WE'RE MEETING TODAY IN YAVAPAI COUNTY ADMINISTRATORS TRADED SERVICES, VERDE VALLEY COMPLEX HEARING ROOM, FIRST FLOOR, 10 SOUTH SIXTH STREET IN COTTONWOOD, ARIZONA.

TODAY'S DATE IS WEDNESDAY, OCTOBER 18TH, 2023.

I CALL THE MEETING TO ORDER.

LORD, WE ASKED YOU TO RECOGNIZE THAT WE ARE WEARY OF WAR, THAT WE ARE WEARY OF FIGHTING, AND THAT IF YOU COULD HELP US AS A SPECIES, RISE ABOVE ISSUES THAT HAVE PLAGUED US SINCE TIME IMMEMORIAL AND ALLOW US TO GO FORWARD TO FIND A PATH TO PEACE SO THAT WE CAN TRULY MEET YOUR DESIRE FOR US TO LIVE ON A PLANET THAT WE TAKE GOOD CARE OF AND WITH PEOPLE THAT WE RESPECT DESPITE OR BECAUSE OF OUR GREAT DIVERSITY, WHICH YOU LORD, HAVE GIVEN US.

BOARD OF SUPERVISORS APPROVED PROCLAMATION RECOGNIZING VICE ADMIRAL JOHN MADISON, OKAY, AND SUPPORTING THE NORTHERN STANDOWN ALLIANCE, FIRST ANNUAL JOHN MADISON'S MEMORIAL RESOURCE FAIR ON OCTOBER 27TH, 2023. SUPERVISOR MICHAELS.

>> THANK YOU, MR. CHAIRMAN, AND I HAD TO LEARN TO IGNORE THE SPELLING OF THAT NAME IN ORDER TO BE ABLE TO PRONOUNCE IT.

SO I SHARE THAT STRUGGLE.

HOWEVER, IN THIS CASE, JOHN WAS A DEAR FRIEND OF MINE.

HIS WIFE CONTINUES TO BE A DEAR FRIEND OF MINE.

THEY HAVE A HOME HERE.

REGRETTABLY THAT BETSY, HIS WIFE, AND CHILDREN, ARE NOT ABLE TO BE HERE WITH US TODAY, BUT THEY RESIDE SEVERAL MONTHS A YEAR HERE AND I JUST MISSED THE DATE FOR BETSY HOLMES TO BE HERE TO HEAR THIS SO I'VE ASKED OUR VETERANS TO STAND IN THEIR PLACE AND RECEIVE THIS PROCLAMATION.

I DON'T THINK WE'VE EVER HAD A MORE HONORED, OR RECOGNIZED AND CELEBRATED VETERAN WHO WE'VE LOST THEN, JOHN MADISON AND SO IT'S WITH GREAT PLEASURE AND HUMBLENESS THAT I READ THIS PROCLAMATION.

THIS IS THE FIRST ANNUAL JOHN MADISON MEMORIAL VETERANS RESOURCE FAIR PROCLAMATION.

WHEREAS VICE ADMIRAL JOHN MADISON, MD, MPH, JD, MC USAIN, RETIRED.

BORN AUGUST 1946, DIED NOVEMBER 7, 2022. WHOSE FATHER? ALFRED JOSEPH MADISON, SERVED IN THE PACIFIC AS A CB DURING WORLD WAR II.

VICE ADMIRAL MADISON'S FAMILY LIVED ON NEARLY A SELF-SUSTAINING HOMESTEAD, WINNING MULTIPLE BLUE RIBBONS FOR GROWING NEW MEXICO'S BEST BLUE CORN

AND WHEREAS VICE ADMIRAL MADISON COMPLETED TWO TOURS IN THE REPUBLIC OF VIETNAM, WHERE HE FOUGHT IN THE TET OFFENSIVE AND WAS ULTIMATELY AWARDED THE BRONZE STAR FOR HIS HEROISM.

THEREAFTER EARNING HIS MD AND HONORED AS BOTH UNDERGRADUATE AND SCHOOL OF MEDICINE, DISTINGUISHED ALUMNUS DURING HIS RESIDENCY.

VICE ADMIRAL MADISON RECEIVED HIS MASTERS OF PUBLIC HEALTH ALSO FROM THE UNIVERSITY OF CALIFORNIA, BERKELEY IN 1982 AND WHEREAS VICE ADMIRAL MADISON SERVED HIS FIRST MEDICAL ASSIGNMENT IS DIVISION PSYCHIATRIST.

