATION GOES, IT WAS HIJACKED BY THAT ONE ACTIVITY.
AND SO WE WANTED TO OPEN IT UP FOR OTHER ACTIVITIES TO BE HAD AS FAR AS RECREATION GOES.
SO WE ANALYZED ABOUT 11,990 ACRES FOR THIS USE.
ONE OF THE MAIN ISSUES THAT CAME OUT THROUGH OUR ANALYSIS WAS WE PUSHED THE NORTHERN BOUNDARY UP A BIT TO CREATE OUR RECREATION AREA. I THINK I HAVE A POINTER HERE.
SO RIGHT IN HERE ARE MINING CLAIMS THAT BELONGED TO KAY MINE, AND THEY WERE CONCERNED THAT IF WE HAD THE BOUNDARY UP IN THIS AREA, THAT WE'D COVER UP MOST OF THEIR MINING CLAIMS OR ENCUMBER MOST OF THEIR MINING CLAIMS. AND SO WHAT WE DID WAS WE ACTUALLY MOVED IN OUR FINAL DECISION.
WE MOVED OUR BOUNDARY DOWN TO HERE FOR THEM.
WE WANTED TO MAKE SURE THAT WE HAD THE BLACK CANYON TRAIL AND THE RECREATION AREA.
THIS IS THE INFRASTRUCTURE THAT WE WENT AHEAD AND APPROVED IN THE FINAL DECISION.
SO AS YOU CAN SEE, WE CREATED AN AREA FOR RECREATIONAL TARGET SHOOTING.
THAT CHURCH CAMP FACILITY THAT I TALKED ABOUT, WHERE WE HAD 30,000 VEHICLES GO THROUGH, WE ACTUALLY ANALYZED AN AREA TO BE ABLE TO BUILD UP TO FIVE OF THOSE RIGHT HERE IN TABLE MESA.
SO THERE'LL BE PLENTY OF CAPACITY AS FAR AS PEOPLE TO BE ABLE TO SHOOT THERE.
AND AS YOU CAN SEE, WE'VE NOW ALSO ENHANCED OTHER RECREATIONAL ACTIVITIES AS FAR AS DEVELOPED CAMPING TECHNICAL VEHICLES FOR UTVS CLAY TARGET SHOOTING.
WE HAVE ARCHERY, THE WHOLE NINE YARDS, EVEN INTERPRETIVE TRAILS.
SO WE'RE COMING UP ON THE CLOSE OF OUR APPEAL PERIOD, WHICH IS TOMORROW.
AND NEXT THING, THIS IS A LIST OF THE NEXT THINGS THAT WE'RE GOING TO BE DOING.

AND THEN AS I WAS MENTIONING, THE SHERIFF ROADS JUST RECENTLY WERE ALSO INTERESTED IN SUBSIDIZING THE SALARIES FOR TWO OF THE YAVAPAI COUNTY SHERIFFS SO THAT WE CAN GO AHEAD AND POTENTIALLY USE, YOU KNOW, SOME OF THAT PEOPLE POWER ON THE GROUND AS WELL.AND JUST LIKE BEFORE ARIZONA GAME AND FISH IS ALSO, YOU KNOW, COMMITTED TO HELPING US FLY THE FLAG OUT IN TABLE MESA AS WELL, THAT THEY'RE EXCITED ABOUT SOME OF THE THINGS WE'RE DOING THERE. SO JUST LOOKS LIKE A GREAT OPPORTUNITY FOR ALL OF US TO, YOU KNOW, COME TOGETHER AND JUST MAKE FOR A BETTER AND MORE RESPONSIBLE USE FOR RECREATION ON THE GROUND UP THERE IN TABLE MESA.

ONE OF OUR FOOD SAFETY INDUSTRY COUNCIL LONG TIME MEMBERS, ELAINE BREMNER, IS HERE TO HELP ME.
AND SO I WILL LET YOU ALL KNOW KIND OF WHAT QUALIFIES OUR ESTABLISHMENTS FOR THIS AWARD.

