WE ARE MEETING TODAY AND THE BOARD HEARING ROOM, FIRST FLOOR, YAVAPAI COUNTY ADMINISTRATIVE SERVICES BUILDING, 1015 FAIR STREET IN PRESCOTT, ARIZONA.

TODAY'S DATE IS WEDNESDAY, DECEMBER 6TH, 2023.

THE TIME NOW IS 9 A.M.

I CALL THE MEETING TO ORDER.

ALL ITEMS LISTED ARE POTENTIAL ACTION ITEMS. UNLESS OTHERWISE NOTED, THE ORDER OF THE ITEMS MAY BE MODIFIED AT THE MEETING.

APPROVED. PROCLAMATION DECLARING DECEMBER 7TH, 2023, AS NATIONAL PEARL HARBOR REMEMBRANCE DAY VICE CHAIR, OBERG.

THANK YOU, MR. CHAIRMAN.

NATIONAL PEARL HARBOR REMEMBRANCE DAY.

WHEREAS ON DECEMBER 7TH, 1941, THE COURSE OF OUR NATION'S HISTORY WAS FOREVER ALTERED BY THE SURPRISE ATTACK AT PEARL HARBOR ON OAHU, HAWAII, ON NATIONAL PEARL HARBOR REMEMBRANCE DAY, WE SOLEMNLY RECALLED THE TRAGIC EVENTS OF THAT MORNING AND HONOR THOSE WHO PERISHED IN DEFENSE OF OUR NATION.

AND WHEREAS JUST BEFORE 800, ON DECEMBER 7TH, 1941, PLANES LAUNCHED FROM THE EMPIRE OF JAPAN'S AIRCRAFT CARRIERS DROPPED BOMBS AND TORPEDOES FROM THE SKY, ATTACKING OUR SHIPS MIRRORED AT NAVAL STATION PEARL HARBOR AND OTHER MILITARY ASSETS AROUND OAHU.

AND WHEREAS EVERY HONOR IS APPROPRIATE FOR THE COURAGEOUS AMERICANS WHO MADE THE SUPREME SACRIFICE FOR OUR NATION AT PEARL HARBOR, AND IN THE MANY BATTLES THAT FOLLOWED IN WORLD WAR TWO, AND WHEREAS, IN THE WAKE OF THIS HEINOUS ATTACK, THE UNITED STATES WAS LEFT STUNNED AND WOUNDED ACROSS THE ATLANTIC AND PACIFIC, 16 MILLION AMERICAN SERVICEMEN AND WOMEN FOUGHT TO VICTORY.

MORE THAN 400,000 OF THOSE BRAVE MEN AND WOMEN NEVER RETURNED HOME, GIVEN THEIR LAST FULL MEASURE OF DEVOTION FOR OUR NATION.

AND WHEREAS FRANKLIN, PRESIDENT FRANKLIN ROOSEVELT TOLD OUR NATION THE DAY AFTER PEARL HARBOR WAS ATTACKED, IT IS OUR OBLIGATION TO OUR DEBT.

IT IS OUR SACRED OBLIGATION TO OUR CHILDREN AND THEIR CHILDREN THAT WE MUST NEVER FORGET WHAT WE HAVE LEARNED.

NOW, THEREFORE, BE IT RESOLVED THAT THE YAVAPAI COUNTY BOARD OF SUPERVISORS DOES HEREBY PROCLAIM DECEMBER 7TH AS NATIONAL PEARL HARBOR REMEMBRANCE DAY AND ENCOURAGES ALL CITIZENS TO REMEMBER AND HONOR THE FALLEN.

THEIR DEVOTION AND SACRIFICE MUST NEVER BE FORGOTTEN.

IN WITNESS THEREOF, THE CHAIRMAN OF THE BOARD, ON BEHALF OF THE YAVAPAI COUNTY BOARD OF SUPERVISORS, SETS HIS HAND AND CAUSES THE SEAL OF THE COUNTY OF YAVAPAI, ARIZONA, TO BE AFFIXED. ON THE SIXTH DAY OF DECEMBER 2023, SIGNED JAMES GREGORY, CHAIRMAN, YAVAPAI COUNTY BOARD OF SUPERVISORS.

ACKNOWLEDGMENTS OF THE UPCOMING RETIREMENT OF DEL PRESCOTT, NATIONAL FOREST SUPERVISOR, IN APPRECIATION FOR MANY YEARS OF SERVICE TO THE PRESCOTT NATIONAL FOREST AND AS A PARTNER TO YAVAPAI COUNTY, [INAUDIBLE] CAME TO THE PRESCOTT NATIONAL FOREST IN JANUARY OF 2018.

HE STARTED HIS CAREER WITH THE FOREST SERVICE IN MAY OF 1984 AS A TEMP, THEN RECEIVED PERMANENT POSITION IN AUGUST OF 1989.

HE HAS A TOTAL OF 35 YEARS AND FOUR MONTHS OF CUMULATIVE SERVICE.