WHILE CHAIRMAN OF THE DEPARTMENT OF PSYCHIATRY AT PORTSMOUTH NAVAL HOSPITAL, HE COMPLETED HIS JURIS DOCTORATE AT GEORGETOWN UNIVERSITY LAW CENTER IN 1988 AND WHEREAS, AFTER MULTIPLE LEADERSHIP ASSIGNMENTS, INCLUDING THE PERSIAN GULF WAR, NATIONAL NAVAL MEDICAL CENTER, BETHESDA, MARYLAND, OPERATION DESERT STORM, AND OTHERS, HE WORKED ON IN THE ESTABLISHMENT AND OPERATION OF COMBAT STRESS CENTERS, BECOMING THE COMMANDING OFFICER OF NAVAL HOSPITAL CHARLESTON, SOUTH CAROLINA, AND SELECTED TO BECOME THE COMMANDER OF JOINT TASK FORCE NATIONAL CAPITAL REGION MEDICAL, WHERE HE EXECUTED THE LARGEST, MOST COMPLEX BASE REALIGNMENT AND CLOSURE PROJECT IN THE HISTORY OF THE DEPARTMENT OF DEFENSE AND THAT IS THE MERGER OF WALTER REED ARMY MEDICAL CENTER AND THE NATIONAL NAVY MEDICAL CENTER IN BETHESDA, INTO THE LARGEST MEDICAL MILITARY ACADEMIC CENTER AND REHABILITATION FACILITY.

WALTER REED NATIONAL MEDICAL CENTER.

HELPING ENSURE THE NATION'S WORLD-CLASS HEALTH CARE FOR WOUNDED WARRIORS. HE WAS THE FIRST.

WHEREAS, AFTER 38 YEARS OF MILITARY SERVICE, VICE ADMIRAL MADISON RETIRED WITH AWARDS THAT INCLUDE THE DEFENSE SUPERIOR SERVICE MEDAL WITH OAK LEAF CLUSTER, THE LEGION OF MERIT WITH THREE GOLD STARS, AND THE BRONZE STAR.

DISTINGUISHED FELLOW OF THE AMERICAN PSYCHIATRIC ASSOCIATION AND THE AMERICAN MEDICAL ASSOCIATION PRESENTED HIM WITH A 2010 NATHAN DAVIS AWARD FOR OUTSTANDING GOVERNMENT WORK.

NOW, THEREFORE, THE YAVAPAI COUNTY BOARD OF SUPERVISORS RECOGNIZES AN HONORS VICE ADMIRAL JOHN MADISON FOR HIS OUTSTANDING SERVICE TO OUR COUNTRY AND JOINS THE NORTHERN ARIZONA'S STANDOUT ALLIANCE IN SUPPORT OF THE FIRST ANNUAL JOHN MADISON MEMORIAL VETERAN RESOURCE FAIR ON OCTOBER 27, 2023 AT THE YAVAPAI COUNTY COMPLEX IN COTTONWOOD, ARIZONA.

IN WITNESS THEREOF, THE CHAIRMAN OF THE BOARD ON BEHALF OF THE YAVAPAI COUNTY BOARD OF SUPERVISORS, SETS HIS HAND AND CAUSES THE SEAL OF THE COUNTY OF YAVAPAI, ARIZONA TO BE A FIXED ON THE 18TH DAY OF OCTOBER 2023.

MY NAME IS JOHN DAVISON, I'M THE COMMUNITY LIAISON FOR NORTHERN ARIZONA VETERANS STAND DOWNS.

THIS WILL BE OUR FIFTH STAND DOWN IN NORTHERN ARIZONA, WE'VE BEEN DOING IT FOR 13 YEARS.

SO WE HAVE A NETWORK OF SERVICE PROVIDERS UPWARDS OF 100 THAT PROVIDE ESSENTIAL COMMUNITY INFORMATION THAT'S AVAILABLE FOR VETERANS LOCALLY.

WE'RE HONORED TO BE A PART OF THIS MAN'S LEGACY.

I'VE ALWAYS SAID THAT THE BEST WAY WE CAN HELP VETERANS IS TO SHOW THEM HONOR AND RESPECT.

ALL OF OUR STAND DOWNS ARE DEDICATED IN SOMEONE'S MEMORY AND IT HELPS BRING HEALING TO THESE FAMILIES.