AND WHEREAS THE ARIZONA GRAPE AND WINE INDUSTRY DIRECTLY PROVIDES EMPLOYMENT FOR MORE THAN 1270 PEOPLE ACROSS THE STATE, AND THAT NUMBER IS GROWING.
AND WHEREAS THE COMBINED ANNUAL ECONOMIC IMPACT OF THE ARIZONA WINE INDUSTRY, INCLUDING DIRECT ACTIVITIES AND ADDITIONAL JOBS, INCOME AND REVENUES SUPPORTED THROUGH BUSINESS TO BUSINESS TRANSACTIONS AND HOUSEHOLD CONSUMPTION IS AN AMOUNT IS ESTIMATED AT 55.6 MILLION IN INCOME AND 155.9 MILLION IN BUSINESS REVENUES.

WITH AS A SIDE NOTE TO THAT I'M A MEMBER OF THE VERDE VALLEY WINE CONSORTIUM.
WE WERE ESTABLISHED TO PROMOTE THE WINE INDUSTRY IN THE VERDE VALLEY.

BECAUSE WHAT I FOUND OUT IS THAT OUR MISSION IN COOPERATIVE EXTENSION IS REALLY TO EXTEND OBJECTIVE, SCIENCE BASED KNOWLEDGE TO THE PUBLIC, RIGHT? THAT COULD BE IN WINE GROWING, THAT COULD BE IN FAMILY CONSUMER HEALTH SCIENCES.
WE TALKED ABOUT THE THE GOLDEN PLATE AWARDS.

1979 YAVAPAI COUNTY COMPLETED THE 95 BED FACILITY ON GURLEY STREET, 255 EAST GURLEY STREET.
AND THAT WAS ON THE SECOND FLOOR.
AND HE THOUGHT THAT THE BUILDING, THEY ALL THOUGHT THAT THE BUILDING, THERE WAS ONLY THREE OF THEM THEN, THAT THAT BUILDING ON GURLEY STREET WAS GOING TO LAST THEIR ENTIRE LIFETIMES, AND IT DIDN'T EVEN MAKE IT 20 YEARS.
SO IN 1997, 40 BEDS WERE ADDED AND IT BECAME 135 BED CAPACITY.
A JAIL AND CAMP VERDE HAD A 54 BED JAIL THAT WAS FINISHED IN 1989.
SO WE OPERATED AT THIS THING ROCKS A LITTLE BIT THERE.
THERE WE GO. WE OPERATED AT 180% CAPACITY FROM 95 TO 97 ROUTINELY.
AND THE CAMP VERDE JAIL OPERATED AT 135% CAPACITY.
AND THAT, OF COURSE, LED TO WHAT WE WERE IS KNOWN AS THE CRIPA INVESTIGATION.
AND THEY MADE A COUPLE OF KEY FINDINGS.