THANK YOU, DEL.

YOU WILL BE GREATLY MISSED.

I NOW PASS THIS OVER TO SUPERVISOR BROWN TO SAY A FEW WORDS.

YEAH, JUST A COUPLE OF WORDS IN REGARD TO DALE.

DALE IS ACTUALLY A CHEROKEE NATION CITIZEN.

MANY OF YOU MAY NOT HAVE KNOWN THAT.

AND HE CAME TO PRESCOTT NATIONAL FOREST AS THE SUPERVISOR WITH MORE THAN 30 YEARS IN PUBLIC SERVICE.

HE GREW UP IN ARIZONA, FOLLOWED HIS FATHER'S FOOTSTEPS, WHO SERVED AS A DISTRICT RANGER IN ARIZONA AND NEW MEXICO.

DALE BEGAN HIS CAREER IN 1980 THREE INCHES THE US FOREST SERVICE AS A VOLUNTEER, THEN A WILDLAND FIREFIGHTER FOR THE GILA NATIONAL FOREST IN NEW MEXICO AND IN BRIDGER-TETON NATIONAL FOREST IN JACKSON, WYOMING.

HE EARNED HIS BACHELOR'S DEGREE AND A MASTER'S DEGREE IN FORESTRY FROM NORTHERN ARIZONA UNIVERSITY IN FLAGSTAFF.

IN 2018, DALE WAS QUOTED AS SAYING, EVEN MY CAREER FIRE SEASON HAS GOTTEN LONGER, AND FIRES HAVE GOTTEN BIGGER, AND WE ARE SEEING ITS IMPACT EVEN IN TERMS AS SNOWPACK AND SPRING FLOW.

AND THAT THEN PRESENTS A LOT OF CHALLENGES AND LONG-TERM SUSTAINING MANAGEMENT OF OUR NATIONAL FORESTS.

THERE ARE A LOT OF CHALLENGES TO DEAL WITH THERE.

PRESCOTT NATIONAL FOREST, AND IT'S REALLY A NEAT FOREST WITH GREAT PEOPLE, AND SO I WILL FINISH OUT MY CAREER THERE, HE SAID.

AND NOW, SIX YEARS LATER, HERE WE ARE THANKING DALE FOR HIS SERVICE AND THE PARTNERSHIPS HE AND HIS TEAM WERE ABLE TO BUILD DURING HIS TIME AS NATIONAL FOREST SUPERVISOR FOR PRESCOTT NATIONAL FOREST.

I JUST WANT TO SAY CONGRATULATIONS TO DALE.

COME ON UP. COME ON UP, DEL.

WOULD YOU MIND STEPPING UP? OH, YEAH.

WE JUST WANT TO THANK YOU AND JUST SHOW HOW MUCH WE APPRECIATE YOUR DEDICATION AND SERVICE TO YAVAPAI COUNTY.

BEEN AROUND, BEEN A LOT OF HELP TO ME THROUGHOUT MY ADVENTURE HERE AS THE BOARD OF SUPERVISORS, AND YOU'VE DONE A GREAT JOB AND I APPRECIATE THAT.

AND I CAN HONESTLY SAY THAT I'VE NEVER SEEN A PLACE WHERE THE COUNTY'S MUNICIPALITIES, ALL OF THE AREAS THAT WE TOUCH TO SERVE OUR PUBLICS, WHERE THEY WORK TOGETHER BETTER.

AND IT JUST. HONESTLY, IT MADE THIS JOB SO REWARDING. AND YEAH, I'VE SEEN FIRSTHAND HOW HARD EVERYONE HERE AND ACTUALLY A LOT OF FOLKS SITTING BEHIND ME HERE, HOW HARD THEY WORK FOR THE COMMUNITY.

AND THAT'S I REALLY APPRECIATE THAT.

AND THAT'S MADE THIS JOB FUN.

AND I'LL BE HAPPY TO BE EVEN ON.

IT'S BEEN FUN ON THE PROFESSIONAL SIDE, ON THE ON THE PRIVATE CITIZEN SIDE, IT'LL BE JUST AS WARMING TO KNOW THAT THAT YOU ALL ARE STILL HERE DOING THE WORK.

YOU DO SO AND THAT GOES TO EVERYONE IN THE ROOM, REALLY.

I'VE BEEN THERE FOR NINE YEARS, AND I CAN'T IMAGINE A MORE REWARDING JOB.

IT HAS TRULY BEEN THE BEST JOB OF MY LIFE, AND WORKING WITH ALL OF THE PARTNERS HAS BEEN A HUGE PART OF THAT, INCLUDING YAVAPAI COUNTY AND BEING A PART OF THIS COMMUNITY.

THIS IS THE LONGEST I'VE LIVED ANYWHERE.

I'VE PUT DOWN ROOTS HERE.