WE'VE DONE THIS FOR A WHILE AND IT WORKS.

I CAN'T THANK YOU ENOUGH FOR ALL THAT YOU DO AS INDIVIDUALS AND COLLECTIVELY TO SUPPORT VETERANS IN YAVAPAI COUNTY.

THAT CONVERSATION, OFTEN ABOUT THE DAMAGE OF WAR TO OUR VETERANS, AND IT'S WHY HE WAS COMPELLED TO JOIN THESE TWO MEDICAL ENTITIES AND CREATE A WOUNDED WARRIOR PROGRAM TO HELP THE HEALING NOT ONLY PHYSICALLY, BUT IN EVERY OTHER WAY AS WELL.

THIS WORK IS IMPORTANT AND IT'S AN OPPORTUNITY FOR VETERANS TO COME AND LEARN ABOUT THE SERVICES THAT YOU PROVIDE AND TO MEET ONE ANOTHER.

APPROVED BY 4 TO 1 VOTE. VICE CHAIRMAN OBERG OPPOSED.]

ACTION ITEM NUMBER 1 WILL BE APPROVED RESOLUTION, NUMBER 21-22, AUTHORIZING THE PURCHASE OF 80 ACRES OF FEDERAL LANDS LOCATED IN CORNVILLE ADJACENT TO OAK CREEK AND WINDMILL PARK FROM THE USDA FOREST SERVICE TO BE USED TO EXPAND THE PARK FOR GENERAL RECREATION AND PUBLIC PURPOSES.

I'LL START BY SAYING, I FEEL LIKE I'M APPROACHING A TEST HERE THIS MORNING.

EVERYONE IN THIS ROOM PROBABLY KNOWS MORE ABOUT THIS ITEM AND THE HISTORY OF IT THAN MYSELF.

SO PLEASE, ANYONE FEEL FREE TO JUMP IN AND CORRECT ME IF I MISSTATE ANYTHING AT ANY POINT, I WILL NOT BE OFFENDED.

I DO UNDERSTAND THAT THIS IS AN ITEM THAT THIS BODY OR PREVIOUS BODIES HAVE CONSIDERED FOR MAYBE AS LONG AS 15 TO SOME SAY EVEN 20 YEARS AGO ABOUT THE POSSIBLE ACQUIRING OF ADDITIONAL PROPERTY IN THE COMMUNITY OF

CORNVILLE ADJACENT TO WHAT IS KNOWN AS WINDMILL PARK.

ALSO I UNDERSTAND THAT THIS STARTED OUT WHEN THE CONCEPT OF A FEDERAL LAND EXCHANGE, THAT AUTHORITY WAS SOUGHT FROM THE FEDERAL GOVERNMENT TO ALLOW THIS BY, I BELIEVE, THEN SENATOR MCCAIN ASSISTED IN THAT EFFORT.

SINCE THAT TIME, WE HAVE RAN INTO SOME ISSUES WITH THAT FEDERAL LAND EXCHANGE DUE TO DIFFERING EVALUATIONS, APPRAISALS OF THOSE TWO DIFFERENT TRACKS.

THE 80 ACRES WE'RE TALKING ABOUT TODAY, AND THE 300 ACRES THAT THE COUNTY CURRENTLY OWNS IN THE COTTONWOOD AREA.

SO AS PART OF THAT FEDERAL LAND EXCHANGE, 90% OF THE VALUES HAD TO BE A SIMILAR BEFORE YOU COULD MAKE THAT EXCHANGE.

WE RAN INTO SOME ISSUES WITH THE APPRAISALS.

THE 80 ACRES IS APPRAISED AT ABOUT CURRENTLY $2.8-2.9 MILLION, ABOUT A $12 MILLION APPRAISAL ON THE OTHER ACREAGE IN COTTONWOOD.

SO RAN INTO SOME ISSUES THERE, THEN DISCOVERED THAT THERE WAS ANOTHER METHOD MAY BE THAT WE COULD ACCOMPLISH THE PURCHASE OF THIS PROPERTY, AND THAT WAS USING THE TOWNSHIP ACT AND LOOKING AT THE APPRAISED FAIR MARKET VALUE FOR BOTH OF THOSE PARCELS.

