>> THIS IS A BRIDGE ACCESS PROGRAM THAT WE'VE ACTUALLY HAD SINCE 2020.
WE ARE SEEING SOME OF THOSE FUNDING SOURCES THAT CAME IN DURING THE PANDEMIC BEING EXTENDED AT THIS POINT.
ONE OF THE REASONS FOR THIS ONE IS THAT DURING THE PANDEMIC, PEOPLE COULD RECEIVE VACCINATIONS, TESTING, AND OTHER SERVICES FOR FREE.
WHEREAS, I THINK IT'S ABOUT A YEAR AGO, THAT FREE OPTION WENT AWAY, ALTHOUGH WE STILL HAVE PEOPLE WHO ARE UNDER SERVED OR LOW INCOME THAT DO WANT TO RECEIVE VACCINATIONS.
THIS GRANT WHAT IT REALLY DOES IS ALLOW FOR US TO PROVIDE FREE VACCINES AND OTHER SERVICES AROUND COVID TO THOSE FOLKS THAT CAN'T OTHERWISE AFFORD IT, SO THEY'RE EXTENDING THE PROGRAM.
WE MAY OR MAY NOT END UP SPENDING THE ENTIRETY OF THIS GRANT EVEN DURING THE EXTENSION, BUT WE APPRECIATE THAT THEY'RE WILLING TO EXTEND SOME OF THESE FUNDS SO THAT WE CAN EXTEND THOSE BENEFITS THAT THEY HAD PRIOR, AND IF SOMEONE DOES WANT TO RECEIVE THOSE SERVICES, THEY CAN.
>> I UNDERSTAND THIS IS GOING TO BE FOR, LIKE YOU SAID, SERVICES AND VACCINATIONS.
ARE WE GOING TO BE ABLE TO PROVIDE THIS OUT IN OUR RURAL COMMUNITIES ALSO?
>> ABSOLUTELY. IT WOULD BE TO SERVE THE ENTIRE COUNTY, AND AS YOU KNOW, WE HAVE PLANS TO DO MORE IN THOSE RURAL AREAS IN THE NEAR FUTURE, ESPECIALLY WHEN WE HAVE THOSE MOBILE VEHICLES AND OTHER THINGS THAT WE CAN SERVE THEM BETTER.
BUT WE DID UTILIZE THIS GRANT PROGRAM WHEN WE WENT OUT AND DID RURAL VACCINATIONS JUST RECENTLY TOO.

ONCE IN A WHILE, IF WE GO OUT AND DO AN EVENT WHERE WE ASK PEOPLE TO PRESENT INSURANCE INFORMATION OR OTHERS, WE CAN BILL INSURANCE, BUT OTHERWISE, IF THEY DON'T HAVE THOSE AS PUBLIC HEALTH, WE GENERALLY DO OFFER THOSE FOR FREE.

SPECIFIC PIECES OF PENDING LEGISLATION THAT ARE A PARTICULAR INTEREST TO YAVAPAI COUNTY AND THAT WE ARE MONITORING CLOSELY.THE FIRST IS HOUSE BILL 2096, TINY HOMES CONSTRUCTION REQUIREMENTS AND EXEMPTIONS.
THIS HAD A HEARING THIS WEEK. THIS BILL.
FORTUNATELY, SUPERVISOR GREGORY AND I WERE ABLE TO TALK TO REPRESENTATIVE BLISS PRIOR TO THAT COMMITTEE MEETING AND EXPRESS CONCERNS ON THE PART OF YAVAPAI COUNTY THERE ARE A NUMBER OF CONCERNS THAT WE'VE IDENTIFIED WITH THAT BILL, BUT PRINCIPALLY THAT IT PREEMPTS COUNTY AUTHORITY TO ESTABLISH EVEN BASIC SAFETY PRECAUTIONS IN THIS BILL.
>> A THRESHOLD THAT WE BELIEVE JUST MUST BE ADDRESSED.
I WANT TO STRESS, AS YOU KNOW, THE COUNTY SUPERVISORS ASSOCIATION HAS ALSO LOOKED AT THIS ISSUE, AND WE WANT TO BE CLEAR THAT WE HAVE ALSO IDENTIFIED THE NEED TO ADDRESS HOUSING.
HOWEVER, WE BELIEVE THIS BILL IN ITS CURRENT STATE IS NOT THE WAY TO DO THAT, WE'LL CONTINUE TO MONITOR THAT ONE AS WELL, JUDGE.