I CAME HERE WITH THAT INTENTION, AND I'VE BEEN TRULY HONORED TO BE PART OF THIS COMMUNITY BECAUSE OF ALL THE SUPPORT THAT THE FOREST GETS AND TRULY, PERSONALLY, IT'S A GREAT PLACE TO LIVE AND WORK.

SO, I'M CERTAINLY LOOKING FORWARD TO SERVING THE COMMUNITY IN THE NEXT PHASE.

FACILITIES TEN YEARS CRAIG BROWN, TEN YEARS AS A BOARD OF SUPERVISOR WENDY ROSS, GOOD MORNING, CHAIRMAN GREGORY AND MEMBERS OF THE BOARD. I'M WENDY ROSS, DIRECTOR OF HUMAN RESOURCES AND RISK MANAGEMENT.

THIS IS ACTUALLY MY FAVORITE MEETING OF THE YEAR, AND TO BE ABLE TO PRESENT SERVICE AWARDS AND REALLY RECOGNIZE ALL OF THE COUNTY EMPLOYEES WHO REACHED A MILESTONE ANNIVERSARY THIS YEAR.

WE DID MAKE SOME CHANGES TO OUR PROGRAM THIS YEAR.

IN THE PAST, WE'VE DONE A SELECT A GIFT PROGRAM WHERE THE EMPLOYEES WERE ABLE TO GO IN AND FROM A VARIETY OF GIFTS, SELECT SOMETHING THAT THEY WOULD LIKE.

WE DECIDED TO SWITCH TO GIFT CARDS THIS YEAR, AND SO IT MAKES IT A LITTLE BIT EASIER FOR DISTRIBUTION.

AND THAT WAY THE EMPLOYEE CAN USE THAT GIFT CARD TO SELECT WHATEVER IT IS THEY WOULD LIKE TO PURCHASE.

THEY ALSO RECEIVE A CERTIFICATE THAT IS SIGNED BY EACH OF THE BOARD MEMBERS, AND A PIN INDICATING THEIR YEARS OF SERVICE.

WITH THIS CHANGE, EFFECTIVE IN JANUARY, WE'LL BE DISTRIBUTING THE SERVICE AWARDS MONTHLY INSTEAD OF ANNUALLY, WHICH WE BELIEVE WILL ALLOW DEPARTMENTS TO RECOGNIZE THAT MILESTONE ANNIVERSARY TIMELIER, PERHAPS EVEN DISTRIBUTE THE SERVICE AWARD ON THE EMPLOYEE'S ACTUAL ANNIVERSARY INSTEAD OF HAVING TO WAIT UNTIL THAT END OF THE YEAR TIMEFRAME.

SO, THIS YEAR, IN 2023, WE HAD 195 EMPLOYEES REACH A MILESTONE ANNIVERSARY, WHICH IS PRETTY AMAZING. THERE WERE 90 EMPLOYEES WHO RECEIVED A FIVE-YEAR AWARD.

THERE WERE 51 EMPLOYEES WHO RECEIVED A TEN-YEAR AWARD, 24 HIT THE 15-YEAR MARK, 12 HIT THE 20-YEAR MARK AND TEN HIT THE 25-YEAR MARK.

THERE WERE FOUR THAT HIT 30 YEARS OF SERVICE THIS YEAR, AND I'D LIKE TO RECOGNIZE THEM BY NAME.

KENNY VANCUREN FROM OUR FACILITIES DEPARTMENT, WHO RECENTLY RETIRED, SARAH SMITH IN DEVELOPMENT SERVICES, MARK MATHIS IN OUR FLOOD CONTROL DISTRICT, AND TERESA KENNEDY FROM THE SHERIFF'S OFFICE.

ALL FOUR OF THEM REACHED 30 YEARS OF SERVICE THIS YEAR.

AND THEN WE HAD FOUR WHO REACHED 35 YEARS OF SERVICE THIS YEAR.

WE HAD PAUL COOK AND PUBLIC WORKS, JAMES, GERALD AND THE COUNTY ATTORNEY'S OFFICE, WILLIAM PAYANO AND ADULT PROBATION AND TAMMY LONGFIELD IN THE TREASURER'S OFFICE.

SO THAT'S REALLY AMAZING.

AND I'D LIKE TO GIVE ALL OF THOSE EMPLOYEES A ROUND OF APPLAUSE.

SO TODAY WE'RE HERE TO PRESENT THE AWARDS TO THOSE APPOINTED DIRECTORS AND ELECTED OFFICIALS WHO REACHED A MILESTONE ANNIVERSARY THIS YEAR.

AND GIL RIVERA, WHO IS OUR FLEET DIRECTOR.

I APPRECIATE THE ATTENTION TO OUR MEDICAL RESERVE CORPS GRANT THAT WE'RE RECEIVING.

MEDICAL RESERVE CORPS HAS BEEN IN PLACE FOR AS LONG AS I'VE BEEN WITH THE HEALTH DEPARTMENT OVER 20 YEARS NOW, AND THEY'RE A WONDERFUL ASSET TO OUR COMMUNITY.