SO AGAIN, THE ACTION BEFORE YOU TODAY IS FOR THIS BODY TO CONSIDER AN OUTRIGHT PURCHASE OF THAT 80 ACRES FOR THE APPRAISED VALUE, WHICH WE'LL NEED TO APPRAISE AGAIN.

CURRENTLY SETS AGAIN ABOUT $2.9 MILLION IN ORDER TO PROCEED.

IDEA IS THEN THAT AT SOME FUTURE DATE, THE USDA FOREST SERVICE WOULD PURCHASE OUR PROPERTY.

AGAIN, THE APPRAISED VALUE OF THAT IS CURRENTLY $12 MILLION.

YOU CAN SEE THERE WOULD BE A NET DIFFERENCE OF ABOUT NINE MILLION DOLLARS, IF THIS PLAN ALL COMES TO FRUITION.

SO AGAIN, THE ACTION BEFORE THE BODY TODAY IS TO ADOPT THIS RESOLUTION, STATING YOUR INTENT TO PURCHASE THE 80 ACRES.

WITH THAT, I'D BE HAPPY TO STAND FOR QUESTIONS, AND WE'VE ALSO GOT OUR PUBLIC WORKS DIRECTOR, DAN CHERRY AVAILABLE FOR ADDITIONAL HISTORY AS WELL.

>> THIS IS SUCH A WONDERFUL LONG OVERDUE FRUITION AND I KNOW HOW STRONGLY YOU FEEL ABOUT IT.

IT'S YOUR DISTRICT, BUT BOY HAVE I LOVED SEEING THIS PROCESS ACTUALLY HEAD IN THE RIGHT DIRECTION TOWARDS FRUITION.

IN ALL CAUTION, WE HAVE TO ASK, WHAT IS THE LIKELIHOOD OF US BEING ABLE TO SELL THAT PROPERTY AND HAVE IT COME TO OUR BENEFIT BY SOME NINE MILLION.

FOR ONE, I THINK IT'S A PRETTY SAFE BET AND I CAN'T THINK OF A MORE ACCURATE EXAMPLE OF ENSURING THAT AS SUPERVISORS, OUR CONSTITUENTS HAVE A HEALTHY COMMUNITY AND GROW IT IN EVERY POSSIBLE WAY THEY CAN.

WITH THAT IN MIND, IT WOULD BE MY HONOR TO MAKE THE MOTION TO APPROVE THIS.

I WILL MAKE COMMENT THAT WE'VE BEEN WORKING ON IT FOR A LONG TIME.

WE'RE CARRYING THE TORCH FOR FUTURE OR PAST GENERATIONS OF SUPERVISORS THAT WE'RE PUSHING THIS LAND EXCHANGE.

WE GOT ALL THE WAY TO THE VERY END, THE LAST STEP, WHICH WAS AN APPRAISAL AND THEN WE HAVE THE DEFICIT OF THAT APPRAISAL.

WE'VE BEEN IN COMMUNICATION WITH THE FOREST SERVICE IN-DEPTH.

THEY ARE INTERESTED IN PURCHASING THAT OTHER PROPERTY IN COTTONWOOD.

THERE ARE SOME DANGEROUS SPECIES.

THERE IS A NEGOTIATION THAT NEEDS TO TAKE PLACE A YEAR DOWN THE ROAD DUE TO THE FACT THAT WE MISSED THE DEADLINE OF, I THINK IT WAS SEPTEMBER 28TH.

BUT THIS IS A LOT OF WORK AND A LOT OF YEARS OF WORK PREVIOUS TO US, AND I THINK I SUPPORT THE IDEA.

RIGHT NOW WAY MORE PARKS IN A FLOOD ZONE, WE DON'T HAVE PERMANENT RESTROOMS DOWN THERE.

THERE'S A LOT OF USES WE CAN DO WITH TRAILS, PAVILIONS.

THERE'S SOME ARTIFACTS THERE THAT WE WERE GOING TO DO SOME HISTORICAL ENCLOSURES TO DESCRIBE SOME OF THE HISTORY.

IT'S JUST GOOD FOR THE COMMUNITY AND THE CORNVILLE COMMUNITY IS VERY WELL BEHIND THIS, AND I APPRECIATE EVERYONE'S SUPPORT ON THIS.

I'M HERE IN THE PRESCOTT OFFICE, ATTENDING THE MEETING VIRTUALLY TODAY, BUT I WOULD BE MORE THAN HAPPY TO SPEAK ON THE MATTER.