NUMBER ONE WAS THE SEVERE OVERCROWDING, BOTH THE JAILS AND THE SECOND WAS THE FAILURE TO PROTECT THE INMATES FROM VIOLENCE.AND THAT WAS DUE TO THE OVERCROWDING.
SO WE YAVAPAI COUNTY HAD BEGAN ALREADY CONSTRUCTION ON ANOTHER 120 BED HOUSING UNIT IN CAMP VERDE, AND THAT OPENED IN OCTOBER OF 1997.
AND THAT INCREASED THE YAVAPAI COUNTY BED CAPACITY, OR THE CAMP VERDE BED CAPACITY, TO 174 BEDS.
BY JULY OF 2001, CAPACITY OF BOTH PRESCOTT AND JAILS WAS 325 BEDS AND WE WERE RUNNING OR 312 BEDS.
WE WERE RUNNING AT 128% OF CAPACITY.
I THINK IT'S IMPORTANT TO NOTE AT THIS TIME THAT YAVAPAI COUNTY, THE BOARD OF SUPERVISORS , AND SHERIFF BUCHANAN RECOGNIZED THAT THAT JAIL REALLY SHOULD HAVE BEEN BUILT IN THE PRESCOTT AREA.
AND THEY LOOKED FOR AREAS TO BUILD IT.
THEY LOOKED FOR PROPERTY TO TO BUILD IT ON, TO BUY, TO PURCHASE AND WHATNOT.
AND THEY WERE UNABLE TO COME UP WITH ANYTHING THAT DIDN'T HAVE SIGNIFICANT PUBLIC OPPOSITION OR DIFFERENT CHALLENGES WITH IT DURING THAT TIME, AND THEY DIDN'T HAVE A LOT OF TIME BECAUSE THEY NEEDED MORE BED SPACE.
SO THEY DECIDED BECAUSE WE HAD ALL OF.
NOW, THIS IS A PICTURE OF THE CAMP VERDE JAIL FACILITY.
AND YOU LOOK AT ON THE BOTTOM, IT SAYS 2004.
THOSE TWO HOUSING UNITS WERE COMPLETED AS A RESULT OF THAT AND OPEN IN 2004.
AND ONE OF THE THINGS THAT YAVAPAI COUNTY WAS DEALING WITH WAS THE CHALLENGES OF FUNDING THE JAIL.
AND IT WAS FUNDED PRIMARILY THROUGH PER DIEM CHARGES TO THE AGENCIES THAT USED IT, WHICH IS ALLOWED BY LAW AND PROPERTY TAXES. BUT STATE LAW CAN CHANGE.
AND IT ALLOWED A EITHER A SECONDARY PROPERTY TAX TO OR THE FORMATION OF A DISTRICT THAT COULD BE FUNDED BY EITHER SECONDARY PROPERTY TAX OR A HALF CENT SALES TAX, UP TO A HALF CENT SALES TAX.
AND THE YAVAPAI COUNTY BOARD OF SUPERVISORS WENT TO THE VOTERS AND THEY ASKED FOR A QUARTER CENT JAIL DISTRICT SALES TAX FOR THE OPERATION AND INCREASED CAPACITY OF THE NEW JAIL, AND IT PASSED.
AND THAT'S REALLY WHEN THINGS STARTED TO GET BETTER.
AND THIS WAS DURING THE TIME OF THE ECONOMIC DOWNFALL THE HOUSING CRISIS AND THAT THAT DID NOT PASS, TO THE SURPRISE OF NO ONE THAT DID NOT PASS MUSTER WITH THE VOTERS.
IN 2009, THOUGH, WE HAD TO CLOSE THE PRESCOTT JAIL, THERE WAS NOT MONEY TO OPERATE IT ANYMORE.
BECAUSE OF THE LINEAR DESIGN IT REQUIRED STAFFING MODELS THAT WERE JUST NOT TENABLE ANYMORE.
AND SO WE CLOSED THAT, AND THAT HAD SOME PRETTY SERIOUS OR SHERIFF WAUGH AT THE TIME CLOSED IT, AND THEY HAD SOME PRETTY SERIOUS IMPLICATIONS FOR LAW ENFORCEMENT AND PUBLIC SAFETY, BECAUSE WHAT HAPPENED NOW WAS ALL THE LAW ENFORCEMENT AGENCIES OPERATING OUT OF PRESCOTT OR THE WESTERN SIDE OF YAVAPAI COUNTY.
WELL, EVERYBODY IN THE COUNTY BUT THE WESTERN SIDE HAD TO DRIVE ALL THE WAY TO CAMP VERDE WITH PEOPLE THAT THEY HAD ARRESTED, AND IT TOOK THEM OFF OF THE ROAD FOR SIGNIFICANT PERIODS OF TIME AND OUT OF THEIR COMMUNITIES.
IN 2014 BOARD OF SUPERVISORS DECIDED TO ASK THE VOTERS AGAIN.
HOW DO YOU WANT TO PAY FOR IT? AND YOU WANT TO INCREASE THE JAIL DISTRICT SALES TAX BY A QUARTER CENT, OR DO YOU WANT TO USE PROPERTY TAXES? AND THE PROPOSITION OF INCREASING THE JAIL DISTRICT SALES TAX FAILED? THE BOARD MOVED AHEAD AND THEY BROUGHT IN AN INDEPENDENT CONSULTANT TO DO AN ANALYSIS AND MAKE A PROPOSAL.
AND THAT WAS A LADY NAMED KAREN CHIN.
AND SHE WAS A NATIONWIDE EXPERT IN CORRECTIONS AND CAPITAL IMPROVEMENT.
SHE CAME IN AND SHE MADE SOME FINDINGS.
NUMBER ONE WAS THAT THE CAMP VERDE JAIL WAS AT MAXIMUM CAPACITY.
65% OF THE REST THAT WERE HAPPENING IN YAVAPAI COUNTY WERE HAPPENING OVER IN THE PRESCOTT AREA.