MEDICAL RESERVE CORPS WAS ORIGINATED IN A STATEWIDE PUBLIC HEALTH EFFORT AND A NATIONWIDE PUBLIC HEALTH EFFORT TO MAKE SURE THAT WE HAVE MEDICALLY TRAINED INDIVIDUALS READY TO RESPOND IN THE COURSE OF NATURAL DISASTERS, EMERGENCIES, BUT ESPECIALLY PUBLIC HEALTH DISASTERS AND EMERGENCIES. AND SO, WE'VE BEEN VERY FORTUNATE OVER TIME TO HAVE A WEALTH OF VOLUNTEERS.

WE USED TO HAVE A LIST OF OVER 800 PEOPLE THAT HAD VOLUNTEERED FOR MEDICAL RESERVE CORPS.

THOSE WERE NURSES, DOCTORS, PHARMACISTS, ANYONE WHO HAD WORKED IN ANY LINE OF MEDICAL FIELD THROUGHOUT THEIR CAREER.

AND NOW WE EVEN OPEN IT UP TO OTHER INDIVIDUALS WHO HAVE ANY SORT OF HEALTH-BASED BACKGROUND.

BUT THEY'RE A WONDERFUL, TALENTED GROUP.

WHAT WE FOUND IS THAT OF THAT 800, ABOUT 100 OF THEM WERE RESPONDING REGULARLY TO OUR EMERGENCIES IN THE COUNTY.

AND SO, WE ALSO WE NARROWED DOWN OUR GROUP TO ABOUT A GROUP OF A LITTLE LESS THAN 100 PEOPLE, INDIVIDUALS WHO ARE READY TO VOLUNTEER AT ANY GIVEN TIME FOR THESE EMERGENCIES.

NOW, AS WE KNOW, WE WENT THROUGH A RATHER LARGE PUBLIC HEALTH EMERGENCY AND A LONG DRAWN-OUT PROCESS OVER THE LAST FEW YEARS, SINCE 2020, AND THAT MEDICAL RESERVE CORPS GROUP THAT WE HAVE RELIED ON IS PRIMARILY RETIRED INDIVIDUALS.

SOME OF THEM FELL INTO OUR VULNERABLE POPULATIONS DURING THAT TIME AND REALLY COULDN'T STEP UP TO HELP IN AN ACTIVE WAY WHEN WE NEEDED THAT HELP.

ALTHOUGH WE HAD A NUMBER OF THEM THAT DID STEP UP AND HELP WITH THINGS LIKE THE PHONE BANK, THE TESTING, EMERGENCY RESPONSE OF ANY TYPE, GETTING OUT PPE TO THE POPULATIONS, ALL THOSE THINGS THAT WE WERE DOING DURING THAT TIME, WE SAW THE SAME KIND OF REDUCTION IN MEDICAL RESERVE CORPS INDIVIDUALS AS MANY OF THESE GROUPS ACROSS THE STATE DID AND ACROSS THE NATION.

AND SO, THIS GRANT, THE MISSISSIPPI STRONG GRANT, IS FOR $176,500.

AND IT IS TO BUILD UP THAT CAPACITY AGAIN.

WE HOPE TO FIND MORE INDIVIDUALS, BUT ALSO BETTER TRAIN THOSE INDIVIDUALS TO BE ABLE TO RESPOND TO ANY TYPE OF EMERGENCY WE FACE.

IN THIS PAST YEAR, WE USED THEM TO RESPOND TO FIRES, FLOODS AND OTHER EMERGENCIES.

BUT WE MAKE SURE THAT THESE PEOPLE ARE TRAINED AND FEEL COMPETENT SO THAT WHEN THOSE EMERGENCIES ARISE, THEY'RE READY TO JUMP ON BOARD AND HELP US.

AND SO, WE RELY ON THEM HEAVILY.

WE HOPE TO ATTRACT MORE PEOPLE TO THIS GROUP.

WE WORK A LOT WITH PUBLIC HEALTH, AND ONE OF THE CONVERSATIONS THAT WE HAVE ON THE REGULAR IS, HOW CAN WE INSTILL A RESILIENCY AT THE COMMUNITY LEVEL, AND HOW CAN WE JUST REALLY INSTILL RESILIENCE AT THE COUNTY LEVEL AS WELL? AND PART OF THAT IS BOLSTERING OUR VOLUNTEER BASE, AND THROUGH THAT IS THROUGH THE MRC VOLUNTEER BASE.

WE ARE HEAVILY RELIANT ON THEM FOR A NUMBER OF THINGS.

AND SO, I THINK THIS WOULD BE A GREAT OPPORTUNITY TO REALLY ESTABLISH, REESTABLISH THE VOLUNTEER BASE FOR THE MRC AND REALLY WORK TOWARDS BUILDING A MORE RESILIENT YAVAPAI COUNTY.