I WAS FLAGGED ON THIS BILL BY CSA THIS WEEK, NOT SURE WHAT THIS WAS ABOUT, SO I HAD THE OPPORTUNITY AGAIN TO TALK TO REPRESENTATIVE BLISS.
THIS IS A BILL DEALING ONLY WITH DOMESTIC WATER IMPROVEMENT DISTRICTS WHICH WOULD REQUIRE THEM TO SUBMIT ANNUAL REPORTS AND BUDGETS TO THE BOARD OF SUPERVISORS.
I ASK REPRESENTATIVE BLISS ABOUT THE INTENT OF THAT AND HER RESPONSE WAS, IT'S MERELY A TRANSPARENCY MEASURE.
RIGHT NOW, THOSE DISTRICTS ARE NOT REQUIRED TO SUBMIT THAT WE BELIEVE THAT IT WOULD BE HELPFUL FOR THE GREATER COMMUNITY AND THE BOARD OF SUPERVISORS TO HAVE THAT INFORMATION.

THIS BILL WOULD REQUIRE COUNTIES, AND PROBABLY ACEP TO REPORT ANY SETTLEMENT AGREEMENTS OVER $500,000 TO THE PRESIDENT OF THE SENATE, THE SPEAKER OF THE HOUSE, AND THE ATTORNEY GENERAL.
THEN IF ANY OF THOSE SETTLEMENT AGREEMENTS WERE OVER $1 MILLION, IT WOULD REQUIRE THE GOVERNOR'S APPROVAL BEFORE IT WOULD BE CONSIDERED LEGALLY BINDING.
ACEP HAS SOME CONCERNS ABOUT THIS, THEY BELIEVE IT WOULD MAKE HANDLING LIABILITY CASES VERY DIFFICULT.
OFTEN, SETTLEMENT NEGOTIATIONS OCCUR QUICKLY, AS WE KNOW, BETWEEN THE ATTORNEYS, AND THIS COULD REALLY SLOW OR COMPLICATE THAT PROCESS, AND PROBABLY CREATES OTHER UNINTENDED CONSEQUENCES, AND LIKELY ACEP BELIEVES INCREASE THE NUMBER OF CASES GOING TO JURY TRIALS IF SETTLEMENTS AREN'T APPROVED.

THEY BELIEVE IT WILL SIGNIFICANTLY INCREASE THE COST FOR BOTH THE COUNTIES WHO PAY CRAIG TIGER ACT BENEFITS DIRECTLY, AND IN OUR WORKERS COMPENSATION BENEFITS.
ACEP IS WORKING RIGHT NOW WITH CSA ON BOTH OF THESE.

THE AREA AROUND LAKE MONTEZUMA, RIMROCK, THIS IS A SIGNIFICANT IMPROVEMENT FOR THAT AREA.
THIS ONE HERE IS THE COMMUNITY OF JEROME.
WHILE MOST OF THAT IS INCORPORATED AND NOT UNDER THE COUNTY'S JURISDICTION, AS WE DO NOT MAINTAIN ROADS THERE WITHIN MOST OF THIS, THERE IS SOME COUNTY RIGHT OF WAY THAT HAS BEEN DEDICATED TO THE PUBLIC AND WE FEEL THAT IT SHOULD BE INCLUDED IN THIS FRANCHISE AGREEMENT JUST FOR THE SAKE OF CLARITY.
THEN OF COURSE, THE VERDE VILLAGE AREA, THERE IS A PIECE THERE AT THE NORTHWESTERN PART OF IT THAT IS IN THE CITY OF COTTONWOOD.

ADDING TO THAT, AGAIN, I DON'T WANT TO REPEAT EVERYTHING THAT SHE'S SAYING, BUT BASICALLY, MOST OF PV RESIDENTS DON'T EVEN REALIZE THAT THE NATURAL OPEN SPACE THAT WE ENJOY, THE P VINE AND SUCH, IS BASICALLY ALL WITHIN THE PRESCOTT AREA.
UNFORTUNATELY, OUR CURRENT ADMINISTRATION IS INTENT IN DESTROYING ALL THE NATURAL OPEN SPACE THAT THEY CAN, EVIDENCED BY THE JASPER DEVELOPMENT, THE APPROVAL OF THREE APARTMENT COMPLEXES, A TINY TOWN, THE BUILDING OF A FOUR LANE HIGHWAY CALLED JASPER PARKWAY, JUST TO CONNECT JASPER WITH THE 69 MORE QUICKLY.
THEIR PLANS EXTEND TO DESTROYING THE LAND RIGHT THERE ADJACENT TO THE CASTLE CANYON MESA AREA AS WELL AS THE NEIGHBORHOOD RESIDENTIAL AREAS BY CONSTRUCTING ACTIVE, YOU MIGHT CALL IT AN AMUSEMENT PARK, THAT WOULD INCLUDE THINGS LIKE A COMMERCIALLY RUN DOWNHILL MOUNTAIN BIKE RACING, BIKE LIFT, WITH TRAILS ALL OVER GLASSFORD HILL CONNECTING TO THE TRAILS IN PRESCOTT, AN AMPHITHEATER, OTHER ENTERTAINMENT STYLE THINGS,