AND THIS IS IMPORTANT TO NOTE, BECAUSE ALL OF THE JUDICIAL PROCESSES WERE HAPPENING OVER IN PRESCOTT AREA AS WELL, WHICH REQUIRED THE SHERIFF'S OFFICE TO TRANSPORT PEOPLE BACK AND FORTH. AND WE BOUGHT THREE LARGE BUSSES TO DO JUST THAT.AND THAT WAS ABOUT $2 MILLION A YEAR THAT WAS BEING SPENT ON INMATE TRANSPORT BACK AND FORTH.
SO, YOU KNOW, YOU WOULD GET YOU'D BE ARRESTED OVER IN THE PRESCOTT AREA.
YOU'D COME OVER HERE, YOU'RE HOUSED.
IF YOU DON'T BOND OUT RIGHT AWAY OR TAKING YOU OVER THERE TO SEE THE JUDGE FOR ALL THE COURT APPEARANCES, WE'RE USING THE DOWNTOWN JAIL A LITTLE BIT TO HOLD PEOPLE DURING THE DAY AND THEN TAKING THEM DOWN ONE BY 1 OR 2 BY TWO DOWN TO THE COURTHOUSE IN DOWNTOWN PRESCOTT.
IT WAS A VERY INEFFICIENT MODEL, COST A LOT OF MONEY, WASN'T VERY SECURE.
AND SO THIS WAS A SERIOUS BURDEN.
SO SOME RECOMMENDATIONS WERE MADE.
AND WE RECOGNIZE THAT EVEN THOUGH THAT 480 BEDS PROBABLY WOULD HAVE SERVED US BETTER OVER IN THE PRESCOTT AREA, THAT WAS NOT ON THE TABLE, AND WE STILL NEEDED TO BE ABLE TO USE THAT JAIL CAPACITY.
WE DIDN'T NEED TO BUILD ANOTHER 480 BEDS OR HUGE JAIL OVER IN THE PRESCOTT AREA.
BUT BUT WE NEEDED THAT CRIMINAL JUSTICE FACILITY IN PRESCOTT.
SO THE CHIN REPORT PROPOSED 150 BED JAIL TO ELIMINATE THE TRANSPORT TO DOWNTOWN PRESCOTT.
AND SHE ALSO ZEROED IN ON SOMETHING ELSE.
AND THAT WAS PROGRAMS. AND SHE BASICALLY SAID, YOU KNOW, WE NEED TO IF YOU'RE GOING TO MANAGE YOUR JAIL POPULATION, YOU NEED TO BE DOING SOME THINGS TO DO THAT DIVERSION, DIFFERENT THINGS LIKE THAT. AND THAT'S WHEN REACHOUT BEGAN, AND THAT WAS THE NATIONWIDE MODEL.
NOW THAT IS REACHOUT WHERE WE'RE SCREENING EVERY INMATE THAT, UPON THEIR ENTRY INTO JAIL FORMING PARTNERSHIPS WITH THE STAKEHOLDERS THROUGH THE YAVAPAI COUNTY CRIMINAL JUSTICE AND MENTAL HEALTH COALITION.
AND WE'RE CONNECTING TO CARE UPON RELEASE.
AND WE BEGAN DOING THAT IN 2016.
AND THE BENEFITS HAVE BEEN TREMENDOUS.
ONE OF THE MAIN BENEFITS IS THE RECIDIVISM.
WE MEASURE THAT BY NEW CRIMINAL ACTS.
AND THIS IS OF THIS AT RISK POPULATION.
JAIL BOOKINGS WERE ABOUT 10,000 A YEAR.
THOSE ARE DOWN TO ABOUT 6800 ON AVERAGE, AND THE AVERAGE DAILY POPULATION DECREASED.
SO WE STILL NEEDED THE NEW FACILITY.
THE BOARD OF SUPERVISORS IN 2019 APPROVED A BOND AND THE CONSTRUCTION OF THE CRIMINAL JUSTICE FACILITY AND THE CO-LOCATED CONNECTION CENTER.
THEY ADDED 156 BED COUNTY JAIL, SUPERIOR COURT, TWO DIVISIONS, AND BY CO-LOCATING THEM THERE, THAT ELIMINATED THE TRANSPORT TO DOWNTOWN PRESCOTT. THE TRANSPORT THAT IS OCCURRING DOWN THERE IS OR IS JUST FOR VERY LIMITED TRIALS AND OUT OF CUSTODY THINGS AND SOME JUSTICE COURT TRANSPORT, BUT DRAMATICALLY, DRAMATICALLY DECREASED IT.
YOU DON'T HAVE TO DRIVE THEM ALL OVER.
COUNTY ATTORNEY, PUBLIC DEFENDER, CLERK OF THE COURT AND OF COURSE, THE CONNECTION CENTER .
YES, SIR. YES, THAT'S A GOOD POINT. THANK YOU MR. CHAIRMAN. WE HAD SHERIFF MASCHER HAD REOPENED VERY LIMITED PORTION OF THE PRESCOTT JAIL ON GURLEY STREET JUST FOR BOOKINGS.
BUT WE DIDN'T HAVE MEDICAL THERE, AND WE DIDN'T HAVE A LOT OF THE SERVICE THAT WE NEEDED TO ACCEPT A LOT OF THE BOOKINGS THAT WERE OCCURRING, FORCING LAW ENFORCEMENT TO STILL DRIVE OVER TO THE VERDE.