HOWEVER, WE HAD STARTED LOOKING AT OPTIONS TO MERGE THE TWO BECAUSE THEY DO A LOT OF THE SAME TASKS WHEN IT COMES TO AN EMERGENCY, ALTHOUGH SOMETIMES WE HAVE TO PULL MRC OUT TO SAY, RESPOND TO A NOROVIRUS OUTBREAK OUT IN MAYBE THE FOREST SERVICE OR ANYWHERE ELSE, THAT WE HAVE GROUPS THAT TEND TO COME UP ON ISSUES WHERE WE NEED A VOLUNTEER TO COME OUT AND HELP US IN THOSE SITUATIONS FOR PUBLIC HEALTH, BUT REALLY, WE CAN UTILIZE ANYONE IN THIS GROUP THAT IS WILLING TO STEP UP AND HELP.

AND THAT'S WHY WE STARTED SEEING THAT THERE WAS SOME CROSSOVER BETWEEN CERT AND MEDICAL RESERVE CORPS.

I THINK WE'VE MOVED MORE AWAY FROM CERT AND ARE FOCUSED MORE ON MEDICAL RESERVE CORPS, AS IT DOES TEND TO GET SUPPORT THAT WE CAN USE TO BUILD THAT GROUP THROUGH GRANTS LIKE THIS.

OKAY. SO HOW IS THIS FUNDING USED? IS IT TO PAY PEOPLE? IS IT TO COVER COSTS OF TRAVEL? IS IT TO PROVIDE TRAINING COURSES THAT WE PAY FOR? YES. SO, THIS GRANT WILL BE USED FOR INCREASING THE SALARY HOURS OF MARY ANN, THE INDIVIDUALS AT COURT THAT IS COORDINATING THE MRC GROUP.

WE CAN DO COMMUNITY OUTREACH ASSOCIATED WITH FIREWISE ACTIVITIES.

YOUR FIREWISE COMMUNITIES, OF COURSE, ARE BIG APPLICANTS IN THIS PROGRAM.

WE CAN ALSO DO COMMUNITY WILDFIRE PROTECTION PLANS AS FAR AS DEVELOPMENT OF THOSE, GO BY YOUR VARIOUS COMMUNITIES THAT APPLY FOR THIS FUNDING.

AND OF COURSE, THE ANNUALLY.

THE SHERIFF'S OFFICE IS A BIG RECIPIENT OF THIS AS WELL, BECAUSE THERE ARE SEARCH AND RESCUE COMPONENT THAT IS ELIGIBLE FOR THIS FUNDING.

SO, WE DO HAVE WE HAD ABOUT $395,000 OF REQUESTS THIS YEAR, AND ONLY $129,700 TO DISTRIBUTE.

SO, YOUR EMERGENCY MANAGEMENT OFFICE WENT THROUGH ALL THE APPLICATIONS.

THEY APPLIED A RUBRIC TO PUT TOGETHER A MATRIX FOR RECOMMENDED DISTRIBUTION THAT WENT OUT TO THE PUBLIC FOR A, I BELIEVE, A 45-DAY COMMENT PERIOD.

WE HAD SOME MINOR COMMENTS COME BACK THAT THE BOARD OFFICE MADE SOME LAST-MINUTE ADJUSTMENTS TO FOR YOUR FINAL RECOMMENDATIONS HERE TODAY WE HAVE 27 DIFFERENT ENTITIES RECOMMENDED TO REMOVE OR TO RECEIVE THIS FUNDING.

AND WITH THAT, I ALSO HAVE ASHLEY HERE, YOUR EMERGENCY MANAGER, IF YOU'D LIKE TO ASK ANY QUESTIONS ABOUT DISTRIBUTION.

IT LEFTOVER FUNDING USUALLY GETS TRANSFERRED TO THE SHERIFF'S OFFICE AT THE END OF THE CYCLE TO COVER THEIR SEARCH AND RESCUE EFFORTS AS WELL.

THIS AMOUNT HAS GONE DOWN CONSIDERABLY OVER THE COURSE OF THE LAST TEN YEARS OR SO, HAS IT NOT? YES, I BELIEVE SO.

OKAY. I DON'T THINK THAT WE SHOULD BLAME THE PRESCOTT NATIONAL FOREST FOR THAT.

NO, IT'S THE COST OF EVERYTHING HAS GONE UP AND WE ALL KNOW THAT.

SO PROBLEM IS, IS WHERE DO WE WHERE DO THESE FUNDS ACTUALLY COME FROM? IT'S ALL DESIGNATED UNDER THE SECURE RURAL SCHOOLS ACT.

THERE IS YOU KNOW, IT'S ALL FEDERAL DOLLARS THAT COME DOWN AT THAT POINT.