MUCH OF THE HISTORY HAS BEEN TOUCHED ON ALREADY, BUT THIS CERTAINLY HAS BEEN A LONG ARDUOUS PROCESS.

WE HAVE KEPT IN FAIRLY REGULAR CONTACT WITH THE CORNVILLE COMMUNITY ASSOCIATION AND MEMBERS OF THAT ORGANIZATION.

SO WE CERTAINLY ARE SUPPORTIVE OF THIS.

THE PIECE OF PROPERTY THAT WAS ORIGINALLY PROPOSED FOR SWAPPING WAS ACQUIRED AS PART OF THE MANGAS AVENUE EXTENSION PROJECT THAT WAS DONE BACK AROUND THE TURN OF THE CENTURY.

PUBLIC WORKS DEPARTMENT HAS HELD THAT JUST TO KEEP IT UP AND WE OCCASIONALLY WILL MONITOR THINGS ON THAT PROPERTY.

THERE'S ALWAYS BEEN SOME ISSUES WITH THAT PROPERTY JUST FROM A MONITORING STANDPOINT, BUT THERE ARE TRAILS ON THAT OTHER PROPERTY.

THE CITY OF COTTONWOOD ACTIVELY PROMOTES THE TRAIL SYSTEM THAT'S ON THAT 300 ACRE PROPERTY.

SO WE DO BELIEVE IT IS APPROPRIATE THAT THAT EVENTUALLY BE IN THE HANDS OF THE US FOREST SERVICE WITH THE AFOREMENTIONED ENDANGERED SPECIES HAVING A HIGH CONCENTRATION THERE, THAT WOULD BE THE CLIFF ROWS.

RIGHT NOW WE'RE DOING A SPACE STUDY.

AGAIN, WE HAD $50 MILLION OF PROJECT REQUESTS FOR WATER AND SEWER FROM OUR VARIOUS COMMUNITIES AROUND THE COUNTY AND WE WERE ONLY ABLE TO PUT ABOUT 11.5 MILLION AGAINST THE $50 MILLION REQUIREMENT.

SO IT SEEMS TO ME THAT CONSERVING OUR WATER RESOURCES, PARTICULARLY IN MANY COMMUNITIES THAT HAVE AGING AND INADEQUATE WATER INFRASTRUCTURE IS EXTREMELY IMPORTANT.

I THINK I'M A LITTLE WORRIED ABOUT THIS.

I THINK WE HAVE A FIDUCIARY RESPONSIBILITY TO THE TAXPAYER TO MAKE SURE THE MONEY THAT THEY GIVE US IS SPENT CORRECTLY.

I KNOW THIS HAS BEEN A LONG DRAWN OUT PROJECT AND THERE'S PROBABLY PEOPLE FEEL THAT IT WOULD BE BENEFICIAL.

BUT AGAIN, WHEN I START TAKING A LOOK AT THE MONEY THAT WE HAVE AVAILABLE MOVING FORWARD AND THE NEEDS THAT WE HAVE MOVING FORWARD, I CAN NOT SUPPORT THIS.

WE DON'T KNOW THE FUTURE AND I DON'T THINK ANY OF US HAVE THAT CRYSTAL BALL.

WE'RE EITHER DOING WELL OR WE'RE IN TROUBLE.

EITHER WAY, WE KNOW THIS IS LAND THAT JUST INHERENTLY, FROM THE LEGACY OF THE PEOPLE THAT HAVE COME BEFORE US, SHOULD AND NEEDS TO BE IN THE CARE OF OUR CORNVILLE COMMUNITY IN EXTENDING THE WINDMILL PARK.

BUT IN THIS CASE, IT'S A BIT DIFFERENT THAN JUST THROWING MONEY INTO THE WIND AND HOPING IT LANDS WHERE IT NEEDS TO.

WE KNOW THE VALUE OF THIS PARK TO THE COMMUNITY.

WE KNOW THEIR COMMITMENT HISTORICALLY TO SUPPORTING THIS ACQUISITION.

IT SEEMS TO ME AS MUCH AS A RESPONSIBILITY TO BE PRUDENT IN OUR BUDGET ALLOCATIONS AND I THINK WE GENERALLY ARE.

I'M ONE OF THE MORE FISCALLY CONSERVATIVE IN FACT, WHICH SOMETIMES SURPRISES PEOPLE.

BUT I WILL TELL YOU THAT THIS IS AN INVESTMENT IN THE HEALTH OF THE COMMUNITY.

