RESTORING TO THE YAVAPAI APACHE PEOPLE A SMALL PART OF THEIR HISTORIC ANCESTRAL HOMELANDS, AND THE TRANSFER OWNERSHIP OF IMPORTANT ECOLOGICAL VALUE LANDS TO THE FOREST SERVICE.

IT IS MY GREAT GOOD HONOR TO READ THIS PROCLAMATION TO YOU ALL.

WHEREAS THE YAVAPAI APACHE NATION, THE UNITED STATES FOREST SERVICE AND THE RESILIENT COMMUNITY OF CAMP VERDE HOLD A COLLECTIVE COMMITMENT TO ENVIRONMENTAL STEWARDSHIP, SUSTAINABLE DEVELOPMENT AND THE PROSPERITY OF OUR SHARED LANDS.

AND WHEREAS, RECOGNIZING THE ECOLOGICAL SIGNIFICANCE OF CERTAIN LANDS UNDER THE JURISDICTION OF THE YAVAPAI APACHE NATION AND THE UNITED STATES FOREST SERVICE, AND THE POTENTIAL FOR POSITIVE IMPACT ON THE COMMUNITY OF CAMP VERDE, AND WHEREAS, ACKNOWLEDGING THE NECESSITY FOR A HARMONIOUS AND MUTUALLY BENEFICIAL LAND EXCHANGE TO ENHANCE COMMUNITY WELL-BEING, ECONOMIC GROWTH AND ENVIRONMENTAL CONSERVATION.

AND WHEREAS, THE PARTIES INVOLVED HAVE ENGAGED IN THOUGHTFUL DELIBERATION, COLLABORATION AND SHARED VISION TO ENSURE THE SUCCESS OF THIS HISTORIC AGREEMENT, AND WHEREAS, FOSTERING A BALANCE BETWEEN HUMAN ACTIVITIES AND THE PRESERVATION OF OUR NATURAL HERITAGE IS PARAMOUNT TO THE SHARED VALUES OF THE YAVAPAI APACHE NATION AND THE UNITED STATES FOREST SERVICE AND THE TOWN OF CAMP VERDE.

NOW, THEREFORE, IN RECOGNITION OF THE FOREGOING CONSIDERATIONS, AND WITH THE UTMOST REGARD FOR THE PRESENT AND FUTURE GENERATIONS, THE YAVAPAI COUNTY BOARD OF SUPERVISORS DO HEREBY PROCLAIM THEIR SUPPORT FOR THE YAVAPAI APACHE NATION, THE UNITED STATES FOREST SERVICE, AND THE TOWN OF CAMP VERDE, AND THEIR COLLECTIVE COMMITMENT TO THE SUCCESS AND LONGEVITY OF THIS HISTORIC LAND EXCHANGE AND WITNESS THEREOF.

I AM THE DAUGHTER OF THE LATE ETHEL AND LYMAN LEWIS WHO RESIDED IN CLARKDALE.

I NOW RESIDE IN CAMP VERDE, WHERE I RAISED AS STATED, VICE CHAIR MICHAELS MY HUSBAND HERE.

WE RAISED OUR FAMILY IN CAMP VERDE, WHERE WE RESIDE.

WE HAVE TWO BEAUTIFUL CHILDREN, BUT THIS IS AN AMAZING HISTORIC EVENT FOR OUR PEOPLE, FOR THE YAVAPAI APACHE NATION, AND ALSO FOR YAVAPAI COUNTY AND ALSO FOR THE VERDE VALLEY.

AS WE HAVE ACKNOWLEDGED, OUR PARTNERSHIP TOGETHER ALSO WITH THE TOWN OF CAMP VERDE FOR THE GROWTH AND OPPORTUNITY NOT ONLY FOR THE YAVAPAI APACHE NATION, BUT THE VERDE VALLEY AND YAVAPAI COUNTY AS A WHOLE.

THE SUBJECT PARCEL IS LOCATED IN DISTRICT TWO, SUPERVISOR GREGORY'S DISTRICT.

THE PROPERTY IS ADDRESSED AT 1600 SOUTH WHATEVER WAY IN THE COMMUNITY OF CORNVILLE.

THE SUBJECT PARCEL IS ZONED R-1, L-70, WHICH IS A RESIDENTIAL SINGLE FAMILY LIMITED TO SITE BUILT ONLY STRUCTURES.

THE PROPERTY OWNER, MR. SCHWARTZ IS REQUESTING A WAIVER OF SECTION 564, SUBSECTION A.13, TO ALLOW FOR A PLACEMENT TO ALLOW FOR PLACEMENT OF A CONEX BOX, A STEEL STORAGE CONTAINER IN THE R-1L ZONE.

HER BUDGET OUTLINES A $16.2 BILLION SPENDING PLAN IN FISCAL YEAR 2025.