POINT TO MAKE.THE CONNECTION CENTER, THOUGH, IS ONE OF THE MORE UNIQUE PIECES BECAUSE THIS IS YOUR REENTRY CENTER.
SO THEY'RE NOT JUST BEING RELEASED OUT ONTO THE STREET OR THE HIGHWAY AND ARE NOW COMING OUT OF THE FACILITY INTO THE CONNECTION CENTER WHERE THAT'S OCCURRING AND THAT'S BEING RUN NOW BY OUR YAVAPAI COUNTY HEALTH DEPARTMENT, WHICH THE HEALTH DIRECTOR IS HERE, MISS HORTON.
AND THEY'VE GOT FANTASTIC STAFF.
THEY'RE COMPLETELY BOUGHT IN AND IT'S WORKING VERY WELL.
BUT THE LESS TALKED ABOUT PIECE THAT I THINK IS MORE INTERESTING AND MORE INNOVATIVE IS THE CO-LOCATION OF TITLE 36 AT THAT IN THAT FACILITY.
TITLE 36 IS A CIVIL COMMITMENT.
AND IT'S BASICALLY IF YOU ARE FOUND TO BE A DANGER OR SELF TO OTHERS, OR THERE'S PROBABLE CAUSE THAT YOU'RE A DANGER TO YOURSELF, TO OTHERS, BUT YOU HAVE NOT COMMITTED A CRIME, YOU CAN STILL BE ORDERED TO UNDERGO A COURT, OR THE COURT CAN STILL ORDER YOU TO UNDERGO TREATMENT.
AND THAT RESPONSIBILITY HAD BEEN DELEGATED TO THE COUNTIES TO IDENTIFY WHO WAS GOING TO PROVIDE THAT TREATMENT AND WHO WAS GOING TO PROVIDE THE TITLE 36 SERVICES MANY YEARS AGO.
AND THE LEGISLATURE THOUGHT IT WOULD BE, EVEN THOUGH THE COUNTIES ARE NOT BEHAVIORAL HEALTH TREATMENT PROVIDERS, THE LEGISLATURE THOUGHT IT WOULD BE A GOOD IDEA TO HAVE THE COUNTIES DO IT.
BECAUSE YES, I KNOW SOMETIMES THE DECISIONS THAT GET MADE RIGHT ANYWAYS, BECAUSE IT'S AN ADVERSARIAL PROCESS, MEANING THE COUNTIES ALREADY HAVE THE DEFENSE ATTORNEYS AND THE COUNTY ATTORNEY AND THE COURTS.
THEY SAID, WELL, WE'LL JUST HAVE THE COUNTIES HAVE THE CONTRACT.
WHAT WAS VERY DIFFICULT HERE IN YAVAPAI COUNTY TO GET TREATMENT PROVIDERS WHO WANTED TO TAKE ON THAT CONTRACT BECAUSE THEY DID NOT HAVE THE FACILITY. SO WHEN WE BUILT THIS, WE INCLUDED THIS 16 BED INPATIENT PSYCH FACILITY THERE.