AND THEN THE COUNTY GOES THROUGH A FAIRLY RIGOROUS PROCESS TO ENSURE THAT YOU'RE PUTTING TOGETHER A FAIRLY FAIR AND EQUITABLE DISTRIBUTION OF THESE FUNDS. THERE'S VERY LITTLE PLAYING OF FAVORITES, IF YOU WILL, AND I KNOW THERE'S A NEED THAT FAR SURPASSES THE

WELL, IT'S REALLY THE BOARD'S ATTEMPT TO TAKE MONIES THAT ARE COMING IN FROM THE FEDERAL GOVERNMENT UNDER TITLE THREE AND GIVE IT BACK TO THE PEOPLE WHO ACTUALLY GAVE THEM THE MONEY TO START WITH AND LET THEM HAVE AT FIXING WHAT NEEDS TO BE FIXED IN THEIR INDIVIDUAL COMMUNITIES.

HOWEVER, THE AMOUNT GOING DOWN AND DOWN WHILE WE SEE THE FEDERAL GOVERNMENT SPENDING GO UP AND UP LEAVES ME WITH A GIANT QUESTION MARK.

SO, THE OTHER THING THAT'S CHANGED OVER THE YEARS IS WE'VE HAD A LOT MORE APPLICANTS FOR THIS FUNDING.

THAT'S TRUE. GO.

IT IS. IT IS REALLY SKYROCKETED AS FAR AS THE NUMBER OF APPLICATIONS THAT HAVE COME IN OVER THE LAST SEVERAL YEARS.

SO WE HAVE A LITTLE LESS MONEY TO WORK WITH AND MORE APPLICANTS SEEKING TO PUT THAT FUNDING TO USE.

WE ALL RECOGNIZE THE VALUE OF WILDFIRE PREVENTION AND FUEL REDUCTION IN THE AREA HERE.

WILDFIRE IS CERTAINLY ONE OF OUR MOST PARAMOUNT RISKS THAT OUR CITIZENRY FACES EVERY DAY, AND ESPECIALLY DURING THE FIRE SEASON.

SO, THIS IS A WONDERFUL OPPORTUNITY FOR US TO GIVE BACK TO THE COMMUNITIES.

THAT'S JUST A LITTLE BIT OF A MOUTHFUL.

THE HAZARD MITIGATION PLAN PROVIDES UPDATED INFORMATION ON POTENTIAL HAZARDS IN THE YAVAPAI COUNTY, AS WELL AS APPROPRIATE TYPES OF MITIGATION FOR THOSE HAZARDS.

HOWEVER, ITS BIGGEST ROLE IS SERVING AS A KEY TO OPEN THE DOOR FOR FUNDING IN FOR YAVAPAI COUNTY.

THIS COMES IN TWO FORMS VIA PUBLIC ASSISTANCE AFTER A DISASTER OR CIRCUMSTANCES IN WHICH WE NEED REIMBURSEMENT FROM THE STATE, OR IF THE CIRCUMSTANCES ARE LARGE ENOUGH. FEMA AFTER DECLARATION AND THROUGH FEMA GRANTS SUCH AS THE FIRE MITIGATION ASSISTANCE GRANTS, HAZARD MITIGATION, AS WELL AS THE BUILDING RESILIENCE INFRASTRUCTURE AND FLOOD MITIGATION ASSISTANCE GRANTS.

THOSE ARE ALL GRANTS THAT THE FLOOD CONTROL, OR I SHOULD SAY, SOME OF THOSE GRANTS ARE ALL GRANTS THAT THE FLOOD CONTROL DISTRICT REGULARLY APPLIES FOR.

AND UTILIZE THE FLOODING EVENT THAT OCCURRED EARLIER THIS YEAR IN CAMP VERDE IS AN EXAMPLE OF HOW THIS PLAN ASSISTED IN ALLOWING THE TOWN OF CAMP VERDE TO ACCESS PUBLIC ASSISTANCE FUNDING FOR THE TOWN TO RECEIVE REIMBURSEMENT FROM THE STATE OF ARIZONA FOR SOME OF THE DAMAGES INCURRED BY THE FLOODING EVENT THAT OCCURRED EARLIER THIS SPRING.

THESE GRANTS, AS I MENTIONED, THAT THE FLOOD CONTROL DISTRICT ACCESS CAN ASSIST WITH PROPERTY ACQUISITION, A STRUCTURE DEMOLITION, RELOCATION, STRUCTURE, ELEVATION RECONSTRUCTION, DRY FLOOD PROOFING ON HISTORICAL AND NONRESIDENTIAL STRUCTURES, AND LOCALIZED AND NON-LOCALIZED FLOOD RISK REDUCTION PROJECTS.

SOME OF THE HAZARD MITIGATION THAT FEMA ENCOURAGE INCLUDE PUBLIC EDUCATION AND OUTREACH, PLANNING AND VARIOUS STUDIES.

POLICY AND ZONING DEVELOPMENTS, FLOODING MITIGATION PROJECTS, STRUCTURAL MITIGATION PROJECTS, STORMWATER AND WASTEWATER PROJECTS, AS WELL AS STAFF TRAINING.