THE RECOMMENDATION INCLUDES $504 MILLION IN NEW SPENDING INITIATIVES, AND APPROXIMATELY $1.5 BILLION IN ONE TIME SPENDING CUTS, FUND TRANSFERS, TAX POLICY REFORMS AND EMPOWERMENT SCHOLARSHIP ACCOUNT ELIGIBILITY CHANGES OVER MULTIPLE YEARS.

I'LL WALK THROUGH SOME OF THE SUBSTANTIAL RECOMMENDATIONS CONTAINED IN HER BUDGET THAT HAVE PARTICULAR IMPACT ON YAVAPAI COUNTY.

SO UNDER THOSE NEW SPENDING INITIATIVES, $46 MILLION FOR A NEW FOUR NEW MEDICAL SCHOOLS AT ARIZONA STATE UNIVERSITY AND NORTHERN ARIZONA UNIVERSITY, $15 MILLION TO ADDRESS THE FENTANYL EPIDEMIC $13 MILLION FOR MORTGAGE ASSISTANCE FUND.

ARE THERE ANY CLARITY ON THAT $15 MILLION FOR THE FENTANYL EPIDEMIC? IS THAT GIVING IT TO LAW ENFORCEMENT OR WHAT IS IT? HANG ON, IF YOU WOULD YES.

IT ALSO INCLUDES $10 MILLION IN ONE TIME FUNDS TO STATE AGENCIES FOR VARIOUS EFFORTS RELATED TO THE FENTANYL CRISIS, INCLUDING $2 MILLION TO AIDES TO DISTRIBUTE NALOXONE TO FIRST RESPONDERS.

WHERE WAS I? $13 MILLION FOR MORTGAGE ASSISTANCE FUNDED THROUGH THE GENERAL FUND AND HOUSING TRUST FUND, AND $8 MILLION TO EXTEND THE LOW INCOME HOUSING TAX CREDIT THROUGH FY 2033. SO THOSE WERE THE NEW SPENDING INITIATIVES UNDER WHAT SHE'S CALLING THE REVENUE RECOVERY PLAN.

THERE WAS A REDUCTION OF $419 MILLION IN SPENDING REDUCTIONS BY ELIMINATING SELECT TRANSPORTATION PROJECTS THAT WERE PREVIOUSLY APPROPRIATED. AND THERE'S A TABLE ATTACHED, WHICH WAS TWO, I BELIEVE, ON THE TRANSPORTATION PROJECTS.

AND AS BEST I CAN SEE IN REVIEWING THE LIST, WE ONLY HAD ONE YAVAPAI COUNTY PROJECT LISTED, AND THAT WAS THE ROUNDABOUT AT STATE ROUTE 69 AND STATE ROUTE 169, INTERSECTION $244,500.

AND BEFORE WE START GROANING TO TOO MUCH, THIS IS JUST THE GOVERNOR'S RECOMMENDATION, AS WE KNOW.

SO WE'LL SEE WHAT COMES OUT IN THE WASH.

NEXT $350 MILLION REDUCTION IN PRIOR YEAR APPROPRIATIONS CAPITAL AND IT PROJECTS.

SO $350 MILLION.

WITHIN THAT THERE WAS A REDUCTION OF 35 MILLION.

SO 10% OF IT WERE SAVINGS FROM ELIMINATING DISTRIBUTIONS TO LOCAL GOVERNMENTS FOR SPECIFIC PROJECTS.

AND FY 24 IF YOU GO TO THAT TABLE.

YOU'LL FIND A FEW ITEMS. START WITH SOME THAT COULD HAVE AN IMPACT IT WOULD ASSUME WOULD HAVE AN IMPACT ON US COUNTY RECORDER VOTER REGISTRATION ACCURACY REVIEW CLAWING BACK $3 MILLION THERE.

THAT WOULD GO BACK TO THE GENERAL FUND.

COUNTY RECORDER OFFICES SECURE PAPER BALLOT $5 MILLION CLAW BACK TO THE GENERAL FUND AND THEN COUNTY PROPERTY OWNER NOTIFICATION SYSTEM $63,100. SO THOSE ARE THE DIRECT COUNTY.

THEN WE KNOW THAT THERE WAS THOSE ONE TIME APPROPRIATIONS MADE LAST YEAR.

ONE OF THEM THAT SHE HAS RECOMMENDED, CLAWING BACK IS THE NONPROFIT VOLUNTEER RODEO ORGANIZATION, $15.3 MILLION.

SO THOSE ARE THE ONES THAT WOULD HAVE A DIRECT IMPACT THAT I CAN FIND AT THIS POINT ON US.

SO AT THE SAME TIME, THEN THE GOVERNOR'S RELEASED HER BUDGET.

THE JLBC BASELINE IS FORECASTING A FUNDING SHORTFALL OF $2.2 BILLION THAT THE STATE WILL NEED TO ADDRESS FOR THIS YEAR AND NEXT.

THAT SHORTFALL INCLUDES $1.7 BILLION AS A REVENUE SHORTFALL, $396 MILLION AND ONE TIME SPENDING FROM THIS YEAR THAT MAY NEED TO BE INCLUDED IN 25.