SO THAT TITLE 36 CAN OCCUR RIGHT THERE ON SITE, RIGHT WHERE THE COUNTY ATTORNEYS ARE, RIGHT WHERE THE DEFENSE ATTORNEYS ARE, RIGHT WHERE THE COURT IS, RIGHT WHERE THE JAIL IS. WITH THE IDEA THAT WE COULD LEVERAGE SOME ECONOMIES OF SCALE.
THE JAIL PREPARES THE FOOD, DOES THE LAUNDRY, PROVIDES SOME SECURITY AS NEEDED.
AND LAW ENFORCEMENT, IF THEY HAVE PEOPLE WHO THEY ARE TRYING TO GET INTO THE TITLE 36 SYSTEM NOW CAN JUST COME TO ONE LOCATION AND THEY DON'T HAVE TO GO PRIOR TO THIS OR HAVE TO GO TO THE HOSPITAL, OR THEY HAVE TO GO TO, YOU KNOW, WHEREVER.
NOW THEY CAN JUST COME INTO ONE LOCATION, GET BACK OUT ON THE ROAD AND GET BACK TO THEIR DUTIES.
YOU DON'T HAVE TO WORRY ABOUT THAT.
AND BY THE COUNTY BUILDING, THE INPATIENT PSYCH FACILITY IT OPENED THE DOOR TO MANY MORE TREATMENT PROVIDERS WHO WERE WILLING TO TAKE ON THAT CONTRACT BECAUSE THEY DIDN'T HAVE TO PROVIDE THE FACILITY.
SO AFTER 20 AND 2022 2023, I CAME TO THE YAVAPAI COUNTY BOARD OF SUPERVISORS.
ONE OF THE THINGS THAT WAS TO GET THE FACILITY ACTUALLY OPEN THAT WAS GOING TO WAS MOST DIFFICULT WAS RECRUITMENT AND RETENTION. LAW ENFORCEMENT WAS STRUGGLING TERRIBLY TO GET PEOPLE INTO THIS BUSINESS, WHETHER IT'S CORRECTIONS, WHETHER IT'S LAW ENFORCEMENT, DOESN'T MATTER.
AND WE'RE WORKING WITH THE BOARD OF SUPERVISORS WE DID DO A COMPENSATION STUDY.
THEY MADE SOME RECOMMENDATIONS.
THE BOARD ALSO AGREED TO IMPLEMENT THOSE RECOMMENDATIONS.
THANK YOU VERY MUCH. WE INCREASED SALARIES FOR DETENTION OFFICER ONE BY 20%.
STARTING DETENTION OFFICER TWO BY 20%.
WE ALSO WENT TO THE ARIZONA LEGISLATURE AND ASKED FOR HIRING AND RETENTION BONUSES TO BE PROVIDED BY THE STATE FOR ALL THE SHERIFF'S DEPUTIES AND CORRECTION OFFICERS IN THE STATE THAT IN TOTAL AWARD WAS $54 MILLION IN 2022.
YAVAPAI COUNTY GOT $3.5 MILLION, AND WE USED THAT FOR $10,000 IN RETENTION BONUSES.