IT HAS LONG-LASTING IMPACT AND ITS VALUE IS IMPORTANT TO US BEING THE KIND OF DECISION-MAKERS THAT SUPPORT HEALTHY COMMUNITIES.

WE KNOW THAT THESE PARKS DO.

THEY PLAY SUCH A ROLE IN EVERYDAY LIFE, IN WEEKEND ACTIVITIES, IN CHILDREN'S EDUCATION, IN BRINGING FAMILIES TOGETHER, AND THIS IS AN OPPORTUNITY FOR US TO SUPPORT IT.

SO WHILE I SHARE THE NEED TO BE PRUDENT WITH OUR DOLLARS, I THINK WE ARE PRUDENT IN THIS INVESTMENT.

FOR THE PAST 20 YEARS, MANY PROPOSED ACTIONS HAVE BEEN DISCUSSED AND PASSED BY.

NOW THE TIMING DOES SEEM RIGHT, ESPECIALLY IN VIEW OF THE FUNDING OPPORTUNITY THAT'S HERE TO DIRECT PURCHASE THIS PARCEL UNDER THE TOWN SITE ACT.

I'D LIKE TO ADD THAT BECAUSE THE PARCEL STRADDLES CORNVILLE ROAD AND INCLUDES THE FOUR-WAY INTERSECTION WITH ASBESTOS ROAD.

COUNTY OWNERSHIP OFFERS HUGE OPPORTUNITIES FOR EXPANDING THE PARK AS WE'VE DISCUSSED, AND PROTECTING THE RESOURCES, BUT ALSO TO IMPROVE TRAFFIC FLOW, JUST MAYBE ON CORNVILLE ROAD AND TRULY CONNECTING THE COMMUNITY, WE CANNOT WALK SAFELY FROM ONE SIDE OF OUR COMMUNITY TO THE OTHER NOW.

WE NEED A COMMUNITY, WE'RE THINKING MULTI-MODAL TRAIL THAT WOULD FOLLOW THE ROAD.

THOSE ARE SOME OF THE BENEFITS THAT WOULD COME THAT HAVEN'T QUITE BEEN MENTIONED.

THE CORNVILLE COMMUNITY ASSOCIATION HAS LONG WORKED WITH THE COUNTY ON THE FOREST SERVICE TO PLAN AND CONSIDER OPTIONS FOR USE OF THE PROPERTY.

WE WORKED COOPERATIVELY WITH NORTHERN ARIZONA UNIVERSITY, SHOULD DEVELOP A DESIGN CONCEPT WHICH WE STILL HAVE AND ARE LOOKING AT.

WE OBTAINED 50,000 IN GRANT FUNDING FOR THE FOREST SERVICE, ARCHAEOLOGICAL SURVEYS, WILDLIFE SURVEYS, AND LAND PROTECTION MEASURES, AND THE CCA HAS COOPERATED ON TWO MAJOR CLEANUPS ON THE PROPERTY OVER THE LAST 20 YEARS.

WITHOUT QUESTION, YOU HAVE YAVAPAI COUNTY PURCHASE OF THE NATIONAL FOREST PARCEL CAN BENEFIT BOTH THE COUNTY AND THE CORNVILLE COMMUNITY.

IT WILL EXPAND THE PARK WITH TRAILS AND ASSOCIATED RECREATIONAL AMENITIES.

IT CAN IMPROVE CORNVILLE RAILROAD TRANSPORTATION AND THE AREA WILL BECOME A TRUE FOCAL POINT FOR OUR COMMUNITY.

IT WAS A BEAUTIFUL PASTURE, MUCH LIKE THE PROPERTY THAT IS TO THE NORTH OF US WITH ANIMALS.

WE HAD A QUIET LIVING AT THE TIME.

WE OPPOSE THE PARK BECAUSE WE KNEW THAT IT WOULD DRAW PEOPLE AND PEOPLE WOULD BRING TRAFFIC AND THEN ALSO BRING NOISE.

IT WOULD ALSO BRING PEOPLE, MUCH LIKE GARRISON PARK AND THE PARKS AROUND HERE BRING PEOPLE LATE AT NIGHT.

WE WERE PROMISED AND CHAIRMAN GREGORY HAS ALREADY HEARD MY CONCERNS, BUT WE WERE PROMISED THAT THAT WOULD BE MITIGATED.