I THINK THOSE ARE THE, ANNUAL EXPENDITURES THAT ARE AGAIN ONE TIME, BUT GENERALLY ARE THERE ONE TIME AFTER ONE TIME.

SO MAKING SOME ASSUMPTION THOSE LIKELY CONTINUE AND A $100 MILLION ENDING BALANCE IN TERMS OF SPENDING.

THE JLBC FORECAST GENERALLY CONTINUES THIS YEAR'S FUNDING LEVELS INTO NEXT YEAR, WHILE MAKING TYPICAL FORMULA ADJUSTMENTS AND REMOVING THOSE ONE TIME 24 APPROPRIATIONS.

SO TO GET INTO A FEW THEN OF THE SELECT GOVERNOR'S RECOMMENDATIONS, AS WE ALL KNOW, THE TOP PRIORITY FOR THE COUNTY SUPERVISORS ASSOCIATION HAS BEEN TO ADDRESS THE AD JC COST SHIFT TO COUNTIES.

THAT STILL AFFECTS ONLY MARICOPA.

THE GOVERNOR DID NOT INCLUDE THAT IN HER BUDGET RECOMMENDATION, SO THAT WOULD CONTINUE ON.

MARICOPA TAXPAYERS WOULD NEED TO PONY UP THAT $6.7 MILLION.

ALSO ELIMINATES SELECT TRANSPORTATION PROJECTS AND LOCAL DISTRIBUTIONS THAT I TALKED ABOUT.

WE TALKED ABOUT THE FENTANYL CRISIS, THE VICTIMS OF CRIME ACT.

IT PROVIDES $20.7 MILLION ONGOING TO BACKFILL RECENT DECREASES.

SO THAT COULD HAVE A POSITIVE IMPACT ON US.

$9.3 MILLION IS FOR DPS TO PROVIDE GRANTS TO GOVERNMENTS AND NONPROFIT AGENCIES.

SO, AGAIN, SOME POSSIBILITY, IF THAT WOULD CONTINUE AS PART OF THE APPROVED BUDGET, COULD HAVE A POSITIVE IMPACT ON US.

WE TALKED A LITTLE ABOUT THE BORDER ISSUES, WATER INVESTMENTS.

I'M GOING TO TOUCH ON THAT.

EXCUSE ME, WOULD REDUCE THE FY 25 APPROPRIATION TO THE WATER INFRASTRUCTURE FINANCE AUTHORITY WITH A LONG TERM WATER AUGMENTATION FUND FROM $333 MILLION TO $33 MILLION.

SO SIGNIFICANT REDUCTION.

AND INCLUDES AN ADDITIONAL $33 MILLION APPROPRIATIONS, THOUGH IN 26 AND 27.

SO PROPOSAL WOULD SUGGEST YOU START TO BUILD THAT BACK IN THE OUT YEARS.

ALSO DEPOSITS $9.5 MILLION IN THE WATER QUALITY FEE FUND FOR ADEQ TO ENSURE CLEANLINESS AND SAFETY OF SURFACE WATER, GROUNDWATER AND DRINKING WATER.

PRIMARY AND GENERAL ELECTION FUNDING WOULD PROVIDE $6 MILLION TO THE SECRETARY OF STATE FOR PRIMARY AND GENERAL ELECTION FUNDING, LARGELY FOR REIMBURSEMENTS TO COUNTIES RELATED TO COST OF PRODUCING AND MAILING SAMPLE BALLOTS TO EVERY HOUSEHOLD WITH A REGISTERED VOTER, AND COST OF CERTIFYING PETITION AND REFERENDUM SIGNATURES.

ADDITIONALLY, IT WOULD ALLOW FUNDS TO COVER COSTS ASSOCIATED WITH PRINTING AND MAILING A PUBLICITY PAMPHLET TO EVERY HOUSEHOLD WITH A REGISTERED VOTER FOR ANY INITIATIVE OR REFERENDUM, AND REVIEWING AND PROCESSING INITIATIVE AND REFERENDUM SIGNATURES.

AND THEN I WANT TO TURN TO SOME VERY FOCUSED COUNTY ISSUES CONTAINED IN THE BUDGET.

SO THE GOVERNOR'S BUDGET WOULD INCREASE TOTAL COUNTY CONTRIBUTIONS TO ALTSYS BY $35.6 MILLION.

EXCUSE ME. FOR A TOTAL CONTRIBUTION OF $104.8 MILLION.

DEPARTMENT OF JUVENILE CORRECTIONS COST SHIFT I MENTIONED CONTINUED TO REQUIRE MARICOPA TO PAY THEIR 6.7 MILLION FLEXIBILITY.

LANGUAGE WAS NOT ADDRESSED IN THE GOVERNOR'S BUDGET RECOMMENDATION.

JLBC BASELINE CONTINUES TO ALLOW CERTAIN COUNTIES, THOSE UNDER 250,000 RESIDENTS.