THE STAFF THAT WE HAD, AND WE'RE USING THAT FOR $5,000, HIRING BONUSES FOR THE PEOPLE THAT WERE COMING IN.199 TOTAL UNIFORMED POSITIONS AND THE CURRENT VACANCY RATE IS 7% AND WHICH IS ABOUT 15 VACANCIES TOTAL. BUT WE ALSO HAVE SIX PEOPLE IN THE BACKGROUNDS THAT WE ANTICIPATE HIRING VERY SOON.
THIS VACANCY RATE FOR CORRECTIONS IS UNPRECEDENTEDLY LOW BY STATE STANDARDS.
AND I TALKED TO ALL THE SHERIFFS ALL THE TIME.
AND THIS IS BECAUSE YAVAPAI COUNTY IS DOING SOMETHING RIGHT HERE.

SO HERE'S THE TIMELINE OF EVENTS.
WE GOT A TEMPORARY CERTIFICATE OF OCCUPANCY IN JUNE OF 2023.
BUT I'M HERE TO TELL YOU, AND I'M SURE THAT OUR FACILITIES DIRECTOR WILL ATTEST TO THIS.
WE WERE NOT READY TO FULLY POPULATE THE JAIL.
THERE WERE A LOT OF BUGS AND A LOT OF THINGS THAT HAD TO BE WORKED OUT.
BUT WE DID OPEN COURT SERVICES AND INTAKE ON JULY 17TH, 2023.
WE GOT THE TOTAL OR THE ACTUAL CERTIFICATE OF OCCUPANCY IN NOVEMBER 17TH, 2023.
DECEMBER 3RD WE OPENED MEDICAL, WHICH WAS THE INFIRMARY.
FEBRUARY 19TH WAS PHASE THREE OF THE KITCHEN LAUNDRY.
AND BY THE END OF THIS MONTH WE WILL BE FULLY OPERATIONAL AND TRANSITION TO FROM 108% OPERATIONAL CAPACITY TO ABOUT 80% OPERATIONAL CAPACITY OVER IN PRESCOTT.
SO I WANT TO THANK THE YAVAPAI COUNTY SHERIFF'S OFFICE STAFF.

TYPICALLY AUGUST IS THE TOP MONTH THAT PEOPLE ARE INCARCERATED AND DECEMBER IS THE LOWEST MONTH.
AND THEN YOU HAVE CLASSIFICATION.
IT'S AS A THE PRIMARY HOUSING UNIT FOR EVERYBODY THAT'S ARRESTED IN THE COUNTY.
OUR AVERAGE DAILY POPULATION IS ABOUT 530 RIGHT NOW.
WE WILL GET PROBABLY ABOUT 150 OR SO.
THIS IS GOING TO ALLOW US TO CLOSE AN ENTIRE POD 120 BED POD OVER IN THE VERDE VALLEY, AND WE'RE GOING TO BE ABLE TO MOVE THE POPULATION OF INMATES AROUND AND GO BACK IN AND REFURBISH THE JAIL ONE POD AT A TIME BECAUSE IT'S, YOU KNOW, THE NEWEST PIECE OF IT IS 20 YEARS OLD NOW, NEEDS PAINT, NEEDS SOME THINGS LIKE THAT.