BECAUSE THEY THINK THEY'RE GOING TO MAKE MONEY DOING SO.WHAT WE WANT TO EXPRESS, IS THAT, MANY OF US OR MOST OF US HAVE MOVED TO THIS AREA BECAUSE OF ITS NATURAL BEAUTY.
WE WANT TO HONOR THE INTENT OF THE IGA TO PRESERVE THIS OPEN SPACE FOR THE WILDLIFE, FOR THE 30 PRONGHORN THAT WE'VE SEEN SO FAR IN THE LAST TWO OR THREE MONTHS ON BOTH SIDES OF GLASSFORD HILL AS WELL AS ALL THE OTHER ANIMALS THAT ARE THERE.
BUT QUITE FRANKLY AND SELFISHLY, WE WANT TO MAINTAIN IT FOR OURSELVES.
WE BIKE RUN AND HIKE THESE TRAILS. WE ENJOY THEM.
WE ENJOY THEIR NATURAL NATURE.
WE ALSO ENJOY THE FACT THAT IT DOESN'T COST THE TAXPAYERS A LOT OF MONEY TO MAINTAIN THESE, BECAUSE THEY ARE MORE NATURAL APPROACHES TO THIS.
WE'RE ALSO CONCERNED ABOUT THE LIABILITY OF A COMMERCIAL DOWNHILL MOUNTAIN BIKE RACING FACILITY, BECAUSE IT IS A DANGEROUS SPORT.
MANY OF US COME FROM AREAS WHERE WE'VE SHARED TRAILS WITH MOUNTAIN BIKERS THAT ARE JUST DOING RECREATIONALLY.
PEOPLE WHO COME TO THE AREA JUST TO ENTER INTO THESE RACES PRESENT A HUGE FISCAL RISK TO THE COMMUNITY.
THE FACT THAT THEY WOULD TURN OVER A BIG PART OF THE AREA TO A PRIVATE VENDOR WHO HAS ABSOLUTELY NO LONG-TERM INTEREST IN PROTECTING ITS CITIZENS, ITS TAXPAYERS, NOT TO MENTION THE DELICATE ENVIRONMENT THAT GLASSFORD HILL PRISTINE GRASSLANDS REPRESENTS.
WE'RE ASKING THAT WE HAVE YOUR SUPPORT IN HONORING THE INTENT OF THE IGA FOR PASSIVE RECREATION, WE WANT TO REQUEST THAT THE COUNTY NOT JUST ACT AS A PASSIVE PARTNER.
NOBODY WANTS TO HAVE CONFLICTS BETWEEN THE THREE ENTITIES.
BUT THE COUNTY DID PROVIDE 35% OF THE COST OF THIS PARK OR THIS FUTURE PARK, AND WE'D LIKE THE COUNTY TO ACT AS AN EQUAL PARTNER WITH THE TOWN OF PRESCOTT VALLEY AND THE CITY OF PRESCOTT TO PROTECT THE INTERESTS OF THEIR CONSTITUENCY.

FINLEY CENTER, THE WHEEL HOUSE, ALL FAILURES THAT THE TAXPAYERS, WELL, WE'RE USING OUR SALES TAX TO PAY BACK PEOPLE.
BUT WE DON'T THINK IT'S GOING TO BE A VIABLE COMMERCIAL INVESTMENT EITHER, BUT THE PROBLEM IS ONCE THEY BUILD IT, WE WILL OWE THE MONEY TO PAY FOR IT, AND THEY WILL CAUSE DESTRUCTION TO GLASSFORD HILL, OUR DORMANT VOLCANO, OUR HISTORICAL SITE, ETC, THAT WILL NOT BE ABLE TO BE REPAIRED.
THE BALLPARKS ALONE THAT THEY'RE TALKING ABOUT WILL REQUIRE THEM TO CUT INTO THE HILL TO CREATE A LEVEL FLAT SPOT LARGE ENOUGH FOR FOUR FIELDS, AND IT WILL CREATE 100 FOOT TALL CLIFF AND BACK OF THE REGIONAL PARK.
VERY SIMILAR BUT TALLER THAN THE ONE THAT EXISTS BEHIND WALMART RIGHT NOW.
WE DON'T WANT TO GO THERE, SO WHATEVER WE CAN DO TO HELP YOU TO MAKE SURE THIS DOESN'T HAPPEN, WE'RE READY AND ABLE TO BE THERE TO SUPPORT YOU. THANK YOU.