THE HAZARDS THAT WE IDENTIFIED IN THE PLAN INCLUDE EARTHQUAKES, FLOODS, LANDSLIDES AND MUDSLIDES, SEVERE WIND, WILDFIRES, AND WINTER STORMS. THE PARTICIPATING JURISDICTIONS INCLUDE ALL OF OUR JURISDICTIONAL PARTNERS FROM CAMP VERDE TO SEDONA, AS WELL AS THE YAVAPAI PRESCOTT INDIAN TRIBE.

THE NEW PLAN INCLUDED ENSURING OUR PLAN WAS COMPLIANT WITH ALL OF FEMA'S NEW MITIGATION PLANNING REQUIREMENTS.

WE UPDATED THE PLANS.

THE HAZARD DATA WAS REFLECTED TO EVERYTHING THAT'S OCCURRED IN THE LAST FIVE YEARS, AND EACH JURISDICTION UPDATED THEIR PROJECTS FOR MITIGATION.

ONE OF THE REQUIREMENTS FOR THIS PLAN IS THAT IT IS OPEN TO PUBLIC COMMENT BEFORE IT IS ADOPTED AND APPROVED.

AND SO ONCE WE RECEIVED THAT PRELIMINARY APPROVAL FROM FEMA, WE DID EXACTLY THAT.

WE POSTED IT ON OUR WEBSITE, WE STARTED A SOCIAL MEDIA CAMPAIGN, AND THEN WE HAD IT POSTED OR PRINTED IN THE DAILY COURIER AND VERDE INDEPENDENT ON SUNDAYS AND WEDNESDAYS FROM THE 10TH OF OCTOBER.

BUT EVACUATION ZONES HELP FIRST RESPONDERS PREPARE FOR AND REDUCE CONFUSION SURROUNDING EVACUATIONS.

THESE ARE PRE-PLANNED, PRE-MADE ZONES THAT ALLOW FOR RESPONDERS TO QUICKLY IDENTIFY AREAS THAT MAY NEED TO BE EVACUATED OR RECEIVE ANY SORT OF EMERGENCY MESSAGING.

IT ALSO PROVIDES A POINT OF REFERENCE FOR CITIZENS TO KNOW THEIR ZONE.

AND SO, THIS IS THE ENTIRE PREMISE OF EVACUATION ZONES IS SOMETHING THAT MY OFFICE AND I HAVE BEEN A PART OF FOR GOING ON TWO YEARS.

THE FIRST PROJECT THAT WE STARTED WITH WAS THROUGH THE CITY OF SEDONA EVACUATION PROJECT.

I WOULD LIKE TO TAKE A MOMENT AND ACKNOWLEDGE AND APPLAUD THEIR EFFORTS, BECAUSE THEY ARE THE FIRST IN THE STATE OF ARIZONA TO LAUNCH EVACUATION ZONES FOR THEIR JURISDICTION.

THIS IS NOT A NEW CONCEPT.

EVACUATION ZONES IS SOMETHING THAT WE'VE SEEN THROUGHOUT THE COUNTRY.

TYPICALLY, WE SEE THEM MORE IN THE HURRICANE AND TSUNAMI PRONE STATES, BUT WE ARE SEEING THEM MORE IN OUR WILDFIRE.

SISTER STATES SUCH AS COLORADO, UTAH, CALIFORNIA ESPECIALLY, AND IN WASHINGTON AND OREGON AS WELL.

BUT WE HAVEN'T SEEN IT IN ARIZONA, EVEN THOUGH WE ARE NOT.

WE KNOW WILDFIRES VERY, VERY WELL HERE WITHIN THE STATE.

AND THIS IS THE TYPE OF MODEL THAT WE'RE SEEING IN THE AFTERMATH OF TRAGEDIES SUCH AS MAUI.

AND THEY ARE DISCUSSING WHY DIDN'T THEY HAVE EVACUATION ZONES.

THIS IS A MODEL THAT IS BEING HIGHLY ENCOURAGED BY FEMA, AND STUDIES HAVE SHOWN THAT RESIDENTS THAT BELIEVE THAT THEY ARE IN AN EVACUATION ZONE ARE MORE APT TO ENGAGE IN PREPAREDNESS EFFORTS AND HEED EVACUATION WARNINGS.

DURING THE SEDONA PROCESS, THE EMERGENCY MANAGER FOR COCONINO COUNTY MADE A COMMENT THAT REALLY RESONATED WITH ME.

IN MY PREVIOUS LIFE, I WORKED IN DISPATCH, I'VE WORKED MANY FIRES, I'VE SENT MANY NOTIFICATIONS, AND WES TALKED ABOUT HOW THEY BARELY HAD ENOUGH TIME TO DRAW THE POLYGONS FOR THE TUNNEL AND THE PIPELINE FIRES.