THEN WE HAVE SEX OFFENDERS THAT HAVE TO BE KEPT AWAY FROM OTHER PEOPLE.THEN YOU HAVE WOMEN, JUST WOMEN, PERIOD.
AND THEN THOSE WHO IDENTIFY AS BEING SOMETHING OTHER THAN WHAT THEY'RE BIOLOGICALLY.
AND SO ALL OF THOSE THINGS HAVE TO BE TAKEN INTO CONSIDERATION, WHICH.

YOU HAVE PROTECTIVE CUSTODY, YOU HAVE ADMINISTRATIVE SEGREGATION, YOU'VE GOT PSYCHOLOGICAL OBSERVATION, YOU'VE GOT SUICIDE WATCH, YOU'VE GOT FEMALES, YOU'VE GOT MALES, YOU'VE GOT FELONIES, YOU'VE GOT YOU KNOW, THE MENTAL ILLNESS, THE MENTALLY ILL POPULATION, YOU'VE GOT ALL OF THESE DIFFERENT THINGS.
AND SO YOU NEED A LITTLE BIT OF SPACE TO BE ABLE TO MANEUVER PEOPLE AROUND AND KEEP IT SAFELY.
YOU OBVIOUSLY CAN'T PUT, YOU KNOW, THE MEN AND THE WOMEN TOGETHER.
YOU CAN'T PUT SHERIFF MASCHER SAID.
YOU CAN'T PUT MALE INMATES AND FEMALE INMATES TOGETHER BECAUSE THAT'S HOW YOU GET LITTLE INMATES.
AND SO YOU NEED SPACE TO DO THAT.

AND WE'RE WORKING WITH THE STATE OF ARIZONA THE ARIZONA DIVISION OF ADMINISTRATION, WHO OVERSEES 911 FOR THE STATE AND TO SEE IF THERE'S A BETTER WAY THAT WE CAN DO BUSINESS CURRENTLY.
911 CENTERS ARE CALLED PUBLIC SAFETY ANSWERING POINTS.
PSAPS IS WHAT THEY'RE REFERRED TO AS.

ONE WAS SENATE BILL 1357, DEALING WITH EARLY BALLOTS AT AFFIDAVITS AND PRIVACY, ESSENTIALLY REQUIRING THAT EARLY BALLOT ENVELOPES WOULD CONTAIN A MEANS FOR CONCEALING THE PRINTED AFFIDAVIT, OFTEN REFERRED TO AS A PRIVACY FLAP ON YOUR ENVELOPE.

SENATE VERSION, HOWEVER, IS SENATE BILL 1184.
IT STARTED OUT AS A FOUR YEAR CONTINUATION, BUT IT HAS HAD A NUMBER OF ITEMS ADDED TO IT, SO NUMEROUS PROHIBITIONS AND RESTRICTIONS AGAINST ADOT SO FAR FROM A CLEAN CONTINUATION OF ADOT.
SO WE'LL CONTINUE TO MONITOR THOSE.
I THINK, AS WE ALL WOULD AGREE, ADOT MANAGEMENT OF OUR TRANSPORTATION RESOURCES IS A VITAL PIECE OF GOVERNMENT, AND WE NEED TO HAVE AN ORGANIZATION AND AGENCY IN PLACE TO OVERSEE THAT WORK FOR US ALL.
SO I'M SURE THAT WILL GET RESOLVED AT SOME TIME AND IN SOME MANNER.