AND WHEN WE LIVE IN A DAY AND AGE WHERE WE'RE SEEING DISASTERS BECOME MORE FREQUENT AND WE'RE SEEING THEM JUST BECOME HIGHER CONSEQUENCES, AND WITH SOME OF THE DISASTERS AND THE TRAGEDIES THAT WE'RE SEEING, I BELIEVE THAT IMPLEMENTING SUCH TECHNOLOGIES WILL ALLOW US TO PLAN BETTER AND BE ABLE TO COORDINATE MORE EFFECTIVELY. THIS IS AN INITIATIVE THAT THE DEPARTMENT OF EMERGENCY MILITARY AFFAIRS IS ALSO STRONGLY SUPPORTING, AND WE HAVE ALSO BEEN A PART OF THE WORKGROUP AT THE STATE LEVEL AS WELL, FOR THE BETTER PART, GOING ON TWO YEARS AS WELL.

AND THIS IS SOMETHING THAT VERY RECENTLY I WAS IN CONVERSATIONS WITH THE FOREST SERVICE AS WELL, AND THIS IS SOMETHING THAT THEY ARE IN SUPPORT OF.

WHAT HAS BEEN REALLY, REALLY GREAT WITH ALL OF THIS IS SEEING HOW THE CITY OF SEDONA STARTED WITH THIS EFFORT, AND SEEING IT REALLY LED TO OTHER EFFORTS THROUGHOUT THE STATE. SO, COCONINO COUNTY HAS LAUNCHED EVACUATION ZONES, BUT THEN WE'RE ALSO SEEING IT HERE WITHIN YAVAPAI COUNTY.

AND SO, THE TOWN OF CAMP VERDE RECENTLY PURCHASED THIS VERY PRODUCT, GENESIS.

MY STAFF AND I WERE IN CAMP VERDE YESTERDAY PARTICIPATING IN THEIR TRAINING EFFORTS AND SEEING WE'RE THERE WITH YCSO.

WE ARE THERE WITH THE CITY OF COTTONWOOD, AND THERE ARE OTHER FOLKS THERE LOCAL TO THE TOWN, SO IT'S BEEN GREAT TO SEE THIS.

THE CITY OF COTTONWOOD HAS ALSO PURCHASED THIS PRODUCT, AND THEN THE CITY OF PRESCOTT, TO MY KNOWLEDGE, IS ALSO MOVING FORWARD WITH PURCHASING GENESIS.

SO, SEEING THIS CONCEPT TAKE HOLD WITHIN YAVAPAI COUNTY HAS BEEN VERY FANTASTIC.

WE WERE ABLE TO UTILIZE THIS PRODUCT DURING A KIND OF A DEMO TRIAL PERIOD DURING THE RACETRACK, AND GRAPEVINE FIRES MY OFFICE AS WELL AS YCSO AND IT WAS WELL RECEIVED, VERY USER FRIENDLY AND JUST HAD A LOT OF BENEFITS.

SO, THE PRODUCT ITSELF ALLOWS FOR US TO ESTABLISH EVACUATION ZONES.

THEY GO THROUGH AND CREATE ZONES, THE TENTATIVE ZONES, AS YOU SAW ON THAT FIRST SLIDE, BASED ON POPULATION DENSITY, HISTORIC EVACUATION INFORMATION, HAZARD ROADS, VEHICLE COUNT, IT'S NOT DONE.

THOSE ARE JUST PRELIMINARY.

IF IT IS APPROVED, WE'LL GO THROUGH WITH THE LOCAL SUBJECT MATTER EXPERTS, LOCALS, AND WE'LL REFINE THOSE AS PART OF A PROCESS.

BUT THEY'VE DONE A LOT OF THE HEAVY LIFTING FOR US.

THE PRODUCT ALSO ALLOWS FOR US TO DO FIRE MODELING.

SEDONA AGAIN, THEY'VE DONE FANTASTIC WORK, BUT THEY PAID OVER $300,000 FOR THEIR PROJECT AND THEIR CONSULTANT AND EVERYTHING.

AND THIS IS A PRODUCT THAT WE GET FOR, YOU KNOW, UNDER $22,000.

SO, AND HALF OF THAT IS GRANT REIMBURSABLE THROUGH THE EMERGENCY MANAGEMENT OFFICE.

SO, IT'S A GREAT TOOL THAT.

ALSO ALLOWS FOR SITUATIONAL AWARENESS AND INFORMATION SHARING.

SO YCSO WILL BE IN CHARGE OF ALL THE PUSHING OF THE MESSAGING.

BUT IN THE EOC, WE'LL BE ABLE TO SEE WHERE IS GETTING IMPACTED AS WELL AS FIRE PARTNERS AND SUCH.

WHAT IS ALSO GREAT IS THAT THIS WILL WORK WITH EVERBRIDGE, AND SO WHEN THEY PUSH ANY SORT OF MESSAGING TO THE PUBLIC, THEY CAN INCLUDE A URL SHOWING WHAT ZONES ARE BEING IMPACTED.
